Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

2 Wanted Persons Cuffed in Liloy, Rizal

Elements of Rizal MPS arrested one Francisco Sebua y Calimutan, 36, habal-habal driver residing in North Mapang, Rizal, Zamboanga Del Norte at about 8:30 AM on December 5, 2016.

This is by virtue of warrant of arrest for Slight Physical Injuries docketed in Criminal Case No. 2865-R dated October 14, 2016 issued by Judge Vittorio Dante D. Dalman of MCTC Rizal-Sibutad with bail bond amounting to Php 2,000.00. Subject person is now detained at Rizal MPS for proper disposition.

Elements of Liloy MPS arrested suspect Arlin Pacaro Maquipotin, 37, resident of Barangay Lamao, Liloy, Zamboanga Del Norte at around 5:30PM on December 5, 2016. This is by virtue of warrant of arrest for Grave Oral Defamation docketed under CC No. 2966 issued by Judge Kathia C. Adasa-Santiago of MCTC Liloy-Tampilisan 9th Judicial Region Liloy, ZDN dated December 2, 2016 with a recommended bail bond amounting to Php 6,000.00. Said person is temporarily detained at Liloy MPS for proper disposition.

Stabbing Perpetrator in Dipolog Nabbed by Tourist Police

A tourist police turned-over to Dipolog CPS the suspect named Alvin Looc Asentista, 19, from Lower Disakan, Manukan, Zamboanga Del Norte temporarily residing in Purok Morning Star, Olingan, Dipolog City, Zamboanga Del Norte at about 2:00 AM on December 3, 2016.

Subject person is a suspect in the stabbing of victim Marian Grace Rubio Labis alias “Melmar” / “Pao-Pao”, 19, resident of Purok Ramon Magsaysay, Kagatan Road, Miputak, Dipolog City, Zamboanga Del Norte. The stabbing incident happened at around 1:20 AM on December 3, 2016 outside Fatcat Resto Bar located at Gen Luna St. corner Magsaysay St., Miputak Dipolog City, Zamboanga Del Norte. The victim was rushed to the hospital for treatment. The suspect was arrested in Arellano St., Miputak, Dipolog City and is detained at Dipolog CPS pending the filing of appropriate charges in court.

Policeman faces dismissal for indiscriminate firing

A policeman assigned in Mindanao is facing dismissal from service after he was tagged as behind one of the three stray bullet incidents that were monitored by the Philippine National Police (PNP).

During a press briefing in Camp Crame, PNP chief Director General Ronald Dela Rosa identified the controversial policeman as PO1 Arthur Malayo who is now undergoing summary dismissal proceedings after his arrest in Zamboanga del Norte.

Malayo, 32, was collared after firing his gun in Barangay Buenasuerte in Mutia town of Zamboanga del Norte on the morning of Christmas Day. Fortunately, no one was hit by the bullet he had fired.

The retired policeman was identified as Wilfredo Duenas, of Barangay San Quitin, Rizal town in Kalinga.

Also arrested for the same offense were Dominador Tugarino, Sr., of Balungao, Pangasinan; Elmo Refuerzo, 42, Vigan City; Mariano Jimenez, 48, Bayambang, Pangasinan; and, Julius Olimpo, of Legazpi City.

Meantime, PNP records reveal three stray bullet victims who were identified as Alan Gore Cagadas, 48 years old who was hit while having a drinking session with his friends in Cebu, Philip Estrella Roncales, 56 who was hit near his house in Mandaue City and Alex Cabangal, 50 of General Santos City.

“The criminal act of indiscriminate firing of guns by persons in authority is the height of arrogance and indiscipline that has no place in the police service,” said dela Rosa. “I hope it is already the last time we are seeing these incidents of indiscriminate firing of guns and stray bullet casualties until the rest of the entire holiday season.”

Earlier, dela Rosa ordered a stop on the practice of taping the muzzle of the barrel of the guns of policemen which is being done as a symbolic warning to authorities against indiscriminate firing.

“As Chief of the PNP, I feel I no longer need to warn or remind PNP personnel from firing their guns indiscriminately because each and every PNP member is assumed to be discerning of how to properly conduct himself whether on or off duty,” added dela Rosa.

“On the otherhand, every PNP member is duty bound to take swift and decisive police action against any person who shall violate the law, more so if the offender is a fellow police officer,” he added.

Dela Rosa also laid down the policy to force policemen to work to prevent stray bullet casualties, placing the brunt on commanders starting from chiefs of police.

