The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

One of the cleanest and greenest cities in the country, Baguio is made for sightseeing. And for strolls and boat rides and gentle trots around the park. And for golf. Kennon Road, completed in 1905, opened Baguio to tourism. The zigzagging path previews the scenic highlights of the city. Along the 32-kilometer highway are the Bridal Veil and Colorado waterfalls. Synonymous with Baguio is Burnham Park. Located in the heart of the city, the park’s features include a man-made lagoon ideal for boat rides, a skating rink, an athletic field and stadium, basketball and tennis courts, a biking zone, tree-and-flower lined promenades, and a plant market.

A popular golfing destination, the city takes pride in its Baguio Country Club and Camp John Hay. What used to be the rest-and-recreation base of American military personnel, the Camp is being transformed into a world-class resort and is also Baguio’s biggest pine tree conservation area. Its newly refurbished 18-hole golf course rivals that of the Country Club which has pretty garden-patched cottages surrounding its fairways. Ornate iron gates open to the Mansion House, the official summer residence of Philippine presidents. It offers tourists with great photo opportunities with its rectangular reflecting pool along a tree-lined walkway. It also houses a museum of presidential memorabilia. Near the Mansion House is Wright Park where neophyte riders can trot around an oval track guided by trainers who lead horses with a hand-held leash. At the Mines View Park, tourists can have a panoramic view of the old mines of Benguet. At the park entrance is a flea market for souvenir items.

Sitting on top of a hill in Upper Session Road is the twin-spire Baguio Cathedral, a city landmark. Another pilgrimage site is the Grotto of Our Lady of Lourdes which sits on top of Dominican Hill. Devotees prefer to climb the 252-step ascent than drive through a winding road to reach the shrine. Bell Church holds a religious service of mixed Buddhist, Taoist, Confucian and Christian dogmas but tourists come here to have their fortunes told. Located on an elevated pine-forested ground is the Philippine Military Academy, the country’s foremost military learning institution. Its Saturday morning Parade in Review by cadets in full regalia never fails to attract visitors. Also within campus is a Military Museum. A cultural haven established by noted Baguio artist BenCab, Tam-awan Village recreates a typical ethnic village in the Cordilleras with authentic tribal homes uprooted from their original locations and re-set on similar terrain. There is also an art gallery-cum-coffee shop.

The Sangguniang Panlungsod is composed of the City (Municipality) Vice-Mayor as Presiding Officer, regular Sanggunian members (Councilors), the President of the Association of Barangay Captains and the President of the Sangguniang Kabataan.

They shall exercise and perform the legislative powers and duties as provided for under Republic Act No. 7160, otherwise known as the Local Government Code of 1991. Shall consider and conduct thorough study all matters brought to their attention and consequently pass resolutions, enact ordinances and to introduce recommendations.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

Save The Rivers in the Philippines. They are Dying.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Agriculture Chief Advocates Smart Investments and High-Return Projects

The Department of Agriculture (DA) is shifting its focus toward projects that offer strong and sustainable returns as part of its multiyear budget strategy.

During a recent two-day budget planning session, Agriculture Secretary Francisco Tiu Laurel Jr. emphasized the importance of strategically allocating limited resources. He stressed that priority would be given to projects with an internal rate of return of 12 to 14 percent annually or a payback period of no more than seven years to ensure both profitability and bankability.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Sec. Soliman calls for stronger gov’t ties with Cordillera LGUs, civil society

BAGUIO CITY, May 12 (PIA) - - Department of Social Welfare and Development (DSWD) Secretary Dinky Soliman called for continuous and stronger partnership among the Social Welfare and Development Officers (SWDOs), civil society organizations and citizens groups in bringing in inclusive social and economic growth to all the people in Cordillera.

Soliman made this call on Friday during the program review on the supplementary feeding program cum Social Welfare and Development Forum at the Pines View Hotel here. She said that a continuous and stronger partnership between the national government and the local government units in delivering basic social welfare and development services and programs to the people of Cordillera will help bring in inclusive growth.

She also gave recognition to the important role SWDOs play in ensuring that the national government’s goal of bringing in inclusive growth to the country under President Aquino’s ‘Tuwid na Daan’ governance, will come to reality.

During the event, Soliman also spearheaded the awarding of special awards, which include certificate and recognition and cash incentives to the province of Kalinga who submitted the most comprehensive social protection development report and also for having the highest rate of report submission. The municipality of Balbalan, Kalinga is likewise recognized for submitting a well packaged narrative and statistical report.

Soliman, along with DSWD-CAR Regional Director Leonardo Reynoso also signed a Memorandum of Agreement with Kalinga Governor Jocel Baac for the expansion of the Conditional Cash Transfer (CCT) program to Tabuk City and the municipality of Rizal, Kalinga.

In the afternoon, Soliman and Reynoso, also signed a MOA with officials and representatives of various civil society organizations and citizens groups in the Baguio-Benguet area, in line with DSWD’s convergence strategy.

In her message, Soliman stressed the importance of such partnership, which through the government programs as well as those of their private partners, the attainment of bringing in inclusive social and economic growth to the country is possible. She emphasized that such partnership will also encourage the government to strive harder in giving honest, sincere and efficient service to the country.

Soliman also met with the DSWD-CAR family for a convergence meeting and consultation dialogue to oversee a better implementation of DSWD programs and services in the region.

Later in the afternoon, Soliman travelled to Mt. Data Hotel in Bauko, Mt. Province to meet with CCT Family beneficiaries, who are attending a Family Development Session. She is also set to go around the province today to visit projects and for community interactions. (JDP/CCD-PIA CAR)
