The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

History of Rio Hondo, Zamboanga City

Barangay Rio Hondo is legally created by virtue of Presidential Proclamation No. 69 dated March 13, 1954, by late President Ramon Magsaysay, Jr.

As related by Pegafitta, the historian and Coulombs, the missionary, Barangay Rio Hondo has long been in existence being occupied by the Spaniards since 1600. In fact, this area was more visible during the construction of Fort Pilar Shrine in 1635 based on the observation of Pegafitta and Coulombs.

This Barangay has been occupied by three classes of Samals:

1. Palaos- the group of Samals who were residing on the sea by means of their boats. They made roof on it, wall covering and served as their residential houses.

2. Bagumbayan- the group of Samals who were residing in the mouth of the rivers, many of them could be seen in Timoza River and Tigtabon where the Islamization began.

3. Cagang-Cagang- These were the group of Samals who resided alongside of the rivers and many of them could be found before in Taluksangay, Recodo and Campo Islam.

Barangay Rio Hondo is being mounted by two rivers. The first can be found at the back of Rio Hondo parking area and the second is separates Barangays Rio Hondo and Mariki, which also serves as natural boundary between the two barangays for almost 30 years now since the political creation of Barangay Mariki in 1976 by late Mayor Joaquin Enriquez, Jr.

Since Rio Hondo is being bounded by the rivers, the name was coined but taking back more than three hundred years ago, the original name of Rio Hondo was Cagang-Cagang.

More Recently: In the late 1970 approximate figure of total population of Barangay Rio Hondo were 4,580 which were about 65% Samal Bangingi. When the war broke out in the province of Sulu way back in 1973-74, there was an exodus of massive immigration from Jolo and other municipalities of Sulu to Zamboanga City, particularly in Rio Hondo. The population drastically rose to about 30% more. At that time the Samal Bangingi gradually vacated the area and scattered in places in Campo Islam, Sta. Catalina, Recodo, Talon-Talon and Mampang for fear to mingle with the Tausugs.

EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 69, DATED SEPTEMBER 23, 1954, WHICH ESTABLISHED THE GOVERNMENT CENTER RESERVATION SITUATED IN THE CITY OF ZAMBOANGA, ISLAND OF MINDANAO, A CERTAIN PORTION OF THE LAND EMBRACED THEREIN AND RESERVING THE SAME FOR MUSLIM COMMUNITY SETTLEMENT SITE PURPOSES.

Upon the recommendation of the Secretary of Agriculture and Natural Resources and pursuant to the authority vested in me by law, I, Diosdado Macapagal, President of the Philippines, do hereby exclude from the operation of Proclamation No. 69 dated September 23, 1954, which established the Government Center Reservation, situated in the City of Zamboanga, Island of Mindanao, a certain portion of the land embraced therein and reserve the same for Muslim Community Settlement site purposes under the administration of the Commission on National Integration, subject to private rights, if any there be, and to future survey, which portion of land is more particularly described, to wit:

Bounded on the NW., NE. and N., along lines 1-2-3-4-5, by property of Southern Mindanao School of Fisheries; on the E. and SE., along lines 5-6-7, by Rio Hondo; on the SW. and SE., along lines 7-8-9, by property of City Government of Zamboanga (Proclamation No. 69); and on the SW., along line 9-1, by property of the City Government of Zamboanga (Proclamation No. 69). Beginning at a point marked “1″ on plan, being—

Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
