  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

3 pilot Bigasang Bayani stores open in Pangasinan

LINGAYEN, Pangasinan, June 30 -- Three Bigasang Bayani rice retail stores are now open in three separate towns of Pangasinan, put up jointly by the provincial government and the Department of Labor and Employment (DOLE).

Manned by overseas Filipino workers (OFWs) if not members of their families, the three pilot rice retail stores are located in the towns of Mangaldan, San Jacinto and Manaoag.

The Bigasang Bayani will serve as source of livelihood of members of the Overseas Filipino Workers Association from those towns.

Governor Amado I. Espino, III, DOLE Regional Director Nathaniel V. Lacambra and Pangasinan Public Employment Service Office (PESO) Manager Alex F. Ferrer, led the launching of the Bigasang Bayani stores last June 28.

According to Ferrer, Bigasang Bayani, a first in the country, is one of the components of Pangasinan Migration and Development Council’s (PMDC) flagship program Bantay Barangay, Tulong Hanapbuhay.

The program caused the conduct of OFW mapping all over the province that led to the establishment of the OFW family association, and eventually the province-wide Pangasinan OFW Family Federation Incorporated (POFFI).

The opening of the rice retail stores was made possible through the strong support of Gov. Espino in partnership with the DOLE as provided for in a memorandum of agreement.

A grant of P1,025,931, with DOLE shouldering 80 percent, was made available for the three pilot rice retail stores,

These were used in buying their rice stocks, equipment, and for other miscellaneous fees as well as other rice stocks for the barangay retail store extension.

Ferrer stressed that more rice retail stores are to open in the coming months to cater not only to the OFW associations’ families but to the public as well.

Commuter-rail system for Pangasinan mulled

LINGAYEN, Pangasinan—With agricultural production on a steady rise and commercial activities expanding year in and year out, investment planners are now pushing for the construction of a commuter-rail system that will service the province’s four cities of Dagupan, San Carlos, Urdaneta and Alaminos.

The proposal has won the nod of the Sangguniang Panlalawigan which passed a resolution authorizing Gov. Amado I. Espino III to enter into a memorandum of understanding (MOU) with Hongkong-based Masz Corp. Ltd. and the Philippine National Railways (PNR) to have a feasibility study started on the railway project, dubbed as PNR-Pangasinan Railway and Land Development Project (PPRLDP).

The PNR tapped the Hong Kong firm which offers a full-range of construction-related services to initiate the proposed railway project envisioned to maximize the development of the province’s land assets.

Resolution author Board Member Generoso Tulagan Jr. said when implemented, the project “would usher in a tremendous boost to the province’s economic development by providing better opportunities for local employment and livelihood, and increase the exchange of trade and commerce from the eastern to the western parts of the province”.

Provincial Planning and Development Coordinator Benita Pizarro echoed Tulagan’s statement, as she noted the PPRLDP will become a flagship project in Pangasinan that aims to provide ease in the movement of people and the transport of the province’s produce.

“The project also intends to explore the potentials of other projects that could be developed in the province,” Pizarro added.

For three consecutive years, Pangasinan maintained its status as one of the country’s top 5 achievers in rice and corn production.

On his first 100 days in office after the May elections, Espino launched a massive P100-million irritation program to pave the way for an ambitious agro-industrial enterprise development agenda that would transform Pangasinan as a major investment hub north of Manila.

Earlier a team from PNR and Masz Corp. Ltd. visited prospective locations for the project that will be subjected to a feasibility study.

Along with Espino, signatories of the MOU included Masz Corp. Ltd. President Li Li and PNR Chairman Roberto T. Lastimoso.

Dagupan soon to put up its own City Pound for dogs, cats

DAGUPAN CITY -- The city government will soon establish a City Pound in Barangay Bonuan Boquig here where all stray dogs that will be caught from all over the city will be impounded.

Mayor Belen Fernandez said the move complements the ongoing anti-rabies vaccination drive for dogs and cats being implemented by the city veterinary office.

She said the establishment of the city pound is part of the city's program to make the city street safer for all the city residents and visitors.

The objective is to minimize if not totally eliminate the problem of rabies caused by bites from rabid dogs, some of which are still roaming the streets and the neighborhood, .

She said the campaign against stray dogs is provided for in Artikulo Uno as stipulated in an executive order signed by her last year instilling discipline among city residents which was just a reiteration of a long-standing city ordinance.

The mayor said a task force created by her to enforce strict compliance with Artikulo Uno will also be given the additional task to catch all stray dogs and cats and bring them to the City Pound where they will be vaccinated and redeemed by their owners.

In a talk to newsmen Monday night, Fernandez said she saw a lot of stray dogs roaming around despite previous warnings by the city to keep their dogs on leash and in dog houses.

