Agriculture Chief Advocates Smart Investments and High-Return Projects

The Department of Agriculture (DA) is shifting its focus toward projects that offer strong and sustainable returns as part of its multiyear budget strategy.

During a recent two-day budget planning session, Agriculture Secretary Francisco Tiu Laurel Jr. emphasized the importance of strategically allocating limited resources. He stressed that priority would be given to projects with an internal rate of return of 12 to 14 percent annually or a payback period of no more than seven years to ensure both profitability and bankability.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.

DSWD builds classrooms in Masbate villages to replace old makeshift structures

This is credited to the Makamasang Tugon (MT) program of the administration President Benigno Aquino III being implemented by the Department of Social Welfare and Development (DSWD) which facilitated a bayanihan system of construction of a two-classroom school building in Barangay Tabuc of this impoverished municipality. “For years, we were made to occupy a makeshift building constructed about a decade ago by barangay officials and residents to serve as roof over the heads of our school children and their teachers during classes but because it is made of light materials, old age has dilapidated to look like just a holding shelter for chicken,” according to Celia Villamor, the Tabuc Elementary School teacher-in-charge. “This time, we already have a new building with galvanized roof, tough walls and smoothly-finished cemented floor ready to offer a convenient learning facility for our pupils and workplace for our teachers,” Villamor said during the inauguration and turnover rites of the project over the weekend. DSWD regional project coordinator Arwin Razo said the construction of the new classrooms was initiated by way of bayanihan, a work system being adopted by the MT, a community driven development initiative that put more meaning to the public-private partnership in development under the Aquino administration. It is the extended version of the Kapit Bisig Laban Sa Kahirapan-Comprehensive Integrated Delivery of Social Services (KALAHI-CIDDS) implemented by the previous administration from 2003 until 2010 through a loan from the World Bank. Funds for the Tabuc school project were provided by the DSWD with counterpart from the municipal government and instead of tapping private contractors, the villagers themselves led by their Barangay Special Project Management Committee were the labor force that laid out the project’s structural plan and design and performed the construction works, Razo said. That way, he said all financial transactions involved in the projects were transparent and no money ever was spent under anomalous manner or pocketed by any official. Tabuc barangay chairman Ramir Rey said some savings were realized by the project and it will be used in putting up additional facilities for the school building. “This implementation strategy being applied by the DSWD in MT projects is very effective against irregularities that as we know have marred almost every government project in the past. In bayanihan, no money is stolen by corrupt government officials,” Rey said. “For those in the village who volunteered their participation and labored so hard for this project just to see to it that our children are provided with these new classrooms, let us congratulate ourselves for a job well done and extend our gratitude to the DSWD, to our town mayor Percival Castillo and to President Noynoy Aquino for this project,” the village chieftain said. “In the end, it will be our children who would be educated under the roof of these classrooms who shall be empowered by their education to liberate us from the extreme poverty confronting us now,” Rey added. The MT program is indeed empowering communities to be able to participate in and contribute to nation building and it was proven in barangays Tuboc, one of the 29 villages here placed under the program by the DSWD being among the poorest of the poor communities based on the average poverty incidence of 53 percent of the small area poverty estimates of the National Statistical Coordination Board (NSCB), Razo said. “This experience in the two barangays is testimonial to the fact that through an empowered community, hopes to reverse the miserable economic condition of communities in Masbate, one of the most depressed provinces in the country and the entire Bicol, the country’s second poorest region are relived,” he said. Razo said 18 municipalities in Bicol — eight in Camarines Sur, three each in Camarines Norte and Sorsogon and two each in Catanduanes and Masbate, covering a total of nearly 400 barangays – have been chosen into the MT implementation and once fully realize, the projects under it would promote sustainable growth across the region. Bicol has been allotted a total of P434 million which would further allow selected local communities to be trained to choose, design and implement sub-projects that address their most pressing need like small-scale infrastructures like farm to market roads, water systems, school buildings, day-care centers, drainage systems, multipurpose hall and seawalls, among others. These projects are the Aquino administration’s national government's framework program for a focused, accelerated, convergent and expanded strategy to reduce poverty by providing interventions on asset reforms, human development services, capacity building and participation in governance, Razo said.