“If someone dies of stray bullet, the perpetrator should be arrested within 24 hours. Otherwise, you will explain what happened,” said dela Rosa.

If two chiefs of police of a province are relieved for stray bullet incidents, dela Rosa said the provincial director will automatically be sacked from his post.

“This goes here in Metro Manila. If two station commanders are relieved, then the District Director will be relieved,” he said.

No. 3 Guipos Most Wanted Nabbed for Murder; 6 Other Wanted Persons Captured

Combined personnel of Guipos MPS and DMUPS II of Zamboanga City Police Office served an arrest warrant in Telecom Drive, Barangay Talon-Talon, Zamboanga City on December 1, 2016 at about 7:20 PM. The operation resulted in the arrest of Lucillier Rubia y Maribao 36, resident of Purok 7, Barangay Baguitan, Guipos, Zamboanga del Sur, the No. 3 Most Wanted Person in Guipos, Zamboanga del Sur.

The accused was arrested by virtue of warrant for murder docketed under Criminal Case Number 5669-21-2k dated June 29, 2001 issued by Acting Presiding Judge Rolando L. Goan of Regional Trial Court, Branch 20, Pagadian City with no bail bond recommended. Subject person is now temporarily detained at Zamboanga CPS while awaiting court disposition.

Elements of Tukuran MPS conducted a manhunt operation in Purok Kamanggahan, Barangay Curvada, Tukuran, Zamboanga Del Sur at about 7:00 AM on December 1, 2016. This resulted in the arrest of Marwin Colinares Olivar, 29, resident of Purok Hyrons, Barangay Panduma Sr, of this municipa. This is by virtue of warrant of arrest for physical injuries in relation to RA 9262 docketed under under CC No. 12902-2k16 issued by Presiding Judge Benjamin R. Lanzaderas of RTC, Branch 22, Pagadian City dated June 20, 2016 with bail bond recommended fixed at Php 60,000.00. Arrested subject person is presently detained at Tukuran MPS for proper disposition.

Personnel of Tabina MPS held a manhunt operation in Barangay Baya-Baya, Tabina, Zamboanga Del Sur at about 12:00 PM on December 1, 2016. This resulted in the arrest of Jaimelenton Maco Joyel, 46, a farmer residing in said barangay. Said person was arrested by virtue of warrant for grave threats filed under Criminal Case Number 16-2236-t issued by Presiding Judge Johnabel H. Tabunda of 7th MCTC of Dimataling, Tabina and Pitogo with a recommended bail bond of Php 3,000.00. The arrested subject person is presently detained at Tabina MPS for proper disposition.

Combined operatives of RT Lim MPS and Zamboanga Sibugay Public Safety Company conducted a manhunt operation in Purok Mangga, Barangay Balansag, RT Lim, Zamboanga SIbugay at about 8:00 AM on December 1, 2016. This resulted in the arrest of Roger Amorin y Maglangit, 33, resident of above-mentioned place. The arrest was made by virtue of warrant for murder issued docketed under Criminal Case Number i-5236 issued by Acting Presiding Judge Josefino P Bael of RTC, 9th Judicial Region, Branch 24th, Ipil dated April 22, 2013 with no bail bond recommended. Through intelligence-driven operation of the concerned units, the accused was monitored at said place and was eventually arrested. Arrested person is now under the custody of RT Lim MPS for documentation and further disposition prior his turn-over to the court.

A farmer was arrested following a manhunt operation conducted by operatives of Siay MPS in Barangay Sibuguey, Siay, Zamboanga Sibugay at 9:56 in the evening of December 1, 2016. Siay MPS identified the suspect as Felicito Siega Patubo, 49, farmer and resident of Barangay Guintolan, Payao, Zamboanga Sibugay. This is by virtue of a warrant for grave threats docketed under Criminal Case Number 7864-s issued by Presiding Judge Gino Jovito C. Aranas of 3rd Municipal Circuit Trial Court, Kabasalan-Siay in Kabasalan this province, dated November 11, 2016 with a recommended bail bond fixed at Php 12,000.00. Subject arrested person was immediately brought to Siay MPS for documentation and proper disposition.

Cueshe pop rock band to perform in Dapitan City’s ‘Handuraw Festival’

DAPITAN CITY, Zamboanga del Norte, Dec. 27 (PNA) -- The Cueshe pop rock band is holding a concert to spice up the three-day Handuraw Festival in this city.