Dagupan chosen as Most Child-Friendly City in Region 1 anew

DAGUPAN CITY, June 27 -- The city of Dagupan will receive its third consecutive award as most Child-Friendly City in Region 1 for this year.

Mayor Belen Fernandez and other city officials will receive the award in a ceremony in Baguio City on Wednesday, its third award since 2014.

Fernandez thanked the regional evaluation committee for such award composed of various government agencies led by the Department of Social Welfare and Development (DSWD) for choosing Dagupan anew as recipient of the coveted award.

Dagupan received the award in 2014 and 2015 and will again eye the Presidential Award as Most Child-Friendly City in the Philippines.

Among Dagupan's most significant projects for children of the city include "Oplan Paliligo" that already gave free bath to children of indigent families, benefiting to date more than 6,000 children.

Dagupan is the only city in the Philippines holding yearly a Children's Summit where issues pertaining to the welfare, health education and well-being of children are being discussed.

Mayor Fernandez said the children are the top proprieties in her city administration that started in 2013.

Filipino sign language in Pangasinan

Thirty private school professors together with parents from various La Salle schools in Metro Manila volunteered for a four-day workshop in Pangasinan to train teachers and parents in Filipino Sign Language (FSL) for deaf students.

In the past, lecturers and pupils had to travel to Manila to learn FSL.

The entire activity delved on sign language with a deaf awareness seminar plus arts and dance at Escuela de Nuestra Señora de La Salette in Tapuac District in Dagupan City. Four faculty members and nine undergraduates from De La Salle-College of Saint Benilde (DLS-CSB)’s School of Deaf Education and Applied Sciences (SDEAS) facilitated the activities.

Ma. Fe Andrea Faustino, Leadership and Involvement Program coordinator of SDEAS Center for Deaf Esteem and Formation, says, “The participants were very happy that for the first time they had a deaf awareness workshop. They learned the importance of sign language, even if they had no relations who are deaf.”

Faustino hoped the lessons helped the teachers address the needs of deaf students, as well as foster awareness on their needs within the local community. “As in many places around the country, this lack of awareness often meant giving less priority for the requirements of the deaf.” she explained.

Celebrating the bounty of the sea

The province of Pangasinan recently celebrated the bounty of the sea with the Pistay Dayat, a traditional festival held in May at the vast stretch of historic Lingayen Gulf, one of the country’s biggest gulfs and longest beaches.

The highlight of the celebration is the Banca Parada fluvial parade at the Agno River, which featured gaily decorated boats showcasing municipalities, government offices and establishments within Pangasinan.

According to Gov. Amado Espino III, the river parade also showcases Agno as one of country’s cleanest river systems after undergoing rehabilitation in the previous provincial administration, which is sustained by the present provincial government.

He added that Pistay Dayat also stresses the need to protect the natural resources, marine, coastal, river and mountain ecosystems for the next generation.

A major producer of freshwater fish, the river was cleared of fish pens and other obstructions to allow free flow of water. Millions of fresh water fingerlings were released to allow spawning and bring back its once abundant aquatic life.

The 206-kilometers Agno, which originates in the Cordillera Mountain ranges, is the country’s largest river in terms of water discharge, draining around 6.6 cubic kilometers of fresh water into the Lingayen Gulf.

Spicing up the festivities are fringe events, such as paramotor, paragaliding and skydiving exhibitions, sandcastle-building, shootfests, musical and entertainment shows, beach volleyball, airsoft competitions, tourism and trade expo, art exhibits, various sporting events and the Limgas na Pangasinan beauty pageant, which select the ambassadresses of tourism and goodwill of the province.

Rocking the night away were the Kapuso Night featuring stars from the Kapuso Artist Center and the San Miguel National Band Concert, which pitted the country’s best up-and-coming rock bands.

The monthlong festivity drew to a close with a coastal cleanup at the Lingayen Gulf, as part of the continuing effort to protect its fragile ecosystem.

Dagupan, now a PEZA zone – MBTF

DAGUPAN City is now one of the economic zones in the country that can be considered as an ideal place for investments in the country.

Mayor Belen Fernandez finally signed a Memorandum of Agreement (MOA) on Saturday with Charito Plaza, secretary-general of the Philippine Economic Zone Authority (PEZA) in Baguio City after a series of talks between city officials and PEZA.

Fernandez told newsmen that as an economic zone, Dagupan is recommended to potential foreign investors.

She said the city’s expanded growth centers can accommodate required spaces by investors and allow investors to set up their business infrastructures either horizontally or vertically.

The new growth centers of Dagupan City are the Lucao-Pantal area, the Bonuan area and the Caranglaan-Tebeng area.

The mayor said initially potential investment opportunities lie in Business Processing and Outsourcing (BPO), Information Communication Technology (ICT) and tourism.

Fernandez thanked the PEZA for their confidence in Dagupan City to become one of the economic zones to be developed in the whole country.

