That means that these firms are responsible for evaluating the safety and labeling of their products before marketing to ensure that they meet all the requirements of DSHEA and FDA regulations.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

NFA rice starts arriving in Zambo Norte

DIPOLOG CITY, Zamboanga del Norte (PIA) --- About 22,000 bags of NFA rice will be arriving in the province, says NFA 9 Assistant Regional Director Ruben Manatad.

In a letter sent to Zamboanga del Norte Governor Roberto Y. Uy, NFA 9 ARD and concurrent NFA-Zamboanga del Norte Provincial Manager Ruben Manatad said that NFA-Zamboanga del Norte is starting to receive NFA rice from Zamboanga City.

Ms. Alexen M. Pareja, acting economist of NFA-Zamboanga del Norte said about 8,990 of the 22,000 bags of NFA rice allocation have already arrived and were initially distributed to different NFA-accredited retailers.

“Based on our latest inventory, we are left with 7,886 bags in our warehouse at Gulayon, Dipolog City after our distribution,” he said.

On the other hand, Manatad said the arrival of NFA rice is so timely considering the increase of price of commercial rice in the local market. He believed this would lower down in the coming weeks, more so with the expected arrival of commercial rice from the towns of Aurora and Molave, Zamboanga del Sur and the cities of Oroquieta, Cotabato, Cagayan de Oro, Palawan, Dumaguete and even Metro Manila.

Earlier, Dipolog City Agriculturist Engr. Kerr Poras assured there is sufficient rice supply in the city, as harvest season is already starting.

Manatad also assured the public that supply of NFA rice in accredited NFA-rice retailers would last until the second week of November this year.

The NFA Provincial Office disclosed that more imported rice will arrive in Dipolog City by mid-November to ensure its required buffer stock can last until the first quarter of year 2018.

Manatad emphasized that NFA is doing its best to address the scarcity of rice in the local market which is a concern not only in the province but also throughout the country.

It may be recalled last September 6, the Local Price Coordinating Council of the province, presided by Vice-Governor Atty. Senen O. Angeles, convened to discuss the increasing price of commercial rice in the local market.

The Vice-Governor assured that there is no rice shortage in Zamboanga del Norte.

Dipolog farmers undergo training on modern farm machineries

DIPOLOG CITY, Zamboanga del Norte, September 25 (PIA) --- To improve the agriculture sector of Dipolog City and nearby towns, the City Agriculturist Office, in partnership with the Philippine Center for Post-Harvest Development and Mechanization (PhilMech) recently conducted a training course on the operation and maintenance of selected agricultural machineries on rice mechanization and post-harvest facilities here.

The two-day training, held at Sitio Tubod and Bayang of Barangay Galas, was participated by the members of Dipolog-Polanco Irrigators Association (DPIA).

Dipolog City Agriculturist Engr. Kerr Porlas said the training aimed to familiarize the farmers on the operation of multi-million modern farm equipments and facilities which were given by Agriculture Secretary Emmanuel Piñol to the members of DPIA during his visit in Dipolog City last year.

The P5.5-million modern farm equipments include Riding Type Transplanter, Walk Behind Transplanter, Combine Harvester, 4-Wheel tractor and Reaper.

Among the resource persons during the 2-day training include Science Research Specialist I, Mr. Mario V. Pascua; Science Research Specialist II Mr. Ray Adarna; PhilMech Science Research Specialist I Engr. Irish Arambulo ug Science Research Analyst Mr. Roland Ruiz.

Porlas said they chose to conduct the training on September in time for the start of the harvest season for the farmers’ hands-on experience.

The City Agriculturist believed the mechanization program of the government is the answer to the farmers’ labor problems during harvest season.

During the training, farmers were also given the opportunity to operate the modern farm equipments.

Porlas said Dipolog City, which has 1,600 hectares of rice-fields, with 1,100 hectares irrigated, and 500 hectares rain-fed is the first area in the Zamboanga Peninsula Region to receive these modern farm equipments from the Department of Agriculture.

DAR to establish peanut processing center in Liloy town

LILOY, Zamboanga del Norte (PIA) -- A peanut processing center will be soon operational here.

A groundbreaking ceremony was held recently at Barangay Goin, Liloy town by the Department of Agrarian Reform (DAR) for the construction of a peanut processing center.

This will be implemented through the Village Level Farm-focused Enterprise Development (VLFED) Project which will benefit some 85 members of Goin Agrarian Reform Beneficiaries Multi-Purpose Cooperative (GARBEMCO).

The groundbreaking ceremony was led by Regional Director Julita A. Ragandang, Assistant Regional Directors lawyer Ramon Madronal, Jr. and Engr Agnes Maata with Mayor Roberto L. Uy, Jr. of Liloy town.