City Tourism Officer Apple Marie Agolong said the concert is scheduled to be held at the cultural and sports center on Thursday, December 29, the second day of the Handuraw Festival.

Cueshe is a Filipino pop rock band from Cebu City and is currently based on Manila.

Agolong said local talents like Zachary Agolong, Alcher Manogura, Iza Amilasan, Trisha Ang, and Arnold Dulalas would join Cueshe as front acts during the concert.

Residents of this city and or nearby areas have been invited to witness the concert, which is part of the Handuraw Festival held annually from December 28 to 30.

The festival merges historical, cultural, social and economic elements related to the life of the country’s national hero, Dr. Jose Rizal, in this city.

“Handuraw”, a Cebuano term which means flashback or recommitment to memory, is being held annually not only to commemorate Rizal’s death but also to promote this city and its booming tourism industry.

THE police launched intelligence operations to unmask two men riding on a motorcycle behind the botched grenade attack at a police station in Zamboanga del Norte. Zamboanga del Norte Police Director Edwin Wagan said the incident occurred around 6:40 p.m. Wednesday at the police station of Sirawai town.

Wagan said two unidentified men riding on a motorcycle passed in front of the police station and tossed a hand grenade and sped off to unknown direction.

Wagan said no one was either killed or wounded since the grenade failed to explode.

Head of Sirawai police Chief Inspector Malahay said they are conducting a thorough probe over the incident in a bid to unmask the suspects’ identities.

He said they have coordinated with the military unit based in Sirawai for the conduct of a joint intelligence monitoring in tracking down the suspects.

Drug Suspect Killed When He Fought with Salug Cops; 5 Other Pushers Captured

A drug suspect was killed he when he resisted the arresting SAIDSOTG personnel of Salug MPS and PDEA during a drug buy-bust operation at the vicinity of Salug Public Market in Brgy. Poblacion, Salug, Zamboanga Del Norte at about 9:10 PM on November 28, 2016.

Said individual was identified as Alsarip Maani y Hapsan alias “Al-Al”, 21, resident of Barangay Mucas, Salug. The suspect was shot by the raiding team which resulted in his instantaneous death after he pulled out his firearm and attempted to fire towards the arresting officers. Recovered from the suspect were a Springfield caliber .38 revolver without serial number loaded with six rounds of ammo, a sachet of suspected shabu, a red wave alpha 110 motorcycle without plate number with chassis number KO9L005096 and engine number K09L0E050585, cash, marked money, cellphone, and cal .45 and cal 9mm bullets. Maani was included in the drugs watch list of Salug MPS and was operating his illegal drug trade in Salug and its adjacent municipalities.

The no. 7 High Value Target drug personality was arrested by SAIDSOTG during an anti-drug buy-bust operation in Barangay Bangkerohan, Ipil, Zamboanga Sibugay at about 5:40 PM on November 28, 2016. The arrested man was identified as Kadafy Casim Anduhol, 25, resident of Purok Jupiter, of said barangay. Suspect was arrested when he sold a sachet of shabu worth Php 500.00 to a poseur buyer during the operation. Seized from him were three sachets of said substance, cash, and the marked money. Suspect is now detained at Ipil MPS for proper disposition.

The Anti-Illegal Drugs Special Operation Task Group ZCPS9 (Ayala) conducted a buy-bust operation in Purok 5a, Recodo, Zamboanga City at about 6:00 AM on November 28, 2016. This resulted in the arrest of the target identified as Paujar Andiri y Jummahari a.k.a. “Paujal”, 20, of Purok 6, Brgy. Recodo, and his companion identified as Jaihar Jimlani y Ammang, 28, from same barangay. Both subjects are in the drug watch list of said station. Confiscated from them were four small and five medium-size sachets of suspected shabu, drug paraphernalia, and the marked money used in the sting operation. Both suspects are temporarily detained at said station while appropriate criminal charges are filed before the office of the prosecutor.

A known drug pusher was arrested by combined elements of Tetuan and Culianan Police Stations, and 304th Philippine Air Force during an anti-illegal drug operation at MACS Hotel in Barangay Tetuan, Zamboanga City at around 8:35 PM on November 28, 2016. The arrested person was identified as Eduardo Abalo y Salatan, a.k.a. “Aden”, 45, resident of Don Toribio Street Tetuan. Recovered from the possession of the arrested pusher were ten sachets of alleged shabu, marked money, and cellphone. The arrested person is temporarily detained at said police station for filing of appropriate charges in court.

