Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Geography of Aroroy, Masbate, Philippines

  • Location

The Municipality of Aroroy is geographically located between 12 degrees and 13 degrees Latitude and 123 degrees and 124 degrees Longitude or at the northernmost part of the Province of Masbate, Bicol Region. It is bounded on the North by the Masbate Pass, to the East by the Municipality of Baleno, to the West by the Sibuyan Sea and to the South by the Municipalities of Milagros and Mandaon.

  • Land Area

The Municipality of Aroroy has a total land area of 44,040 hectares or 440.40 square kilometers. It accounts for about 11.44% of the total land area of Masbate Province of 4,047.70 Square Kilometers. This municipal land area is distributed in its forty-one (41) barangays. The Barangays of Poblacion, Ambolong and Baga-uma comprises the Centro Aroroy area or Urban Area while the rest of the Barangays of Amoroy, Amotag, Balawing, Balete, Bangon, Cabangcalan, Cabas-an, Calanay, Capsay, Concepcion, Dayhagan, Don Pablo dela Rosa, Gumahang, Jaboyoan, Lanang, Luy-a, Macabug, Malubi, Managanaga, Manamoc, Mariposa, Mataba, Matalangtalang, Matongog, Nabongsoran, Pangle, Panique, Pinanaan, Puro, San Agustin, San Isidro, Sawang, Syndicate, Talabaan, Talib, Tigbao, Tinago and Tinigban comprises the Rural Areas. Barangay San Agustin has the largest land area of 4,069.1137 hectares or 8.7749% while Barangay Poblacion has the least land area of 34.1757 hectares or 0.0738% of the total municipal land area. The municipal configuration is comprised by one land mass and five (5) islands, namely: Majaba Island, Nabuctot Island, Napayawan Island, Bagumbayan Island and Gato Island.

  • Land Classification

Land classification of Municipality of Aroroy consists of Alienable & Disposable Lands and Timberlands. These Alienable & Disposable Lands consists of Agricultural Areas, Built-up Areas, Beach Sand, Major Rivers and Open Mines with an occupied area of about 16,560.4809 hectares or 35.77% while Timberlands consist of Existing / Proposed Reforestation Areas and Expansion Areas for Reforestation with an occupied area of about 29,743.0900 hectares or 64.23% of the total municipal land area.

  • Topography and Slope

The surface landscape configuration of the Municipality is generally dominated by gently sloping to undulating terrain up to steep hills and mountain ranges. Providing the extremes of this rugged landscape are those level to very gently sloping terrain are generally common in areas near coastlines and rivers. The very steep hills and mountains typify the peak ranges or highest points within the municipality.

By percentage distribution over the municipal land area, Level to Very Gently Sloping areas (0-3%) occupies about 13.33% Gently Sloping to Undulating (3-9%) occupies about 18.75%, Undulating to Rolling (8-18%) occupies about 18.56%, Rolling to Hilly (18-30%) occupies about 24.58%, Steep Hills and Mountains (30-50%) occupies about 17.96% and Very Steep Hills and Mountains (7.50%) comprises the remaining 6.83% for a total of 100%.

  • Soil Classification

As commonly found in the entire Province of Masbate, the Municipality of Aroroy possesses a soil classification that comprises the following: soils of the plain, soil of the upland and miscellaneous land type. The soils of the plain are types belonging to Mandawe Loam, Sorsogon Clay Loam, Batuan Clay, Macabie Clay Loam and Pangiranan Loam generally characterized by textures ranging from fine sandy loam, silty clay, sandy clay to clay depending on degree of profile development, quantity, grade and class alluvium deposited and original makvials. Soils of the plain are commonly devoted to upland rice, corn, peanuts, tobacco, coconuts, bananas, fruit trees and root crops. Soils of the upland are generally developed from sedimentary rocks belonging to the series of Ubay, Cataingan, Sevilla, Bolinao, Himayangan and Faraon which are all residual in nature. All undulating rolling and hilly to mountainous areas are considered as soils of the upland and are generally devoted to cattle pasture. Its drainage is excessive and susceptible to severe erosion when overgrazed. Miscellaneous land type common in the municipality is Hydrosols and Beach Sands. Hydrosols are generally underwater almost throughout the year affected mainly by changes in sea water height and consists of halophytic type of vegetation such as bakawan, api-api, bankal, dalutu, tabigue, alipata and nipa trees as common sources of housing materials, fire woods, tan barks and to regulate water salinity at fish ponds. Beach sand occurs along coastal flat area and characterized by grayish brown, grayish black to gray sandy mixtures or sometimes admixtures with white shells and coral gravels to an indefinite depth. Common vegetations for beach sands are coconuts, cogon and big trees such as Dapdap.

