  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Improved traffic flow on Dagupan street hailed by motorists, businessmen

DAGUPAN CITY, July 27 (PNA) -- The improved traffic flow along Arellano Street in front of the University of Pangasinan, Colegio de Dagupan, Region 1 Medical Center and the Nepo Mall here is being praised by motorists and owners of business establishments in the area.

They conveyed their good words to Mayor Belen Fernandez who, in her desire to ease the traffic flow along the thoroughfare, formed Task Force Arellano which she mandated with the duty of untangling the daily traffic bottlenecks that develop in the area daily.

The motorists and businessmen are grateful for the improved traffic flow along the area since the creation of Task Force Arellano.

Jeepney drivers are saying that they are now earning more than in the previous months because they can now make more trips picking up passengers from downtown to Bonuan and vice versa.

“I am happy to note that our drivers’ income has improved from the time we strictly enforced the provisions of our traffic ordinance along the area especially on loading and unloading, illegal parking, anti-jaywalking and truck ban," said Fernandez.

At least, aside from saving time and fuel, drivers and operators of public conveyances are now earning more with the improved traffic flow, said Mayor Fernandez who oftentimes personally oversees the management of the traffic flow in the area, along with the members of the Task Force Arellano headed by retired police officer Carlito Ocampo and former Bonuan Gueset Barangay Captain Angel Gumarang.

The City Information Office (CIO) said even store managers of Jollibee Group thanked the mayor for solving the daily traffic snarls along Arellano Street when they paid her a courtesy call on Tuesday.

“It is very heart-warming to hear these words of appreciation from the store managers of Jollibee about the improvement of traffic flow on Arellano Street," said Fernandez, adding that after Arellano, her next area of concern is Herrero Street whose daily traffic snarls need to be untangled too.

CIO reported that the mayor held a meeting with members of the different tricycle drivers and operators associations in the city and appealed to them to observe traffic rules and regulations and to organize their ranks so that together, they can put up a parking area that will not obstruct traffic flow.

She also urged them to help the city government in its campaign against colorum tricycles which will be strictly implemented soon and to encourage their members to ply their trade at night in place of the colorums units which often sneak out after dark when there are no more traffic enforcers in the streets.

The officers and members of these associations readily agreed to give this a try for one month in support of the city's intensified campaign against colorum tricycles.

8,000 Pangasinan households to receive NHA's housing material assistance

LINGAYEN, Pangasinan (PNA) -- Some 8.000 households from 37 municipalities of Pangasinan will soon receive P40 million worth of roofing materials from the National Housing Authority (NHA).

All these materials, sourced out from NHA's Housing Material Assistance (HOMA), will be used by the intended recipients to rebuild their houses unroofed by Typhoon Lando in October last year.

Gov. Amado Espino III led the ceremonial distribution of these housing materials to at least 50 beneficiaries from the towns of Mabini, Lingayen and Bugallon on Wednesday at the Motorpool Repair Bay 1 located at the Capitol compound.

The grant of material assistance was facilitated after Typhoon Lando by Governor Amado Espino III, now congressman of the Fifth District of Pangasinan.

Angelito Pedeglorio, officer-in-charge of the Pangasinan Housing and Urban Development Coordinating Office (PHUDCO), said that each household recipient was allocated nine pieces of GI-26x8 ft. pre-painted roofing sheets.

Pedeglorio said that the rest of the recipients will receive their housing material assistance from his office by schedule.

Pangasinan conducts inaugural lecture on Federalism

DAGUPAN CITY, July 29 (PIA) – The provincial government of Pangasinan, in partnership with the University of the Philippines (UP), holds an inaugural lecture on Federalism on Friday.

Dr. Prospero De Vera, vice-president for Public Affairs of UP, is the invited resource person to discuss the current burning issue which is in connection with the pronounced legislative agenda of the Duterte administration.

A panel of discussants and reactors from various sectors of Pangasinan were also invited to share their views and perspective on the subject matter.

Gov. Amado Espino III said the forum being held at the Center for Pangasinan Studies at the Bengson- Yuson house in Lingayen town is aimed to serve its objective as an avenue for discussion of issues relative to the concerns of the province. The Center for Pangasinan Studies was inaugurated on April 5, 2016 in time for the ‘Agew na Pangasinan.’.

On July 18, the 9th Sangguniang Panlalawigan led by Vice-Governor Ferdinand Calimlim passed Provincial Ordinance 1-2016 billed ‘Establishing the Center for Pangasinan Studies (CPS) and appropriating funds therefore.

The CPS will serve as a repository of documents, researches, artifacts, printed materials and media materials on Pangasinan and will collect, document, preserve, publish and disseminate information that will promote historical, economic, political and cultural studies.

Pangasinan receives 2 'eagle' awards from BSP

LINGAYEN, Pangaainan, July 28 (PNA) -- The Bangko Sentral ng Pilipinas conferred two "eagle" awards to the Pangasinan provincial government in recognition of its valuable contribution to the agency’s currency demonetization program and implementation of BSP advocacy public information campaigns.

The awards as Outstanding Regional Partner of BSP Dagupan branch for the demonetization of new design currency series and as Outstanding Regional Partner in the conduct of Public Information Campaigns were received by Ramon Morden, Executive Assistant IV, in behalf of Governor Amado Espino, III.

These were conferred during the 2016 Awards Ceremony and Appreciation Lunch for BSP Stakeholders in Region I and the Cordillera Administrative Region held on July 26 at BSP La Union regional office.

The BSP public information campaign among barangay leaders, which formed part of the National Statistics Month celebration of the provincial government, focused on lectures on New Design Series demonetization, New Generation Currency familiarization, clean note policy, and discussion on the different kinds of fraud and scams.

During the awarding ceremony, Diwa Guinigundo, BSP Deputy Governor on Monetary Stability Sector, expressed elation over the contributions of various stakeholders in conducting information drives needed by the BSP in monetary and financial policy formulation.

“The stakeholders are being recognized and awarded with the eagle because they have been providing us with the very critical information that gives us the idea of what is happening on the ground,” said Guinigundo.

Meanwhile, Ms. Ma. Lourdes Manaois, BSP Dagupan branch head of Economic and Financial Learning Center, noted that the support extended by the Liga ng mga Barangay Provincial Federation to the BSP has strategically processed the information they needed to cascade their programs down to barangays.

