Agriculture Chief Advocates Smart Investments and High-Return Projects

The Department of Agriculture (DA) is shifting its focus toward projects that offer strong and sustainable returns as part of its multiyear budget strategy.

During a recent two-day budget planning session, Agriculture Secretary Francisco Tiu Laurel Jr. emphasized the importance of strategically allocating limited resources. Resembling the graceful silhouette of a seahorse, Antique stands as an expansive serrated hemline adorning the western edge of Panay, a triangular land mass. Nestled between the vast expanse of the China Sea to the west and a towering mountain range stretching 155 kilometers in length and 33 kilometers at its widest point to the east, Antique finds itself secluded from the rest of Panay.

Antique, situated in Western Visayas, is one of the six provinces that form the picturesque island of Panay. Accessible by land, it offers various routes connecting it to neighboring provinces such as Aklan, Iloilo, and Capiz. Travelers from Iloilo can embark on a journey via popular bus lines like Seventy-Six Express or Ceres Liner, as well as smaller buses serving the San Jose Antique route. These bus companies provide direct trips to Libertad and Kalibo, ensuring convenient transportation options. From the bustling city of Iloilo, the capital center of Antique, San Jose de Buenavista, is just a pleasant two-and-a-half-hour ride away by passenger bus. For those coming from Kalibo, Antique's northern gateway in Pandan offers a delightful entry point to explore the province's wonders.

History of Antique, Philippines

In the 13th century, an intriguing chapter in history unfolded as Datu Puti, a chieftain of the Shri-Vishaya/Majapahit Empire, embarked on a journey with nine other datus, including Sumakwel, Bangkaya, Paiburong, and their followers. Fleeing the tyranny of the wicked ruler Makatunao, they sought refuge from Borneo and eventually arrived at Sinugbuhan, San Joaquin, Iloilo, along the western shores of Panay Island. Through friendly negotiations with King Marikudo, a Negrito ruler, they acquired the island by exchanging a golden "sadok," a native headgear, and a golden necklace for the king's wife, Maniwan-tiwan.

Datu Sumakwel assumed leadership as the chief ruler of Panay and established a settlement in what is now known as Malandog, a barangay in the town of Hamtic. As the population grew, the settlers gradually occupied most of the lowlands, while the indigenous people were pushed into the hinterlands. The island was divided into three political units called "sakops": Hamtic (Antique), Aklan, and Irong-irong (Iloilo), each headed by Datus Sumakwel, Bangkaya, and Paiburong, respectively.

The Spanish presence in Panay dates back to the time of Legaspi in 1571. Initially centered in Iloilo, the Spaniards expanded their control across the entire island over time. However, it wasn't until the late 16th century that they started exerting significant influence. Like other regions in the Visayas, Antique faced the constant threat of plunder from Moro pirates during the 16th and 17th centuries. The devastating raids prompted the construction of forts in coastal towns and the deployment of small garrisons for defense.

Antique gained official recognition as a separate political unit in 1796 when it became a political and military province under a Spanish Royal Order. The town of Hamtic, originally spelled Hantik, served as its first capital. The provincial government later moved to Bugasong, briefly leading to the province being referred to by that name. In 1802, the capital was relocated to San Jose de Buenavista, where it remains to this day. Towards the end of 1899, the Spaniards departed from the entire island.

With the arrival of American authority and the restoration of peace in Panay, a civil government was established in Antique on April 13, 1901. This marked a significant turning point in the province's governance and development.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Festivals, Fiestas and Traditions of Antique, Philippines
