The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Tictabon, Zamboanga City

The place Tictabon is an island barangay that became one of the 98 Barangays of Zamboanga City upon the enactment of Commonwealth Act No. 39, s, 1937.

There are numerous tales about the mystery or origin of Tictabon Island. The island is near the two Barangays of Pangapuyan and Arena Blanco; it is separated from the mainland. It looks like oblong surrounded with magroves from point to point. It is a five-minute ride by pump boat through Barangay Arena Blanco.


One story tells that during earlier time, a group of people lived in the place which was surrounded with white sand from point to point. When high tide came, many turtles went up and lay eggs at night time. When the people are already awake at daytime, they looked for these eggs because it was said to be a medicine for good health. “TIG” means turtle, “TABON” means under the sand, meaning “the eggs covered with white sand.”

This is how TIGTABON got its name.