The total project cost is about P439,200 with a counterpart from the local government unit of Liloy. 68% of the total amount will be shouldered by DAR while the remaining 32% will come from the LGU-Liloy.

The VLFED Project aims to produce peanut products compliant with the Food and Drug Administration-Licensed to Operate (FDA-LTO) and create additional livelihood opportunities for the farmer beneficiaries who have limited capital and don’t have sufficient income.

As a manifestation of their total commitment of support for the implementation of the project, a Memorandum of Agreement (MOA) signing also took place during the ground-breaking.

Among the signatories of the MOA are DAR-9 Regional Director Julita Ragandang, Zamboanga del Norte Provincial Agrarian Reform Program Officer II Arturo Soria, DTI-Zamboanga del Norte Provincial Director Maridel Dengal, DOST-Zamboanga del Norte head Merilyn Cadag, VLFED Point Person Eva Soropia, GARBEMCO Chairman Roberto Callao, Liloy Mayor Roberto L. Uy Jr., and Goin Barangay Chairman Hilario Años.

The MOA signing was witnessed by other DAR regional and provincial employees, DTI and DOST employees, municipal and barangay officials, employees and GARBEMCO members.

Zamboanga del Norte town mayor, 3 others face murder raps

MANILA -- The National Bureau of Investigation (NBI) has filed criminal cases against the mayor of Siayan, Zamboanga del Norte and three others before the Department of Justice (DOJ) for allegedly killing and burning the house of a man, with whom the local chief executive has a pending land dispute.

In a complaint, NBI has recommended the prosecution of Mayor Flora Villarosa of Siayan, Zamboanga del Norte; Barangay Poblacion chairman Josecor Gepolongca; Ernie Lumucso, Villarosa's chief security aide; and Roy Maronse Balayong for murder and arson.

The four are accused of killing Restituto Lugo Sasuman of Siayan, Zamboanga del Norte on Sept. 15, 2016. The victim reportedly refused to vacate the property that was reportedly donated to the local government.

The NBI-Death Investigation Division (DID) said the charges stemmed from the complaint of Sasuman’s wife Teodolfa; the victim’s sister, Adricula; and nephew Elbert.

Sasuman's killing was solved by the NBI after Lumocso and Balayong confessed to investigators that they burned the victim's house.

Investigation showed that Lumucso on the night of Sept. 15, 2016 went to the birthing clinic beside the house of the victim to conduct a final surveillance.

Lumucso, along with Balayong, forcibly took Sasuman as he was coming out of the clinic’s comfort room and took him to Villarosa's house.

Lumucso said they tied Sasuman's hands with electrical wire and wrapped his head with a piece of cloth. They took Sasuman to the spillway in Polayo, Siayan, Zamboanga del Norte where they stabbed him to death.

Lumucso and Balayong then returned to Sasuman's house and burned it down after which, they proceeded to Villarosa's house.

Gepolonga, who was also at the mayor's house, gave the two men an envelop containing PHP10,000.

However, Lumucso and Balayong later confessed to the crime.

The NBI-DID said prior to the killing, Sasuman and a certain Carlo Plasos filed a case of forcible entry with temporary restraining order and writ of preliminary injunction against Villarosa and Proceso Benlot and Myrna Benlot on Feb. 13, 2012 over a piece of land.

In his complaint, Sasuman alleged that on Feb. 2, 2012, Villarosa and the Benlots unlawfully entered the property and destroyed their house using heavy equipment owned by the municipal government.

Sasuman claimed that they have been occupying the property for almost 40 years but the defendants argued that the land in question was owned by the Benlots.

Zambo Norte village official dies after fall from cliff

ZAMBOANGA CITY -- A barangay official died of severe injuries after falling into a 150-meter high cliff in the Zamboanga del Norte town of Katipunan, police said Wednesday.

Chief Insp. Helen Galvez, Police Regional Office-9 (PRO-9) information officer, identified the fatality as Rolan Lumon, 31, a councilor of Barangay Malasay, Katipunan.

Galvez said the incident happened around 2 a.m. Tuesday in Sitio Salwagan, Barangay Baluc, Katipunan.

She said the official and his brother-in-law, Sannyboy Sumampon, were on the way home when the victim lost his balance and fell towards the 150-meter high rocky cliff.

Lumon died instantly due to severe injuries.

Lumon and Sumampon came from fishing at a nearby river when the incident happened, police said.

Zambo Norte woman bares ordeal in daring Lebanon escape

DIPOLOG CITY, Zamboanga del Norte (UPDATED) -- Cecile Tubadan, a 32-year-old mother from Leon Postigo town, was elated when an opportunity to work in Lebanon presented itself.

The recruiter, a sister of her live-in partner, seemed trustworthy that she did not hesitate to fly to Lebanon to work as a housemaid on a tourist visa.

It was too late when she learned she was deceived.

