The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Quiniput became a barangay of Zamboanga city upon the enactment of Commonwealth Act No. 39, s. 1937. It is one of the 98 barangays of the city of Zamboanga.

Location of Quiniput, Zamboanga City

Quiniput is approximately 44 kilometers from Zamboanga City Hall. Hills, Mountains and low land rice fields make up the terrain of Quiniput. As you come down the Tuktukalaw winding downhill drive you know you are getting close to quiniput.

History of Quiniput, Zamboanga City

In the olden days as told by our great-great grandparents, the name Quiniput was derived from a dialect word “Aniniput” which means fireflies.

Accordingly, hundreds of fireflies hover over every tree in the place and little girls would catch those that descended with their handkerchiefs or cupped palms, for them to see better its twinkling in a dark room. The fireflies that hover the trees were a scene that the inhabitants found much pleasure and delight to watch during the night.
