Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Dietary supplement is a product that contains vitamins, minerals, herbs or other botanicals, amino acids, enzymes, and/or other ingredients intended to supplement the diet. The U.S. Food and Drug Administration has special labeling requirements for dietary supplements and treats them as foods, not drugs.



Manufacturers and distributors of dietary supplements and dietary ingredients are prohibited from marketing products that are adulterated or misbranded. That means that these firms are responsible for evaluating the safety and labeling of their products before marketing to ensure that they meet all the requirements of DSHEA and FDA regulations.

QC scholars finish call competency course

QUEZON CITY, April 30 (PIA) – Some 225 scholars of Mayor Herbert Bautista’s technical scholarship grant successfully finished their Contact Center Competency Course.

The said course program is a project of Mayor Bautista who wanted the youth to acquire technical skills and help them get jobs in the fast-rising business process outsourcing industry.

The students were subjected to 120 hours of intensive skills training in the communication and technology course.

The Contact Center Competency Course program is an undertaking of the Quezon City Public Employment Services Office (PESO) in partnership with the Scholarship & Youth Development Program (SYDP) and the Quezon City Information and Communication Technology- Global Service Outsourcing Task Force (QC ICT-GSO).

Barangay San Jose road in QC to be named after late village head

MANILA -- The road perpendicular to Tendido and Tinagan streets in Barangay San Jose, Quezon City will be named after its former barangay captain, Brigido Velasco.

Quezon City Mayor Herbert Bautista has approved City Ordinance 2570-2017 that fleshed out a resolution passed by the Barangay San Jose council, asking the City Council to name the road after the late village chief.

According to the resolution, the National Historical Institute was consulted on the measure.

“Naming the existing unnamed barangay road Brigido Velasco will serve to commemorate and honor a man who, by the account of his own community, has served as a good example to the citizenry,” read the resolution introduced by Councilor Anthony Peter Crisologo.

Velasco was the area’s Tinyente del Barrio in the 1970s before he became the first appointed barangay captain during the Marcos regime. He was among the local officials who were removed from office after the 1986 People Power revolution. The people of Barangay San Jose however elected him back into office in 1989.

Velasco, who held the position until his death in 1998, is credited for establishing the San Jose Elementary School, the very first school in Barangay San Jose, as well as the San Jose High School and Health Center.

Quezon City shares best practices in Mobile Money payments

Officers from the Vietnam Bank for Social Policies and Asia Foundation-Vietnam visited the city to study QC e-services, especially the mobile money tax payment scheme.

The study tour is part of the program organized by Asian Institute of Development Studies, Inc, an international human resource development organization with strong linkages with leading universities, technical institutes, non-government institutions, private corporations and research agencies worldwide.

Quezon City has been offering mobile money payment since 2014, mobile payment scheme through G-cash, is available to real property taxpayers, business taxes and market stall fees which is convenient, since it allows them to pay taxes 24 hours a day/ 7 days a week through their mobile phones. They also get their electronic Official Receipt online as proof of their payments.

Paying through mobile money or G-cash is part of the city government’s goal to provide convenient, fast and secure options for payment of real property taxes as the city government will soon offer online payments and credit card installment payments for taxes and other fees.

The Vietnamese delagation later took a tour of the QCX, the Quezon City Experience Interactive Museum at the Quezon Memorial Circle.

QC mayor's scholars expected to join BPO

MANILA, April 26 -- More than 200 students who availed of Quezon City Mayor Herbert Bautista's technical scholarship grant will soon be part of the fast growing Business Process Outsourcing (BPO) community, said Ares Gutierrez, chief QC Public Affairs Office on Wednesday.

Gutierrez said they have ties with different BPOs located in the city that will priorities graduates the Contact Center Competency Course.

“The 225 graduates of Contact Competency Course under the Mayor Herbert Bautusta Technical Scholarship Grant is our own way of helping QC residents to be productive citiaen,” Gutierrez told Philippine News Agency in a telephone interview.

QC barangay cited for ‘Best Lupon’ in Metro Manila

MANILA, April 25 -- The Quezon City Council has passed a resolution commending Barangay San Bartolome for being adjudged the best Lupon ng Tagapamayapa (peace council) in the National Capital Region .

City Resolution 6988-2017, introduced by Councilors Franz Pumaren and Godofredo Liban II, congratulated Barangay San Bartolome and its chairman Lamberto Pascual.