Tubadan narrated her ordeal to the Philippine News Agency on Monday, four days after she returned to the country following her escape from an employer - who physically abused her when she refused to work as a prostitute.

“I agreed because I'm jobless, I have four children, and I cannot rely on the money sent by my partner,” Tubadan said.

She said it was her live-in partner's sister, Myrene Salvador Abuan, who enticed her to work in Lebanon for $400 a month.

Abuan is married to Syrian Hashim Ali, who endorsed her to SREIH Services, a housemaid agency in Lebanon, which paid the couple $800 for bringing in the unsuspecting Tubadan.

Tubadan said her focus was on earning money for her family that she did not mind going to Lebanon on July 19, 2018, supposedly as an overseas contract worker.

“I have no contract, no work documents--nothing, but I still went to Lebanon because I trusted Myrene,” Tubadan said.

She was told to work at the house of the Alis until they can find her an employer. But then everything changed, Tubadan said, when Ali told her to work as a prostitute disguised as masseuse at a spa.

Tubadan claimed that Ali beat her and barred her from going out of their apartment building when she refused.

After several weeks, Tubadan recalled she posted on Facebook an appeal for her rescue, which was seen by her relatives and a neighbor in Leon Postigo, William Anadeo, a school teacher in their town.

Anadeo sought the help of first district Rep. Seth Frederick Jalosjos, who immediately sent a letter to the Department of Foreign Affairs (DFA), which promptly ordered its embassy in Lebanon to find Tubadan.

Meanwhile, Tubadan said she got the chance to escape on September 11 when Hashim Ali was not at home.

She asked permission from Myrene Salvador Abuan to go to the prayer meeting of fellow Filipinos at an apartment at the ground floor.

With the help of friends, she was slipped out of the building and brought to a coffee shop where she was fetched by a relative and brought to the Philippine Embassy.

According to Tubadan, embassy officials demanded SREIH Services to return her travel documents and give her plane ticket back home or they would bring her case to the Lebanese government.

The owners of SREIGH Services agreed, but also had Tubadan sign a document stating that she would not file a case against the agency.

On September 13, Tubadan was able to fly back to Manila.

Upon arriving in Dipolog, she immediately went to thank Jalosjos, and to ask the lawmaker to help three other distressed Filipinas at the apartment of Hashim Ali.

“There are a lot of Filipinas who need help,” she said, “there were about a hundred at the embassy. They could not come home because they still have legal cases or they have no money.”

In most cases, Tubadan said that victims of illegal recruitment and human trafficking in Lebanon were recruited by either friends or relatives.

Housing units for informal settlers soon to rise in Dapitan

DAPITAN CITY, Zamboanga del Norte (PIA) --- The local government unit of Dapitan recently signed a Memorandum of Understanding with the Social Housing Finance Corporation (SHFC) for the construction of two-storey medium rise housing units at Barangay Sulangon, this City.

The housing project will benefit about 616 informal settlers who were affected by natural calamities, implementation of various government projects and those living in hazard-prone areas.

Under the MOU, the SHFC will construct the housing units at the seven hectare lot in Sulangon owned by the City Government of Dapitan which it acquired from a Filipino-Chinese couple in 2003.

There are now about 160 families, who are members of the Sulangon Heights Homeowners Association Inc., (SHOAI) qualified for the first batch of the project.

During its ground-breaking ceremony, Mayor Jalosjos said the housing project is a realization of her long-time dream to provide home to the homeless Dapitanons.

Lawyer Arnolfo Ricardo Cabling, SHFC president, lauded Dapitan City LGU for its cooperation and active participation, willingness to provide a lot for the project, and the development of the project site like the construction of concrete road and drainage canal.

Accordingly, the LGU’s initiative of developing the area ensures affordable monthly amortization of about P1,807.62, payable for 30 years by the beneficiaries.

In his acceptance speech, SHOAI Pres. Renante S. Bala expressed his gratitude to Mayor Jalosjos and SHFC for giving them the opportunity to live in a decent and safe home.

He also urged his co-members to religiously comply with their monthly obligations and adhere to the guidelines set forth by SHFC during the orientation.

Cabling said the target date for the start of the construction of the building is within this month, or as soon as all the documentary requirements are submitted.

Acceptance of the application is now ongoing at the Office of the Housing Team of the City Government.

Zambo Norte, DOT-9 ink MOA for 2019-2023 provincial tourism plan

DIPOLOG CITY, Zamboanga del Norte (PIA) -- To promote and improve the tourism industry of Zamboanga del Norte province, the provincial government here signed a memorandum of agreement with the Department of Tourism (DOT)-9 for a tourism plan in the next five years.

Zamboanga del Norte Governor Roberto Y. Uy and DOT-9 Regional Director Myra Paz Abubakar signed the MOA, wherein under the agreement, DOT-9 will assist in crafting the provincial tourism plan of the province for 2019 to 2023 and extend financial assistance of about P400 thousand allocated for consultancy fee.

