The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Mangusu, Zamboanga City

There are many tales about the origin of Mangusu. It derived its name from the local dialect “susu”, which is a kind of sea shell.

One story tells about a group of people who usually go to the sea shores to pick up some sea shells for their viand. Most chavacanos were the first settlers here. One day, a group of Chavacano passed by and there were some foreigners there during that time. The foreigner asked them “what is the name of this place?” They just answered “man susu” in Chavacano dialect. They thought that the foreigners were asking them if where they were going. So they named the place as Mangusu.
