History of Cabatangan, Zamboanga City
Long before the coming of the Spaniards to Zamboanga, the places here had no name. It was only upon the arrival of the Spaniards when the places here got their names. This is how Cabatangan was named.
The first thing that the Spaniards did on their arrival was to go sight-seeing and get better acquainted with the place and the people. One day, the Spaniards reached the place where they saw natives trekking down the hills carrying long bamboo tubes which apparently were to be filled with water from the river.
Though the Spaniards did not know the dialect, their curiosity was such that one of them asked the natives, what the name of their village was. Thinking that the former wanted to know what they were carrying, the natives answered “Batango”.
After the incident, the place was called “CABATANGAN” by the Spaniards.
In 1989 after the creation of the ARMM (Autonomous Region in Muslim Mindanao), 96 hectares were allocated to the ARMM by the national government in the hilly barangay of Cabatangan. A wide perimeter road was constructed to circumvent this 96 hectares where the ARMM built several buildings to house various ARMM offices. In 2001 The ARMM had a plebiscite in Zamboanga to annex Zamboanga into the ARMM and it was defeated. Nur Misuari (leader of the MNLF) was irate over this election result and decided to have his militia (MNLF) camp in this 96 hectare area. The AFP did not take this lightly so this area of the ARMM was borbarded by AFP November 27, 2001. The MNLF was defeated but thousands of citizens suffered. This 96 hectares remains to be the property of the ARMM.
The city of Zamboanga is trying to buy this property from the national government to rid of the ARMM from Zamboanga City. However, the Bangsamoro wants this property back and claims that once the ARMM becomes the "Bangasamoro Islamic State" within the federal system form of government, the 96 hectares should be repossessed. Then once again the militias of the Bangsamoro will make cabatangan their base.
So why is the city council of Zamboanga City procrastinating on the purchase of this 96 hectares from the National government?

Barangay's power and authority
This is the "Barangay Code of the Philippines".
The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials. The barangay chairman, the barangay council and the local businessmen forge the prosperity of the barangay. Not the president of the Philippines, senate, nor congress, not the governor of the province, not the mayor nor council of the municipality or city. Poor barangays stay poor because of weak and/or ignorant(uninformed) barangay leaders.
When roads need to be built or any infrastructure within the barangay is needed, all the barangay officials have to do is make a resolution and demand for it from the city or municipality council. The resolution will force the city/municipal council or responsible government office to hear the legitimate demands. "The squeaky wheel gets the grease."
Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. The elected barangay officials are afraid of the mayor and city/municipality's "Sangguniang Panlungsod". They are in fear of being ousted or removed from office. The truth is, "Sangguniang Panlungsod" does not have the power to remove any elected barangay officials from office. Only the COURT OF LAW can do this (judicial branch of the government). Information is power. Be informed.
The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.
The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.
- BUDGET: As far as the preparation for the budget expenditures, it starts at the barangay level, then moves on to cities, municipalities, provinces and regions. The barangays need to exercise their authority. They need to put their yearly budget together for their administration and future projects. The majority of the barangays leave this job to the municipality and city. This is so wrong. Then when the budget doesn't come or is lacking, they complain.
- The budget for the barangays does go to the City or Municipality, but simply for holding and later distribution. The city or municipality DOES NOT approve the budget. It was already approved by congress. The city or municipality simply "distributes" the approved budget.
- Imperial Manila does not exist anymore. Budgetary planning has been "DECENTRALIZED since 1991.".
Ignorance keeps the pinoys thinking that Manila rules. Be informed, be educated and make your barangay prosper.
- Absolutely NO need for FEDERALISM. It is a ploy to give the Bangsamoro an Islamic State where the religion of Islam is financed by the Philippine government. Bangsamoro will be a HOMELAND not for all Filipinos but for only the Muslim Filipinos. It violates the constitution's "separation of church and state".

Cabatangan Elementary School is part of Sta. Maria district. It is in Upper Cabatangan, which is the higher area of Cabatangan. To reach it, it is best to take the road that passes by the Civil Service Commission Region IX satellite office in going up. That road will also take you past a GMA TV Network satellite, the San Isidro Labrador chapel, and the Cabatangan barangay hall. The school is reached just after making a left turn, where the sloping ground starts to level off. Since it is located on the higher grounds of Cabatangan, the breeze there is cool and fresh.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.
To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.
This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.

I have lived in Zamboanga City for years & moved to America in 1994. My mom Mary Kuan,& my dad Antonio Aizon bought land from Mr. Machado in 1987 & started construction on our house a year later. I never wanted to leave Cabatangan, I had the greatest friends & a lot of family down the street in Pasonanca. The people of Cabatangan are the most humble,& generous.(real people!) I miss it there so much, my grandfather; Rafael Yap Aizon recently passed away,& I regreted not being able to attend his funeral.