OIC-Provincial Tourism Officer Ms. Lennie Castañeda said DOT-9 will also provide a staff to the Provincial Tourism Office as its representative in the Tourism Planning Committee and help the Technical Working Group in the preparation of the Tourism Master Plan of the province.

Moreover, DOT-9 will assist in the conduct of consultative meeting workshops, focus group discussions, and interviews with other concerned agencies and institutions.

As counterpart, the provincial government will create the Tourism Planning Committee based on the Executive Order that will be issued by the governor based on the Tourism Planning Guidebook.

With this initiative, Castañeda is optimistic of the total improvement of the tourism industry in the province as she was assured by Governor Uy his all-out support to all programs and projects that will be laid for the improvement of tourism in the province.

The signing of the MOA was held at the Governor’s Office and witnessed by Castañeda and Mr. Wenceslao Galea Jr of DOT9.

Farmer electrocuted

A farmer was electrocuted while fishing at a creek in Barangay Sinuyak, Katipunan Municipality, Zamboanga del Norte last Sunday.

PO3 Noel Engkot, Police Investigator, identified the victim as Raymund Cambic y Dimasuhid, 23, single and a resident of Miatan, Katipunan Municipality.

Initial investigation disclosed that Caimbic used a fishing device made up of wire which he connected to an electrical outlet from the house of a certain Uldarico Moreno y Gayawon.

Hours later, the victim was found unconscious by his own brother, Ruel Caimbic.

Ruel pulled his brother out of the creek and tried to revive the latter but his actions were futile, said Engkot.

The victim sustained burns in his right hand and left chest, possibly caused by the strong electrical current which passed through his entire body as he held the live wire of his improvised fishing device.

The victim’s body was brought to the family home.

2 dead, 2 hurt as motorcycle plunges into canal

TWO people died while two others were injured when the motorcycle they were riding fell into a concrete irrigation canal in the province of Zamboanga del Norte, the police reported on Sunday, September 16.

Chief Inspector Helen Galvez, Police Regional Office-Zamboanga Peninsula information officer, disclosed the incident occurred around 12:20 a.m. Saturday in the village of La Union, Labason, Zamboanga del Norte.

Galvez identified the fatalities as Hans Jefferson Languido, 18, and Joshua Languido, 17, both students.

Wounded were John Lloyd Bacor, 24, driver of the ill-fated motorcycle, and Jasper Midwasa, 18.

Galvez said that Hans Jefferson was rushed but failed to reach alive in the district hospital while Joshua expired while in transit to the Zamboanga del Norte Medical Cener in Dipolog City.

Galvez said the four, aboard on a motorcycle, were on the way home coming from a disco held at the covered court of La Union village.

She said the four were believed to be intoxicated with alcohol drinks as they were since having a drinking session while at the disco.

Killed In Shooting Incident

(Zamboanga Del Norte Police Report)

LEON POSTIGO, Zamboanga del Norte – One person was killed in Shooting incident transpired on 8:00pm more or less of September 11, 2018 at Barangay Tinuyop, Leon Postigo, Zamboanga Del Norte at about 8:00 PM of September 11, 2018.

The victim was already brought to Sindangan District Hospital by his relatives. He was later identified Beinvenido Fabillar Y Alvares alias “Toto”, 40 yrs. old, married and a resident of Sitio Casong, Brgy Tinuyop, Leon B Postigo.

Based on record of the hospital the victim arrived at around 9:30PM on September 11, 2018 which was brought by his relatives but was declared dead on arrival due to a gunshot wound at his abdomen and at the back portion of his body which believed to be the caused his instantaneous death.

Initial investigation disclosed that on September 11, 2018, Barangay Tinuyop was celebrating their founding anniversary wherein various activities were being held.

According to the Brgy officials the victim was last seen alive at around 7:15 PM of September 11, 2018 walking alone towards the residence of his brother when suddenly they heard burst of gun fire.

Upon verification, they saw the victim lying down with blood on the road and was immediately brought to Sindangan District Hospital.

Further investigation reveals that the victim was a rebel returnee sometimes in the year 2000.

Thorough investigation is now undertaken to determine the motive of the incident. Recovered from the crime scene were several fired cartridges of Cal 45.

RA 9262 Violator Arrested in Dapitan City

(Zamboanga Del Norte Police Report)

DAPITAN CITY – The Operatives of Dapitan City Police Station together with 904th Maritime Group conducted manhunt operation at Brgy San Vicente, Dapitan City at about 12:10 PM of September 12, 2018.

The operation was to the arrest of one Elmer Taruc Baroy, 33 years old, male, married, resident of Purok Mangga, Brgy San Vicente, Dapitan City.

