The U.S. Food and Drug Administration has special labeling requirements for dietary supplements and treats them as foods, not drugs.



Manufacturers and distributors of dietary supplements and dietary ingredients are prohibited from marketing products that are adulterated or misbranded. That means that these firms are responsible for evaluating the safety and labeling of their products before marketing to ensure that they meet all the requirements of DSHEA and FDA regulations.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Sunglao elected chair of Zampen cacao cluster team

Retired Police Director Angelo H. Sunglao was elected chairman for Private Sector in the Zamboanga Peninsula Cacao Industry Cluster Team during a two-day seminar on strategic planning for the cacao industry in Zampen that was held at Grand Astoria Hotel on September 28 -29,2015.

The seminar-workshop was sponsored by the Department of Trade and Industry-9.

Vice Chairman for Upstream are the Dept. of Agriculture and Philippine Coconut Authority- 9 and Vice Chair for Downstream is the Dept. of Trade and Industry headed by Director Sitti Amina Jain. The Secretariat are the offices of DA-9, DTI and National Economic Development and Authority-9.

Regional Development Council- 9 is the overall chair and ZAMPEN CICT is the overall vice chair.

Policy and Information Advocacy Action Team is chaired by NEDA-9 with DA-9, DTI-9, Dept. of Labor and Employment, Local Government Units, Academe, RAFC, Dept. of Agrarian Reform, Philippine Information Agency and Mindanao Development Authority-9 as members.

Productivity and Quality Improvement Action Team is chaired by the Dept. of Agriculture with the Dept. of Science and Technology, Technical Education and Skills Development Administration, DOLE, Dept. of Environment and Natural Resources, DAR, DTI, Cooperatives and Associations, Academe, LGUs and Service Provider Organizations as members.

Processing and Marketing Action is chaired by DTI-9 and members are DA, DAR, DOST, TESDA, Academe, Traders, Processors/ Exporters, DENR, Service Provider Organizations and LGUs.

Financing and Investment Action Team is chaired by Land Bank of the Philippines and mMembers are DTI, DA, DENR, DOST, Development Bank of the Philippines, LGU, Rural Bank, Zamboanga Economic Zone and Local Government Units.

Sunglao thanked DTI-9 under Regional Jain and the participants for choosing him as chairman for the Private Sector for ZAMPEN Cacao Industry Cluster Team.

“There is a beautiful future for the cacao industry in the country. Let’s help each other and the farmers and love and protect and preserve the land that gives us life,” Sunglao said.

DTI Zamboanga del Norte Provincial Director Noel Bazan expressed optimism that by year 2020, Philippines can produce point 65 million tons of dried cacao beans.

“We can do it because the land of our country most especially in Mindanao is very fertile. Sabi po nila kahit itapon mo lang ang seeds sa lupa pagbalik mo five years ha-harvest ka na ng mga prutas,” Bazan said.

FEATURE: Saving farms thru “SAGIP” program

Here in Liloy, Zamboanga del Norte corn farmers don’t leave their farms; they till their lands and make them productive!

In most parts of the country the farmers, who are touted as the “backbone of the nation,” are thinning in numbers. Most of them are leaving their farms to find other means to eke out a living. They find farming to be capital-intensive but the revenue is too small. At times their produce is not enough for their own consumption.

But why are the corn farmers in this town tending their farms again? It all started with the implementation of the municipality’s “SAGIP” program by virtue of Municipal Ordinance No. 234 series of 2014 otherwise known as Sustaining Agriculture through Government Interventions and Participation (SAGIP) ordinance.

Primary purposes

In consonance with the SAGIP program, the local government unit (LGU) of Liloy aims to directly engage in farming by cultivating available farmlands and to plant them with corn and other crops, and to encourage farmers to go back to their farms and continue farming using effective farming techniques.

This program also seeks to increase the food supply in the locality and, at the same time, provide employment opportunities by hiring three farm workers for every one-hectare corn land to ensure continuing assistance to the farmers and their families.

Usufruct agreement

In an interview with Mayor Felixberto Bolando, he said private lands cultivated and planted with corn by the municipal government are sanctioned by a usufruct agreement between the municipal mayor and the landowners as authorized by the Sangguniang Bayan or municipal council.

Under this scheme, the landowner continues to enjoy all the produce of the trees and plants existing at the time of the execution of the said agreement while the municipal government shall only harvest and enjoy all the produce of the corn planted by its job order employees.

In 2014, the municipality was able to cultivate 22 hectares of private lands, employing 66 job order farm workers.

Seeing the benefits the SAGIP program brings to idle private corn lands, more landowners have volunteered their lands to be covered by the said program. This year the LGU has farmed a total of 50 hectares of corn lands under usufruct agreement from last year’s 22 hectares.

Assistance to corn farmers

Mayor Bolando also disclosed that the municipal government through its Municipal Agriculturist’s Office (MAO) had extended assistance to corn farmers by plowing their corn lands using the municipal tractors for free plus a 50-kilo bag of fertilizer for every one–hectare farm. The only obligation of the farmer-beneficiaries is to plant their lands with corn.

With this, the farmers are getting 3 to 4 tons of corn produce per hectare and most of them are now going back to their farms. “Before only 20 percent of the farmers were active with the program, but now we have 40 to 50 percent active farmers,” the mayor pointed out.

Exclusive for the locals

SAGIP program is the municipal leadership’s answer to food supply problem encountered by the farmers themselves. Before the implementation of this program, some corn farmers had abandoned their farms, selling away their carabaos to buy motorcycles to be used as “Habal-habal” - the main transportation used to ferry passengers in remote and far-flung villages with no clear roads. This resulted in the decrease in corn production in the municipality.

As majority of his constituents are corn eating, Mayor Bolando said the corn produced under the SAGIP program would be sold to the “registered and actual residents of Liloy town at a price to be fixed by the Sangguniang Bayan through an ordinance but lower than that prevailing in the market.”

“The farmers here are now encouraged to go back to their farms,” Mayor Bolando declared. He believes that the SAGIP program is now gaining a momentum toward food security in his town.