The Department of the Interior and Local Government (DILG) named Barangay San Bartolome as the Best Lupon in the National Capital Region (NCR).

The barangay represented Metro Manila in the national level of the Lupon Tagapamayapa Incentive Awards (LTIA) where it placed second in the nationwide search.

Then Interior Secretary Ismael Sueno together with DILG-NCR Regional Director Maria Lourdes Agustin, and Assistant Regional Director Juan Jovian Ingeniero handed over the award to the lupon members of Barangay San Bartolome.

The LTIA is an annual award established pursuant to Section 406(b) of the Local Government Code of 1991 and Executive Order No. 394, s. 1997.

This is in recognition of the Lupon Tagapamayapa’s contribution in the promotion of the Katarungang Pambarangay objectives to strengthen it as an indigenous mediation structure capable of resolving disputes within a community and settled beyond the formal courts of justice.

It aims to institutionalize a system of granting economic benefits and other incentives to Lupong Tagapamayapa for reason of exemplary performance in settling disputes within their community.

Barangay San Bartolome was adjudged the best Lupon Tagapamayapa this year based on the following criteria: Efficiency in the operations of the Lupong Tagapamayapa; effectiveness in attaining the Katarungang Pambarangay objectives, and; creativity and resourcefulness in the administration of KP.

The award has four categories, namely: Highly Urbanized City, 1st to 3rd Class Municipality, and 4th to 6th Class Municipality.

QC backs institutionalization of 4Ps

MANILA, April 24 (PNA) -- The Quezon City Council has passed a resolution supporting the institutionalization of the Pantawid Pamilyang Pilipino Program (4Ps) under the Department of Social Welfare and Development.

Resolution no. SP-6973, S-2017, introduced by Councilor Melencio Castelo, urges Congress to enact a law that will institutionalize the Pantawid Pamilyang Pilipino Program.

“The program has a remarkable impact in improving the lives of millions of household-beneficiaries, particularly in health aspect and education. Children covered under the Program will have better chances of gainful employment after finishing their high school under the new curriculum being implemented by the Department of Education (DEPED),” Castelo said in his explanatory note.

4Ps is a conditional cash transfer program of the national government that aims to eradicate extreme poverty among Filipinos, particularly in the aspect of health and education.

The Pantawid Pamilyang Pilipino Program was first implemented in 2008 under the administration of former President Gloria Macapagal Arroyo and was continued under the administration of President Benigno S. Aquino III.

The program is implemented in 143 cities including Quezon City; 1,484 municipalities; 79 provinces; and 17 regions in the country.

As of April 10, 2017, there are a total of 37, 689 4Ps household beneficiaries in Quezon City.

More than 4 million households in the country have benefited from the 4Ps.

QC gov't. donates computer sets to public schools

MANILA -- The Quezon City Council has passed a series of resolutions authorizing Mayor Herbert Bautista to donate computer sets and printers to four public schools in Quezon City to improve the delivery of administrative services of each school.

Under Resolution 7018-2017, it authorizes the donation of 10 computer sets and printers to Doῆa Rosario High School in Barangay Novaliches Proper.

Resolution 7019-2017 is about the donation of the 10 computer sets and printers to Maligaya High School in Barangay Pasong Putik.

Resolution 7020-2017 also concerns the donation of 10 computer sets to Lagro High School in Barangay Greater Lagro while Resolution 7021-2017 donates three computer sets and printers to Doῆa Rosario Elementary School in Barangay Novaliches Proper.

“The donation of computer sets and printers to these schools is a boost for their administrative functions, like records-keeping, to be properly accomplished at as faster rate and records will be safely stored,” Mayor Bautista said in a statement.

“These donations are part of the city government’s program to modernize the facilities in our public schools,” it added

The computers and printers will be purchased through funds allocated to the Office of Councilor Karl Edgar C. Castelo.

QC to test e-Trike service in Maginhawa on Monday

MANILA, April 22 -- Quezon City is set to pilot-test an electric passenger tricycle service that will ferry commuters from Quezon City Hall to the Maginhawa art and food hub in Sikatuna Village.

Quezon City Department of Public Order and Safety (DPOS) chief, Dr. Elmo San Diego, said five of 20 e-Trikes donated by the Japan International Cooperation Agency (JICA) to the city will be fielded in the two-month test run that starts on Monday.

“We selected the Maginhawa art and food hub route to further promote the area as a tourist center,” San Diego said.

