In 1882, his great grandfather Mr. [[Isidro Angeles]] Sr. settled here in Mindanao. He hailed from Pampanga and at the age of 21 came to Mindanao, the Land of Promise in search for a better future. He settled in Zamboanga City. In the course of time, he met a beautiful girl from Talabaan, a barrio already known at that time.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Talabaan, Zamboanga City

The legend of Talabaan was recorded by Mr. Rodolfo B. Basilio, a Barangay Kagawad who interviewed Mr. Rito C. Angeles' great grandson, one of the founders of Barangay Talabaan. Here is his story:

In 1882, his great grandfather Mr. Isidro Angeles Sr. settled here in Mindanao. He hailed from Pampanga and at the age of 21 came to Mindanao, the Land of Promise in search for a better future. He settled in Zamboanga City. In the course of time, he met a beautiful girl from Talabaan, a barrio already known at that time.

Accordingly, his grandfather at age 21 while visiting his girlfriend in the barrio would cross a big river and rice fields. The nipa hut of his girlfriend was near a river and along the river can be found many small shells called "Talaba". It was such in abundance and people, young and old usually pick these shells for their daily food. They would also sell these shells in the town market.

In the end, Mr. Angeles Sr. won the heart of his girlfriend and they were married in the barrio and settled there. Two years later, the couple was blessed with a child and baptized him as Isidro Angeles, Jr. in 1885. It was Isidro Jr. who narrated what his father told the family of Mr. Basilio about the story of Talabaan.

Accordingly, after having settled in the barrio, Mr. Angeles Sr. became the Cabeza de Barangay. He named the Barangay "Talabaan" because of the abundance of shells in the river.

The barangay progressed under the Cabeza de Barangay. Farming and copra remained as major source of livelihood in the barangay. There were animals like cows and carabaos that transport the products from the barangay to the town. Soon after, a religious couple named Enriquez Saavedra and wife Mercedes, initiated the first fiesta and the patron saint was "La Virgen del Pilar" on May 31, 1945. It was during this time that the name of the barangay was modified as "Talabaan".