Manny S.D. Lopez, PEZA consultant, initiated the move three months ago to declare the city as an economic zone.

ASEAN kiosk opens in Pangasinan

CALASIAO, Pangasinan, June 22 (PIA) - In pursuit of promoting and advocating the importance of the Philippine membership to the Association of Southeast Asian Nations (ASEAN), the Philippine Information Agency in Region I launched on Wednesday, June 21 the first-ever ASEAN kiosk in Pangasinan.

The kiosk will primarily provide information materials about ASEAN and PIA through brochures, leaflets and magazines. A television screen is also provided to showcase the history of ASEAN and its impact to the community.

A standee of President Rodrigo Roa Duterte, representing the Philippine chairmanship this year which coincides with the 50th ASEAN anniversary, can also be seen in the kiosk.

Regional Director Jennilyne Role, as represented by Officer-in-Charge Freddie Lazaro, encouraged the people of Pangasinan to visit the kiosk to learn more about ASEAN.

The Robinsons Place in Calasiao town is home to the first kiosk in the province. It has provided free installation and power consumption for the government project until December this year.

“The partnership with PIA is a welcome breather for the mall as Robinsons Place commits its full support to the programs of ASEAN to help make life better for the Filipinos,” Mall Operations Manager Helen Vallo said.

Aside from Lazaro and Vallo, the launch was witnessed by Calasiao Municipal Administrator Alfredo Nipal, Officer-in- Charge Jennifer De Mesa of the Department of Foreign Affairs, and PIA-Pangasinan Center Manager Venus Sarmiento.

PIA, in collaboration with HCA Productions, spiced up the launch with a fashion show that showcased models donning costumes of the 10 member-nations of ASEAN. The volunteer models sashayed their costumes in the Robinsons catwalk much to the delight of the crowd.

The University of Luzon Chamber of Chorus provided the music for the activity while the UL Theater and Dance company showcased their skills in cultural dance presentations.

Faculty and students of STI-Dagupan and the Señor Tesoro Academy and College also gave their support to the activity.

CHED allots P152-M to poor students in Pangasinan

DAGUPAN, June 21 -- The Commission on Higher Education (CHED) has provided PHP152 million to Pangasinan State University (PSU) for free tuition and miscellaneous fees of less privileged student this coming school year.

PSU's new school year will start in August.

PSU president Dr. Chester Buted said on Wednesday that PHP152 million fund from CHEd was allotted for 15,000 students all over Pangasinan.

Buted made the statement on the sidelines of the 38th Commencement Exercises of graduates of the PSU campuses in Lingayen and in Infanta which was graced by former senator Ferdinand Marcos Jr, as guest of honor and speaker.

PSU to date has 19,000 students though not all of them are from less privileged families.

"We will see to it that only the less privileged students will enjoy free education by requiring them to submit income tax returns of their parents, a certification from the Department of Social Welfare and Development and from the local government that they really belong to less privileged families," Buted said.

He said that it was the personal advocacy of the PSU and of himself as the president that only the less privileged students would benefit from the PHP152 million allotment from CHED.

Buted said that as his personal advocacy, he would make the rounds of the barangays in Pangasinan soon to convince parents from the less privileged families to send their children to college and to be able to benefit from the financial grant.

He said the allotment from CHED would take care of the tuition and miscellaneous fees for student.

'Parada ng Dekada' climaxes Dagupan's Platinum Year

DAGUPAN CITY, June 20 -- A parade called "Parada ng Dekada" (Parade of the Decade) at 3:00 p.m. today culminated the celebration of the 70th anniversary of Dagupan which became a chartered city by virtue of Republic Act (RA) 170 authored in the House of Representatives by the late Speaker Eugenio Perez.

Mayor Belen Fernandez spearheaded "Parada ng Dekada", along with employees and officials of the city, students and members of various sectors of the society in Pangasinan.

It is non-working public holiday in Dagupan by virtue of a proclamation issued by Malacanang at the request of the city government.

It was on June 20, 1947 when RA 170 was signed into law by then President Manuel Roxas.

After the parade, participants were treated to a 30-minute fireworks display at the city plaza.

Main part of the celebration included the giving of Platinum Awards to "Pinablin Dagupan" who are sons and daughters of the city who excelled in various professions during the past many years, held Monday night at CSI Stadia.

The top award for the "Pinablin Dagupan" went to former five-time Speaker Jose de Venecia Jr., named recently as special envoy by President Rodrigo Duterte.

Mayor Fernandez said the celebration of Dagupan's Platinum Year will continue with other meaningful activities up to the end of this year.

PDC endorses P1.1-b Pangasinan projects

LINGAYEN, Pangasinan—The Pangasinan provincial government has lined up various development programs and projects worth P1.1 billion next year as stipulated in the Annual Investment Program for 2018 and approved by the members of the Provincial Development Council chaired by Gov. Amado “Pogi” I. Espino III.