The DPOS parking area along Kalayaan Ave. will serve as jump-off point, terminal and charging station.

E-Trikes will be going around the City Hall Compound to pick up passengers and drop them off in designated stops along Maginhawa St. Passengers will be charged the prevailing rate of PHP8.

If the trial run proves to be a success, all 20 e-Trikes will be fielded in a full rollout of the service.

College scholarships for deserving indigent residents of QC

MANILA -- Around 300 deserving indigent high school graduates from underserved communities in Quezon City will receive college scholarships from the city government under a program rolled out by Mayor Herbert Bautista.

Rod Torres, coordinator of the School Youth Development Program on Thursday said qualified students will receive a total of PHP5,500 covering tuition and allowance every semester.

Last semester, a total of 276 scholarships were given to indigent high school graduates residing in Quezon City.

The Quezon City government aims to increase the number of scholars up to 1,000 deserving graduates and expected to increase its number starting next year, the first batch of senior high school graduates.

Qualified graduates are urged to apply for the next batch of scholarships until the first week of May.

Those who wish to apply for scholarships are required to present his/her birth certificate, certificate of indigency from the barangay, income tax returns of parents, 2x2 ID pictures and a copy of scholastic record or report card.

Torres said applicants are advised to proceed to SYDP office at the 7th Floor, Civic Center Bldg. A, Quezon City Hall Complex or they can get in touch through telephone numbers 988-4242, local 8738/8707 for further inquiries.

DENR hosts forum on biodiversity, mining

QUEZON CITY, April 19 (PIA)--The Department of Environment and Natural Resources (DENR) on Wednesday (April 19) hosted a biodiversity and mining forum with focus on the issues of sustainability, social justice and equity on the extraction and use of natural resources for economic needs.

The event dubbed as "Forum on Biodiversity and Mining: The Way Forward" brought together around 250 participants from various offices and units of the DENR, including field offices, and representatives of non-government organizations.

DENR Secretary Gina Lopez welcomed the participants and guests, and gave the opening message.

Lopez, a long-time environment advocate, has made it clear that she is for biodiversity conservation and her commitment is to protect natural habitats and wild flora and fauna across the country.

The environment chief also clarified that she is not against mining but to the suffering of people in mining communities.

She said irresponsible mining does not bring social justice, which is the heart and soul of the 1987 Philippine Constitution.

Resource speakers include William Holden, an associate professor of geography at the University of Calgary in Alberta Canada. He will discuss the topic of mining and natural hazard vulnerability in the Philippines.

Other resource speakers and topics at the forum are Dr. Edwino Fernando of UP Los Baños Department of Forest and Biological Sciences (phytomining and terrestrial ecosystem) and Dr. Rex Victor Cruz of UPLB Institute of Renewable Natural Resources (watershed ecosystem);

Environmental lawyer Antonio A. Oposa, Jr. will give a video message on environmental law in the Philippines.

The mining sector is currently faced with the situation where there is a growing awareness on the importance of preserving the country's rich biodiversity.

Many have raised concerns on whether mining and biodiversity conservation can co-exist and if mining should be stopped to preserve the natural resources.

The forum conforms with Section 38 of the 2017 General Appropriations Act, which mandates all government agencies, and local government units to "ensure that protection of biological diversity is integrated and mainstreamed into their development programs and projects.”

QC gov't. allots PHP3 M aid for job seekers

MANILA, April 18 (PNA) -- The Quezon City Council had passed an ordinance authorizing the city government to allocate PHP3 million as financial aid to job seekers.

In City Ordinance 2576-2017 authored by Councilor Donato Matias, it seeks to help Quezon City residents find a decent job.

Job seekers who wish to avail of the aid should be a bona fide resident and a registered voter of Quezon City.

The prospective beneficiary must belong to an indigent family as evidenced by a Barangay and Social Services Development Department certification, must be willing to enroll in the Pre-employment Financial Aid Program and abide by its rules and guidelines. The grantee must be a public high school graduate.

Aside from these requirements, a resume or bio-data should be presented together with the requirements from the employer, certificate of indigency from the barangay and SSDD, and a certification from the barangay certifying the applicant as a registered skilled worker as per City Ordinance No. SP-2404, S-2015.

The Quezon City Public Employment Service Office (QC PESO) is mandated to implement the ordinance in coordination with other relevant agencies and offices.

Aside from the implementation, the office is also tasked to monitor, evaluate, and keep the record of the program and should check the progress of the beneficiaries.