He has a standing warrant of arrest charged for violation of Sec. 5(i) of RA 9262, under Criminal Case No. 22140 issued and signed by Presiding Judge Rogelio D. Laquihon, of RTC, 9th Judicial Region, Branch 7, Dipolog City dated September 5, 2018 with bail bond recommended amounting to (Php 24,000.00).

The accused now detained at Dapitan CPS for proper disposition.

Fire Incident

(Zamboanga Del Norte Police Report)

DAPITAN CITY - Fire incident transpired at the residence of Joseph Calasang Cagandahan, situated at Brgy Maria Cristina, Dapitan City, Zambboanga Del Norte at around 7:25 AM of September 12, 2018.

Initial investigation conducted by Fire Officer 1 John Beta Balanay, disclosed that the fire was started at around 7:20 AM of September 12, 2018 and was declared under control/Fire-out at around 8:30AM of same date.

The cause of fire was believed came from the unattended cooking area of the dirty kitchen from the said residence which is made of light materials. Estimated amount of damaged is more or less (Php100, 000.00). No casualty/injured during the incident.

Gov’t employee arrested in anti-drug operation

A GOVERNMENT employee, who is an alleged member of a drug syndicate, was arrested in an anti-drug operation in Zamboanga del Norte province, the police said Monday, September 10.

Chief Superintendent Edwin De Ocampo, deputy regional director for administration of the Police Regional Office-Zamboanga Peninsula, identified the arrested suspect as Gary Cabanit, 38, an employee of the Department of the Interior and Local Government (DILG).

De Ocampo said Cabanit was arrested in a drug bust at 6:37 p.m. Sunday inside the DILG office in Poblacion village, Siocon town, following a month-long intelligence build-up and surveillance in the suspect’s illegal drug trade.

“Prior to the arrest, there was an information that the suspect was repacking the illegal items, selling and conducting pot session inside the DILG office,” De Ocampo said quoting the report of the police in Siocon.

He said that Cabanit, who is an alleged member of the Sahibad Drug Group, is listed as high-value target Level 2 drug personality in Siocon.

The police official said that the suspect is a drug surrenderer since the latter has surrendered in 2016 when Oplan Tokhang was implemented.

He said confiscated from the suspect were: one medium-size and six small-size plastic sachets of suspected shabu, P500 marked money, P3,598 cash in different denominations, counterfeit identification (ID) card of the Philippine Drug Enforcement Agency, different ID cards, and illegal drug paraphernalia.

He said the suspect was detained while appropriate charges are set to be filed against him.

OWWA-IX conducts entrepreneurship training

The Overseas Workers Welfare Administration Regional Welfare Office IX conducted a three (3) day Entrepreneurship Development Training at Piñan, Zamboanga del Norte last August 29-31, 2018.

The training was held in collaboration with the Department of Trade and Industry and (DTI) represented by Mr. Rodrigo Montero and Land Bank of the Philippines (LBP) represented by Mr. RoelTarroza. It was participated by 100 active OFWs coming from the Municipality of Piñan, Mutia, and Dipolog City and was facilitated by Family Welfare Officer Lellan C. Pacatang and Labor Communications Officer Fatima Jane G. Salihuddin.

OWWA Regional Director Dr. Hassan Gabra T. Jumdain gave his welcome remarks on the first day of the training and also opened the floor for important matters/concerns of the participants so that these may be addressed promptly. They were asked to take part in the workshops and activities such as coming up with their personal financial plan.

Mr. Montero lectured on the basics of starting an enterprise covering topics such as trending business ventures and the right attitude to cultivate when running a business. He also lectured on Entrepreneurship Development Training wherein he provided the participants with the ability to recognize commercial opportunities, self-esteem, knowledge and skills to act on them. Mr. Tarroza on the other hand, oriented on the P2 billion Reintegration Program and participants asked relevant questions in an open forum.

Lastly, FWO Pacatang organized the group into OFW Family Circles (OFCs). The aims of the said formation are to strengthen and counsel OFWs and make them a helping arm in the information dissemination of OWWA programs and services.

It is not easy to be a successful entrepreneur and the only way to be one is being equipped with all the right entrepreneurial skills, attitude and behavior. Hence, OWWA IX, made this training available for OFWS who wanted to become an entrepreneur so that they may develop their entrepreneurial skills, and in the process, establish or run successful enterprises.

DSWD 9 to open info hub

The Department of Social Welfare and Development (DSWD) regional office 9 will soon open an Info Hub or Information kiosk in a bid to better inform the public regarding its programs, which will be launched next week.

"These are television (TV) sets where information of DSWD programs are in loop," Ivan Eric Salvador, DSWD 9 information officer, bared.

InfoHub is an innovation of DSWD Field Office 9 to integrate the Information, Communication and Education (IEC) materials of the agency into digital and electronic formats.