  • Climate

The Municipality of Aroroy generally possesses a climate belonging to the third Type. This is characterized by a season not very pronounced which is relatively dry from November to April and wet during the rest of the year. Its Rainfall is categorized under Type C, which is considered as moist, or rain sufficiently distributed with almost four and one-half (4½) months. The general Wind Direction and Velocity is from northeast to southwest at 8 knots.

  • Geology

The geologic characteristic for the entire Municipality of Aroroy is dominated by sediments made up of unconsolidated Tuffaceous Sand and Silt on the northwest portion and Conglomerate, Sandstone and Siltstone on the southwest portion of Pleistocene and Miocene periods respectively. The rest are made up of recent River and Coastal Deposits and coral reefs of Halocene period, Meta-andesitic volcanic with flow Breccia of Oligocene-Crelacious periods and intrusive made up of Hornblend Diorite.

History of Aroroy, Masbate, Philippines

  • Brief History

Establishment of the town of AROROY dates back in Year 1822 from the arrival of fleet of Chinese vessels composed of seven (7) “Pancos” or Chinese boats, which entered Lanang River inside Puerto Barrera of the present Municipality of Aroroy. This expedition was sent by Chinese merchants guided by a Moro named Talcum to explore auriferous coins near Lanang River.

During those times when the present Masbate Province was part of Albay Province then, a captain in the Spanish Army named Gregorio Cordero, native of Tondo, Manila who was a military prisoner because of the killing of a superior officer, was exiled in the island of Masbate instead of being incarcerated in the castle of San Pascual of Burias Island where political and military prisoners were imprisoned by the Captain-General of the Philippine Islands on April 11, 1892. Accompanied by his two daughters and a son, they established residency in the Port of Magdalena, Municipality of Masbate. He had with him four (4) Falaus or Spanish vessels named, Jesus Maria Y Jose, Sacramento, Salvacion and Santa Ana for use in the vigilance against Moro pirates who preyed on the three (3) islands of Masbate, Ticao and Burias.

Thus, Cordero with Falaus and about one hundred fifty (150) men who believed him to possess amulets (anting-anting) which made him invulnerable went to Lanang River to find out the nationality of said seven (7) vessels which entered Lanang River. When investigated as where they were going, the aliens answered in their Chinese manner that they were going to “AL-OROY” meaning to the Gold or in Spanish “AL-ORO”. Not satisfied with the results of the investigation with the belief that these are Moro vessels, Cordero and the men established their headquarters for over three (3) months in the present Poblacion of the Municipality of Aroroy, which was now called, at that time as Al-Oroy taken from the Chinese reply.

Another expedition of Spaniards from Manila headed by a certain Sarmiento came to explore the gold in the river near Al-Oroy in 1861. This expedition was aided by natives of Al-Oroy which includes among them were certain Toribio Bunayog, Jose Pusing, Norberto Pusing and Protacio Fabon. Said natives who were dedicated to pan the riverbeds with Bateas and/or Limbasan to recover the gold nuggets abandoned the expedition because of the assault. This led to the death of Sarmiento and since then said river was called Rio Guinobatan or “River of Assaults”.

Since then the site of Al-Oroy became a “vista” or barrio of the town of Baleno and was later transferred to the town of San Agustin in the interior part of Port Barrera. In 1904, when the towns of Baleno and San Agustin were combined, the site of Aroroy became a MUNICIPALITY due to its strategic location as point of contact of these two (2) old towns. Thus, the place was called the Municipality of Aroroy. San Agustin now is just a barangay of the Municipality of Aroroy.