QC to join DOTr’s Route Measures Capacity (RMC) OF THE DOTr’s

QUEZON CITY, April 17 (PIA)--The Quezon City government will soon be part of the route measured capacity (RMC) of the Department of Transportation (DOTr).

In a resolution passed by the Quezon City Council, the city government is urging the DOTr through its road transportation planning division to consider the city’s inclusion in its route measured capacity (RMC) in all public utility vehicles (PUVs). The scheme aims to determine the acceptable number of PUVs to serve the riding public.

The move aims to solve the problem of disproportionate number of PUVs particularly in areas where commuters are thickly concentrated as against routes with fewer passengers.

The city resolution states that local government units should be consulted in the determination of the RMC because the LGUs can identify which routes are over-served or under-served.

To efficiently define the number of trips to meet passenger demand, which were applied to buses, jeepneys and UV express vehicles, participation of the concerned LGUs must be given a closer look to come up with an equal distribution of public transports most favorable to the riding public.

Mayor Herbert Bautista lauded the city council for passing the resolution, saying that the city’s participation will help ease the commuters’ struggles especially during rush hours.

UNICEF brands QC as model for infant health care

MANILA (PNA) -- The United Nations has chosen Quezon City as a model for a highly urbanized city to implement the integrated First 1,000 Days program.

Georgina Belardo, child right and business specialist of UNICEF-Philippines, said the program aimed to take good care of infants from conception up to 2 years old.

UNICEF officials, accompanied by Quezon City health officer Dr. Verdades Linga, called on Mayor Herbert Bautista to inform him of the city’s latest feat.

UNICEF has urged Bautista to expand the local government's health programs and support the three other components of child’s life namely: health, nutrition, and water sanitation and hygiene. The additional two components proposed were child protection and early education.

UNICEF believes that if two of the components are integrated, the infant will be protected from deadly diseases from childhood to adulthood.

“Very positive naman sa programang ito si Mayor,” Belardo said.

UNICEF has already introduced the program in Zamboanga del Norte, Mapanas, Northern Samar, and Monreal, Masbate.

PNP, Petron open Children’s Road Safety Park

QUEZON CITY (PIA) – The Philippine National Police (PNP) and Petron opened a Road Safety Park for children in Camp Crame, Quezon City yesterday.

PNP chief Police Director General Ronald Dela Rosa led the inauguration, together with officials from the PNP, Petron and guests.

The PNP through the Police Community Relations Group (PCRG) and Petron Corporation collaborate in establishing one of the country's first interactive safety parks to promote proper understanding of road safety and courtesy to children and parents through hands-on experience with the help of driving lanes, traffic markers and other instructional signages.

According to the PNP, the opening of the PNP-Petron Children's Road Safety Park is in support of the Decade of Action (2011-2020) for Road Safety by the United Nations which calls on member nations to create and implement their own safety action plans to reduce fatalities by 2020.

The park is open to the public for free from 8 a.m. to 5 p.m. Visitors may coordinate with the PCRG.

Summer job program kicks off in QC

MANILA (PNA) -- Close to 700 student interns joined the ranks of the Quezon City Government as City Hall kicks off its summer job program, the QC Public Employment Services Office (PESO) said on Tuesday.

The program aims to introduce students to government service.

The Quezon City Government allocated PHP6.9 million to fund the program which is being implemented by PESO in partnership with the Department of Labor and Employment (DOLE).

Out of 5,000 students who applied for the program, only 350 students qualified for Special Program for Employment of the Students (SPES) while 320 qualified for the Government Internship Program (GIP).

The 670 students started their internship on April 10, 2017. They were deployed to different offices and departments at Quezon City Hall.

The government program aims to employ Grade 10 to third year college students ages 15-25 years old. Among the public schools who applied for the program were Polytechnic University of the Philippines, Our Lady of Fatima and some public high schools in the City.

The GIP interns will work for 30 working days and will be paid 75 percent of the minimum wage while SPES interns will only have to work for 20 working days and will receive a minimum wage at the end of the program.

2,292 centenarians to receive P100,000 cash gift from DSWD

QUEZON CITY (PIA) -- Some 2,992 identified centenarians in 2016 will be receiving their P100,000 cash incentive this April according to the Department of Social Welfare & Development (DSWD).

DSWD Secretary Judy Taguiwalo said the Agency’s Central Office had already downloaded the funds to the field offices and are now on the process of validating the needed documents for the fund’s release to the beneficiaries.

