Laws and contracts are written in English.

They divided the Philippines into REGIONS, but kept SENATORIAL representation national with no accountability to any regions.. No wonder many regions remain poor. Petition for a regional senatorial election. All regions will have senatorial representation.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Talon-Talon, Zamboanga City, Philippines
Land Area: 5,906,694 sq.mtrs (590+ Hectares) . The whole area is plain and climate is relatively dry from February to April and wet season during the rest of the year. Soil classification is sandy and clay. There are saltbeds along the shoreline at the southern part of the barangay.

Location: East Coast
West of Talon-Talon is barangay Kasanyangan; East of Talon-Talon is barangay Mampang; North of Talon-Talon is barangay Tugbungan; and South of Talon-Talon is barangay Mariki.
History of Talon-Talon, Zamboanga City
History/Origin: In the olden days, this place had no name. The place was full of bushes, swamps and mangroves. When migrants from Luzon came to stay in this place, they had to jump to reach across the swamps. There were six (6) families who were residing in this place and when they were asked of their residence, they would answer as "Talon Talon". This is how Talon-Talon got its name.

Economy of Talon-Talon, Zamboanga City
There are industrial establishments that help minimize unemployment within the community such as: 1 Plywood and 1 Plastic Factory, 10 Lumberyards, 2 Iron Works, 1 Shell and 10 Box Factories, 2 Food Factories (Gulaman, and Ampao), 3 Sand and Gravel and Hollow Blocks Factories, 1 Ice Plant, 1 Flea Market and 3 Mini-Slaughterhouses.
For Commercial: 10 Fishing industries, 50 Drier or bularan, 5 Saltbeds and 1 Gasoline Station.
The land area is 30% devoted to farming, 10% is saltbed while 60% is residential. The coastal area is surrounded with seaweeds and fishponds farming.