Cop killed in highway collision in Zambo Norte

A POLICEMAN was killed after his head was smashed with a stone following a highway collision involving two motorcycles in the province of Zamboanga del Norte, the police reported Sunday.

The stone smasher and two of his cohorts were subsequently arrested at the crime scene and in a follow-up operation launched by the police.

Inspector Dahlan Samuddin identified the slain policeman as Police Officer 1 (PO1) Jonathan Galgo, 33, a resident of Lawagan village, Labason, Zamboanga del Norte.

Samuddin said the arrested suspects were identified as Sanny "Boboy" Cagas, 42; Bobong Lemosnero, 40; and Samuel Cagas, 38.

Samuddin said Galgo was driving a motorcycle on the way to report for duty at the Labason public market Community Police Assistance Center when the latter collided with an on-coming motorcycle driven by Lemosnero with four back riders.

The incident took place around 9:30 p.m. Friday in the village of Lopoc, Labason, Zamboanga del Norte.

Lemosnero's back riders included Sanny and Samuel Cagas and Russen Balili, 24, and Charlito Handugan, 36.

Samuddin said that according to Balili and Handugan, Sanny got irked and shouted in vernacular: "Who is this man, we will finish him off!"

Sanny then grabbed a stone and struck it in the head of Galgo, causing the policeman’s death.

Samuddin said that Sanny and Samuel were arrested by the responding police at the crime scene, while Lemosnero was arrested at his residence in a follow-up operation.

Appropriate charges are set to be filed against them, said Samuddin.

NGCP holds POWER 103 in Dipolog

DIPOLOG CITY (PIA) - To maximize the participation of media in its information and dissemination campaign, the National Grid Corporation of the Philippines (NGCP) recently conducted a Seminar on System Operation and Project Presentation dubbed as “Power 103” with the local media at the Hotel and Suites here.

NGCP Regional Corporate Communications and Public Affairs Officer Elizabeth Ladaga said Power 103 aims to raise public awareness and appreciation of issues and concerns surrounding the company’s operation and to showcase its projects in Mindanao through media’s active participation.

She reiterated that the role of NGCP in the power industry is to facilitate the distribution of power generated by the National Power Corporation (NAPOCOR) to the distribution utilities or electric cooperatives.

Mr. Jay Martinez, on the other hand updated the local media of the on-going projects of NGCP in Mindanao, citing among others the sub-station and transmission lines in Polanco, Zamboanga del Norte which experienced delay due to some legal problems, like the refusal of the landowners to sell the area that will be affected by the implementation of the said project.

However, Martinez is optimistic that it will be implemented the soonest possible as the re-bidding was already held last August 8, and is undergoing evaluation and will hopefullybe awarded to the lucky bidder next month for commissioning by early 2016.

Once realized, the new Polanco sub-station and transmission line would ease up the low-voltage problem and would help in addressing the increasing power demand in the province. Aurora-Polanco sub-station and transmission line is one of the 13 projects of NGCP in Mindanao.

To avoid the re-occurrence of the power interruption incident caused by the intrusion of a snake into the transmission lines last September 11, Regional Communications Division Head Nelson Bautista said NGCP has already addressed this by putting a plain sheet around the structure to prevent the snakes from going up.

On the issue of vegetation under transmission lines, he urged the concerned local government units to enact ordinances to regulate the planting of trees in areas where the steel structures will be erected and transmission lines to traverse.

Power 103, the 3rd of the seminars conducted by NGCP to promote public awareness on the company’s operation was participated by the officers and members of the Zamboanga del Norte Media Group(formerly Zamboanga del Norte Press Club), Zamboanga del Norte United Correspondents (ZNUC), I-TV and Philippine Information Agency (PIA).

16 Held for Illegal Fishing in Sindangan

Sindangan, Zamboanga del Norte - Intelligence operatives of Sindangan MPS received an information from their BINs about an illegal fishing activity on the Sindangan municipal waters at about 8:00 AM on September 14, 2015, Wherein the local fishermen went fishing during the banned period.

At about 9:00 AM of same date, a team led by Police Inspector Joel Adajar conducted a sea-borne patrol in Barangay Ricardo Macias up to Barangay Motibot. At about 11:20 AM of same date, the team apprehended sixteen suspects namely Basilio Cansico y Angeles, 70, Pablo Cansico y Angeles, 47, Marcito Ferolino y Bagaan, 51, all residents of Barangay Motibot, Rolando Caber y Acaylar, 51, Alfred Catubay y Morado, 24, Rodel Robredillo y Marata, 36, Justin Abarquez y Pasinabo, 21, Francis Rey Balolong y Amay, 18, alias “Pete”, 17, Jade Cabey y Pandalangan, 23, Alvin Pasinabo y Salatan, 19, alias “Ren”, 17, Emmanuel Anghoy y Salig, 20, Jerry Hamid y Catalon, 26, Joel Enderez y Catubay, 44, Ferlan Deposa y Papa, 19, all residents of Barangay Gampis. The suspects were held at Sindangan MPS and subsequently released after paying the penalty of Php 500.00 each at the Municipal Treasurer Office for violation of Municipal Ordinance 2003-045 while the two minors were turned-over to WCPS Section for proper disposition.

Health office gives pregnant women first aid kits

THE Department of Health (DOH) has turned over 200 kits for pregnant women and 30 other first aid kits to boost the delivery of basic health services in the municipality of Salug, Zamboanga del Norte.

Dr. Joshua Brilliantes, DOH local health support division chief, turned over to Salug town Mayor Jeffrey Lim at the sideline of the High Impact 5 (Hi-5) caravan on Wednesday.

Brilliantes said the kits for pregnant mothers consist of things and toiletries for the baby and the mother, while the first aid kits included thermometer, soap, bandage, antiseptic, among others.

Dr. Mery Jean Bendijo, municipal health officer, said the kits will be given to pregnant women, who are beneficiaries of the Pantawid Pamilyang Pilipino Program.

Bendijo said some of the first aid kits will be given to school nurses and to poor families.

Top drug pusher in Zambo Norte, falls

THE police have arrested in an anti-drug operation a person listed as number one in the drug watch-list personalities in Sindangan, Zamboanga del Norte, an official said Wednesday.