“They were very participative and supportive of our lectures,” Manaois said, adding that some village chiefs have asked that public information campaign be brought to their barangays.

The BSP completed its public information campaigns in city and municipal LGUs in the province from 2014 to 2015.

Other awardees from Pangasinan were the Era Gas Corporation (Business Expectation Survey – Outstanding Respondent among small firms) and Metro Dagupan Cycling Club, Inc. (Advocacy Support on Coin Recirculation).

732 adults graduate from ALS in Pangasinan

LINGAYEN, Pangasinan, July 27 (PNA) -- A total of 732 adults who passed the accreditation and equivalency test from a total of 1,050 takers held last April given by the Pangasinan Schools Division 1 here under the Alternative Learning System (ALS) graduated last July 26.

Governor Amado Espino III, who was guest of honor and speaker in graduation rites held at the Sison Auditorium, said "today is the start of a better life for you" as he urged the graduates to keep on reaching their goals.

Most of the graduates married young and some opted to work to help their parents, thus failed to finish their education.

Based on records of the Pangasinan Schools Division Office I, there were 484 ALS test passers in 2013 and 714 in 2014.

ALS is a parallel learning system in the Philippines that provides a practical option to the existing formal instruction. It includes both the non-formal and informal sources of knowledge and skills.

In addition, the system is an alternate or substitute to those who do not have access to formal education in schools to include the inmates in the Bureau of Jail and Management and Penology (BJMP) facilities.

The graduation rites was attended by Department of Education regional director Dr. Alma Ruby C. Torio, chief of curriculum implementation division Dr. Carmina Gutierrez, OIC- assistant schools division superintendent Dr. Teodora V. Nabor, assistant schools division superintendent Marilu N. Cardenas and chief of school governance and operations division Dr. . Angeline S. Casipit.

DOH, NNC launch child care package in Pangasinan

ALAMINOS CITY (PIA) – The Department of Health, in partnership with the National Nutrition Council (NNC) recently spearheaded the launching of the Early Childhood Care and Development (ECCD) intervention package in this city in line with the Nutrition Month celebration.

ECCD intervention package aims to provide integrated services on health, nutrition, early education and social services on the most crucial period of one's growth and development which is at the first 1,000 days of life.

Dr. Myrna Cabotaje, regional director of DOH in the Ilocos and the chairwoman of the Regional Nutrition Council, said the first 1,000 days of a child is a crucial stage thus, must be given utmost care.

She clarified that the first 1,000 days of a child starts from conception of the mother and not just after a child’s birth.

“The ECCD intervention package depends on the various stages. Interventions like pre-natal check-up for mothers during pregnancy, breastfeeding and introduction to complimentary feeding, among others, will be taught to mothers in the different stages of child care,” Cabotaje said.

She added, “Our theme is ‘All for Health towards Health for All’. Kung hindi magsasama-sama ang community, hindi natin makakamit ang kalusugan para sa lahat kaya magkaisa po tayo.”

Meanwhile, Ma. Eileen B. Blanco, regional nutrition program coordinator of NNC, said apart from Alaminos City, other local government units also expressed support to the ECCD program to include the towns of Bayambang and Umingan and the city of Urdaneta.

Mayor Arthur Celeste of Alaminos City said his administration will fully support the three-year implementation of the program which will start this year and all other health programs of the national government to ensure the good health condition of his constituents.

Celeste disclosed that the city now has a new, air-conditioned birthing clinic which caters to Alaminians and First District residents for free.

Disaster managers conducting hydrometrological study to understand causes of Pangasinan flood

LINGAYEN, Pangasinan, July 25 (PNA) -- Representatives of local government units involved in flood management, including local disaster managers of the province, are now conducting hydrometeorological study to fully understand the possible causes of floods in Pangasinan.

Pangasinan Disaster Risk Reduction and Management Council (PRDDMC) executive officer Rhodyn Luchinvar Oro said the study is anchored on Governor Amado “Pogi” I. Espino, III’s concept of calamity response called "safety in unity".

Part of their study was a visit to the San Roque Multi-purpose Dam through the courtesy of the San Roque Power Corporation (SRP C) last July 21 to 22 for them to gain insight into dam operations, flood and weather forecast.

They all expressed keen interest to know how the San Roque Dam (SRD) is being run and what are the agencies involved in its operation, said Oro.

Oro is the new elected president of the Pangasinan Disaster Risk Reduction and Management Federation.

He said that the study, along with the recently concluded Basic Incident Command System Course training that they underwent, was part of the program to equip the city and municipal DRRMOs with capacities to stand on their own and unify efforts towards a more prepared, responsible and resilient Pangasinan amid threats of natural hazards.

Apart from visiting the San Roque Dam, the Agno River Basin (ARB) is also included in their study as its behavior had triggered big floods in province in past years.

Among the salient topics in the study was ARB mechanisms and flood forecasting and warning system; SRD flood forecasting and warning system for dam operation and safety; ARB flood control initiatives; and provincial-level DRR initiative, with the July-December 2016 climate outlook and weather systems briefers.

Oro said that the SRD emergency action plan was also presented, a part of which is slated to be tested for a simulation of the Early Warning System application of the towns of Bautista and Bayambang on July 26, Alcala on July 27 and Sto. Tomas on July 28.

In the simulation, PDRRMC will check on preparedness of the towns especially their villages along the riverine areas affected by the SRD’s water release in observing protocols as the front line responders.

Oro said that the council is working nonstop in its efforts to brace the province for the expected four tropical storms that could hit the country this August as forecasted by the Philippine Atmospheric Geophysical and Astronomic Services Administration (PAGASA), citing the continuous dredging operations along the ARB.

The study was brought in part by SRPC, PAGASA, Department of Science and Technology, Agno River Basic Flood Forecasting and Warning Center, Agno Flood Control System-Department of Public Works and Highways and the National Power Corporation.

Phase 2 of Casa Real restoration now 85 percent complete

LINGAYEN, Pangasinan, July 21 (PNA) -- Phase 2 of the restoration work on the Casa Real, the old seat of the Pangasinan provincial government during the Spanish colonial era, being developed to become a provincial museum, is now 85 percent complete, according to National Historical Commission of the Philippines (NHCP) executive director Anacleto Badoy.