The initiative aims to reinforce the knowledge of the internal and external public on various programs and services of the DSWD by providing a centralized hub for information and other relevant contents for public information.

A total of 14 television sets will be purchased by the department worth P200,000 which will be distributed to DSWD office and DSWD 9 centers in Region 9.

Recipients of the television sets are: Reception and Study Center for Children located in Barangay Talon Talon, Area Vocational and Rehabilitation Center in Barangay Mampang, Home for women in San Roque, Home for elderly Talon- Talon, processing center for displaced persons Mampang, Regional Rehabilitation Center for Youth Zamboanga del Norte, Balay Dangpanan sa Kabataan also in Zamboanga del Norte, Crisis Intervention Unit in Sta.Barbara, five Social Welfare and Development Teams, and regional office.

According to Salvador, these television sets will show DSWD 9 programs in a one to two-minute videos such as social pension, trafficking, supplementary feeding, adoption, center based programs, and others.

"We wanted to establish good understanding among our public, how DSWD is working for the welfare of the clients," Salvador said.

PDEA agents nab Canadian with 1 kilo marijuana in Dipolog City

PAGADIAN CITY — A team from the Philippine Drug Enforcement Agency in Zamboanga del Norte and Dipolog arrested a Canadian in a drug buy-bust operation Friday evening at Purok Parpagayo, Barangay Lower Dicayas, Dipolog City.

PDEA Regional Director Laurefel Gabales said a kilo of dried marijuana leaves, a pack of marijuana cookies and one plastic container of marijuana hashish were confiscated from Alfred Wayne St. George, 47.

On Thursday evening, the group also nabbed a member of a local drug group in Dipolog City.

Authorities identified the suspect as Julito Abordo Rodriguez a.k.a. “Bayot” or “Sugar Rivera” who was collared in a buybust operation at Purok Red Rose, Barangay Miputak, Dipolog City.

An estimated 5 grams of suspected shabu was confiscated from Rodriguez.

Both suspects have been under intense surveillance months before the operation, authorities said.

Cases for violation Republic Act No. 9165 were filed against the two suspects, who were detained at the Dipolog City Police Station.

PNP Maritime apprehends four boats fishing in municipal waters

The Regional Maritime Unit-9 (RMU-9)has intercepted four commercial fishing boats in Zamboanga del Sur and Zamboanga del Norte during their series of seaborne operations conducted recently in the region against illegal fishing and piracy.

Newly promoted Sr. Supt. Jacob G. Macabali, chief of RMU-9 disclosed that the 903rd Maritime Station based in Pagadian City intercepted two fishing boats, identified as FB Reyna Jubery, marked with Tapay, operated by Ronald Puno and FB CNL, Skippered by Ariel Genraul.

The two fishing vessels were intercepted by maritime troopers for illegally fishing within the 15-kilometer municipal waters off Tabina. While the troopers were conducting seaborne operation with Global Positioning Gadget, they caught the two fishing boats illegally fishing within the 2.87 kilometers coastal waters off Tabina.

The troopers are now readying a case against the owner of the two fishing boats for violation of R.A 10654 otherwise known as the Fishery Code of the Philippines.

On similar development, Macabali also said that the 904th Maritime Station based in Dipolog City while conducting a seaborne operation intercepted a fishing boat, identified as FB Victor, operated by Efren P. Acha, for illegally fishing within the 4 kilometers from the shoreline of Barangay Galas of Dipolog City. Another fishing boat also identified as FB Dom C-3, operated by Peter Taud, was caught illegally fishing within the 15 kilometers of the coastal water of Barangay Barra, Dipolog City. RMU-9 is now preparing a case against the two fishing boats for violation of R.A 10654 and City Ordinance 09-213.

404 jeepney operators receive Pantawid Pasada card

The Land Transportation FranchisIng and Regulatory Board (LTFRB) has distributed a total of 404 Pantawid Pasada cards to jeepney operators in Region 9.

Aminoden D. Guro, LTFRB 9 regional director, said that the Zamboanga jeepney drivers received the bulk of the cards that were distributed in the region.

The cards were distributed as follows: Three (3) cards were released in Ipil, 27 in Dipolog City, 28 in Pagadian City, and 346 in Zamboanga City.

There are a total of 2,106 card beneficiaries in region 9. Of this number. Ipil has 34, Dipolog 153, Pagadian 104, and Zamboanga City has 1,815.

The Pantawid Pasada Fuel Card worth P5,000 can be used every time drivers purchase fuel at LTFRB accredited gasoline stations.

Guro said that they are targeting to finish the distribution of cards by September.

Jeepney operators found violating program guidelines will be disqualified and will no longer receive the benefits next year.

Campaign against Illegal Logging

SIBUCO, Zamboanga Del Norte – On September 1, 2018 at about 1:00 PM, Sibuco MPS received report from a concern citizen that there was an illegal Logging activity at Barangay Panganuran, Sibuco Zamboanga Del Norte.