Inspector Dahlan Samuddin of the Police Regional Office identified the arrested suspect as Alfie Montero.

Samuddin said Montero was arrested in a drug bust around 8:45 a.m. Tuesday near a school in the village of Siare, Sindangan town.

Samuddin said Monteros is listed as the top notorious drug pusher in the municipality of Sindangan.

He said the arresting team confiscated from the possession of the suspect six small-sized plastic sachets of suspected shabu, P500 “marked money,” mobile phone, an automated teller machine, a sling bag and other prohibited drugs paraphernalia.

Rape Suspect, 2 Other Wanted Persons Netted in ZDN

Zamboanga Del Norte - A 32-year old man wanted rape was collared by operatives of Leon Postigo MPS in Barangay Fatima, Salug town at about 9:30 AM on September 11, 2015.

Police Senior Inspector Joenel S. Pederio, Chief of Police of Leon Postigo MPS, said that suspect Wilson Lipapac y Mangayao alias “Puloy", was arrested by virtue of warrant for Rape in relation to RA 7610 docketed under Criminal Case Number L-001892 issued by Presiding Judge Oscar D Tomarong of RTC, 9th Judicial Region, Branch 28, Liloy, ZDN dated December 21, 2011, without bail bond recommended. Said accused is temporarily detained at Leon Postigo MPS for proper disposition.

Zamboanga Del Norte - Elements of Piñan MPS held a manhunt operation in Barangay Lapu-lapu, Piñan town at about 2:20 PM on September 11, 2015. This resulted in the arrest of Conchita Alap-ap y Coper, 63, a public school teacher and resident of aforementioned place. Suspect was arrested for Grave Oral Defamation. by virtue of warrant issued by Presiding Judge Deborah P. Garcia-Nazario of MCTC Piñan-La Libertad, 9th Judicial Region, Branch 1, in Piñan, docketed under Criminal Case No. P-3146 with bail bond recommended at ₱6,000.00. At about 5:00 PM of same date, said accused was released from police custody after posting the cash bond.

Zamboanga Del Norte - Operatives of Jose Dalman MPS conducted a manhunt operation in Barangay Dinasan, Jose Dalman at about 3:00 PM on September 11, 2015. This led to the arrest of suspect Felino Talibenio Desing, 68, resident of said place, by virtue of warrant for Murder docketed under Criminal Case No. S-4140 issued by Presiding Judge Reymar L. Lacaya of RTC9, Branch 11, Sindangan, ZDN dated August 10, 2015, without bail bond recommended. The arrested person is currently detained at said MPS.

DA improves agri credit access with new financing scheme

MANILA, Sept. 21 (PNA) -- The Department of Agriculture (DA) is set to implement a financing model that will further improve credit access for small farmers participating in the agribusiness value chain through the Agriculture and Fisheries Financing Program-Value Chain Financing Program (AFFP-VCFP).

The implementation of the program was signaled by the turnover of PHP40-million worth of funds by the DA's Agricultural Credit Policy Council (ACPC) to the Philippine Postal Savings Bank, Inc. (Postbank) on September 18, 2015.

Agriculture Secretary and ACPC Chair Proceso Alcala had likewise signed the implementing guidelines of the AFPP.

Postbank was selected to be the program partner for the AFFP-VCFP as it is already implementing a corn value chain project with the ZDMC Grains, Inc. (ZGI) in Zamboanga del Norte.

The production-processing-bulk handling-marketing project, which is aligned with the DA’s corn development roadmap, is implemented in Zamboanga del Norte and Bukidnon.

The AFFP is one of the programs under the Agro-Industry Modernization Credit and Financing Program (AMCFP), the umbrella credit program of the DA for agriculture and fisheries.

The VCFP, on the other hand, is one of the credit facilities under the AFFP.

Alcala said that the ACPC Governing Council’s approval of the AFFP-VCFP underscores the importance of putting in place a viable agricultural value chain financing model that can be adopted by mainstream financing institutions.

"With improved credit access, the program hopes to enhance farmers’ production capacities, productivity and incomes. It also intends to contribute to the national government’s goal of promoting inclusive growth," Alcala said.

The value chain approach capitalizes on existing business linkages between farmer-producers and traders or processors to lessen credit risk and is recognized globally as one of the schemes that have potential in promoting inclusive growth in rural areas.

Under the AFFP-VCFP, the initial funding of PHP40 million from ACPC will be used to support the implementation of a value chain financing facility for individual farmers or farmer groups registered in the Registry System for Basic Sectors in Agriculture (RSBSA) and market tie-up with established buyers.

Postbank will also match the loan fund with its own counterpart fund equivalent to at least the amount of loans availed of under the program.

The additional funding support from the ACPC will enable Postbank to sustain its value chain financing activities for small corn farmers in Zamboanga del Norte and Bukidnon.

The program will also be implemented in other DA priority areas, besides Bukidnon and Zamboanga del Norte, subject to criteria to be set by the agency.

Alcala said that other commodities such as cassava, rubber, banana, and cacao would later be considered for inclusion under the program, which will be implemented within a one-year period.

HPG-9 passes PGS initial stages

The Highway Patrol Group -9 has passed the initiation stages in the Performance of Governance System (PGS) for demonstrated commitment and effectively compliant on the Philippine National Police Patrol Plan 2030.

A plaque of certificate from Camp Crame was presented by Sr. Supt. Joel R. Dimaano, HPG- 9 chief, during the 4th Regional Highway Patrol Unit- 9 Regional Advisory Council-9 (RAC- 9 ) meeting presided by Chairman Atty. Jose Rizalino L. Ortega last September 17, 2015 held at the Conference Hall of Land Transportation Office-9.

Present during the presentation were LTO-9 Asst. Regional Director Yusop Lamping, Jess Burnos of Marina, Ritchie Hibionada, Jonathan Tan, Supt. Alejandro O. Espiritu III, Sr. Insp. Inocencio P. Jamolod, SPO3 Ruvie C. Mas and Allen Abastillas from the media sector.

