The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Lumayang, Zamboanga City

In 1928, it was said that the entire land area which is now known as Lumayang was filled with a vast plantation of abaca, where 229 hectares were owned by a certain foreigner named Mr. Brown. For unknown reasons, the aforementioned abaca plantation owner left the area and returned to his country.

It was in 1932 that people from nearby communities began to migrate to this place. During that time this place still has no name. However, there was a very big tree located exactly where the multi-purpose hall has been built now, and on this tree grew a vine called hagnaya.

Henceforth, anyone who goes to this place and would be asked of his/her destination, the response is that they are going to sitio Hanaya. This place was then named, reached and was told from one person to another until eventually the name Hagnaya was shifted to Lumayang.