Acted on the report, a PNP team and Elements from 42nd Infantry Battalion on board with motorized pump boat preceded the said place to verify the veracity of the information received.

That upon the arrival of the said area at of same date troops immediately locate the reported area and personally saw abandoned numerous fetishes hard wood lumber (yakal, red lawaan and white lawaan) therein estimated to be more or less 19,000 nineteen thousand board feet with estimated amounting to Php437, 000.

The operating troops confiscate the said lumber at about 1:30am of September 2, 2018 the troops arrived at sitio Tungawan, barangay Poblacion, Sibuco Zamboanga del Norte and immediately Coordinate with the Municipal Environment Office of Sibuco ZN and turned over the confiscated Lumber and temper boat properly received by Mr Masher Daiyan MENRO for safekeeping and proper disposition. Enriquez sustains form, wins PPS Salug

Sydney Ezra Enriquez completed another two-title run in the Palawan Pawnshop-Palawan Pera Padala age-group circuit, this time in big fashion as she did it before hometown crowd at the Uswag Salug Tennis Courts in Zamboanga del Norte.

Enriquez eased out top seed Rica Labrador, 6-3, 6-0, in the semis then blasted Princess Gom-os to clinch the girls’ 16-and-under singles crown in the PPS Salug leg sponsored and hosted by Mayor Jeffrey Lim. The local ace, however, struggled in the 18-U finals, needing to come up with clutch shots to foil Gom-os, 7-5, 7-6(3), and duplicate her feat in last week’s Liloy stop of the circuit presented by Dunlop.

Aslan Carbonilla matched Enriquez’s exploits as the Abaga, Lanao del Norte bet crushed Glenn Dadan, 6-0, 6-0, and stopped Russel Daarol, 6-3, 6-3, to pocket the 12- and 14-U titles, respectively, in the boys’ side of the Group 2 tournament put up by Palawan Pawnshop, headed by president/CEO Bobby Castro.

PCG Zamboanga joins pursuit on Sirawai abductors

Philippine Coast Guard (PCG) Zamboanga Station has extended seaborne patrol assistance to Zamboanga del Norte authorities in their search for kidnapped victims from Barangay Piacan, Sirawai.

PCG Zamboanga Station Chief Lieutenant Commander Noriel Ramos said that he deployed his Special Operations Unit on board (2) Rigid Hull Inflatable Boats (RHIB) to help in the ongoing pursuit operation against the perpetrators of the said abduction incident.

“We immediately provided seaborne support to our engaged troops from the Philippine Army and the PNP in order to pursue the perpetrators who were responsible in abducting the old couple, who were also used as human shields,” Ramos said.

Recall that an armed encounter incident occurred at Brgy Piacan, Sirawai Zamboanga Del Norte in the eve of September 1, wherein five (5) unidentified armed men wearing camouflage uniforms on board a motorized pump boat arrived at said place and were monitored by the AFP troops of Piacan detachment that resulted to an armed encounter.

In the course of the firefight, one (1) CAFGU and five (5) civilians were killed.

Evading armed subjects forcibly took the couple, identified as Rufo C. Roda, 62 yrs old, a retired CAFGU and his wife identified as Helen M. Roda, 64 yrs old from their residence in the said barangay.

The lawless group also used the couple as human shields to evade pursuing troops.

The subject group together with the couple withdrew towards the high seas of Sibuco, Zamboanga Del Norte using the same boat.

At present, hot pursuit operation against said lawless elements is still ongoing to possibly locate the whereabouts of the suspects.

6 killed, 2 abducted as militiamen, gunmen clash in Zambo Norte

ZAMBOANGA CITY -- Six people, including a militiaman, were killed while a child was wounded following a clash by militiamen and unidentified gunmen in a remote area in Zamboanga del Norte, an official disclosed Saturday.

Chief Supt. Edwin de Ocampo, deputy regional director for administration of Police Regional Office 9 (Zamboanga Peninsula), said the gunmen also used two individuals as human shields during the clash that occurred in Piacan, a coastal barangay in Sirawai, Zamboanga del Norte, at about 6:05 p.m. Friday.

De Ocampo said the clash broke out as the militiamen - based at the Piacan detachment - responded to the reported arrival of five unidentified gunmen, clad in camouflage uniforms, at the village's shore.

He said the clash resulted in the death of a militiaman and five civilians hit in the crossfire. The fatalities were identified as Amsid Callun, the militiaman; Absar Gumba; Kabiran Ginsing; Saddam Tahir; Jaayri Lumihig; and Muslimin Adan.

The wounded minor was identified as Jering Carbi, whose age was not immediately known.

