The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

"Layawan was the oldest name of Oroquieta, which was the barrio in the province of Misamis since 1861 until 1879. The early settlers then of the barrio were Boholano peddlers. They found so many stray animals along the river, thus they named the place Layawan, which means a place of stray animals. A little later, Misamis was divided into two provinces, Misamis Occidental and Oriental. Then in 1880, Layawan changed its name into Oroquieta when it became a town. Some sources revealed that the town got its name from a famous barrio in Spain where Father Toas Tomas Casado, the first parish priest here and General Domingo Mariones y Murillo, a hero in the battle of Oroquieta, were born."

"Another version is that Oroquieta had derived its name from the word ‘ORO’ and ‘KITA’. The early inhabitants then had found gold along the river. Thus, the name ‘ORO’ which means Gold and ‘QUITA’ or ‘KITA’ which means to find"

Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.

Household composting is mandatory in Oroquieta City

Oroquieta City (28 May 2009) -- "We have made household composting mandatory in all our 47 barangays and so far, we have a 90% household level efficiency in our waste segregation compliance."

Thus explained Mayor Jorge Almonte of Oroquieta City in Misamis Occidental, one of the 93 local government units (LGU's) of Northern Mindanao that has successfully implemented Republic Act 9003 or the Solid Waste Act.

The Mayor Oroquieta City who will brief President Gloria Macapagal-Arroyo on Oroquieta's initiatives in solid waste management during her visit on Friday, May 29, said the Oroquieta City generates some 35 tons of waste per day and its household level of compliance for waste segregation at source is only 10% away from 100% SWM compliance.

Almonte said Oroquieta's Solid Waste Management Information Sheet (SWMIS) as of May, this year, also shows the profile of the volume of waste generation in the city, namely, 9.8% residuals, 86% compostables and 4.2% recyclables.

As to collection method, all 47 barangays are serviced by a compactor and dump trucks which are made available on a scheduled collection system as indicated in the SWMIS, Mayor Almonte said.

So far, we have established a Material Recovery System on a 10.2 hectare area in Barangay Villaflor where a controlled dump for residuals is put up and have submitted a 10-Year SWM Plan to the National SWM Commission, Almonte added.
