The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

  • Limpapa is the last Barangay of Zamboanga City in the West Coast. It borders Zamboanga del Norte.

History of Limpapa, Zamboanga City

History: Much of the origin of Limpapa was settled by Subanos. The Subanos were chased away from the shoreline towns by the early Christian settlers and also by Datu Bantilan of Sulu. At that time, Limpapa was a safe haven for the Subanos.

There is a cave in Limpapa where some old inscription on the walls are still present. The Subanos did a lot of "kaignin" (cut and burn) style of farming. So they wandered around pretty much. Foot trails were carved out by the ancient Subanos, covering much of the entire length of the Zamboanga peninsula and became very useful to the guerrillas during the war.

Barangay Limapa is situated in the West Coast of Zamboanga City. It is the last Barangay and the boundary between Zamboanga City and Zamboanga del Norte.

Before the Spaniards came to the Philippines, Subanen, a native tribe has settled in this Barangay. Big trees are growing everywhere specially the Molawin which they call in Subanen as Lipapa tree. And from it came the name of Barangay Limpapa.
