The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Location of Boalan, Zamboanga City
Boalan is located near the East Coast of Zamboanga City and is along the main highway. It is approximately 8 kilometers from City Hall.
History of Boalan, Zamboanga City
The story goes that during the Spanish era, a group of Spanish soldiers came upon this place and they saw a small nipa hut which happened to be inhabited by a Chinese. When they approached the Chinese, the soldiers inquired about the name of the place, the Chinese who hardly understand Spanish replied by uttering the word “bolang” which means in Chinese language as “no people”, thinking that he was being asked about the other people living in the neighborhood. That time rare are the individuals living in the place. Hence, the Spaniards took it as the answer to their question and even went to the extent of understanding it as “Boalan” instead of Bolang. Then and there, the word Boalan sprung as the name of this Barangay.
The majority of the people from Boalan can trace back their lineage to the original Zamboangueños, Filipino by ancestry, professing Roman Catholic religion and their medium of communication is Chavacano. Most of the people are engaged in farming as their means of livelihood. The people are educated in English schools. Sports is their main recreation. The Baranagy itself is a tourist spot because it is the only Barangay where the rice fields are planted all year round. The Barangay is also famous for its Inland Water Resort with its swimming pool and other tourist oriented facilities.

There used to be an old green house along km 7 national highway, east coast road, just across the vast land properties of the Fernandez’s. This was a remnant of our decades long family stature. Old memories of which, will forever engrave into my thoughts. It was here, where I spent some of the best & most memorable years of my life.
Auntie Cora used to own a small sari-sari store on the ground floor. My cousins, Ronald(now on a livestock business, Chochoy(now a prominent college professor) & Rosalyn(now a successful Nurse in Chicago USA), and I, used to acquaint on the patio of Auntie Cora’s place, which is just adjacent to her store. Sometimes we find ourselves sipping a late afternoon ginataang-nangka merienda. Uncle Niong was usually our chef. I remember our relative-neighbors, the Bella, the Enriquez, the Miguel & the Limen. Life was very simple then, no rushing, no worries & no stress.
BOALAN is & has always been an enchanting place. Its divine beauty is inexplicable. One can only experience such elation if wondered deep within its inner environs. The PREZA & the TUBURAN were just few of the rivers & streams I often go for a bath. Have you ever experienced during your solace moment, on the profound silence of the day, chanting by the mystical songs of the birds, surrounded by audiences of remarkable trees & bamboos, under the orchestra sound of water-flowing stream? Well, try visiting TUBURAN, its ravishing mystery will haunt you for a lifetime. I’m just not sure if the place is still the same, Fifteen years ago.