“We are pleased to announce that our centenarians will finally receive their cash incentives this month. I know that they have been waiting for this since last year. We sincerely regret the delay, but we have had to work within established legal and budgetary processes which made it difficult to immediately expedite the release of the cash incentives for our senior citizens. We hope that they will finally be able to make good use of their well-deserved award,” DSWD Secretary Judy M. Taguiwalo said.

The breakdown of the 2,992 total centenarians recorded in 2016 are as follows: 201 from National Capital Region (NCR); 216 from Region I; 25 from the Cordillera Administrative Region (CAR); 103 from Region II; 342 from Region III; 136 from Region IV-A; 115 from Region IV-B; 135 from Region V; 360 from Region VI ; 239 beneficiaries in Region VII; 55 from Region VIII; 17 from Region IX; 176 from Region X; 52 from Region XI ; 314 from Region XII; 84 from CARAGA; 18 from Negros Island Region; 230 from Autonomous Region of Muslim Mindanao (ARMM) and;174 recorded centenarians who are living overseas.

The granting of cash incentive is specified in Section 2 of Republic Act 10868 or the “Centenarians Act of 2016,” which states that all Filipinos who reach the age of one hundred (100) years old, whether residing in the Philippines or abroad, shall be honored with a Letter of Felicitation from the President of the Philippines congratulating the celebrant for his or her longevity; and a centenarian gift in the amount of one hundred thousand pesos (₱100,000).

The centenarians will also receive a plaque of recognition and cash incentive from their respective city or municipal governments in appropriate ceremonies. The amount of the additional incentive shall be determined by the local government unit concerned.

Under the law, the awards and incentives are given to the centenarians on the first Sunday of October, declared as the National Respect for Centenarians Day (NRCD) in line with the Elderly Filipino Week celebration.

However, considering the age of the centenarians, and the delay in the budgetary processes, DSWD will release the cash gift to the 2016 identified beneficiaries this month.

To date, out of the 2,992 total centenarians, 319 have already died. In Region VI, which recorded the highest number of beneficiaries totaling to 360, some 38 have reportedly died already.

Centenarians who died upon the effectivity of the law will be given a posthumous plaque of recognition together with the cash incentive to be received by their nearest surviving relative or family.

Meanwhile, this year, there is already an approved budget of P100,000,000 for identified 1,000 centenarians nationwide. The Department is waiting for the release of Sub-Allotment Release Order from the Department of Budget and Management to facilitate the downloading of funds to field offices to commence with the payment of incentives to the 1,000 centenarians.

For 2017, the highest number of identified beneficiaries came from Region I with 221, followed by Region XII with 112 and Region III with 101. NCR has recorded 48 beneficiaries; CAR with 28; Region II with 36; and Regions IV-A and IV-B with 90 and 31 beneficiaries, respectively.

Region V has recorded 36 centenarians; Region VI with 26; Region VII with 46; Region VIII with 30; and Region IX with 20. Meanwhile, there are 62 beneficiaries in Region X; 38 in Region XI; 55 in CARAGA; 13 in NIR; and 7 in ARMM.

The document needed to avail of the incentive is the birth certificate of the centenarian or Philippine passport for those living overseas. If said documents are not available, the centenarian may present his or her senior citizen’s identification (ID) card or any other Philippine government-issued ID showing his or her citizenship and date of birth.

QC’s film commission now accepting entries for short film competition

THE Quezon City Film Development Commission (QCFDC) is now accepting entries for its short film screenplay contest.

The Quezon City Experience (QCX) is the official short film category of the Quezon City International Film Festival (QCinema), which is now in its fifth year of featuring the works of talented Filipino filmmakers.

In the competition, eight short film directors will receive a production grant worth P100,000 (they retain ownership of film rights).

To join, filmmakers should submit a completed QCX entry form, synopsis, director’s statement and screenplay, the director’s profile, and a portfolio of sample works in DVD format.

Proposed entries must be in the form of narrative fiction. The total running time (TRT) of the completed film with opening and closing credits must not exceed 20 minutes.

Original literary sources, music materials, and film footage must have the proper clearance from the respective copyright owners before they can be used in any part of the movie.

The film must have its Philippine premiere in QCinema 2017. The rights for the final product belong to the filmmaker. Nonetheless, QCFDC, as the executive producer, reserves the right to screen it for the whole duration of QCinema 2017 and in other selected events after the festival screenings.