Dimaano thanked the RHPU-9 Regional Advisory Council for their support to HPG- 9 in its accomplishments and enforcement of traffic laws.

RHPU -9 RAC has approved a resolution for the conduct and scheduling of a one-day seminar on selling of secondhand motorvehicles and spareparts and their responsibility on how to apply for motorvehicle clearance from the Highway Patrol Group -9 on assembling a secondhand motorvehicles.

The one-day seminar is schedule before the second week of December 2015. RAC-9 is expected to invite officials from the Department of Trade and Industry, Land Transportation and Franchizing Regulatory Board- 9 and representatives from the local government units.

Jalosjos leaves VP Binay for Poe-Chiz

Vice President Jejomar Binay lost a supporter Thursday after former Zamboanga del Norte Rep. Romeo Jalosjos expressed support to the tandem of Senators Grace Poe and Francis “Chiz” Escudero in the 2016 elections.

In an interview with reporters before the start of the program where Poe and Escudero formally announced their tandem, Jalosjos said he would be a “traitor” if he would not support the two, especially Poe, noting her closeness with her parents.

“I cannot turn my back on Grace, her family is very close to us, the father FPJ (Fernando Poe Jr.), mother Susan, and Grace herself. I will be a traitor if I turn my back on her,” GMA News quoted Jalosjos as saying.

“I can never turn my back on showbiz, my life is showbiz. The one feeding my family comes from showbiz, Eat Bulaga!. Especially the father of Grace is Fernando Poe Jr., who was our actor before in our TV show ‘Kamao’,” he said.

Jalosjos’ company, Production Specialists, Inc., created Eat Bulaga! in the late Seventies.

The erstwhile congressman said he already relayed his decision to Binay. “He was in Dipolog and I talked to him. He asked for my support and I told him I cannot [support him],” he said.

Jalosjos said he supported Binay’s vice presidential bid in 2010, but he backed Poe and Escudero in the 2013 senatorial elections.

Workers for Poe-Chiz?

Meanwhile, former Partido Manggagawa party-list Rep. Renato Magtubo is confident Poe and Escudero would most likely get the support of ordinary workers.

“Malakas ang impresyon ng masa sa kanila kasi ang kanilang pananalita, ang kanilang nilatag ay malapit sa pangangailangan. Lamang sila sa tutuo lang sa mga miyembro namin,” he told GMA News Online.

Magtubo said he attended Thursday’s gathering at Club Filipino in San Juan City because he was invited, but their party-list has yet to make an official stand on who they will support in 2016.

“Pinag-aaralan pa namin ang deklarasyon nila,” he said.

He said he also believes Poe and Escudero can get the support of citizens from various social classes.

City Health Office records 233 dengue cases in Dipolog

DIPOLOG CITY (PIA)---The Dipolog City Health Office (DCHO) has reported 233 cases of dengue in the city for the first six months of 2015.

According to the CHO, from January to June 2015, dengue has been the most common disease that affected the residents of some barangays in different age groups.

Those mostly affected with dengue were 0-12 months-5 cases; 1 year old-3 cases; 2-4 years old- 15 cases; 5-9 years old-49 cases; 10-14 years old-48 cases; 15-19- 41 cases and 20 years old with 72 cases, wherein males were identified to have the most number of cases with 121, and females with 112 cases.

On the other hand, the CHO urged the local folks to observe the 4 O’ clock habit daily and follow ‘’search and destroy ‘’ procedures inside and outside their homes,where the breeding sites of mosquito-carrying dengue virus may be found.

Ariel E. Saldariega, Sanitation Inspector I Division Chief said, CHO conducts fogging operations in public and private institutions, launch annual dengue awareness programs and provide anti-mosquito repellant substances to stagnant waters to prevent dengue-carrying mosquitoes from breeding.

CHO also advises the public to coordinate with barangay officials to help them take preventive measures to avoid dengue.

Arrest of Man Who Abducted Live-in Partner in Liloy

Zamboanga del Norte - A 31-year old man was arrested by elements of Gutalac MPS after he was accused of abducting his live-in partner near Liloy Integrated Hospital in Liloy town, at about 1:35 AM on September 11, 2015.

Gutalac PNP identified the arrested suspect as Rico Enario y Sabillon, 31, resident of Barangay Caracol, Salug. The suspect was accused of abducting his 28-year old live-in partner. Initial investigation disclosed that the unnamed victim was tending her confined grandmother at said hospital when the cousin of the suspect named Eljohn Enario arrived and had a conversation with the victim. Trusting Eljohn, the victim went with him outside the hospital. While outside, they rode a motorcycle driven by another cousin of the suspect Alex Enario. A few distance from the hospital, the suspect onboard his motorcycle blocked them and forcibly took the victim.

At around 12:00 noon of same date, the victim phoned her mother stating that she was at the house of the suspect’s parents in Sitio Manganese, Barangay Canupong, Gutalac, and asked assistance to be freed. Elements of Gutalac MPS immediately proceeded to the aforementioned place at around 6:00PM of same date, rescued the victim and arrested Rico Enario. According to reports, Rico is also a suspect of a robbery incident that transpired in Barangay Salvador, Gutalac town on November 14, 2012, based on the case filed at RTC9, Branch 28, Liloy, municipality docketed under Criminal Case Number L-002056 for Robbery dated November 19, 2012, and detained at Salug District Jail for two years and seven months, only temporarily released on June 10, 2015 after putting up a bail bond. Said suspect is now detained at Gutalac MPS for proper disposition.

Salug, Zamboanga Del Norte - A commotion transpired at the Salug Public Market at about 3:10 PM on September 10, 2015.

Responding team from Salug MPS caught the two persons involved in a fistfight namely - Romeo Banlat y Mangubat, 39, and his brother Fernando Banlat y Mangubat, 44, both residents of Brgy. Poblacion. The two troublemakers were arrested by the responding team and placed them in detention for filing of case in court. On September 11, 2015, a case of Alarm and Scandal was filed against the two suspects docketed in Criminal Case Number 3646 before the Provincial Prosecutor in Sindangan municipality with bail bond amounting to Php 2,000.00 each. The two suspects are still detained at Salug MPS detention cell.