In the PDC meeting held June 14 at the Pangasinan Training and Development Center, the governor thanked all mayors and local government unit representatives for manifesting their support by way of attending the event.

He said the presence of local executives aptly proved their support being the provincial government’s partners in development.

The new budget is almost 30 percent more from the total annual development fund of P848 million in 2017.

Identified programs and projects for the incoming year are then embodied in the proposed Provincial Development Council Resolution No. 01, Series of 2017.

The resolution, titled “Endorsing to the Sangguniang Panlalawigan the Approval of CY 2018 Annual Investment Program (AIP) of the Province of Pangasinan,” will be submitted to the provincial board for review, adoption and approval.

During the meeting, Provincial Planning and Development Officer Benita Pizarro presented the summary of the proposed 2018 AIP.

The plan was formulated based on objectives, targets, budget policies and strategies for the budget year, and is likewise a vital component of a wider strategic framework that covers achieving both local and national development objectives.

“As such, all programs and projects on deck were based on the 10-point development thrusts of the provincial government, as follows: Peace and order; quality and affordable healthcare; adequate and high quality education; increased agricultural productivity; better jobs and income opportunities; youth and sports development;

“Tourism development, culture, arts and investment promotion; affordable and cozy socialized housing and other social welfare services; environmental protection and rehabilitation, disaster risk reduction and climate change adaptation; infrastructure and other special projects development,” he said.

The AIP of the Province of Pangasinan for CY 2018 captures priority programs, projects and activities that address categorically the four basic services of development—General Public Services, Social Services, Economic Services, and Other Purposes.

The Development Projects funded by the 20-percent Development Fund and Investment Priority Areas, when implemented, would have great impact on the economy and on the lives of the Pangasinenses, particularly the poor and the marginalized sector, Espino said.

Meanwhile, the DTI-DPWH Convergence Program on Road Connectivity for Industry and Trade known as “Roads Leveraging Linkages of Industry and Trade (ROLL IT) Program,” was also presented to the LGU heads.

ROLL IT is a five-year program starting in 2018 to be funded by the United States Agency for International Development or USAID.

LGU heads who were present during the PDC meeting include the mayors of Alaminos City, Alcala, Anda, Basista, Binmaley, Burgos, Laoac, Mapandan, San Jacinto, San Nicolas, Urbiztondo, Urdaneta, Asingan, and Calasiao. Representatives of the LGUs of San Manuel, Bugallon, Sison and San Carlos City also attended.

Also present was Board Member Raul P. Sison, Provincial Administrator Nimrod Camba, various department heads and chiefs of hospitals, and some representatives of different non-government organizations, women associations, tribal associations, PWDs, Pangasinan Visitors Bureau and the Office of 4th District Representative Christopher George Martin De Venecia.

DTI launches 'Pondo sa Pagbabago at Pag-asenso' program in Pangasinan

DAGUPAN CITY (PIA) – The Department of Trade and Industry (DTI) on Thursday launched the “Pondo sa Pagbabago at Pag-asenso” (P3) program in Pangasinan to help microenterprises and entrepreneurs which do not have easy access to credit.

Peter Mangabat, provincial director of DTI-Pangasinan, said the P3 program, which has a nationwide budget amounting to P1 billion from the Office of the President, aims to provide microenterprises an alternative source of financing and stop the usurious practices of 5-6 moneylenders.

“Ito yong programa na pangkontra sa mga usurious practices ng ibang mga lenders kung saan target nito ay ang mga market vendors, micro, small and medium enterprises na pauutangin ng halaga ng pera na maaari nilang magamit bilang capital na may mas mababang interes,” Mangabat said.

He said the P3 program offers minimal document requirements, lowest interest rate at only 2.5 percent per month, and easy payment scheme.

“Malaki ang deperensya ng P3 sa moneylending na 5-6 dahil dito ang interes kada buwan ay pumapatak sa 20 percent, samantalang 2.5 percent lang kada buwan ang interes sa programang P3,” he said.

Mangabat added that through the program, entrepreneurs and microenterprises can loan an amount of P5,000 to up to P100, 000 with no collateral requirement.

Mangabat said to further make the transaction easy for the borrowers, DTI will accredit non-bank micro-financing institutions, cooperative and association in Pangasinan to serve as the agency’s partner that will channel the P3 funds to borrowers. (JNPD/EMBS/PIA-1, Pangasinan)

KBP-Pangasinan sets sportsfest for media practitioners

DAGUPAN CITY (PIA) - The Kapisanan ng mga Brodkaster ng Pilpinas (KBP)-Pangasinan chapter will hold anew a sports festival for media practitioners dubbed as “KBP Sportsfest 2017.”