4 dead, 23 injured in Zambo Norte highway accident

IPIL, Zamboanga Sibugay (PNA) -- Four commuters, including a teenager, died while 23 other were wounded when the passenger jeepney they were riding fell into a roadside ditch in a remote area in nearby Zamboanga del Norte province.

Senior Supt. Edwin Wagan, Zamboanga del Norte police director, disclosed the incident took place around 7:05 a.m. Thursday in Barangay Denuyan, Siayan municipality.

Wagan identified the fatalities as the following: Nelson Deparine, 37; Arnel Arcilla, 39; Nardo Boligao, 48; and, Jayson Boligao, 17. They were rushed to the Sindangan District Hospital but were pronounced dean on arrival by doctors.

He said 10 of the 23 wounded were children. The youngest among them is a six-year old girl.

He added that the oldest among the 13 adult victims is a 57-year-old woman.

Investigation disclosed the victims were aboard a “Bongo” type vehicle driven by Jayward Ginggo, 32, traveling from Dumingag, Zamboanga del Sur to Sindangan, Zamboanga del Norte when the vehicle’s brake malfunctioned while negotiating a sharp curve.

Wagan said the vehicle crashed into a roadside hill and tumbled into the concrete canal as Ginggo lost control of the vehicle’s steering wheel.

He said some of the wounded victims suffered minor injuries while the others were hospitalized.

Undocumented Logger and Cut Trees Held in Baliguian

Baliguian MPS conducted a police operation at about 8:10 in the morning of November 27, 2016, based on the phone call from a concerned citizen that allegedly there were individuals cutting trees in a lot owned by the local government of Baliguian.

The raiding team found several Mahogany lumbers in different dimensions totaling 435 board feet with an estimated value worth of Php 5,235.00. Upon verification on a certain Roger Mabida y Omboy, 60, resident of Barangay Lituban, Siocon, who acted as contractor, he failed to present pertinent documents for the legitimacy of the operation and without proper authority from the LGU. Confiscated lumber and a chain saw which was used in cutting the trees were turned-over to the office of DENR in Siocon. The suspect is now detained in Baliguian MPS while appropriate case is filed in court.

Abandoned Lumbers Seized in Sirawai

Elements of Sirawai MPS conducted a police operation at about 1:20 PM on November 23, 2016 regarding a tip-off on the presence of abandoned lumbers in Barangay Balubuan, Siawai, Zamboanga Del Norte.

The raiding team recovered eleven flitches of 1 X 12 X 12 of Lauaan (132 boardfeet) and thirteen fliches of 1 1/2 X 6 X 14 of yakal (136.5 boardfeet). Said lumbers were brought to Sirawai MPS and turned-over to the Sirawai Municipal Environment and Natural Resources Officer for proper disposition.

Former Coast Guard Personnel, 5 Others Arrested for Illegal Drugs

Anti-illegal drugs operatives of Dapitan City Police Station held a drug buy-bust operation in Barangay Ilaya, Dapitan City on November 24, 2016 at about 5:15 PM. This resulted in the arrest of Mike Voltaire Elopre Agustin, 35, resident of Barangay Barcelona in said city. The suspect is a former member of the Philippine Coast Guard having an AWOL status.

Confiscated from him were four sachets of suspected shabu, marked money, an undocumented STI Trojan cal .45 pistol with serial no. 370808 loaded with seven rounds of ammos,cellphone, drug paraphernalia, a black Rusi motorcycle bearing plate no. JA 29259 and ID cards. The arrested person is now detained at Dapitan CPS.

--- A drug suspect was arrested after he was caught in the act of selling shabu in Sacol Island while riding a fishing boat at about 8:00 AM on November 24, 2016. The arrested man was identified as Janang Alpha y Sangkulan, 19, resident of Barangay Sangali, Zamboanga City. Recovered from him were five sachets of alleged shabu and other drug paraphernalia. Suspect is now being detained at Culianan Police Station pending the filing of appropriate charges in court against him.

--- Anti-illegal drug operatives from Zamboanga City Police Station 11 held a buy-bust operation at BAT Compound along Gov. Camins Ave., Zamboanga City at about 1:45 PM on November 24, 2016. This resulted to the arrest of Virgilio Locquiao y Gadingan a.k.a. “Yoh”, resident of said place. Confiscated from him were sachets of suspected shabu, two cal. 38 revolvers, marked money, and drug paraphernalia. Locquiao is presently detained at said police station while waiting for the filing of appropriate charges in court.