This led to the arrest of James Licpao y Santiago, 46, resident of aforementioned place, by virtue of warrant for Attempted Murder docketed under Criminal Case No. 19914 issued by Presiding Judge Cherry Joy C. Concha-Ageas of RTC, 9th Judicial Region, Branch 10 Dipolog City dated August 28, 2015, with a recommended bail bond amounting to ₱120,000.00. Arrested suspect is temporarily detained at Dapitan CPS for proper disposition.

Zamboanga del Norte - Elements of Leon Postigo MPS conducted a manhunt operation in Brgy. Murob, Leon B. Postigo at about 10:30 AM on September 9, 2015. This resulted in the arrest of Roel Anticpo y Altac alias “Karen Jay”, 23, resident of abovementioned place. Manukan, Zamboanga Del Norte - A 34-year old man listed as no. 3 in the illegal drugs watch list of Manukan MPS was arrested during drug buy-bust operation in Sitio Sta. Cruz, Don Jose Aguirre, Barangay San Antonio at about 10:45 PM on September 6, 2015.

Police Inspector Jimmy T. Abrasaldo, Manukan police chief, identified the arrested man as Joseph Aquino Demoser a.k.a. “Puti”, a farmer and resident of said barangay. Confiscated from him were two sachets of suspected shabu, a kitchen knife, various drug paraphernalia, Php 500.00 marked money, and two mobile phones. Said operation was witnessed by Arjie C. Cerna - media representative, and Barangay Chairman Virgilio T. Usad. Arrested suspect is now temporarily detained at Manukan MPS while the confiscated items were deposited at same police station for proper disposition.

Zamboanga City - Members of Zamboanga Police Station 7 SAIDSOTG conducted a buy-bust operation at Feliciano Drive, Barangay San Roque at about 1:54 PM of September 07, 2015. This resulted in the arrest of two suspects namely - Hazel Patoh Gumamay, 26, and Joven Jaime Alamillo, 34, both residents of said Barangay. Recovered from them were four sachets of suspected shabu, several drug paraphernalia, one bolo, and marked money. Suspects are presently detained at said station for filing of appropriate charges in court.

Zamboanga City - Intelligence Section/SAIDSOTG personnel of ZCPS11 conducted a buy-bust operation along Nuñez Extension, Camino Nuevo at about 1:20 AM on September 8, 2015. This resulted in the arrest of Bernardo Morelos y Manalang a.k.a “Bong Bong”, 43, resident of Canelar Presa. Confiscated from him were two sachets of suspected shabu, drug paraphernalia and marked money. Suspect is presently detained at said station for filing of appropriate charges in court.

Roxas, Zamboanga Del Norte - Operatives of Roxas MPS, together with Zamboanga Del Norte-PDEA conducted a buy-bust operation at a Billiard Hall located in Barangay Nabilid at about 4:00 PM of September 6, 2015. The operation resulted in the arrest of a drug suspect identified as Starlito Nazareno Despi, 31, resident of Purok Mauswagon, Barangay Dohinob, this municipality. Confiscated from him were three sachets of suspected shabu, wherein one of the sachets has an estimated street value of Php 500.00 while the other two have an estimated value of Php 400.00. Other items recovered include Php 400.00 marked money, several drug paraphernalia, and a cellular phone. Suspect is now temporarily detained at Roxas MPS for proper disposition while the confiscated items were deposited at same police station for court exhibit in future hearings.

Tungawan, Zamboanga Sibugay - Elements of Tungawan MPS conducted an operation in Barangay Masao at about 3:50 PM on September 7, 2015. This resulted in the arrest of suspect Norris Dagalea y Miranda, 31, and Benhar Baluan y Samson, 20, years old, both residents of Barangay Libertad, this municipality. Confiscated from their possession were various shabu paraphernalia, including ten discarded used aluminum foils. Suspects were arrested for violation of section 12 and 15 of RA 9165. Their companion identified only as “Alkim’ escaped the grasp of the authorities. The two arrested persons are now temporary detained at Tungawan MPS pending the filling of cases in court, while the confiscated items were submitted to Zamboanga Sibugay PPO Crime Laboratory Office for examination.

Suspected abductor nabbed in Zambo Norte

Police have arrested a man after he was accused of abducting his live-in partner at a hospital in Liloy town in Zamboanga del Norte Province.

Arrested was identified as Rico Enario y Sabillon, 31 yrs. old, resident of Barangay Caracol, Salug.

Police Inspector Dahlan Samuddin, spokesperson for the Police Regional Office 9, said Enario was arrested by elements of Gutalac town police.

He said the suspect was accused of abducting his live-in partner identified as Haide Campasas y Agraviador, 28, at Liloy Integrated Hospital, Liloy, Zamboanga Del Norte at about 1:35 a.m. of September 11, 2015.

Compasas, single mother, also a resident of Barangay Caracol, Salug, was attending his grandmother at the said hospital who was confined thereat, when the cousin of the suspect named Eljohn Enario arrived and have conversation with the victim.

"However, because of the victim’s trust, she went outside the hospital with Eljhon Enario but when they were outside, they rode on a single motorcycle driven by another cousin of the suspect named Alex Enario," said Samuddin. "A few distances from the hospital, the suspect riding his single motorcycle blocked them and forcibly took the victim."

According to Samuddin, at around 12:00 noon of same date, the victim contacted her mother through cellphone call informing that she was at the house of the suspect’s parents at Sitio Manganese, Barangay Canupong, Gutalac, and asked assistance for her recovery.

The elements of Gutalac police station immediately proceeded to the aforementioned place and at around 6:00 p.m. of same date, and they recovered the victim and arrested the suspect Rico Enario.

Enario was reportedly a suspect of robbery incident that transpired in Barangay Salvador, Gutalac, on November 14, 2012, facing a case filed at RTC9, Branch 28, Liloy, Zamboanga Del Norte docketed in Criminal Case Number L-002056 for robbery dated November 19, 2012.

He was also detained at Salug District Jail for two years and seven months and had been temporarily released on June 10, 2015 after putting bail bond. He is now temporarily detained at Gutalac MPS for proper disposition.

