The Sangguniang Panlungsod is composed of the City (Municipality) Vice-Mayor as Presiding Officer, regular Sanggunian members (Councilors), the President of the Association of Barangay Captains and the President of the Sangguniang Kabataan.
They shall exercise and perform the legislative powers and duties as provided for under Republic Act No. 7160, otherwise known as the Local Government Code of 1991. Shall consider and conduct thorough study all matters brought to their attention and consequently pass resolutions, enact ordinances and to introduce recommendations.
Budget of Municipalities and Cities: The Philippine budget formulation system is not centralized. It has been decentralized since 1991. It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem. "IMPERIAL MANILA IS A MYTH!".

Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.
To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.
This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

It is a potential natural attraction found in Dalupirip. It is located along Agno River. The hot spring is an ideal destination for the weary tourists and travelers. The place is ideal for picnicking, swimming, and steam bathing. The site can be reached on foot in less than an hour from the Barangay Center of Dalupirip.
- MONGSO CAVE
It is a potential natural attraction found in Dalupirip. This cave is recommended for spelunkers.
- BIDAWAN (AVE MARIA) MOUNTAIN
It is a potential natural attraction found in Poblacion. With its picturesque scenic view, it is a perfect place for trekking moreover, the grotto of ‘’Ave Maria’’ located along the way is an added attraction.
- DAYNET CAMPSITE
It is a potential natural attraction found in Ampucao. It is a perfect place for camping, trekking and nature communing. The trail, indeed, offers a glimpse of the newly constructed San Roque Multi-purpose Dam.
- MT. UGO
It is an emerging natural attraction found in Tinongdan. It is about 2,150 meters above sea level. Due to its high altitude, it is often shrouded with clouds. The mountain is remarkable because there are at least three aircrafts (UC45 CAB in 1960’s, PAL in 1987, & 1 helicopter) crashed on the site. Moreover, ‘’Lowaks’’, a tribe who contributes much in locating the ill- fated planes, can be found in the area. It is strongly recommended for the mountain trekkers and climbers.
The mountain is fast gaining popularity as an alternate destination of the mountain trekkers and climbers next to Mt. Pulag.
It is accessible in three-ways: first is taking PUB up to the junction of Kayapa, Nueva Vizcaya then hiking through the town for about 2 ½ hours; second, is taking up a PUJ to barangay Tinongdan, Itogon then continuing on foot for about 5 hours; and third, scaling from barangay Dalupirip and a number of mountain for 5 hours.
- SUYOK FALLS
It is a potential natural attraction found in Dalupirip. It is about 30 meters high and serves as the primary water source of the rice fields on the area.
Aside from a good scenic view, the falls is also a good place to reinvigorate strength. The falls’ base offers a perfect place for bathing and swimming.
The place is about half kilometer far from Asin Hot Spring; however it will only take for about an hour hike from Barangay Dalupirip.
- MT. MARIKIT
It is an emerging natural attraction found in Tinongdan. This extraordinary mountain offers diverse opportunities such as trekking, site seeing, camping and mountain climbing. The winding uphill and downhill, hanging footbridges and captivating waterfalls are just few among the views and experiences the mountain offers. Moreover, some of the additional attractions found along the way are the Adashu burial cave, Ambasa cave and the Baloy hot spring.
The place can be reached in two routes; from barangay Dalupirip going to the place which is about 1-2 hours hike or from Tinongdan to the place which is 12 kilometers far or is about 4 hours hike.
- AGNO RIVER
It is an emerging natural attraction found in Buguias., Bokod and Itogon. The headwaters coming from Buguias and Kabayan municipalities provide the water to Ambuklao and Binga Hydroelectric Power Plants. The river traverses barangas Dalupirip and Tinongdan of Itogon, where it winds up at the San Roque Dam and San Manuel, Pangasinan.
The river is ideal for all water-based activities like rafting, fishing, canoeing and swimming. Tourists may catch tilapia, carp, eel and other fresh water fishes, provided fishing is done legally.
Depending on which part of the river to go to, the portion in Tinongdan and Dalupirip, Itogon is about 2-hours ride from Baguio City. To go to the Buguias area will take about 4-hour ride.
- SALAPSAP CREEK
It is a potential natural attraction found in Dalupirip. This creek is a favorite destination of the locals in view of the fact that it if an ideal place for swimming, bathing, fishing, hunting and picnicking.

In the Philippines a fiesta is usually celebrated in barrios or barangays. It is the official holiday of the LGU, the barangay. Filipinos love fiestas. It is a time for joy and celebration. A fiesta is of Spanish origin and is usually commemorated in association with a christian patron saint. Most barangays whose population have been clustered by Muslims(Moros) and their population is more than that of the Christians, the celebration of the fiesta have been cancelled and replaced with the Hari Raya or Eid al-Fitr.
The cities or municipalities usually have yearly festivals where all the barangays participate. The cities or municipalities hold contests for the best floats in parades.