--- Two individuals were nabbed by anti-illegal drugs operatives of Zamboanga City Police Station 11 following a buy-bust operation at Doña Maria, Barangay Tetuan, Zamboanga City at about 5:00 PM on November 24, 2016. The arrested man was identified as Asmadun Abdulsali Jr. y Lim a.k.a “Junjun”, 38, resident of abovementioned place, and Murjibor Arabani y Payan, 35, of Baliwasan Grande. Confiscated from them were several sachets of shabu, a cal. 45 pistol, and marked money. The arrested suspects are presently detained at said police station while waiting for the filing of appropriate charges in court.

--- Operatives of Manukan MPS conducted a joint buy-bust operation in Barangay Poblacion, Manukan, Zamboanga Del Norte at about 7:00 AM on November 24, 2016. This resulted in the arrest of Eric Macias Tiu, 46, resident of said place, a previous drug surrenderer categorized as a pusher by Manukan MPS. He is number 1 in the drug watch list of said MPS. Recovered from him were four sachets of shabu with an estimated street value Php 3,000.00, marked money, a cellular phone, and drug paraphernalia.

Bus falls down ravine in Zamboanga del Norte, 36 injured

ZAMBOANGA CITY, Philippines — A bus plunged 30 meters down a ravine in a remote village in Siocon town, Zamboanga del Norte on Wednesday afternoon, leaving 36 people, including its driver, injured.

Police Superintendent Rogelio Alabata, acting spokesperson of Police Regional Office 9, said the Alga Bus with plate number JVF 501 driven by Alexander Bilando, 35, fell down a cliff in sitio Sicacak, Barangay Candiz about 2:40 p.m.

Alabata said the bus came from Ipil town, Zamboanga Sibugay and was bound for Siocon town proper with 35 passengers, including a seven-month-old infant. It was going downhill when its steering locked.

Bilando, in an interview over local radio Brigada n Thursday, corroborated police findings, saying he lost control of the bus next.

“The bus fell down the side and rolled six times as we plunged [down the cliff],” Bilando.

He said at least 10 of his passengers were thrown out of the bus.

Bilando said passengers from a passing bus rescued them.

The injured victims were brought to hospitals in Siocon and in Ipil.

Man rapes 14-year-old niece, hacks brod dead

POLICE arrested a 45-year-old man for allegedly raping his 14-year-old niece and killing the latter’s father, thinking that the victim confessed to her father what he did the other day in Zamboanga del Norte.

The suspect was identified as Edgar Tabigue Bagasina, married, farmer, of Sta. Maria, Leon B. Postigo, Zamboanga del Norte.

Reports said the suspect was arrested after he stabbed his brother to death inside their father’s house at Riverside, Poblacion, Leon Postigo.

The victim was identified as Teodoro Tabi-gue Bagasina, 44, married, company worker, of Recodo, Zamboanga City.

The incident occurred at around 12:35 a.m. inside one of the rooms of the said house.

Police said the victim went to his father’s house on December 11 to visit his daughter, who was allegedly raped by his brother and slept in one of the rooms in the house.

Early morning on Dec. 13, the suspect arrived and when he learned that his brother was there, he took a bladed weapon and stabbed him while asleep.

It was learned that the suspect allegedly raped the victim’s daughter and threatened the latter that he would harm her family if someone knew of the incident.

The report said that the suspect thought that his niece already told her father about the incident so he immediately killed the latter’s father.

The suspect fled but turned over himself to police after a few hours.

Boy perishes in Dipolog City fire

A FIVE-year-old boy was charred to death in a fire incident in Dipolog City, Zamboanga del Norte Monday night, the police reported Tuesday.

Police Regional Office-Zamboanga Peninsula spokesman Rogelio Alabata identified the fatality as Eddie Rebultan Jr.

The boy perished in a fire that broke out around 6 p.m. Monday, December 12, at Purok Violeta in the village of Dicayas, Dipolog City.

Investigation showed that Rebultan’s older brother, Jeric Terrence, 7, lighted a gas lamp and placed it on the floor and left his younger brother unattended.

The victim’s mother Florida, 34, was not around during incident.

Alabata said the neighbors noticed the fire but it was already uncontrollable.

2 policemen wounded in Dapitan City fiesta disco

TWO policemen were injured in gun scuffle during a village fiesta celebration in Dapitan City, Zamboanga del Norte Monday night, the police said Tuesday, December 13.

Zamboanga del Norte Police Office Director Edwin Wagan said the incident happened around 10:30 p.m.

