The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

It is bounded on the north by Bunguiao, on the east by Bolong and Lubigan, on the north by Quiniput and on the west by Zamboanga del Norte.

History of Dulian Bunguiao, Zamboanga City

Just like other places in our country, Dulian during the pre-Japanese regime, places in our country either got either got its name after saints, persons known in the place, or a variety or quantity of plants found in the area or a rare kind of plant or fruit tree available in the place which is either found by early residents of the place or by hunters, who during those times roam around the mountain slope hunting for wild pigs, chickens, deer or any wild animal with meat that can be used for human consumption.

Long ago, before the Japanese invaded our country, hunting is a favorite pastime of farmers as the area is still in abundance or plentiful. Hunters know the exact season of the year when to go hunting for a sure catch. Hunters from neighboring sitios went hunting and it is always at this place that they meet, either the group that is already on the way home or still on the way for hunting, that when asked where they have built their ranch or where they stay for their rest, or where they are going, the answer is always in Dulian, referring to the place where a Dulian tree is found, the landmark of the hunters, until after everybody called the place Dulian.