Badoy, who led the inspection and monitoring of the restoration project on July 20, said once restored, NHCP will train manpower to be provided by the Pangasinan provincial government to serve as curators of the provincial museum.

Governor Amado Espino III, who accompanied Badoy and his party to the site, expects Casa Real (Royal House) to be fully-restored next year and shall be inaugurated as the Pangasinan provincial museum during the 437th Agew na Pangasinan celebration on April 5, 2017.

Badoy came along with Tourism Infrastructure and Economic Zone Authority (TIEZA) representative Efren Resoso and Curator Mark Villarin of Red Root Artist Cooperative.

Governor Espino was accompanied by Congressman Leopoldo N. Bataoil and Provincial Tourism and Cultural Affairs Officer Malou Elduayan during the inspection and monitoring of the project.

The Casa Real restoration project was initiated by former governor and now 5th District Rep. Amado T. Espino, Jr. in collaboration with 2nd District Representative Bataoil.On the other hand, TIEZA allocated Php 50 million for Phase 3 to fund site development and curatorial works. Espino said he will ask the Sangguniang Panlalawigan (SP) to allocate Php10 million as counterpart of the province for Phase 3.

Under Phase 3, the perimeter of the Casa Real and its environs shall also be developed and refurbished, in coordination with the local government of Lingayen.

In an interview shortly after the inspection, Espino said that restoration of Casa Real forms part of the provincial administration's advocacy to strengthen the cultural sensitivities of the Pangasinan people.

He said his administration will continue the aggressive efforts for the revival of cultural integrity of Pangasinan undertaken by his father in his nine-year stint as provincial chief executive.

“The Casa Real shall serve as repository of artifacts and other materials with significance to Pangasinan history and culture,” Espino said.

Also present during the inspection were Cris David, Phase 2 Contractor from Pampanga; Provincial Engineer Antonietta Delos Santos; Pangasinan Heritage Society Chairperson Arabella Arcinue; and DPWH officials led by Second Pangasinan Engineering District chief Rodolfo Dion.

Pangasinan workers to take turns in cleaning Lingayen beach

LINGAYEN, Pangasinan (PNA) -- All employees of the provincial government were enjoined by Gov. Amado Espino III to participate in the coastal cleanup of the Lingayen Beach every Friday.

This was bared by Vice Governor Jose Ferdinand Calimlim Jr., who said the move is part of the environment and disaster preparedness thrusts of the province.

“The Office of the Governor will spearhead the drive," he said.

Every Friday, starting this week, different offices will take turn, during their office hours, to clean the coastline of the Lingayen Beach.

The Lingayen beach is the most tourist-frequented beach in the province.

Dagupan now open for business with launching of ICT-BPM Roadmap

DAGUPAN CITY, July 22 (PNA) -- Mayor Belen T. Fernandez has officially declared that Dagupan is now open for business following the successful ICT-BPM (Information Communications Technology- Business Process Management) Conference attended by industry leaders, where the ICT-BPM Roadmap for Dagupan was also launched, hosted by the city government on July 22 at CSI Stadia.

The mayor said the launching is expected to draw more digital opportunities and create more jobs to be made available to everyone as soon as new businesses will start to operate in the city, given the fact that Dagupan has a strong pool of talents in ICT-BMP, ready to be tapped.

Fernandez received from Jonathan De Luzuriaga, president of the Software Industry, the city’s ICT-BPM roadmap, which could put Dagupan in the world map for investors to consider as the next place for their investment.

The mayor said with the recent approval of the city’s new Comprehensive Land Use Plan (CLUP) and Zoning Ordinance, “we are rewriting our next chapter of growth for our people."

The newly passed CLUP replaced an outdated land use plan enacted way back in 1978.

Fernandez assured that with the new CLUP, the city will soon have a new government center or city hall which would make Dagupan even more to become the nucleus of development in Pangasinan and Region 1.

“We are building not just one, or two, but three new growth centers, to add to our present but congested business district. These are the Bonuan growth center, the Manguin-Tebeng growth center, and the Lucao-Pantal growth center," she said.

Plans have now been made to build new IT parks at the midway zone as the new base for ICT-BPM enterprises and industries and the city is now carefullly planning the purposes for these developments, all of which have been integrated into,our new CLUP for the year 2015 to 2025., Feenandez added. This will make Dagupan, she said, as the prime destination of choice for trade, commerce and tourism.

Fernandez further disclosed that with the approval of the city’s zoning ordinance the city has also plotted the new direction for the growth and development of new enterprises, new centers for residential and socialized housing, the establishment of new institutions, parks and recreation, tourism, among others.

“We are set to build a new government center and various tourism facilities. We have set our new areas for mixed used offices for future development, institutional buildings, residential developments, a new fishport, a new transport terminal, among many of the exciting developments that is set to take place anytime now,” said Fernandez.

Fernandez said Dagupan will be wearing a new face of development. These new city development plans shall be more resilient, well planned, expansive, and responsive to all the city’s future needs according to Fernandez.

“We believe that we cannot just continue to grow and plan later. Our challenge and our commitment to all is to create Dagupan as a new and better model of development for 21st century economies, to build a shared prosperity and the future we want where we shall now optimize the power of ICT-BPMs to support and sustain our development,” said Fernandez.

Fernandez believes that ICT is both an engine of economic growth and a valuable source of information, and these technologies have spurred cycle of skills, employment and investment in applications and tools that are fundamental leaps in innovation.

“The strong presence here today of the broadest spectrum of stakeholders should speak well of that resolve, of our new spirit for achievement. I believe that the full potentials of ICT-BPM will only be realized if these transformative technologies are also accompanied by our shared values, shared commitment, and shared solidarity with all of you here today,” said Fernandez.

NHCP eyes restoration of Pangasinan Provincial Jail eyed to be part of Casa Real complex

LINGAYEN, Pangasinan, July 21 (PNA) -- Plans are now afoot for the relocation of inmates of the Pangasinan Provincial Jail to another site as the facility is being highly considered for restoration too to its old Spanish colonial look similar to the adjacent Casa Real Complex, which is now undergoing renovation and restoration.