ZCPS7 No. 7 Most Wanted Arrested; Estafa Suspect Cornered

Zamboanga City - A man ranked no. 7 in the list of Most Wanted Persons under the jurisdiction of Zamboanga City Police Station 7 was arrested in Alvarez Drive, Barangay Mampang at about 8:00 AM on September 7, 2015.

Intelligence operatives of ZCPS7 identified the man as Ivan Buenaventura y Cabato, 28, resident of said barangay. Suspect was arrested based on the warrant of arrest under Criminal Case Nos. 30921 and 30920 for violation of Sec. 11 & 12 of RA 9165 issued by Judge Eric D. Elumba of RTC Branch 13, this city, dated July 6, 2015, with a recommended bail band in the amount of Php 40,000.00 and Php 200,000.00 respectively. He is now under the custody of said police station.

Dapitan City , Zamboanga del Norte - Task Force Manhunt of Dapitan City Police Station arrested a 26-year old female during a manhunt operation in Barangay Sta. Cruz at about 9:20 AM on September 7, 2015. Suspect identified as Eureka Estrao y Omaguing, 26, resident of Barangay Estaka, Dipolog City, was arrested by virtue of warrant for Estafa docketed under Criminal Case No. 17802 issued by Presiding Judge Alnaiza T. Hassiman of MTCC, 9th Judicial Region, Dapitan City dated September 3, 2015 with recommended bail bond amounting to Php 4,000.00. Suspect is now temporarily detained at Dapitan City Police Station for proper disposition.

Female kagawad dead, hubby hurt in Dipolog City gun attack

A female barangay kagawad of Dapitan City, Zamboanga del Norte was killed while her husband was slightly wounded in a gun attack at Purok Kawayan, Barangay Liyang, Dapitan City last Monday night.

Killed was Riza Sagario Gablines, 46, barangay councilwoman of Sicayab, Bucana, Dapitan. Wounded was Marlon Ang Gablines, 48.

Riza sustained bullet wounds in the body and was declared dead on arrival at the hospital while her husband sustained slight wound due to a broken glass of the windshield.

A police report disclosed that the couple came from their market stall at the Central Barangay Public Market in Dipolog City, aboard a blue Mitsubishi Strada driven by Marlon. Upon reaching Barangay Liyang, in Dapitan City, they noticed two persons riding tandem on a motorcycle tailing them.

When they arrived at Purok Kawayan, the two men overtook and the backrider opened fire at them.

Police said that after the incident, the gunmen sped away while Marlon drove the vehicle to the house of the Liyang barangay chairman to seek for assistance. Afterwwards, they were rushed to the North Maternity Hospital in Turno, Dipolog City for treatment, but Riza was declared dead on arrival.

DSWD: 4Ps beneficiaries owe nothing to politicians

ZAMBOANGA CITY, Sept. 10 (PNA) -– The Department of Social Welfare and Development (DSWD) has reminded the Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries not to be cowed by politicians who threaten to delist them if they will not support their candidacy.

DSWD Regional Director Zenaida Arrevalo issued the reminders on Thursday as the political season nears and some politicians might intimidate beneficiaries of 4Ps for their personal interest.

Arrevalo said they will distribute information materials telling 4Ps beneficiaries “that you don’t owe it to the politicians” being a beneficiary of the program.

She said the beneficiaries are part of the program because they deserve and complied with the requirements that entitle them to receive the benefits under the 4Ps.

The requirements of the program included the following: pre-natal for those pregnant women-beneficiaries; the children must be vaccinated; the children must attend classes; and, to attend the family development session conducted by the DSWD.

Arrevalo said the only agency that can delist them from the program is the DSWD and “not the politicians or local government unit or anybody else.”

“As long as you (beneficiaries) do your responsibilities, they cannot be delisted from the program,” she said.

There are 279,000 4Ps beneficiaries in the entire region.

The Zamboanga del Norte provincial government has received allocation from the national government for the construction of 600 kilometers of farm-to-market roads.

Gov. Roberto Y. Uy disclosed las week that the 600 kilometers of farm to market roads will be constructed in the different municipalities.

Uy said if completed, the 600 kilometers of farm to market roads will benefit the farmers and will ensure food security.

“Concrete road is very important to people most especially to our farmers. Maayo man giyod nga semento ang dalan kay ang mga farmers dili maglisod pagtravel og pagdala sa ila nga mga produkto sa market og dili mabun-og ila produkto. Kay pag bun-og ila produkto pag-abot sa market. Barato na lang kini og lugi sila sa ilang kahago,” Uy explained.

He added that the national road concreting from Dipolog City to Pagadian City is near completion.

It is now very easy to travel from Dipolog City to Pagadian City. Travel time will only be about two hours. In fact there is a daily regular Rural Bus servicing the Dipolog City-Pagadian City route.

Police Regional Office -9 Deputy Regional Director for Administration Chief Supt. Ramon M. Ochotorena told Uy during his exit courtesy call on the governor that the bridge connecting the municipality of Dumingag in Zamboanga del Sur to the municipality of Siayan, Zamboanga del Norte, is now for completion, according to Dumingag Mayor Nanciancino M. Pacaliuga Jr. during their meeting recently.

Ochotorena informed Uy that the concrete road is very important for the government forces to enforce the law because they can move fast and travel easily when bad incidents arise in the area.

Drug Dealer Busted in Sindangan, Another Drug Shipment Intercepted

Sindangan, Zamboanga Del Norte - Operatives of Sindangan MPS conducted a buy-bust operation in Brgy. Poblacion in front of Mercury Drug Store at about 11:05 AM on September 1, 2015.

This resulted in the arrest of Ranilo Espinosa y Gomez, 33, resident of Calatunan, Sindangan. He was caught for selling suspected shabu to a poseur buyer. Confiscated from him were four sachets of suspected shabu, a small sachet of shabu as buy-bust evidence, several drug paraphernalia, Php 500.00 marked money, a cellular phone, and an STX Yamaha motorcycle with side car, bearing plate number JY 2380. Documentation of confiscated items was done in the presence of the local media practitioner Ma. Cecilia Dandan, DOJ Representative Floriza Bueno, and Brgy Councilor Armando A. Taguranao of aforementioned place. The suspect is temporarily detained at said police station for further investigation and filing of case.