Monday in the village of Napo, Dapitan City.

Wagan identified the wounded policemen as Police Officer 1 (PO1) Romer Ruiz and PO2 Ronan Quizo.

Investigation showed the two policemen were detailed in Napo village to provide security during a fiesta disco at the village basketball court.

A commotion ensued during the disco, prompting Ruiz to pacify the situation, but two men - Gildo Alon and Gilbert Taruc - blocked and argued with Ruiz.

Charlie Baroy, 29, a companion of Alon and Taruc, suddenly stood up and shot Ruiz but missed, prompting Quizo to assist his buddy.

The two policemen were injured when Baroy managed to squeeze the gun's trigger when a scuffle for gun possession ensued.

He said the two policemen were rushed to a hospital for treatment while Baroy along with a female companion, Juliet Ramones, escaped towards the city proper aboard a motorcycle driven by a certain Jun Samson.

Baroy and Ramones were arrested in a pursuit operation around 3 a.m. Tuesday in Larayan village, Dapitan City.

Wagan said the police seized a loaded gun and a sachet of suspected crystal meth (shabu) from the suspects.

Enraged Armed Tanod Cuffed by Piñan Cops

Operatives of Piñan MPS arrested a man involved in a crime who was in possession of a caliber .38 revolver following a hot pursuit operation in Purok 1, Barangay Calican, Piñan, Zamboanga Del Norte at about 11:38 PM on November 22, 2016.

Said suspect was identified as Jerry Intam y Delmonte a.k.a. “Momoy”, 42, a local barangay tanod. The victim was identified as Miguilito Recla y Paradiang, 48, resident of Purok 1, Barangay Calican, Piñan. Initial investigation disclosed that at about 9:00 PM of same date, the family of the victim and his friends were having a birthday celebration outside a store when the suspect suddenly approached them. The suspect then asked about his debt and was answered by the victim’s wife. With this, the suspect got angry and left. At around 10:35 PM of same date, the suspect returned carrying a firearm and threatened those in the gathering. Responding policemen recovered from him a caliber .38 revolver loaded with six rounds of ammunition. The suspect is now detained at Piñan MPS pending the filing of appropriate case in court.

3 suspects fall in cop’s gun slay try

THREE suspects behind the slay try of a policeman were arrested during the “80th Araw ng Siocon” celebration in the province of Zamboanga del Norte, the police reported Saturday.

Chief Inspector Joseph Maulad, Siocon town police chief, identified the arrested suspects as Moner Mindoon, 28; Musid Mindoon, 22; and Rakman Mindoon, 19.

Maulad said the suspects were arrested around 9:45 p.m., Wednesday, December 7, in the village of Poblacion, Siocon, Zamboanga del Norte.

He said the suspects grabbed the service firearm and tried to shoot Police Officer 2 Mer-Shariff Hadjula, who was on covert security during the celebration of the “80th Araw ng Siocon.”

DAR - Region 9 approves conversion of over 400 hectares of land within 25-year span

ZAMBOANGA CITY (PNA) -- The Department of Agrarian Reform (DAR) announced that it has approved the conversions of 422.9676 hectares of lands from agricultural to other purposes within the 25-year period or since 1991 to this year here in Region 9.

DAR Regional Director Felix Aguhob on Thursday said that the conversion of the lands was approved after the owners complied with the requirements set by the agency.

The requirements included the following: sworn application for land use conversion; original certificate title or transfer certificate of title; certification from the Department of Environment and Natural Resources classifying the land as alienable and disposable; project feasibility study; profile of developer; and, socio-economic benefit cost study of the propose project.

The lands, Agbuhob said, are also being inspected by the Department of Agriculture and National Irrigation Administration aside from his office.

Aguhob said that of the 422.9676 hectares land converted, 235.9385 hectares are in Zamboanga Sibugay, 124.3398 hectares in Zamboanga del Sur, and 62.6893 in Zamboanga del Norte.

He said these lands were converted from agricultural either to residential, industrial, institutional, socialized housing, and commercial.

He warned that they would file charges for illegal conversion against land owners who converted their property not in conformity with the legal process set by the government.

Land conversion covering five hectares and lesser can be approved by the DAR regional director while above five hectares by the central office of the agency.

Dipolog Mayor Uy delivers his ‘State of the Children Report’

Dipolog City Mayor Darel Dexter T. Uy delivered his first State of the Children Report recently before children and students from the different schools in the city at the Zamboanga del Norte Convention and Sports Center.