The proposal came after the ocular inspection of the Phase 2 of the Casa Real restoration conducted by a team from the National Historical Commission of the Philippines (NHCP) led by executive director Ludovico Badoy on Wednesday.

“They (NHCP) saw the development in accordance with the time table in the restoration of the historic Casa Real, which is one of the most historic places in Pangasinan being the first provincial capitol,” said second district Congressman Leopoldo Bataoil after the inspection by the team.

Bataoil, one of the prime movers of the project in partnership with the provincial government, said the inclusion of provincial jail in the project was suggested by executive director Badoy.

He noted the provincial jail can be part of the heritage complex for development if the inmates can be relocated somewhere else.

“He (Badoy) cited several models like the Cebu Provincial Jail and the Iloilo Provincial Jail which are now being used as museums. We can copy those examples,” remarked Bataoil.

Governor Amado Espino III, likewise, expressed plan to pursue relocating the provincial jail to give way to the heritage development of the whole Casa Real periphery.

He noted, “History of Pangasinan says that the provincial jail was part of Casa Real as they are located in the same compound."

“It's a beautiful place, that is why there is a need to improve its surrounding areas," he added.

The governor also disclosed that there is an available lot in Dasol town, which can be used as a new site of the provincial jail.

He said he will coordinate with the Bureau of Corrections for this project.

On the other hand, Congressman Bataoil, said the province may also put up two provincial jails, one in the eastern part and the other in the western, because of the size of the province.

At present, Badoy said the Casa Real's structural restoration is 85 percent completed. The project is now nearing its third phase to be implemented by the Department of Tourism through the Tourism Infrastructure and Enterprise Zone Authority (TIEZA).

Pangasinan mulls putting up PWD facility

LINGAYEN, Pangasinan, July 20 (PNA) -- The provincial government of Pangasinan is now mulling over a proposal for the putting up of a facility especially dedicated for the persons with disabilities (PWDs).

Governor Amado Espino III bared the plan during the opening program of the PWD Sensitive Training on Wednesday at the President Hotel, saying he will be meeting with concerned agencies and organizations to look into the project of establishing a center for PWDs.

“The PWDs had long been asking that they be given their own facility,” said Espino. He said such facility is initially envisioned to be a venue for trainings, among other events, concerning the PWDs.

The governor also vowed that the provincial government will continue extending assistance to the group.

“We like to give them a chance in life that despite them being physically challenged, they are still capable to provide not only for themselves but also for their family,” he remarked.

He also said he has instructed the Provincial Social Welfare and Development Office (PSWDO) to meet up with different line agencies and local government units to replicate in the provincial level different successful programs on PWDs.

Meanwhile, David Bulario, president of the Federation of PWDs in Pangasinan, thanked the provincial government for their support such as in the form of livelihood assistance and trainings to their group.

“Wala nang namamalimos dahil sa programa ng pamahalaan, (There are no more PWDs begging because of the peograms of the government) he said.

According to the PSWDO, there are 10,039 listed PWDs, so far, in the province but data-banking is still ongoing.

During the program, Espino also led the distribution of assistive devices namely 35 wheelchairs, two walkers, and four crunches to beneficiaries from different towns in the province.

He also led the awarding of financial incentives to PWD-athletes who participated in the Philippine Sports for Differently-Abled (PHILSPADA) National Paralympic Games.

These PWD-athletes in Pangasinan won nine gold, 10 silver, and eight bronze medals in athletics, javelin throw, discus throw, shot hook, table tennis, power lifting, and long jump.

The two-day training, attended by PWDs and special education teachers in the province, is part of the province’s observance of the 38th National Disability Prevention and Rehabilitation Week anchored on the theme, “Karapatan ng May Kapansanan, Isakatuparan, Now Na.”

PSWDO chief Emil Samson said the event is one way of promoting further the “dignity and self-worth” of the PWDs.

PWD sensitivity training marks 38th National Disability Week in Pangasinan

LINGAYEN, Pangasinan, July 19 (PNA) -- In line with the 38th National Disability Week celebration, a two-day PWD (Persons with Disability) Sensitivity Training will be conducted by the Provincial Social Welfare and Development Office (PSWDO) on July 20-21 at The President Hotel in Lingayen.

The event, to be led by Gov. Amado “Pogi” I. Espino III, will start with a program at 8:30 a.m. on July 20 to be followed by the awarding of assistive devices to identified PWDs.

Afterwards, Gov. Espino will award incentives to PHILSPADA players.

Training proper will start at 1 p.m. with topics to include Sensitivity to Mobility Impairment and Sensitivity to Speech and Hearing Impairment.

Several topics are scheduled on July 21 such as Learning Paradigm Review, Sensitivity to Learning, Early Detection, Sensitivity to Vision Impairment, and Planning for Community Trainors.

Center for Pangasinan Studies finally institutionalized

LINGAYEN, Pangasinan, July 18 (PNA) -- The provincial government of Pangasinan has finally institutionalized the Center for Pangasinan Studies (CPS).

This, after the Sangguniang Panlalawigan (SP), on its second regular session, passed the ordinance “Establishing the Center for Pangasinan Studies (CPS) and appropriating funds therefor.”

Provincial Ordinance 1-2016, authored by Vice Governor Jose Ferdinand Calimlim Jr., stated that the CPS is deemed to play an important role in the development of Pangasinan through a wide range of areas of study about the province.

The CPS, the ordinance stated will serve as repository of documents, researches, artifacts, printed materials, and media materials on Pangasinan.

The Center is also geared in leading the collection, documentation, preservation, publication, and dissemination of materials to promote historical, economic, political, and cultural studies; to serve as venue for discussion of issues related to the province; to bring together HEIs (Higher Educational Institutions) government agencies, civil society organizations (CSOs), and advocates to promote and develop the province; and to enhance the capacities and capabilities of HEIs, local government units, CSOs, and other stakeholders in research, development, and innovations.

Specifically, the roles of the CPS include the conduct of workshops, conferences, and other capability-building programs to equip students, researchers, faculty, and librarians with skills to promote Pangasinan; initiate inter-university and interdisciplinary research; collect, preserve, and translate old documents, among other pertinent materials; set-up exhibits on Pangasinan history, culture, and arts; and establish linkage with agencies and organizations for grants and partnerships.