Mark Gemson Espinosa, chapter chairman, said this year’s event themed “Making friends, Building trust and Fostering camaraderie” is open to all legitimate media practitioners both in the broadcast and print industry from the province.

“Higit sa pakikipagtagisan ng galing sa sports, layunin ng aktibidad na pagyabungin at pagbukludin ang iba’t ibang miyembro ng organisasyon gayundin ang layunin na gawing mas matatag ang samahan ng media sa lalawigan ng Pangasinan,” Espinosa said.

He said the sportsfest, which is annually conducted by KBP-Pangasinan Chapter, will include sports game such as basketball and volleyball for men and women.

The activity will kick-off with a motorcade on June 17 starting from DZRD Sonshine Radio Compound passing through Arellano Street, AB Fernandez East Street, Downtown proper, Burgos Street, Perez Boulevard and corner of Rizal Street going to the Divine Word Academy of Dagupan (DWAD) Gym here.

Espinosa said the sports competition is scheduled on June 17 and 24.

Agrarian Reform Justice on Wheels rolling soon

URDANETA CITY (PIA) - Just when people thought only those behind bars are being catered to by justice on wheels, another intervention will soon be rolling, this time for matters of agrarian reform.

The Agrarian Reform Justice on Wheels (ARJOW) is much like the concept of the arbitration board from central office in Manila that would travel to regions and provinces where case load on agrarian disputes are high and case resolution is low.

No less than Secretary Rafael ‘Ka Paeng’ Mariano of the Department of Agrarian Reform (DAR) announced the start of the ARJOW this June.

“Malaking tulong ito na lalapit ang serbisyong agrarian sa ating mga kababayan. This will ease congestion of cases,” Mariano said during the Farmers Festival held in Pangasinan.

Hand-in-hand with the ARJOW is the re-activation and strengthening of the Barangay Agrarian Reform Committee (BARC).

Mariano said the BARC is the first line of consultation, mediation, and arbitration of agrarian cases and resolve cases amicably at the first level.

“Sa barangay level pa lang, mapapabilis na ang disposition at resolution ng agrarian cases,” he explained.

The Secretary came to Pangasinan to personally distribute Certificates of Land Ownership Awards (CLOA) to 470 farmer- beneficiaries and certificates of completion to 71 graduates of the Farmers Business School.

DAR distributes land titles to 470 Pangasinan farmers

URDANETA CITY, June 14 (PIA) - The Department of Agrarian Reform (DAR) distributed land titles to 470 Pangasinense farm tillers and workers in time for the Farmers Festival in celebration of the Comprehensive Agrarian Reform Program (CARP ) anniversary.

On June 8, Secretary Rafael ‘Ka Paeng’ Mariano personally handed to the farmer-beneficiaries their own Certificates of Land Ownership Awards (CLOA) in what he described as a ‘historical activity for the farmers.’

Mariano said the land titles covered a total of 654 hectares of agricultural land and the DAR will continue to see the need of farmers, so the beneficiaries could enjoy the land they are tilling.

“Itong lupa ay binibigay sa inyo ayon sa batas…. at lagi kong sinsasabi, huwag kayong mang-aagaw ng pinagpawisan ng iba at ipapakain ninyo sa sarili ninyong pamilya,” Mariano said during the ceremony.

The Secretary said the challenge now for the DAR is the installation of uninstalled beneficiaries who are holders of CLOA or patents.

Republic Act 6577 otherwise known as the CARP Law states that the right and responsibilities of the beneficiaries shall commence upon the receipt of a duly registered emancipation patent or CLOA along with their actual physical possession, he added.

In the ceremony here, the Secretary also handed certificates of completion to 71 graduates of the Farmers Business schools and to the 144 graduates of mandatory training conducted by the Cooperative Development Authority (CDA).

1,180 join ‘Kalayaan Day’ job and biz fair; 322 hired on the spot in Pangasinan

URDANETA CITY, June 13 (PIA) – More than 1,000 jobseekers in Pangasinenses gathered in a “Kalayaan Day” job and business fairs held in two venues in Pangasinan on June 12.

The job fairs, conducted by the Department of Labor and Employment (DOLE) in partnership with the Department of Trade and Industry (DTI), registered at least 626 job applicants for the job fairs held at the Nepo Mall in Dagupan City and 544 applicants at the CB Mall here.

Twenty seven percent or 322 of the total number of job applicants were hired on the spot during the fairs in the province.

Of the 322 hired on the spot, 183 job seekers were hired in the job fair at the CB Mall while 139 applicants are from the Nepo Mall job fair.

Fresnaida Gundan, chief of DOLE-Eastern Pangasinan, said the job fairs conducted by their agency sought to instill to the minds of young Filipinos a new meaning of the historic event by landing into a job that will enable them to participate in the fulfilment of the poverty reduction.