“Today, I face you not only as a father to four kids but also as a father to each and every Dipolognon,” Mayor Uy stressed.

He expressed his gratitude for the continuing recognition of Dipolog as Most Child-Friendly City in Zamboanga peninsula and for being a national finalist in the Presidential Award for Child-Friendly Cities for two years already.

The city continues to receive recognition for its notable performance in fighting malnutrition in children below six years of age, wherein, for many years now, it has the lowest malnutrition rate in region 9.

Meanwhile, the young mayor started last September this year, the distribution of some 25, 000 notebooks to pupils in various schools and day care centers in support to children’s education.

He observed that there’s a steady decline in the number of cases involving children in conflict with the law (CICL).

“We attributed the decline of CICL as a positive result of various programs such as the conduct of the annual search for the Most Child-Friendly Barangays, the establishment of Violence Against Women and Children (VAWC) Desks in police stations and barangays, the Ugnayan sa Paaralan and Ugnayan sa Kababaihan at Kabataan,” Mayor Uy said.

Moreover, he announced that Day Care Centers in the city will be upgraded into Child Development Centers and the services of Children’s Drop-in Center and the Center for Children with Special Needs will be enhanced.

“It takes a whole village to raise a child. So let’s renew our commitment to do this today,” Mayor Uy concluded.

Town mayor facing multiple charges surrenders to Zambo Norte police

IPIL, Zamboanga Sibugay, Dec. 8 (PNA) -- A town mayor facing multiple charges of anti-graft and corrupt practices act and malversation of public funds voluntarily surrendered early Thursday morning to police authorities in the nearby province of Zamboanga del Norte.

Senior Supt. Edwin Wagan, Zamboanga del Norte police director, identified the mayor - surrenderer as Patchito Eguia, 56, of Katipunan municipality.

Wagan said Eguia turned himself in around 7:30 a.m. Thursday after the members of the Katipunan police and Provincial Intelligence and Detection Management Branch (PIDMB) successfully facilitated the surrender of the official.

Wagan said they facilitated the surrender of Eguia after Regional Trial Court (RTC) Branch 6 Judge Jose Rene Dondoyano of Dipolog City has issued arrest warrants against the town mayor.

The arrest warrants is for 86 counts for violation of Republic Act 3019 otherwise known as the anti-graft and corrupt practices act with PhP 2,580,000 fixed bail and for 71 counts of malversation of public funds penalized under Article 217 of the Revised Penal Code of the Philippines with PhP 2,500,000 recommended bail.

Wagan said Eguia is now in the custody of the police in Katipunan town pending his turnover to court authorities.

The charges against Eguia stemmed from his unliquidated cash advances for travel expenses the past years despite requests from the Commission on Audit.

Girl found dead in Dipolog rice field

DIPOLOG CITY – An eight-year-old girl was found dead in a rice field in Dipolog City Monday morning, police said.

The girl was identified as Nicole Salunoy.

Salunoy was staying with her grandparents in Barangay Lugdungan. They just returned home after they evacuated to a safer area in their barangay Sunday night due to rising flood waters.

"She was asked by her aunt to call her grandmother for breakfast," said Lydia Cabilin, a kin and neighbor of Salunoy.

Her family said the victim might have accidentally slipped while passing through the rice field and drowned. The floodwaters have not yet subsided at that time.

The City Disaster Risk Reduction and Management Council (CDRRMC) reminded residents to be extra careful this rainy season.

Dapitan City deputizes tricycle owners, drivers as tour guides, peacekeepers

DAPITAN CITY, Zamboanga del Norte (PNA) -- The city government, in coordination with the local police office, has deputized tricycle association members here as acting agents to help strengthen security as well as boost the tourism industry of this city.

Supt. Glenn Dulawan, local police chief, on Monday said that tricycle owners and drivers have undergone road safety and security training to assist them in monitoring and reporting all forms of criminality.

Dulawan said the new deputies would serve as force multipliers of the local police in the maintenance of law and order in this city.

Dulawan said they have also undergone tour guiding seminar to equip them with the knowledge in catering to the needs of the visitors, especially tourists, both domestic and international.

Dulawan said they have come up with the project to ensure the safety of the tourists while visiting this city.

This city is a favorite destination of tourists in the region since it is historically significant as the place where the country’s national hero, Dr. Jose Rizal, was exiled by the Spaniards for his revolutionary activities.

