It has a democratic form of government and the freedom of speech is upheld by law. English is the "lingua franca" and is the mode of instruction in all high schools, colleges and universities. Laws and contracts are written in English.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Tigtabon, Zamboanga City
The place Tigtabon is an island barangay that became one of the 98 Barangays of Zamboanga City upon the enactment of Commonwealth Act No. 39, s, 1937.
There are numerous tales about the mystery or origin of Tictabon Island. The island is near the two Barangays of Pangapuyan and Arena Blanco; it is separated from the mainland. It looks like oblong surrounded with magroves from point to point. It is a five-minute ride by pump boat through Barangay Arena Blanco.
One story tells that during earlier time, a group of people lived in the place which was surrounded with white sand from point to point. When high tide came, many turtles went up and lay eggs at night time. When the people are already awake at daytime, they looked for these eggs because it was said to be a medicine for good health. “TIG” means turtle, “TABON” means under the sand, meaning “the eggs covered with white sand.”
This is how TIGTABON got its name.

Write Story here There is only one (1) school in Tigtabon, Z.C.. This school has been in existence for 17 years now. It started as a primary school and has contineously grew until its present state.
- TIGTABON ELEMENTARY SCHOOL which is under Tetuan District has seventeen (17) teachers, headed by a school principal. It provides the basic education to eight hundred twenty-one (821) pupils who are predominantly composed of Tausugs. Others are Samals and Visayans.
Classes are held in the two two-storey six-classroom buildings, at a 2-classroom building while the other two classes are held at the barangay hall and in a little room in one of the two-storey building respectively.