The CPS, in collaboration with the HEIs, also eyes to offer diploma or degree on Pangasinan studies; and to advocate the integration of Pangasinan studies in the curriculum of secondary and HEIs and publish modules and textbooks for teachers.

One of the prime movers of the project, Rafael Baraan, in an interview after he appeared before the Board, said that the Center is “an offshoot of the arrangement between the provincial government and the University of the Philippines (UP) to work together in certain areas of governance.”

The CPS, with the technical and academic expertise of UP, aims to tackle different issues such as on environment, agriculture, and politics, he added.

A memorandum of understanding (MOU) between the provincial government and the UP aimed at planning and implementing projects to preserve, promote, and propagate the language and culture of Pangasinan through the CPS was signed on June 18, 2015.

The creation of the CPS is also anchored on the memorandum of agreement (MOA) signed by and among the province, UP, and five higher educational institutions (HEIs) signifying the parties willingness to form a consortium to identify and conduct research on Pangasinan.

According to Calimlim, the CPS will be governed by a Board chaired by the Governor and co-chaired by a representative of the UP, with the members representing the Sangguniang Panlalawigan, Colegio de Dagupan, Lyceum Northwestern University, University of Luzon, University of Pangasinan - PHINMA, and Virgen Milagros University Foundation.

The Board shall recommend an Executive Director to head the Executive Committee to be appointed by the Governor, who shall run the day-to-day affairs of the Centre, assisted by the administrative staff.

The Committee shall be composed of four committees namely Research and Development, Education and Information, Capability Building, and Resource Mobilization.

The provincial government shall include in its regular Annual Budget an appropriation of not less than P3,000,000 for the maintenance, operation, and other purposes of the Center.

The CPS is located at the Bengson-Yuson Ancestral House in Lingayen.

Dagupan choir is Malaysian International Children's Choral Festival 2016 champion

DAGUPAN CITY, July 17 (PNA) -- Kudos to the people of Dagupan City in Pangasinan.

The Balon Dagupan Children’s Choir (BDCC), organized by Mayor Belen T. Fernandez, won the Malaysian International Children Choral Festival 2016, besting 15 other contenders from different countries in a competition held on July 16 at Shah Alam Theatre in Shah Alam, Selangor, Malaysia.

BDCC also bagged two other major awards, one as the Most Promising Overseas Choir and another, the Mayor’s Award, in their rendition of the "O Sanctissima" and "Orde E," their two winning pieces in the competition.

With the theme “Binding Culture through Music,” the international choral festival was joined by 15 choral groups from Vietnam, India, Japan, Indonesia, Malaysia and the Philippines, represented by BDCC.

The BDCC is part of Mayor Fernandez's program in developing the talent of the children, not just in sports but also in singing.

A jubilant Mayor Fernandez immediately extended her congratulations to the BDCC in Malaysia right after winning the competition as she thanked Prof. Adolfo Mendoza and his wife, Virginia Llamas-Mendoza, for their extreme patience, love and dedication in teaching the children.

“These children truly deserved to win in the first International Children's Choir competition in Malaysia. Let's all together support our children achieve their goals in life,” said Fernandez.

Milo Marathon starts 40th season up North in Pangasinan

MANILA, July 16 (PNA)-- The Milo National Marathon that produced and continues to provide best Filipino long-distance runners reached its 40th milestone as it starts its regional races on July 17 in Dagupan City, Pangasinan.

Since the beginning, the Milo Marathon has been inspiring individuals and attracting professional runners from all walks of life, locally and internationally.

This season, it expects 200,000 or more runners across all distance categories.

In its 40th years, the Milo National Marathon shines in spotlight on champions who have encouraged other millions of sports lovers.

This year, the City of Iloilo will be the National Finals on Dec. 4 which is the first for the Visayas.

"Iloilo is honored to be a part of Milo Marathon's historic undertaking," said Mayor Jed Mabilog. "We are extending our full support and hospitality as we welcome the runner to our City," added Mabilog.

Last year's victors, two-time Milo Marathon king Rafael Poliquit and three-time Queen and 2016 Olympian Mary Joy Tabal will go head-to-head with their closest contenders to defend their respective titles.

Both champions went to the 2015 Boston Marathon in Massachusetts in April and experience the feeling of actual competition against the best long distance runners in the world.

Pangasinan maps out proactive disaster preparedness plan

LINGAYEN, Pangasinan, July 15 (PIA) – The Provincial Disaster Risk Reduction Management Council (PDDRMC) of Pangasinan has lined-up several activities that will be pursued not only in observance of the disaster consciousness month this July but throughout the year.

Gov. Amado I. Espino III, also the PDRRMC chairman, said apart from the council, the provincial government is also geared towards strengthening villages and families which are the core groups of the society.

As the former president of the Liga ng mga Barangay, Espino said he plans to lead a risk assessment of hazard-prone barangays through survey and profiling. He said the multi-purpose L-300 vans which were distributed to the barangays will be used especially during disasters.

“’Yung mga multi-purpose vehicles na pinamahagi noon sa mga barangays ay hindi lang pang-travel service but also for disaster preparedness. We experienced that when disasters come, isang problema ay ang pag- clear ng daan para makarating ang tulong, resources at goods, and the vehicles will serve that purpose,” the governor said in an interview.

Col. Rhodyn Oro, chief of the Pangasinan DRRM Office, said aside from the profiling and survey for the risk assessment, activities to strengthen the barangays include the establishment of Pangasinan Alliance of Rescue Volunteers (PARV), ‘Langoy para Mabuhay’- a swimming training for residents of coastal municipalities, project Noah mentoring and the distribution of the 1:10,000 hazard maps to cities and municipalities.

Oro said the governor also approved the plan to hold a Family Preparedness Summit or the Listong Pamilyang Pilipino program.

A GeoCloud project with the Japan International Cooperation Agency (Jica) is also in the works. GeoCloud is an integrated geographic information system that will mainly help in the advancement of disaster prevention.

Also, when communication and networks fail during disasters, two-way radio comes in handy prompting the PDRRMC to undertake a convergence of two-way radio owners with the help of DeltaCom, a private group and an active member of the council.

