BARCELONA — Children in this seaside town brave sun and rain to gather day-old crabs to eke out a living.
A BATTALION commander relieved in connection with the death of four soldiers in an attack staged recently by the New People’s Army in Camarines Norte has been given another post in a higher unit.


At low tide, they gather crablets that sell for 75 centavos to P3 a piece to local buyers in Sorsogon for delivery to Pampanga and other regions where they are processed and sold as a gourmet food.
Lt. Col. Epimaco Macalisang, former commander of the Army’s 49th Infantry Battalion, was designated to a staff position at the Army’s 903rd Brigade, pending a military inquiry into the April 29 debacle.


Imelda Romanillos, Labor provincial officer, said state policy prohibited child labor.
Macalisang’s new position is executive officer of the 903rd Brigade based in Castilla town in Sorsogon, according to Lt. Col. Angelo Guzman, spokesman of the 9th Infantry Division.


“No person below 15 of age is allowed to work,” she told Manila Standard. “If these minors collect crablets in the seaside only, there is no serious problem. The possible negative effect on children is loss of interest to go to school because they are earning.
The inquiry into the debacle is being undertaken by the 902nd Brigade which has the operational control over the 49th IB.


In case the children failed to attend their classes, will the parents face criminal charges?
Macalisang, who assumed command of the 49th IB in May last year, was ordered relieved by 9th ID chief Maj. Gen. Josue Gaverza for supposed lapses.


“We will go to the place, not to reprimand, but assess the situation to base the safety nets on and offer help,” Romanilos said.
Soldiers from the 49th IB were conducting house-to-house visits in Labo town Sunday last week when they were attacked by NPA rebels. The soldiers had to run to the nearby barangay hall to get their weapons when the NPA rebels started firing at them.


Chief Insp. Roque Merdegia, also a lawyer, agreed with the labor office.
An officer speaking on condition of anonymity said Macalisang’s designation might be a lateral movement. He noted that the former and current posts are for an officer with the rank of lieutenant colonel.


“There is no violation of the labor law except when parents use coercion and expose the lives of children to danger,” he said.
“They (posts) are almost the same in rank but it’s different if you have a battalion because you have an area where you can command troops. It might be lateral but if you are going to ask me, I would rather be a battalion commander than a brigade staff,” the source said.


Darzy Gacosta, a resident, commended the self-supporting kids doing a decent job.
The new commander of the 49th IB is Lt. Col. Michael Buhat, outgoing civil military operations officer of the 9th ID based in Pili, Camarines Sur.


“They would rather (work) than steal for food,” she said, noting that a crablet gatherer averaged about 30 pieces in summer and as many as a hundred during the cold months.
The turnover was held Saturday, presided over by Col. Richard Lagrana, 902nd Brigade commander.
 
Aldrin, 11, said the fruits of his labor went to good use.
 
“I can provide my own allowance in school and save part of my earnings for a new pair of pants and T-shirt,” he said. “We are able to help our parents serve enough rice on the table.”
 
Elementary schools Principal Liza Salonga said work could distort priorities for the young.
 
“It can cause dropping out because if they get used to earning money they will become lazy to attend classes,” she said, adding that a suitable arrangement is needed. “It’s good if they do it only during weekend because they can help their parents.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.
