The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Dita, Zamboanga City

There are tales about the origin of name Dita. One story tells of a very kind couple.

Long time ago, there once lived a very kind couple named Tanjalin Dolong and his wife Ilan Dolong. Tanjalin and Ilan was very lovely couple. Although they had sons and daughters but they had no neighbors.

One morning, when Tanjalin woke up early, he saw two strangers at their house in the name of Quaquin and Sabero. When he asked the one of the men what was their purpose, the man answered that they were looking for friends. They also told Tanjalin that they were Christians and they want to go hunting for wild pigs in the area.

Although these two men were Christians and Tanjalin was a Muslim, they became very good friends. Everyday they went hunting near the shore. When they got tired they used to rest under a big tree which Chavacano commonly call “Dita”.

Every time they went for hunting, this tree became their meeting place. They also enjoyed themselves under this tree such as drinking tuba and eating their lunch. Some relatives of Dolong asked Tanjalin’s wife the whereabouts of the three friends, Ilan answered that they were under the Dita tree. From that time on, the tribes who wanted to visit Dolong’s place, they said “let’s go to Dita especially our brothers and sisters from other sitios of the nearby barangays."

As years passed by, many people migrated to this area as they found out that the place is conducive for residence and a peaceful place to live until time came when the sitio became a registered Barangay in the city way back in 1952.