No Lenten holidays for garbage collectors in QC

MANILA (PNA) -- There will be no interruption in garbage collection services during the Holy Week in Quezon City, the city's Environmental Protection and Waste Management Department head Frederika Rentoy on Thursday said.

Such move will maintain cleanliness in the city as lexpected refuse that may be generated during the observance of the Holy Week from April 10 to 16, will be promptly collected.

Regular garbage collection in barangays and main roads will continue to follow its normal schedule from April 10 (Holy Monday) to April 16 (Easter Sunday).

According to Rentoy, garbage collection will also proceed as scheduled in parks, churches, markets, hospitals, and in Camps Aguinaldo and Crame.

Collection of bulk waste will still proceed as scheduled on April 16 (Easter Sunday).

She stressed that no garbage collection will however, be carried out in schools and government offices on April 13 (Maundy Thursday) and April 14 (Good Friday) as these institutions will be closed.

Mandatory tuberculin skin test for QC pre-schoolers next school year

MANILA (PNA) -- Quezon City will now make it mandatory for pre-schoolers enrolled in city government-run day-care centers to undergo an annual turberculin drug testing, which is a screening tool for TB infection among children, Quezon City Mayor Herbert Bautista on Wednesday said.

The ordinance, which the mayor signed into law on March 13, cited tuberculin skin testing as necessary for the purpose of early TB detection.

As provided for under Ordinance 2573-2017, the city government will be setting aside PHP5 million to implement the program.

The full implementation of the program will start when classes opens in June for 2017-2018 school year.

Only children who have the consent of their parents will undergo the test.

Based on the City Leadership and Governance Program launched by the QC government in 2015, 32 percent of pre-schoolers enrolled in the city’s day care centers were diagnosed with tuberculosis while 26 percent were infected.

At least 54 percent of the total day-care enrollees responded to the test during the soft implementation of the project.

There are about 23,705 pre-schoolers enrolled in the city’s 294 day-care centers.

QC distributes graduation subsidy

MANILA, April 6 (PNA) -- Quezon City Mayor Herbert Bautista on Thursday led the distribution of graduation subsidies and incentives to public schools as well as deserving students in the city to defray graduation expenses in response to the “No Collection Policy” enforced by the Department of Education.

A total of PHP1.2 million was provided by the QC government to augment the printing of diplomas and certificates, stage decorations, chairs and sound system rental, and minor venue repairs.

The PHP2.1 million will go to honor students as their incentives and encourage them to exert additional effort to maintain their grades.

As per Commission on Audit Circular No. 2012-004, school principals are required to submit subsidy liquidation requirements within 20 days from the accomplishment of the purpose.

Over 70 principals, school officials, and Schools Division Office heads attended the distribution and discussion of guidelines at the QC Hall.

In response to the “No Collection Policy” enforced by Department of Education, QC government distributed a total of PHP1,870,000 for the graduation subsidy and incentives of honor pupils in public schools.

This year, there are 40, 473 graduating students in Grade 6 and 33,578 students in Grade 10 will move up to senior high school.

QC fetes top performing barangays

MANILA (PNA) -- Quezon City Mayor Herbert Bautista on Tuesday awarded the Barangay Seal of Good Housekeeping (BSGH) and Lupong Tagapamayapa Incentives Award (LTIA) to barangays that have demonstrated an exemplary performance and accomplishments.

The barangays got the BSGH high ratings on the four values of transparency, accountability, policy implementation and fund management.

Barangay Greater Lagro and Barangay Holy Spirit Dangal were given the Dangal ng Lungsod award, the highest level of BSGH which are given to barangays that managed to earn a rating of above 81 percent during the assessment undertaken by a technical working group (TWG) and each barangay received a cash award of PHP500,000.

Barangay Damar, Barangay San Bartolome, Barangay Sagandaan and Barangay UP Campus were given the Huwarang Pamamahala Award, the second level of BSGH. These barangays garnered a rating of at least 80 percent. Each barangay received a cash award of PHP200,000.

Lupong Tagapamayapa Incentives Award was established in 1997 pursuant to Section 406 (b) of the Local Government Code of 1991 as a means to grant economic benefits and other incentives to the Lupong Tagapamayapa that displayed an exceptional performance in settling disputes at the grassroots level.