DTI launches e-Presyo app in Pangasinan today

DAGUPAN CITY, July 14 (PIA) – Checking the prevailing prices of basic and prime commodities now comes handy through the online price monitoring system (OPMS) or the e-Presyo application launched by the Department of Trade and Industry in Pangasinan today.

Marjury Loresco, chief trade and industry development specialist of DTI-Pangasinan, said the system serves as an online guide that provides the consumers the prevailing prices of commodities and goods being monitored by their agency.

“The e-Presyo system not only shows the suggested retail prices and prevailing prices of the basic necessities and prime commodities but it also gives the consumers the list of groceries that offers lowest prices for a particular good,” said Loresco during the ‘Pantongtongan Tayo’ radio program of Philippine Information Agency (PIA)-Pangasinan on Tuesday.

She added that the system is designed to give consumers the 'best value’ for their money.

The initial establishments included in the system are the SM City Rosales, Savewise and CSI Supermarket in Rosales town but DTI targets to cover all groceries and supermarkets provincewide.

For mobile access, the e-Presyo application is available for download for android phones.

Meanwhile, Loresco said in line with the National Disaster Consciousness Month this July, DTI advised all retailers to revisit their disaster preparedness plan and increase their inventory of basic goods by at least 10 percent in response to the needs of relief goods in case of disaster occurrence.

Malnutrition rate in Pangasinan drops

DAGUPAN CITY (PIA) – The Provincial Health Office (PHO) reported that malnutrition rate in Pangasinan has dropped after naming the 10 ‘healthiest’ municipalities in the province which registered low prevalence of malnutrition rate this year.

Analiza Miranda, nutritionist and dietician of PHO, disclosed these municipalities namely San Jacinto, Sta. Maria, Sual, Infanta, Basista, Sto. Tomas, San Nicolas, Sison, Mapandan and Villasis.

Miranda said that malnutrition rate among pre-school children below five years old has declined from 2.46 percent in 2015 to 1.74 percent this year which is a great result from the Operation Timbang held from January to March 2016.

Operation Timbang is the annaual house-to-house weighing and height measurement of all preschoolers 0-71 months old in the community which is a component of the supplemental feeding activities of the provincial government.

“We can attribute this to the effective health and nutrition programs such as the supplementary feeding programs being conducted in all municipalities and cities,” she said during the KBP Forum recently held at the PIA-Pangasinan office.

Likewise, health officials have been intensifying their efforts in the campaign for exclusive breastfeeding up to six months and adopt the infant and young child feeding strategy to combat malnutrition.

She also appealed to the public to provide the right nutrition in the first 1000 days of life which is between a woman’s pregnancy and her child's second birthday as it builds the foundation for a child's ability to grow, learn and thrive.

Pangasinenses benefit from Bombo Medico 2016

DAGUPAN CITY (PIA) – More than a thousand Pangasinenses once again benefitted from a free medical, dental and optical mission conducted by a private radio station Bombo Radyo-Dagupan and its sister-station Star FM at the People’s Astrodome here on July 10.

Dubbed as “Bombo Medico,” the health delivery service is a project in celebration of the 50th founding anniversary of the network and in pursuit of the station’s corporate social responsibility by serving the less privileged.

Free check-ups were rendered by volunteer doctors, dentists, pharmacists and optometrists who participated in the mission. Free medicines were also given out courtesy of the station’s sponsors and partners.

Josephine Sarmiento, manager of Bombo Radyo-Dagupan, said that the activity catered to some 1,519 patients for the medical services; 293 for the dental; and 268 availed of other services which include electrocardiogram (ECG) test and eye check-up.

“Assistive devices for persons with disabilities such as 10 crutches and five wheelchairs were also set for distribution. However, due to the inclement weather condition, wheelchair recipients were unable to attend the event,” Sarmiento told the Philippine Information Agency.

Aside from Dagupan City, this year’s Bombo Medico was also conducted in other areas in the country such as in Manila, Tuguegarao, Cauayan, Laoag, Vigan, La Union, Baguio, Naga, Legazpi, Bacolod, Iloilo, Roxas, Kalibo, Cebu, Tacloban, Davao, General Santos, Butuan, Koronadal, Cotabato, Dipolog, Cagayan de Oro and Zamboanga City.

Its corporate social responsibility is not limited to this as the network also holds an annual voluntary blood donation campaign called “Dugong Bombo” every November to help save lives.

Pangasinan gov't to organize disaster preparedness program in barangays

LINGAYEN, Pangasinan, July 11 (PNA) -- While calling for participation from all citizens in disaster preparedness, the provincial government is at the same time eyeing to come up with disaster preparedness scheme in the barangay (village) level.

This was disclosed by Governor Amado “Pogi” I. Espino in a talk to newsmen after leading in today's launching of the provincial government’s observance of the National Disaster Consciousness Month during the provincial government’s flag-raising ceremony on July 11 at the Pangasinan Training and Development Center.

“We are planning to put up a program so that up to the barangays, there is disaster preparedness,” he remarked.

Espino added that his administration wants to maximize the use of multi-purpose vehicles in disaster and risk preparedness, reduction, and management such as in the delivery of relief goods, medicines, and other aids during calamities.

These vehicles awarded to the Liga of each town were provided by the Liga ng mga Barangay provincial federation last year when Espino was yet the provincial federation President.

Meanwhile, the Governor urged all the locals to be proactively engaged in the government’s disaster preparedness campaigns.

“Safety is most important especially to those who are not capable of handling themselves in times of disasters,” he said.

Likewise, Ret. Col. Rhodyn Oro, head of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), noted disaster preparedness is not only theirs, but everyone’s duty.

Espino said he has already instructed the PDRRMO to conduct an inventory of all their equipment in preparation for any disaster.

Furthermore, the province’s chief executive encouraged the provincial government department heads to lead their respective departments in conducting coastal cleanup at the Lingayen beachfront every 4 p.m. of Friday.

This year’s National Disaster Consciousness Month’s theme is “Kahandaan at Pagtugon sa Sakuna, Tungkulin ng Bawat Isa.”