As I recall Cabatangan was famous for it's massive statue of a human with a head of an Eagle. When I was a child we used to go there on Sundays where my aunt tried (as in tried but never did) to learn how to drive and we nearly fell into the rice fields. But I bet the rice fields are long gone now!

areas of Cabatangan, Sta. Maria, San Roque and
Pasonanca.
Motive : Intensive air strike and ground assault on more
than 300 MNLF-Misuari loyalist faction
occupying some buildings at the Cabatangan
Complex, site of ARMM satellite office in
Zamboanga City
NARRATIVE ACCOUNT OF THE INCIDENT:
Displaced families have sought safer temporary shelters in different evacuation centers put up in Sta. Maria Elementary School, Pasonanca Elementary School, San Roque Elementary School, San Roque Parish, Baliwasan Central School, Joaquin Enriquez Memorial Complex, Western Immaculate Archdiocesan School, Southcom High School, Kanukutan Km. 7, Pasonanca Elementary School, Cabatangan Elementary School, Putik Central Elementary School and Tetuan Elementary School.
The mass exodus of more than 1,300 families is a result of massive air strikes and ground assault conducted by government troops as early as 4:00 a.m. of November 27, 2001 at the Cabatangan Complex, site of the ARMM Property in Zamboanga City. The complex also houses the different regional government offices such as the Commission on Audit, Population Commission, Civil Service Commission, Area Vocational Rehabilitation Center, DECS Training Center and the Zamboanga Arturo Eustaquio College Department of Criminology.
The displacement of the civilians actually started last November 19, 2001 as more than 300 MNLF-Misuari faction occupied the Lupong Taga-pagpaganap ng Purok in Cabatangan and reportedly harassed the residents.
Last November 19, 2001, hundreds of former MNLF fighters raided military detachments and attacked with mortars a major Army base in Jolo, Sulu. The encounter left 51 gunmen-renegades, 4 soldiers, and 7 civilians dead and more than 40 others were wounded. Sulu Governor, Yusop Jikir said more than 1,600 families or approximately 10,000 dependents have fled their homes for fear of a larger attack by the Misuari-led faction allegedly joined-in by Abu Sayyaf elements.
Sulu has now 4,000 soldiers comprising eight battalions. This is in the wake of MNLFMisuari
faction taking up rebellious stance against the government. The faction’s
leadership is maintaining that the upcoming ARMM elections (November 26, 2001) is a
blatant violation of the peace accord and a sign of disrespect for the Organization of
Islamic Conference (OIC) which during its Islamic Conference of Foreign Ministers in
Bamako, Mali in June 2001 adopted a resolution urging the Philippine government to
postpone the ARMM elections to year 2003 pending full implementation of the GRPMNLF
Peace Accord. The disgruntled faction also claims that the Arroyo administration
turned its back on the MNLF. Misuari was ousted early this year as chieftain of the once
powerful separatists rebel group by his own deputies led by Dr. Parouk Hussin, now
President Arroyo’s adviser for Mindanao Affairs and most potent ARMM gubernatorial
candidate. A senior MNLF official said that Misuari is still the MNLF Chairman and the
OIC is recognizing him as the only leader of the MNLF. The same official said that he
received reports that disgruntled MNLF gunmen also attacked the regional office of the
Commission on Elections in Cotabato City last November 18, 2001 but there were no
reports of casualties. Military and MNLF forces also clashed Monday morning in remote
villages in Pikit town in North Cotabato.
Reports of the impending attack on this city by the guerillas resulted on the suspension of classes at all levels last November 19, 2001. Six new aircrafts comprising 3 SF26 fighters, 2 Huey helicopters, 1 OV10 Bomber and 12 pilots were sent off at the Edwin Andrews’ Airbase. The November 27 military operation that ensued aggravated the situation as MNLF elements who were flushed out from their post in Cabatangan scattered to civilian residential communities in Sta. Maria, Pasonanca, Malagutay and San Roque. Cornered, the renegades took civilians as hostage and used them as human shields from military offensives. A still undetermined number of civilian casualties both dead and wounded were also officially reported at the height of the conflict.
The City Social Welfare and Development Office, Social Action Center Archdiocese of Zamboanga and the larger civil society have conducted round-the –clock relief operations in the different evacuation centers. As of November 27, 2001, twenty-five (25) of the eighty-one (81) hostages were released unconditionally. However, an undetermined number of hostages are still being held hostage in Cabatangan.
The armed conflict paralyzed the regular business activities, banking operations, transportation, and education and virtually turned the city within its seven-kilometer radius a deserted town.