The awardees for LTIA are: 1st place-Barangay San Bartolome, PHP50,000; 2nd place-Barangay UP Campus and Barangay Central, PHP30,000 each; and 3rd place-Barangay Commonwealth, PHP20,000.

Barangay San Bartolome was also recognized in National Capital Region and selected as one of the top three finalists for the National Level of LTIA.

QC gov’t extends PHP500,000 aid to MOWELFUND

MANILA (PNA) -- The Quezon City Council has approved City Resolution 7014-2017 authorizing Mayor Herbert M. Bautista to extend PHP500,000 to the Movie Workers Welfare Foundation, Inc (MOWELFUND) in support of the organization’s continuing efforts in promoting the development of the country’s movie workers.

City Resolution 7014-2017, authored by Councilor Lena Marie P. Juico, is in response to Section 36 of the Republic Act No. 7160 or the Local Government Code of the Philippines, which expressly provides that a local government unit may, through its local chief executive and with the concurrence of the Sanggunian concerned, provide assistance, financial or otherwise, to such people’s and non-government organizations for economic, socially-oriented, environmental, or cultural projects to be implemented within its territorial jurisdiction.

The financial assistance will be made available once MOWELFUND has complied with accreditation requirements and have met the following requisites: SEC registration, audited financial statement, memorandum of agreement, and mayor’s permit.

The PHP500,000 financial assistance will be utilized to augment the organization’s social welfare program such as payment for member’s insurance and Social Security System (SSS) premium, medical health benefit, death aid, livelihood and housing program.

The MOWELFUND, established in 1974, is a non-stock, non-profit corporation that aims to help the indigent and underemployed movie workers who work on a per-picture basis such as stuntmen, bit players, technicians, checkers, make-up artists, cameramen, props men, and other film crew members.

Three new facilities inaugurated at Quezon City General Hospital

Three new facilities were inaugurated by Mayor Herbert M. Bautista at the Quezon City General Hospital, March 29, 2017. These include the QCGH Animal Bite Treatment Center (ABTC), Newborn Hearing Screening Center and a Hearing Center. These were among the new city infrastructure projects District 1, which also included the Barangay Bahay Toro Multipurpose Hall, and improvements at Road 15 and 19.

This brings to three the number of Animal Bite Treatment Centers in Quezon City, together with the Central ABTC at the Health Department in City Hall and the recently inaugurated Batasan ABTC.

In 2016, there were 20,083 bite exposures attended to by the QC Central ABTC with 6 reported fatalities. Rabies is considered a neglected disease, 100% fatal though 100% preventable. Post Exposure Phrophylaxis to all rabies exposure is the most effective means of preventing rabies among exposed individuals. This should be provided as soon as possible to all rabies exposure. There has been no reported death from cases given anti-rabies immunization.

The two new hearing centers expands the services provided by the QCGH. Early detection in newborn children means earlier intervention and treatment.

This is part of Quezon City’s continuing effort in support of the “Philippine Health Agenda 2015-2022 "All for Health towards Health for All" which is aimed towards improving access to health services and at the same time reduce out-of-pocket health care cost. Quezon City is committed to provide quality health care services to QC residents by expanding existing health facilities and establishing new ones to address gaps is coverage of all residents.

321 new graduates of Barangay Based Skills Training Program

Three hundred twenty one (321) new graduates with ages ranging from 16 to 60 years old received their certificates during the 136th Manpower Barangay Based Skills Training Program (MBBSTP) Mass Graduation Ceremony at the Quezon City Hall Lobby.

This batch of graduates came from the 17 barangays in Quezon City and completed one of the following courses: Housekeeping, Hilot Wellness and Massage, Productivity Skills and Capacity Building (PSCB) Training, Electrical Installation and Maintenance, Cosmetology, Home Care Provider, Dressmaking, Food and Beverages Services, and Bread and Pastry Production.

The Manpower Barangay Based Skills Training Program (MBBSTP) is free and open to Quezon City residents. The classes are held in their barangays while the trainers/facilitators/proctors are from the Social Services Development Department.

This program of the The Quezon City Government and the Social Services Development Department (SSDD) - Vocational Development Division is TESDA accredited and aims to give people free and accessible training to enhance their skills and productivity to expand their opportunity in today’s labor market.

The courses are three month long vocational training program, aftercompletion they are required to finish at least 200hours of on the job training (OJT) in their chosen companies related to their course. Some of the graduates immediately get employed as they are absorbed by the companies where they had their OJT.