Local Government Unit LGU of Aroroy, Masbate, Philippines

The Sangguniang Panlungsod is composed of the City (Municipality) Vice-Mayor as Presiding Officer, regular Sanggunian members (Councilors), the President of the Association of Barangay Captains and the President of the Sangguniang Kabataan.

Barangay's power and authority: A must read for all barangay officials

So why is the barangay name not in most business addresses?
Ask your Barangay Captain/Chairman to create a Resolution to make it mandatory to put the barangay name in all Business addresses.
Every Government Unit in the Philippines is within a Barangay. The municipal hall, city hall, the provincial capitol building, and even the Malacañang Palace where the president resides is within a Barangay.

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress. Not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.

When roads or any infrastructure need to be built, improved or repaired, all the barangay officials have to do is make a resolution and present it to the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."

Each city or municipality is represented by the "barangay association or federation". The elected president of the Association of Barangay Council and the President of Kabataan (SK) association each have a seat in the City/Municipality council. Their powers are the same and equal to the elected city/municipality councilors. They are there to help lobby the demands of the barangays. They are not there just to collect a big salary and rub elbows with the regular elected city/municipality council, but to also represent the needs of the barangays.
The duties of the barangay officials are specifically written in Chapter III(Punong Barangay) and Chapter IV (The Sangguniang Barangay). Read it..

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, the "Sangguniang Panlungsod" does not have the power to remove or suspend any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Elected public officials can't be suspended by the DILG or the office of the president unless an official complaint has been filed, there must be proof and there must be due process. Republic Act 7160 chapter 4, Section 60. Information is power. Be informed. Do not be intimidated by the president, senator, congressman, governor, mayor, vice-mayor, or councilors. Do your job.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

If the power lines are sagging, don't go to the power company, go to the barangay office. Ask the barangay for a DEMAND resolution against the power company.
If the water lines are busted, don't wait for the water company, go to the barangay office. Ask the barangay for a DEMAND resolution against the water company.
If the potholes in the road are not fixed, don't wait for the The Department of Public Works and Highways (DPWH), go to the barangay office. Ask the barangay for a DEMAND resolution against the DPWH.
Are you beginning to get the point?

Cleaning the shorelines, drainage systems, streets, rivers, and parks within your barangay is YOUR responsibility. You are accountable for this. It is not the responsibility of the City/Municipality officials. The citizens and officials of the barangay are responsible. Stop blaming others.

  • BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
  • The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
  • The bureau of internal revenue is in cahoots to subdue the barangays, municipalities and provinces. They call the rightful shares to the taxes collected as "Internal Revenue Allotment Dependency". It is not a dependency. It is the lawful and rightful share of the LGU as specified in "TITLE III, SHARES OF LOCAL GOVERNMENT UNITS IN THE PROCEEDS OF NATIONAL TAXES, CHAPTER I, Allotment of Internal Revenue Taxes, Section 284."

  • DURING ELECTIONS: Where do City and Municipality politicians go to campaign? They seek the support of the Barangay officials. They plead to the barangay folks for the votes. Even the candidate for president. But after the election they ignore you. Do not ever forget the power of the barangay.

Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.

  • Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state". Religion is always good for the people but it should never be embraced or financed by government. Tax exemption is not tantamount to financing. Every non-profit organization is tax-exempt.

Economy of Aroroy, Masbate, Philippines

Since manufacturing of goods in large scale is not an economic activity in the municipality, commercial activities are mostly concentrated on buying and selling of manufactured goods and other services. Table IV.E.1 enumerates the number of commercial establishments in the municipality by type.

As can be observed, buying of goods for both wholesale and retail is mostly from Masbate City, Lucena City and Pilar, Sorgoson while selling of seafoods and copra are usually to Manila and Pilar, Sorsogon.

III. NATURAL RESOURCES

A. MINERAL RESOURCES

Mineral Reserves. Aroroy is blessed with abundant and variety of resources – and mineral resources is one of them. Even as early as 1822 (pls. refer to I – Brief History), Aroroy is already yielding gold. Other minerals also present in varying amounts are rock phosphate, guano and limestone.