Further interrogation conducted by elements of Sindangan MPS on the suspect revealed that another shipment of shabu worth Php 5,000.00 from an alias “Hongco” of Zamboanga City, will be transported utilizing a Rural Transit Bus with body number 10219 from Zamboanga City bound for Dipolog City. At about 2:00 PM of same date, same operatives immediately searched the said bus at a stopover in Sindangan Integrated Bus Terminal. The team recovered a sachet containing white crystalline granules believed to be shabu placed inside a small box along with several pieces of Hi-Ho Crunchy Cracker Nuts. The search was conducted in the presence of the bus driver and personnel of Rural Transit Bus Incorporated. All confiscated seized items were deposited at said police station for proper disposition.

Ex-soldier killed by Zambo RIT gunmen

A former Army soldier was shot dead by two unidentified riding-in-tandem suspects the other day in Zamboanga del Norte.

The victim was identified as Aristotle Andus Gallo, 41, male, widow, of Bgy. Mandih, Sindangan town.

Reports said the incident occurred at around 8 p.m. in front of the victim’s house.

Initial investigation showed the victim was standing in front of their house when the two suspects appeared and shot him repeatedly.

The victim was rushed to Sindangan District Hospital but died while undergoing treatment from multiple gunshot wounds in the body while the suspects fled.

Recovered at the crime scene were four empty shells for caliber 5.56mm pistol.

Authorities are conducting follow-up investigation to determine the motive behind the killing and to arrest the suspects as soon as possible.

Sahidaini – Labason Police Chief, stated that the suspect identified as Julymar Lumacad, 21, a local resident, was arrested by virtue of warrant docketed under Criminal Case No. l-2342 for Frustrated Murder issued by Presiding Judge Oscar D. Tomarong of Regional Trial Court, 9th Judicial Region, Branch 28, Liloy, ZDN with a recommended bail bond amounting to Php 200,000.00 for his temporary liberty. Suspect is now temporarily detained at Labason MPS for proper disposition.

Sergio Osmeña, Zamboanga Del Norte - A barangay chairman was arrested for estafa in Barangay Poblacion, Alto at about 9:15 AM on September 1, 2015. Sergio Osmeña MPS identified the arrested person as Janny Anoy y Balas, 43, years old, incumbent chairman of Barangay Bagumbayan. He was arrested by virtue of warrant docketed under Criminal Case number 19877 issued by Presiding Judge Ric S. Bastasa of Regional Trial Court (RTC) 9th Judicial Region Branch 8, Dipolog City with recommended bail bond amounting to Php 20,000.00. Arrested person is temporarily detained at Sergio Osmeña MPS for proper disposition.

Katipunan, Zamboanga Del Norte - A man was arrested by Katipunan Police Station in Barangay Uno at about 7:00 AM on September 1, 2015. Arrested person identified as Vicente Boca Jr., 30, resident of Barangay Nanginan was arrested based on the warrant of arrest issued by Presiding Judge Alnaiza T. Hassiman, 9th Judicial Region, 5th MCTC Katipunan-Sergio Osmena, for Violation of Qualified Trespass to Dwelling docketed under Criminal Case No. 021-11(k). Subject is convicted with a sentence imposed upon him to suffer imprisonment of four months with a penalty of arresto mayor and fine of Php 200.00. Arrested person is detained at Katipunan MPS for proper disposition.

Piñan MPS identified the arrested person as Narciso Sagan y Adlag, 36, resident of Barangay Upper Gumay. Suspect was apprehended by virtue of arrest warrant for Qualified Theft docketed under CC Nos. 19896, 19897, and 19898 issued by Presiding Judge Jose Rene G. Mindanao business leaders support President Aquino’s peace efforts

DIPOLOG CITY, Zamboanga del Norte, Sept. 5 (PNA) – The Mindanao business leaders have expressed full support to the southern Philippines’ peace efforts of President Benigno Simeon Aquino III.

The support was made through a resolution “expressing Mindanaoans full support to government’s effort towards the realization of lasting peace, economic prosperity and security in the region.”

The resolution was adopted during the two-day 24th Mindanao Business Conference (MinBizCon) from Sept. 2 to 3 held in this city that saw the participation of the business leaders from all over Mindanao.

The officials of the Philippine Chamber of Commerce and Industry (PCCI) here in Mindanao said they saw the peace process as one of the vital factors that would help Mindanao as it tried to position itself in the ASEAN economic integration this year.

Edwin Capili, chairman of the local chamber of commerce and industry, said the administration of President Aquino had gained strides in the bringing an end to the Moro insurgency problem that is the beseting the region for decades.

President Aquino, upon his assumption into office, laid down the ground works on how to address the Bangsamoro struggle here in Mindanao.

The President, after more than four years in office, signed a peace deal with the Moro Islamic Liberation Front (MILF) to bring political empowerment to the Bangsamoro people here in Mindanao.

A bill--proposed Bangsamoro Basic Law (BBL)--to legalize the implementation of the Comprehensive Agreement on the Bangsamoro (CAB) has been submitted to Congress for deliberation.

The BBL aims to create a new political entity that will replace the existing Autonomous Region in Muslim Mindanao (ARMM).

Cielito Habito, former National Economic Development Authority (NEDA) director-general, highlighted the need to pass the BBL to establish requisite peace here in Mindanao in his talk to the businessmen during the 24th MinBizCon.

“There is a huge investment opportunities in Mindanao, but we have to get that Bangsamoro government in place. The BBL or whatever version it takes, will unleash so much more investment opportunities in Mindanao especially the untapped Muslim Mindanao,” Habito told the businessmen.

“Mindanao is very well positioned already because ASEAN is an Islamic market,” Habito said in a press conference after his talk to the businessmen.