De Ocampo said the gunmen seized Rufo Roda and his wife, Helen, and used them as human shields as they escaped. Rufo is also a militiaman. The gunmen fled with the couple on motorboats.

Police units in Zamboanga del Norte, in coordination with military authorities, have already launched an operation to track down the whereabouts of the Roda couple.

De Ocampo said the Zamboanga Coast Guard has deployed two Rigid Hull Inflatable Boats to assist the police and military forces in their search for the gunmen.

2 die, officer wounded in law enforcement operation

TWO alleged members of lawless groups were killed while a police officer was wounded in separate operations in the provinces of Zamboanga del Norte and Zamboanga del Sur, the police said Monday, August 27, 2018.

Chief Inspector Helen Galvez, Police Regional Office-Zamboanga Peninsula information officer, identified the slain suspects as Kamar Yusop, 29; and Anito Gengson Gungob alias “Cito.”

Wounded was Senior Inspector Ernesto Etorne, Jr., commander of the 901st Company, Regional Mobile Force Battalion-9.

Galvez said Yusop was killed in a shootout around 1:30 a.m. Saturday in the village of New Salvacion, Labason, Zamboanga del Norte.

She said the shootout ensued after Yusop opened fire hitting Etorne, who were was leading a group of policemen, to serve an arrest warrant against the suspect.

The information officer said the policemen returned fire hitting Yusop, who was rushed but failed to reach the hospital alive.

She said Yusop has standing warrant of arrested for the crime of arson with no recommended bail and frustrated murder with P100,000 recommended bail issued by the court of Ipil, Zamboanga Sibugay.

Yusop is allegedly a member of the Sumingal lawless group based in the town of Kalawit, Zamboanga del Norte, She added.

Galvez said Etorne was taken to the Labason District Hospital for treatment and was later transferred to a hospital in Dipolog City, the capital of Zamboanga del Norte province.

She said Gungob was killed on a counter-strike and stop-and-frisk operation around 4 p.m. Saturday along Rizal Avenue in the village of Madasigun, Molave, Zamboanga del Sur.

Galvez said Gungob, an alleged “contract killer” was shot to death when he pulled a handgun and about to open fire when the police established surprise checkpoint.

She said the slain suspect is believed to be responsible in some of the shooting and robbery incidents in these provinces.

ZNPPO, PAC to host 2018 Regional Advisory Council Summit in Dipolog

DIPOLOG CITY (PIA) --- Members of the Zamboanga del Norte Police Provincial Office Technical Working Group (ZNPPO-TWG) and the Philippine National Police Provincial Advisory Council converged recently in an emergency meeting at the ZNPPO Conference Room in Barangay Sicayab, this City to iron out preparation for the 2018 Regional Advisory Council Summit here on October 26 and 27.

The Regional Advisory Council Summit is an annual undertaking of the different Provincial Advisory Councils in the region to highlight its contribution in the PNP transformation program towards good governance as envisioned by PNP Patrol Plan 2030.

PNP Chief Director General Oscar Albayalde will be the guest speaker and resource person during the occasion.

Moreover, around 500 participants composed of local chief executives of the different local government units, chiefs of police, provincial, city and municipal advisory councils in the Zamboanga Peninsula region are expected to attend the said gathering.

Last year, the RAC Summit was held in Ipil, Zamboanga Sibugay.

This year’s theme is “Commitment of the Advisory Councils towards the sustainability of PNP transformation program towards good governance.”

P333.5-M earmarked for 2019 peace and order, public safety plan in Zambo Norte

DIPOLOG CITY (PIA) -- The Zamboanga del Norte Peace and Order Council (ZN-PPOC) has approved the proposed budget amendment of the 2019 Peace and Order And Public Safety (POPS) Plan in a special meeting held recently at the Function Hall of Dipolog City Boulevard, presided by Vice-Governor Senen O. Angeles .

From the earlier approved P310.4-million POPS Plan for 2019, it is now P333.5 after the Council approved its amendment.

The three components of the approved 2019 POPS Plan include P80.4 million for the conduct of peace and order, public safety policies, programs, projects and activities like beat patrol, checkpoint operations, seaborne patrol and other support PPPAs activities such as upgrading and purchase of equipment, vehicles, hard and softwares, and other related activities.

The second and third components of the approved budget is intended for peace and development programs such as livelihood and infrastructure support to conflict and other areas of concern in the declaration of Zamboanga del Norte as a Conflict Manageable and Development Ready province.

About P220-million is allocated for infrastructure projects which include the establishment of the Provincial Rehabilitation Center, Provincial Youth Center and Multi-Purpose Building.

The PPOC also passed a resolution supporting the request of 102nd Brigade Commander Col. Bagnus Gaerlan for fund allocation for the establishment of 10 more companies of Special Civilian Armed Forces Geographical Units Active Auxiliary (SCAA) as augmentation to the military units based in the province.