Other Non-metallic Resources. Construction materials such as sand, gravel and pebbles are considerably abundant in some parts of the municipality but quarrying at a commercial scale is not being practiced in the municipality.


  • FORESTRY

Forest Lands in the municipality cover 29,337.0300 Has. or about 63.36% of the total land area while Unclassified Forest Lands cover 406.0600 Has. or about 0.87% of the total land area of the municipality.

Flood Control in Aroroy

Two types of flood control facilities are present in the municipality – seawall and riprap; both are equally important and effective depending on its applicability and location.

Barangays Poblacion, Matalang-talang, Gumahang, and San Agustin use seawalls as flood control while Barangays Ambolong, Poblacion and Luy-a use riprap to avoid soil erosion, all of which are government projects.

However, there are also seawalls (support facility for causeway), which are being built by some firms for their private use such as the one constructed by the Atlas Consolidated Mining & Development Corporation (now owned by Filminera Resources Corporation), at Barangay Puro. Crown B Agro Development & Management Corporation has also constructed seawalls for their private use, located at Barangays Dayhagan and Don Pablo Dela Rosa.

Tourists Attractions of Aroroy, Masbate, Philippines

Nature has bestowed the municipality with abundant natural resources. The rich variety of flora and fauna and the still undisturbed habitats in some far-flung barangays yield highest potentials for sustainable tourism.

At present, the LGU has been exerting its efforts in the implementation of coastal resource management, which aims to preserve and manage the natural resources of the municipal waters and provide alternative livelihood to its constituents. Gato Island. Rich in marine resources, different wild life, magnificent rock formation and caves underwater.

Its present target is the development of fish sanctuary at Barangay Calanay particularly in Majaba and Gato Island.

  • Other proposed fish sanctuary, the Napayawan and Bagumbayan Island both located at Barangay Amotag and the Nabuktot Island located at Barangay Dayhagan will be the next target location of this program.
  • Bugui Point Light-house. This was built during the Spanish regime when the Spanish language was still used by the govern-ment as the official medium. A close look of the deco-rative seal on the top of the gate reads “Caminos Canales Puertos.”

Although the project is still at its early stage, with the LGU’s enthusiasm and zeal on this, it is projected that it can be opened to both local and foreign tourists in near future.

Several other tourist spots found in the municipality are both scenic and historical in nature. Archeological sites can be found in some barangays such as in Barangay Tigbao wherein artifacts like porcelain jars and plates have been excavated while the Limestone Hills in Barangay Calanay was discovered with human bones found in burial jars in caves which were believed to be from Indo-China settlers who lived 400 – 100 B.C. Caves also abound in Barangays Balete, Calanay and Tinigban.

  • Also, one historical tourist attraction in the municipality is the Bugui lighthouse in Barangay Gumahang. This was built during the Spanish regime when the Spanish language was still used by the government as the official medium.

Table IV.C.1 names some tourist attractions found in the municipality.

Flora and Fauna. There are still varieties of wildlife in the municipality, particularly in Gato Island and Buntod Island or “Bennet Reef.”

Several varieties of plants, both ornamental and herbal, and even fruit trees and ornamental trees are still abundant in the municipality.

There are still several varieties of plants and trees that can be found in the municipality. With regards to wildlife, Gato Island has the widest variety of birds that makes the place exceptional and enchanting. Aside from this, the presence of a unique animal, which is the sea snake or “walo-walo” makes the island more distinct. This animal is a very dangerous specie of reptile which lives in the water and believed to have the capacity to kill its prey within 8 seconds.

Another unique animal also found in this island is the Coconut Crab or “Tatus,” about 4”-6” in width and is capable to rift coconut husks from its shell in a few seconds.

However, unlike Gato, Buntod Island has no wild plants to offer. It is an island of white peebles abundant with marine turtles.

Events. “Halad Pasali” is a religious festival celebrated yearly in line with the town fiesta, which falls during the month of October. It features street dancing depicting their lives and their form of livelihood done as a means of offering to their patron saint.

Another religious festival is the “fluvial procession” which is also being done in honor of their patron saint. It is a procession at sea participated by the patrons.