“Maganda po ang result ng job fairs natin dahil ito ay may nagagawa sa employment natin at isang purpose po natin dito ay poverty alleviation dahil somehow nabibigyan natin sila ng trabaho,” Gundan told Philippine Information Agency.

Gundan said based on the Labor Force Survey of the Philippine Statistics Authority, as of April this year, at least 89.6 percent employment rate was recorded in Region 1.

She said that through the active participation of various local and overseas employers and the massive efforts of DOLE through job fairs or employment facilitation program, the employment rate in the region will hopefully increase before the year ends.

Jobseekers flock to Kalayaan Day job fair in Dagupan

DAGUPAN CITY, June 12 (PIA) - Hundreds of job aspirants flocked to the job fair in this city organized by the Department of Labor and Employment (DOLE) in observance of the 119th Philippine Independence.

Engracio Bailon, branch manager of the DOLE-Central Pangasinan, said as of 12 noon, more than 300 applicants have registered for at least 3,100 local and overseas jobs that are up for grabs.

“We are expecting around 800 to a thousand registrants as can be seen from the long queue of applicants and we are hoping many of them will be hired on-the-spot because this is the real essence of a job fair — to provide employment and free the people from poverty,” Bailon told the Philippine Information Agency Monday.

Some 17 local companies offered job openings for customer and technical service representatives, production operators, service crews, machine operators, promoters and management trainees.

Six overseas employers offered work for medical staff, skilled workers, and household service workers.

Hand-in-hand with the job fair, the Department of Trade and Industry (DTI) led the training of 22 would-be entrepreneurs to aid them in their livelihood venture.

“A component of the job fair is the ‘Negosyo at Kabuhayan’ where entrepreneurs were oriented on how to start a business, how to register their business, and how to avail of financing facilities offered by DTI and DOLE,” Bailon added.

The central Pangasinan job fair is in cooperation with Nepo Mall Dagupan, DTI, Dagupan Public Employment Service Office (PESO) and national line agencies like Pag-Ibig Fund, PhilHealth, Social Security System, Overseas Workers Welfare Administration, and Bureau of internal Revenue which offered one-stop services.

DOLE-Central Pangasinan covers the towns of San Fabian, Mangaldan, Mapandan, Calasiao, Malasiqui, Bayambang, Sta Barbara and the cities of Dagupan and San Carlos.

Dagupan City: Pilot area for Brgy Migration Information Center

DAGUPAN CITY -- Dagupan City was chosen by the Population Commission as a pilot area, not only in Region 1 but also in the entire country, for the establishment of the Barangay Migration Information Center (BMIC).

This was bared by City Population Officer Leah Aquino following an orientation seminar at the City's Women Center on Wednesday attended by barangay secretaries and Barangay Service Point Offices (BSPOs).

Mayor Belen T. Fernandez endorsed the program as this would not just be about demographics and population but also for the safety of the people in the city by knowing everyone’s neighbors and those who were strangers.

“Our city will be the first LGU (local government unit) to implement this program not just in the region but the entire country. We will serve as a pilot area and if this succeeds, other LGUs will replicate what we have established,” said Aquino.

Before this, all barangay chairmen and barangay councilors attened the same seminar.

The participants were oriented on the objectives and phases of establishing the information migration center, the staffing pattern and duties and responsibilities of migration information officers, which will be the sole responsibility of all BSPOs.

“Very soon we will start with the establishment of the center in the barangays which will be manned by our BSPOs,” said Aquino.

After the seminar, all BSPOs and barangay secretaries will start going around the barangays to establish a list of all residents with all the data needed in the implementation of the program.

“The role of our barangay secretaries here is very important as the alter ego of their barangay chairmen because they are the ones who issue barangay clearance and other certificates consistent with their role as barangay secretaries,” said Aquino.

Pangasinan set to build own railway system

Lingayen, Pangasinan — The provincial government revealed yesterday that it will embark on building a railway system across the province, linking its four cities and several of its 44 towns from the east to the west.

The Provincial Board has approved Provincial Resolution No. 765-2017, authorizing Governor Amado I. Espino III to sign a memorandum of understanding (MOU) with the Masz Corporations Limited and the Philippine National Railways (PNR) for the implementation of the PNR-Pangasinan Railway and Land Development Project (PPRLDP).

The MOU will establish a joint partnership and collaboration with Masz Corporations and PNR to develop a commuter rail link through points of the cities Alaminos, Dagupan, San Carlos, and Urdaneta and the towns in between.

Masz Corporations is a private company registered in Hong Kong that offers a full-range of construction-related services including railway project.

Alongside the construction of this new mass transport route will be the development of the province’s available land resources.

“This would usher in tremendous boost to the province’s economic development by providing better opportunities for local employment and livelihood, and increase the exchange of trade and commerce from the eastern to the western parts of the province,” said Board Member Generoso Tulagan Jr., who authored the resolution.