Meanwhile, during the monsoon rains triggered by Typhoon "Butchoy", the Governor ordered for a localized cancellation and suspension of classes or by leaving the same to the discretion of city and municipal mayors.

"In my rounds of the province, I have noticed that some parts were not that affected by the southwest monsoon," the governor said.

Only the cities of Alaminos and San Carlos and the municipalities of Agno, Bani, Burgos and Dasol have declared cancellation of classes for elementary and high school levels.

Town’s new public market inaugurated

STO. TOMAS—This quiet town finally had its Tindaan Ti Umili (public market), a history here, inaugurated on June 30.

Mayor Timoteo Villar III said the project was jointly funded by the Department of Interior and Local Government (DILG) and the municipal government under the Bottom-Up-Budgeting scheme.

The public market (phase 1), built in Barangay San Marcos, is worth P4,460 million. It started construction on Sept. 28, 2015 and completed on June 30, 2016.

“The BUB project is the result of the active collaboration between the national government thru the DILG and the local government unit of Sto. Tomas thru its Local Poverty Reduction Action Team to uplift the socio-economic status of the Tomasians,” the mayor said.

He thanked former Mayor Antonio Villar Jr and his wife, former mayor Vivien Villar, under whose continuous guidance helped realize this dream finally.

DTI offers free seminars to Pangasinan entrepreneurs

Papal relics on display at Pangasinan parish

SAN FABIAN, Pangasinan, July 8 (PIA) – The relics and memorabilia that were used by Pope Francis during his visit in the Philippines in 2015 are currently on display for public viewing at the Parish of St. Fabian, Pope and Martyr Church here.

Dubbed “Tu Es Petrus,” the Tour of Papal Relics endeavors to share to the public the sacred artifacts and mementos used by the Pope during his stay in the country since not everyone was given a chance to personally see him.

The exhibit features the zucchetto (skullcap), vestments, ciborium ( cup with an arched cover), candles and even the water bottles sipped by Pope Francis during the papal masses he conducted in Luneta, Manila Cathedral and in Tacloban City last year.

It further showcases historical and sacred collections of liturgical vessels used during papal masses, stoles used by the various Popes and concelebrating priests during masses and special occasions and other memorabilia used by St. John Paul II and Pope Benedict XVI, among others.

“These religious vestiges must be treated always with veneration and respect like the honor which people render for their departed loved ones and to heroes of the country,” Rev. Fr. Reynaldo Romero, parish priest of San Fabian, said in an interview.

Romero invited the laity to view the on-going exhibit that is significant to the Catholic faith.

The Tour of the Papal Relics is open for devotees from July 4 to July 21 at no cost.

Pangasinan to focus on first 1,000 days of a child

LINGAYEN, Pangasinan, July 7 (PNA)--The provincial government through the Provincial Health Office (PHO) is set to promote healthy lifestyle among Pangasinenses through a program that will focus on the first 1,000 days of a child.

The first 1,000 days refers to the day of conception of a child until he or she reaches the age of two, said Provincial Health Officer Anna Ma. Teresa de Guzman.

In connection with the current Nutrition Month this July, De Guzman urged mothers to provide the needed nutrients to their offspring that can best be derived from their breastmilk.

The provincial health officer also reported that the provincial government, led by former Governor Amado T. Espino, Jr.-- now 5th district representative--conducted a province-wide Operation Timbang in various schools in order to monitor malnutrition rate in the province.

Based on the data gathered from the project, malnutrition rate among school children in 2015 was at 2.46 percent. However, statistics improved in 2016 with lower malnutrition rate of 1.74 percent.

De Guzman added the new provincial administration Gov. Amado “Pogi” I. Espino III was keen on lowering further the malnutrition rate in the years to come.

The result of the previous Operation Timbang conducted by the PHO also revealed the five healthiest towns in Pangasinan, namely: San Jacinto, Sta. Maria, Sual, Infanta and Basista.

Meanwhile, PHO stressed that several activities would highlight this year’s nutrition month celebration.

De Guzman said a month-long harmonized schedule and combined mass administration of medicines, specifically on deworming, will be conducted in the entire month of July.

Target recipients are the pre-schoolers aged 1 to 4 years, and school aged children whose age ranges from 5 to 14 and 15 to 18 years old, as well.

Another activity is the Buntis Congress which will be held on July 13 in Villasis town where 200 pregnant women will be provided with nutrition counseling on infant and young child feeding.

Training for barangay health workers, barangay nutrition scholars, midwives and parent leaders will also be held on July 11 to 15 in the towns of Umingan, Mangatarem and Bayambang.

In cooperation with the Office of the Provincial Agriculturist (OPAg), the PHO has set aside a day for provincial employees under the provincial government’s health and wellness program to undergo nutrition counseling and cooking demonstration on July 27 at the Alley Bldg. located in Narciso Ramos Sports Complex.

The theme for the 2016 nutrition month celebration is “First 1,000 days ni Baby Pahalagahan, Para sa Malusog Kinabukasan.”

DTI releases PHP2.7M worth of BUB projects in Pangasinan

SAN FABIAN, Pangasinan, July 5 (PNA) -- The Department of Trade and Industry (DTI) has released PHP1.7 million worth of check to the local government unit (LGU) of San Fabian to fund the upgrading of its existing Business Permit and Licensing Sustem (BPLS), and another PHP1 million to a local Persons with Disability (PWD) cooperative under the Bottoms Up Budgeting (BUB) program.

The DTI said the municipality in 2012 has successfully implemented the streamlining of its permits and licensing services through the BPLS using the Unified Application Form of Business Permit Application and the manual method of computation in assessment fees.

Now, to make the service faster, more reliable and delivered on real-time, the LGU has embarked on an electronic system of processing permits and licenses through the 2015 BuB project using computer hardware and software to be purchased using the fund. Preparations of the system analysis and design was funded under the BUB 2014 amounting PHP200,000.

Meanwhile, the DTI released another PHP1-million check to the San Fabian PWDs Consumers Cooperative to implement its Yaman Pinoy BuB 2015 project, believing that disabilities are not hindrances to achieve success, giving high hopes to the members of the cooperative to use the opportunity productively.

The fund will provide livelihood opportunities and at the same time improve the capacities of the intended beneficiaries through training.