Another festival being celebrated on a full moon during the month of May is the “Wacky Rodeo.” It is participated by the different sec-tors in the municipality and features contests all of which involve “Crabs,” which is considered one of the major products of the municipality.

In summary, with all the efforts being exerted on tourism by the LGU, due consideration and diligence must be given to the character, way of life and ecology of its constituents. Therefore, in pursuing tourism, other related factors are also being pursued which includes, alternative livelihood, enactment of relative laws, transportation facilities, communication facilities, accommodation facilities and most importantly, peace and order.

Aroroy Environmental Management

Waste Disposal

  • Solid Waste. At present, the LGU has two 7.5-cu m capacity garbage trucks collecting solid wastes of Barangays Poblacion, Baga-uma and Ambolong at an average of twice a day. The wastes are dumped on a 2-hectare open dumpsite owned by Filminera Resources Corporation, a private mining firm located at Barangay Puro approximately 6 km away from Poblacion.
    However, standard area requirement for dumpsite (in Has.) is present population: 30,000 people per hectare-m / year. In our case, using present population of 72,164 (projected for 2003), present standard area requirement is 2.40 Has. (The area can be reduced or enlarged depending on the depth).
    The rest of the barangays, therefore, resort to burning, composting, and burying of their solid wastes.
  • Toxic Wastes. Toxic wastes in the municipality are mostly cyanide-contaminated liquid wastes generated by mining industries.
    There is only 1 big-scale mining industry in the municipality which is the Filminera Resources Corporation (formerly owned by Atlas Consolidated Mining & Development Corporation) whose liquid wastes disposal facility is composed of 3 separate ponds with a total area of 27.6 Has.
    However, there are 13 mini-gold processing plants which generate the same kind of wastes and use smaller tailings pond of which the National Government, particularly the DENR checks and regulates facilities both for big and small scale mining industries, prior to issuance of clearances and certificates to ensure complete and proper environmental management for all environmentally critical projects.
    Furthermore, the LGU, particularly, the Office of the MPDC also issues certificates for this kind of projects relative to its zoning.
  • Waste Water. At present, there is no existing municipal sewer lines that can accommodate waste water or “grey water” (water stream resulting from kitchen, bathrooms and laundries).
  • Cemetery

  • There are no infrastructure projects on cemetery, yet, there are available lots being used as one by constituents nearest to its location. Table V.E.1 shows its location, area and lot numbers.
  • At present, Poblacion Cemetery is actually congested considering the fact that other neighboring barangays such as Ambolong, Baga-uma, Talabaan, Bangon, Puro, Jaboyoan, Tinago and even Barangay Cagpandan of Baleno (nearby municipality) also use this cemetery.
  • Based on computations using the NSO population data for the year 2000 and a participation rate of 60%, an additional burial site area requirement of 77 sq. m. per year shall be needed excluding open spaces, circulation and facility requirements, which the present Poblacion Cemetery lacks.

Source: MPDO, Aroroy There are also other existing cemeteries in some barangays but as per records of the Office of the Municipal Assessor, these lots are still undeclared as cemeteries. These are from Barangays Capsay, Luy-a, Calanay, Tinigban, Amotag and Balete.

  • Drainage

Table V.E.2 shows Inventory of Existing Drainage System & Drainage Type. Yet, in spite of these existing drainage, portion of Centro Aroroy (Poblacion, Baga-uma & Ambolong), Barangays Bangon, Puro, Syndicate, Lanang and Concepcion still suffer flash flood during heavy rains.

  • Sewerage

At present, there is no existing municipal sewerage system and the most common practice of sewage disposal is through a septic tank which is also the simplest and most economical.

However, determining proper location of septic tank is very important especially in the coastal barangays.

In the Philippines a fiesta is usually celebrated in barrios or barangays. It is the official holiday of the LGU, the barangay. Filipinos love fiestas. It is a time for joy and celebration. A fiesta is of Spanish origin and is usually commemorated in association with a christian patron saint. Most barangays whose population have been clustered by Muslims(Moros) and their population is more than that of the Christians, the celebration of the fiesta have been cancelled and replaced with the Hari Raya or Eid al-Fitr.