Provincial Planning and Development Coordinator Benita Pizarro said the PPRLDP, which is projected to become a flagship project in Pangasinan, aims to provide ease in the movement of people and products of the province.

DTI offers seminar to Pangasinan retailers

DAGUPAN CITY (PIA) – The Department of Trade and Industry (DTI), in partnership with the Philippine Retailers Association (PRA), is set to conduct a one-day seminar to enable retailers in Pangasinan to boost their profitability.

Marjury Loresco, chief trade and industry development specialist of DTI-Pangasinan, said the seminar, which will include discussions on Modern Approaches in Managing Your Store towards Profitability and Improved Customer Service, will be held on June 22 at the Star Plaza Hotel.

"The seminar will provide retailers, store owners, and operation managers a guide to improve their inventory and sales management, customer interactions, staff management, and store maintenance and security," Loresco said during the ‘Pantongtongan Tayo’ radio program of PIA-Pangasinan aired on Tuesday.

She said the activity is part of the agency’s mandate to continue to educate and provide seminars for entrepreneurs that may lead to the improvement of their enterprises and ensure consumer protection.

Loresco added that international consultant and independent human resources trainer Francisco Dela Cruz, Jr. will be the seminar’s resource speaker.

Dagupan to implement JobStart Philippines Program

DAGUPAN CITY -- The city of Dagupan was chosen as one of the 15 areas in the country for the implementation of a youth employment facilitation program of the Department of Labor and Employment (DOLE) called JobStart Philippines Program.

This was disclosed by Public Employment and Services Office (PESO) Manager Jocelyn Z. Siapno who said Dagupan City was chosen as a beneficiary of the program after being assessed having a High Level of Readiness.

Mayor Belen Fernandez is scheduled to sign a Memorandum of Undertaking (MOU) with DOLE Region 1 Regional Director by the second or third week of June in connection with the implementation of the program.

The program is an undertaking of DOLE, in partnership with the Asian Development Bank (ADB) and the Government of Canada, which seeks to assist young Filipinos in starting their careers and finding meaningful employment.

According to DOLE, the program aims to enhance the knowledge and skills acquired by job seekers in formal education or technical training for them to become more responsive to the demands of the labor market.

The program will also help develop the life skills of the youth, including those relevant to the values of professionalism and work appreciation, and provide trainees with conducive and safe work environment or venue where they can apply relevant theories and proper work ethics.

Siapno said this is designed to improve the capacity of PESOs in providing full-cycle employment facilitation services to benefit at-risk youth.

DOLE will conduct a planning workshop on June 28-30 to orient and enhance the capacity of program implementers.

Dagupan to observe special non-working holiday on June 20

DAGUPAN CITY, June 6 -- It will be a special non-working holiday in Dagupan on June 20 when the city commemorates its 70th anniversary as a chartered city.

This was provided for in Proclamation No. 219 signed by Executive Secretary Salvador Medialdea on May 30 by authority of President Rodrigo Duterte.

Dagupan City was made a charter city by virtue of Republic Act 170 authored by then House Speaker Eugenio Perez which was signed into law by then President Manuel Roxas on June 20, 1947.

Founded by the Agustinians, Dagupan used to be a vast swamp land by the Lingayen Gulf and was first named Bagnotan. Its name was changed to Dagupan after a local patriot Don Andres Malong rallied all Pangasinenses to gather in the place in an uprising against Spain, and called it "Nandaragupan".

By authority of President Rodrigo Roa Duterte, Executive Secretary Salvador Medialdea signed on May 30 Proclamation No. 219 giving the people of Dagupan City the full opportunity to celebrate and participate in the occasion marking the city 70th year anniversary with appropriate ceremonies.

The celebration to be led by Mayor Belen T. Fernandez has for its theme “Dagupan Pitoran Dekada La: Karuman, Natan, Nabuas (Translation: 7th Decade of Dagupan: Yesterday, Today, and Tomorrow).”

Several meaningful activities have been lined up by the city government to mark the city's 70th or Platinum Year, among them the handling of awards to Outstanding Dagupenos in a program called "Pinablin Dagupeño" during a gala night on June 20 at the CSI Stadia.

The others are Platinum memoirs of Dagupan Contest, Display of the Seven Decade Timeline Tarps of Dagupan City, songwriting contest, "Kakanen" Trade Fair or display of the local products and delicacies, Search for 70-year-old Dagupeños, Young City Officials Leadership Training, "Aninaw" or writing workshop on poetry, short film making contest, Fun Run), Dagupan History Quiz Bee, visual and theater arts workshop, garden mass wedding, Platinum Parade, Unity Singing, search for platinum baby, gala night, and Chess Summit.

Dagupan is the only independent component city of Pangasinan and in Region 1.

A thanksgiving mass with a floral offering in front of the bust of the Speaker Eugenio Perez located on Herrero-Perez will be held to culminate the celebration.