“Maaring hindi natin nare-realize na kahit minority ang Muslim sa Pilipinas at even in Mindanao, ang majority ng population ng ASEAN ay Muslim. So the opportunities for serving the ASEAN market which is an Islamic market can be best tapped by Mindanao, especially the Mindanao Muslim areas, yung Halal industries. So ang laki ng opportunity for Mindanao for the ASEAN economic community simply because it is an Islamic market,” he added.

President Adviser on the Peace Process Sec. Teresita Delez said during the 24th MinBizCon that there was a need “to continually work towards the intertwined goals of peace and progress” in order for Mindanao to have an advantage position in the ASEAN integration.

“If we are to win the ASEAN, if we are to gain the global market, then we will need to build peace and progress, to do this, we will have to remain united and we will have to work with all hands on deck so that the government can successfully bring its comprehensive efforts to find peace in cooperation with the business sector,” Deles said.

Zamboanga Norte police gets new patrol cars

THE Philippine National Police (PNP) have released 25 units of patrol cars to the province of Zamboanga del Norte.

Mindanao Development Authority Secretary Lualhati Antonino on Thursday led the distribution of the patrol cars to the mayors and police chiefs of 25 municipalities of Zamboanga del Norte.

Zamboanga del Norte Governor Roberto Uy said the new patrol cars will boost the capability of the police in terms of mobility.

Zamboanga del Norte receives Seal of Good Local Governance award

DIPOLOG CITY, Zamboanga del Norte, Sept. 3 (PNA) -– The Department of Interior and Local Government (DILG) has awarded the Seal of Good Local Governance (SGLG) to the provincial government for excellence in governance.

DILG Secretary Manuel Roxas II personally handed over the award to Gov. Roberto Uy on Thursday in a separate program during the three-day 24th Mindanao Business Conference (MinBizCon).

The awarding ceremony was held after Roxas keynoted the 24th MinBizCon that saw the participation of the business leaders from Mindanao as well as from the other parts of the country.

As an awardee, the provincial government also received PHP14 million Performance Challenge Fund (PCF).

The PCF is a financial incentive given to qualified local government units (LGUs) to jumpstart development initiatives that are aligned with the national government’s programs for the attainment of the Millennium Development Goals (MDGs), tourism and local economic development, disaster risk reduction and management and solid waste management.

Roxas said that the provincial government is among the 20 provinces in the country that received the award. There are 81 provinces in the entire country.

He said the provincial government raised the bar in good governance by maintaining transparency while providing better services to the people, encouraging investment from the business sector and contributing to the inclusive growth in the region.

Uy said they received the award since all of the transactions of the provincial government are transparent.

“We spent money according to the basic needs of the people,” Uy told Philippines News Agency in an interview after the awarding ceremony.

The SGLG award is given to LGUs that demonstrate excellence in keeping peace and order, safeguarding the integrity of the environment, and ensuring investment and employment by means of a competitive yet business-friendly LGU.

The award originated from the Seal of Good Housekeeping program, which was established by the late DILG Sec. Jesse Robredo in 2010.

24th MinBizCon reels off in Dipolog City

DIPOLOG CITY, Zamboanga del Norte, Sept. 2 (PNA) -– The city government sees the holding of the Mindanao Business Conference (MinBizCon) as a special opportunity to showcase the local products and other investment opportunities.

Mayor Evelyn Uy made this declaration Wednesday as the three-day 24th MinBizCon opened here, gathering business leaders and stakeholders from the different parts of Mindanao as well as from other parts of the country.

“I consider the holding of the conference in our city as a special opportunity for us to showcase what we can offer you in terms of trade, investment and tourism,” Uy said.

Uy said this city is a small place in terms of sheer size “but our people have big dreams”, citing they envisioned to become the center of outdoor sports of the south by year 2020.

She said they have undertaken improvement projects to make their dreams as trade, investment and tourism hub a reality.

These included the upgrading of the airport terminal “which we hope to become operational very soon” as well as the opening of the seaport that further boost accessibility and “has provided our people and goods direct connectivity to Cebu.”

This year’s 24th MinBizCon is the second to be held in this city. The first was in 2008.

“Those who were here before or who were able to visit a few years ago can attest to the rapid growth of our city in terms of local economic development, better public infrastructures, more and better hotels options, more places to see and more things to do and experience,” Uy added.

Dipolog City hosts 24th Mindanao Business Conference

DIPOLOG CITY, Zamboanga del Norte, Sept. 1 (PNA) -– The three-day 24th Mindanao Business Conference (MinBizCon), the biggest annual gathering of businessmen, government and other stakeholders here in the Southern Philippines, will kick off Wednesday in this city.

Atty. Paul Gudmalin, president of the local chamber of commerce and industry, said the 24th MinBizCon which is scheduled from September 2 to 4, will highlight discussions to further boost Mindanao’s competitiveness as the integrated ASEAN economic community, which is set to be launched this year.

Gudmalin, who is the co-director of this year’s MinBizCon, said they expected to surpass the number of conference delegates when this city first hosted the event in 2008.

“We are all set to receive all delegates coming from all over Mindanao, Manila and other regions of the country as the entire city has prepared to showcase the best of Dipolog and Mindanao,” Gudmalin said.

The MinBizCon is the platform of the Mindanao business community to discuss issues and concerns which are effectively captured and integrated into what is called the “Mindanao Business Policy Agenda,” a set of policy resolutions submitted to the national government for appropriate action.

“The holding of this conference is very important since we are discussing key issues timed on the ASEAN integration,” said Edwin Capili, chair of the local chamber of commerce and conference co-chairperson.

Department of Interior and Local Government (DILG) Sec. Manuel Roxas II is this year’s MinBizCon guest of honor. He will address the conference on the closing day.

Office of the Presidential Adviser on the Peace Process (OPAPP) Sec. Teresita Quintos-Deles will present issues and concerns about the ongoing Mindanao peace process.

The MinBizCon is likewise an opportunity for the local governments and the business community to package the area as an ideal investment and tourism destination in Mindanao.

This year’s MinBizCon is anchored on the theme “Winning the ASEAN, Gaining the Global Market.”

The three-day event will also highlight the business and investment opportunities in the host area together with the tourist attractions of this city being part of the regional tourism center of the region.

This city is also known as the Bottled Sardines capital of the country.