The famous Dakak Park and Beach Resort and the Fantasy Land, a theme park, are also among the tourist attractions of this city.

Dapitan City, which is known as the “Shrine City in the Philippines” is also becoming known as the “City of Festivals” brought about by the holding of different festivities every month.

Meanwhile, City Tourism Officer Apple Marie Agolong said preparations are underway for the “Pasko sa Nayon” where food is served for free to residents who attend the dawn mass locally known as “Misa de Gallo.”

The “Pasko sa Nayon” or the “Christmas in the Village” is a program of the city government.

7 barangays in Dipolog flooded due to non-stop rains

DIPOLOG CITY - A total of 398 families were affected by flooding in Dipolog City over the weekend.

Residents of Barangays Lugdungan, Turno, Estaka, Minaog, Dicayas, Sta. Isabel and Biasong were affected by floods brought about by non-stop rains in the city.

City Disaster Risk Reduction and Management Officer Thata Manguila said the affected areas are low lying barangays located near the river.

CDRRMO called for pre-emptive evacuation Sunday afternoon as the water continues to rise.

"We want to make sure that everyone's safe," Manguila said.

There are some individuals, however, who refused to evacuate. Residents also returned to their homes early Monday.

CDRRMO has yet to assess the amount of damage on property.

DOST making case for govt to put up a space agency

MANILA — Though space exploration has long been seen as the province of wealthy countries, the Department of Science and Technology (DOST) is making the case that space is now an economic and development imperative.

With DOST’s lobbying, two bills have now been filed both at the Senate and Congress for the creation of a Philippine Space Agency — Senator Bam Aquino’s Senate Bill 1211 and House Bill 3637 by Bohol Rep. Erico Aumentado and Zamboanga del Norte 1st District Rep. Seth Frederick Jalosjos. And just recently, Albay Rep. Joey Salceda followed suit with his own version, House Bill 4367.

DOST Sec. Fortunato dela Pena said he was convinced of the importance of having space technology and expertise due to the promise of Diwata-1, the first Filipino-built micro-satellite that was launched last January.

“When we started receiving the photos from Diwata, it became evident that it’s going to be useful for a a lot of applications,” dela Pena said. “I am not only including it as a priority area for research but will also push to set-up an agency that will be devoted to space technologies.”

As part of DOST’s push, the Philippines even hosted the Asia-Pacific Regional Space Agency Forum last November 15-18. The Philippines also signed an agreement to join 17 Asian space agencies in a micro-satellite consortium that will enable sharing of expertise and technology.

Japanese astronaut Koichi Wakata said the Philippines could benefit from having its own satellites in the same way that space expertise reinforced Japan’s disaster-resiliency program.

“In Japan we have a lot of earthquakes, a lot of hurricanes and typhoons, and with the satellite technology and astronaut’s photography, we can use this technology to warn the people to cope with the situation,” Wakata said. “And after the tsunami (in 2011), we understood the damage we had with space technology.”

Besides benefits across sectors, proponents say having our own eye in the sky will also result in substantial savings for the government as this would prevent instances of different government agencies spending millions to buy the same set of expensive satellite images, which can run up to the millions.

“The current scenario right now is different government agencies are doing their own work related to space and in some cases it amounts to duplication of work and also duplication of expenses,” Sese said. “It makes a lot of economic sense as it helps in streamlining the functions of the government and making sure the objectives are aligned together.”

According to Sese, the Philippines is currently 7th in the region in terms of the number of space assets, which shows not only the growing affordability of space but also its growing necessity. In addition, the country’s proximity to the equator also makes us an ideal launch site, with the vast Pacific Ocean in our backyard a willing catch-basin for disassembled launch parts.

But for now, a state institutionalized space program, once seen as a far-out pipe dream, will effectively be tested at the drudgery of the legislative mill.

Man Charged with Frustrated Homicide, 3 Others Arrested

A farmer was arrested by elements of Roxas MPS in Purok 2, Barangay Banbanan, Roxas, Zamboanga Del Norte at about 9:00 AM on November 15, 2016. The arrested suspect was identified as Ceferina Belvestre Vale, 75, a local resident.

She was arrested at their residence by virtue of a warrant for Malicious Mischief docketed under Criminal Case No. 1880 issued by Acting Presiding Judge Veronica C. DG-Laput, of MTC Roxas, ZDN dated November 3, 2016 with a recommended bail bond of Php 10,000.00. The accused is now temporarily detained at Roxas MPS for documentation and for proper disposition.