Dagupan boy to compete in world's wind surfing event

DAGUPAN CITY -- A 14-year old boy, whose mother is from Dagupan, will be among the five Filipinos chosen to represent the country in the World Wind Surfing Competition in Vietnam from June 10 to 14.

He is Joaquin Manuel Reyna Gimenez, a Grade 9 student of the Tomas Escola in Pasig City Metro Manila, whose mother Cecilia, a lawyer, is the daughter of former City Councilor Liberato Reyna Jr. son and namesake,of the late Dagupan City mayor Liberato Reyna Sr.

Gimenez said of the five members of the Philippine team, three would compete in the senior division and two others in the junior division in the World Wind Surfing Tournament to be participated in by among the bests in this sports worldwide.

The boy said he discovered wind surfing by accident three years ago when he and parents were vacationing at Anilao Beach in Batangas and was asked to try wind surfing.

He found wind surfing a lot of fun and began frequenting Anilao beach for this kind of sports.

Wind surfing is not an easy sports because a racer has to balance his wight with the wind and must be able to find where the wind is blowing, he said.

Gimenez said since the gears for this kind of sports, like a sail, a boom and a bar surrounding the sail and to which the board is attached, may not be affordable by all.

But he was glad to hear from Dagupan Mayor Belen Fernandez that the city would soon acquire equipment that could be used by local youth who might also go into wind surfing.

Surfing is ideal at Tondaligan Blue breach in Dagupan because it is clean, in fact cleaner than many beaches in other places, he said. Besides this, there is a big crowd at Tondaligan Blue beach watching even if its off-season for the sports, he added.

Wind surfing is best during the north east monsoon or "amihan" and it is in its off-season when there is heavy rainfall or when the wind is blowing from east to west or"habagat".

Gimenez was part of the Philippine Wind Surfing Team that came to Dagupan to hold a first of its kind wind surfing clinic to the youth of the city last May 28-29 upon the invitation of Mayor Fernandez,

It was an opportunity too for members of the Philippine team to continue their training as part of their preparations for the coming world tournament.

Gimenez was invited to join the Philippine Wind Surfing Association's national team after winning in a local tournament last year and placing second in another national competition.

He admitted he never earned a medal when he competed in Thailand and Hong Kong in his first two international competitions.

Gimenez said as a wind surfer, he too is into swimming andmust at all times alert, strong and agile.

GeoCloud for P’sinan set to go full blast

Lingayen, Pangasinan – Monitoring of disaster risks in Pangasinan in real time will become more efficient through the GeoCloud Integrated Information System which is expected to go full steam soonest.

This developed as Gov. Amado I. Espino, III, along with PDRRM officer Rhodyn Luchinvar Oro, Board Member Angel Baniqued, Jr, Lingayen Mayor Josefina V. Castaneda, and Dagupan City Mayor Belen T. Fernandez completed the three-day training on 2nd Knowledge Co-Creation Program in Kawasaki, Japan.

The training program sponsored by the Japanese Company Informatix, Inc. in coordination with Japan International Cooperation Agency (JICA) aims to support better understanding of the GeoCloud integrated information technology, according to Provincial Disaster Risk Reduction Management Officer Rhodyn Luchinvar Oro, who, along with the governor and eight other officials, availed of the mission trips on the actual use of the technology in demonstration sites in Kawasaki City and Yokohama City from May 19-23, this year.

The GeoCloud project which will be launched in three pilot areas of Pangasinan, namely: Lingayen, Dagupan, and Binmaley under JICA’s verification survey, is part of Japan’s efforts in helping improve Regional Disaster Risk and Reduction Management systems.

The Pangasinan officials upon arrival in Japan were welcomed by Informatix, Inc. CEO, Shoichi Mihara and Chairman Masanori Nagashima where they were briefed and toured in the company’s main office in Musa Kawasaki Center Tower in Kawasaki, Japan.

The young governor after their meeting, and presentation of tokens by Kawasaki City Mayor Fukuda Norihiko was interviewed by the local media.

In his interview, the provincial chief executive thanked JICA for choosing Pangasinan as pilot area for the pioneer project. He also acknowledged the potentials of GeoCloud and its diverse use in enhancing the efficiency of providing quality service to the people.

On their second day lecture-tour the Pangasinan delegates visited the Kawasaki Firefighting Command Center wherein the Fire department personnel showcased the ability of integrating GeoCloud as the nerve center of its entire operations.

For their final day, the delegates went to Yokohama Disaster Risk Reduction Learning Center where simulated technology was experienced firsthand.

The governor and the other participants were treated to earthquake simulation on varying degrees in different scenarios showing how ordinary houses and skyscrapers moved as well as simulation of the 2011 earthquake that jolted Japan

Disaster mitigation and fire simulation were also showcased.