The DTI expressed hope that through empowerment, the group will have the competence to implement their livelihood project producing quality products such as candles to be sold commercially.

Candle-making is a thriving livelihood activity in the area due to the presence of a pilgrimage site in nearby municipality of Manaoag. The candles to be produced has a ready market because religious stores in the site's continuous demand for the item to be sold to pilgrims. The churches all over the province and nearby provinces constitute also a big market for this item.

1st National Aquaculture Summit slated in Dagupan

According to Remely Lachica, planning officer of the Bureau of Fisheries and Aquatic Resources (BFAR) Region 1, the summit will discuss current trends and innovations, craft strategies to position Philippine fisheries to regional and international market.

It will also pursue the continuation of the dialogue between the Philippine Association of Fish Producers, Inc. (PAFPI), Philippine Milkfish Industry Group and other commodity group leaders with traders/consignees for the purpose of crafting a pricing system of aquaculture products that reflects their true economic value.

Among the topics that will be discussed are the challenges and opportunities of Philippine aquaculture products in the light of climate change, Europe market and ASEAN integration; hatchery management, regulatory requirements, cold chain, value adding and solar energy.

Speakers from the private sector will share their experiences in marketing Philippine aquaculture commodities-fishes, seaweeds, oyster and shrimps.

Joseph Martin Borromeo, PAFPI president, said there is a drive for food sufficiency and the fishery sector has many opportunities it can deliver.

Pangasinan distributes 30,000 books to Grade 11 students

LINGAYEN, Pangasinan (PNA) -- The provincial government of Pangasinan provided more than 30,000 books to the Department of Education (DepEd) Pangasinan 1 and Pangasinan 2 divisions for use of Grade 11 students under the K to 12 program.

Outgoing Governor Amado Espino Jr. distributed the books to concerned education supervisors in the two school divisions right after the weekly flag raising ceremony on Monday.

DepEd Pangasinan 1 information officer Carmina Gutierrez said the governor responded to the request of the two school divisions through their respective resolutions for books of the Grade 11 students in public schools.

She said, “As early as last year despite the fact that the Department of Education provided instructional and learning materials, still, we asked our beloved Governor to give us supplemental reading materials for K to 12.”

Gutierrez noted that all the learning materials provided by the provincial government are aligned to the subjects in the Grade 11 of the K to 12 program.

These books will in turn be distributed to all the schools that comprised the two divisions, she added.

Meanwhile, Gov. Espino said the provincial government under his leadership has been continuously providing assistance as through learning and teaching materials to the DepEd.

In the previous years, he said, they produced teacher's guide books.

At the same time, he said that the provincial government has been providing assistance to the various primary and secondary schools in the province through the construction and/or repairs of classrooms, toilets, among other infrastructure projects. As for the tertiary level, the Provincial Capitol has different scholarship programs that bestow financial aids to the scholars.

DTI opens 2 more Negosyo Centers in Pangasinan

LINGAYEN, Pangasinan, July 2 (PIA) – The Department of Trade and Industry has opened two more Negosyo Centers in Pangasinan, adding up to the three government business centers that were earlier established in the province.

On June 27, provincial director Peter Mangabat of DTI-Pangasinan led the ribbon-cutting of the Negosyo Center in Lingayen town located inside the municipal hall.

“The opening of Negosyo Centers is stipulated in the Go Negosyo Act which helps promote the growth of micro, small and medium enterprises (MSMEs) and bring government services closer to the people,” Mangabat said during the ceremony.

Howard Chua Cham, president of the Pangasinan MSME Development (PMSMED) Council, said businessmen like him are optimistic that a good business will continue with the start of a new administration and the Negosyo Center is one thing that the Council is thankful for.

“The PMSMED Council always pushes for the promotion of new businesses. Alam natin na pag may business, may trabahong nake-create,” said Cham.

Mayor Josefina Castaneda, represented by municipal administrator Lydia Pioquinto, said the significant establishment of a Negosyo Center in Lingayen will help improve the livelihood and business sector of this town which are the backbone of economic development.

Meanwhile, the fifth center in the province was opened in Mangaldan town on the same day.

Municipal Mayor Bona Fe Parayno thanked DTI for the assistance rendered to her municipality.

“As my commitment, I promise to take care of these facilities and see to it that the programs of DTI will be fully implemented in Mangaldan,” Parayno said.

Last year, DTI unveiled the first three Negosyo Centers located in Rosales town and in the cities of Alaminos and Dagupan.

Republic Act 10644 or the Go Negosyo Act fortified the policy of the State to foster national development, promote inclusive growth and reduce poverty by encouraging the development of MSMEs through private –public partnerships.

The Negosyo Centers will provide the following basic services: business registration, business advisory, business information and advocacy, financing facilitation, investment promotion and MSE Counselling.

Over 1,500 jobs up for grabs at mega jobs fair in Dagupan on July 2

DAGUPAN CITY, July 1 (PIA) – Over 1, 500 employment opportunities both local and abroad will be offered at the mega jobs fair organized by the Department of Labor and Employment (DOLE) –Central Pangasinan and the Dagupan City government tomorrow, July 2.

Panfilo Dioquino, labor and employment officer II of DOLE-Central Pangasinan, said jobseekers may avail of these job openings from 8 a.m.to 5 p.m. at the CSI the City Mall atrium here.

Dioquino said the event aims to bring job opportunities closer to Dagupeños as well as Pangasinenses in nearby towns seeking employment, especially fresh graduates aspiring to work locally or abroad.

“The jobs fair, which was sponsored by the help of the city government of Dagupan is open for all Dagupeños and all other applicants from nearby town,” said Dioquino during the “Pantongtongan Tayo” radio program of the Philippine Information Agency (PIA)-Pangasinan recently.

Interested applicants are advised to o bring with them copies of their complete requirements for them to have higher chances of landing a job.

Meanwhile, the jobs fair, which will be organized in cooperation with the Overseas Workers Welfare Administration (OWWA), Philippine Overseas Employment Administration (POEA), Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), Home Development, Mutual Fund (Pag-IBIG Fund), Bureau of Internal Revenue (BIR) Technical Education and Skills Development Authority (TESDA) and One-Stop Business Center in Dagupan City, will also provide pre-employment seminar for local applicants.
