Zamboanga City - Archived News

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

DPWH help sought to build P30-B Zambo impounding dam

(DWTW/PNA)

ZAMBOANGA CITY, June 12 -- First district Rep. Celso Lobregat asked Public Works Secretary Mark Villar to help finance the conduct of the PhP174-million feasibility study for the proposed multi-billion water impounding dam project in this city.

Lobregat said Monday that Villar’s approval to his request would pave the way for the national government to help fund the feasibility study of the proposed PhP30 billion water dam project.

Lobregat said the Zamboanga City Water District (ZCWD) and the city government have committed PhP15 million and PhP10 million, respectively, for the conduct of the feasibility study, but the bulk of the funds will likely come from DPWH.

“We are hoping to get the appropriate funding for the feasibility study to commence,” he added.

The project was proposed in 1996 following a study of the World Bank, which suggested the need for this city to have a water impounding dam.

Last year, the United States Agency for International Development (USAID)-funded Water Security for Resilient Economic Growth and Stability (Be Secure) conducted a pre-feasibility study and identified the Tumaga River, which is located near Pulong Bato, as the “best site for the water impounding dam project.”

Lobregat said the increasing population coupled with the threat of climate change, the current water supply of this city is not enough.

“The City of Zamboanga suffered heavily from the effects of the 2015 and 2016 El Niño phenomenon with pronounced and acute water shortages and water rationing. There was also an outbreak of acute gastroenteritis and other water borne diseases and millions of pesos in damages in the agriculture sector,” he said.

The House Committee on Public Works and Highways chaired by Lobregat has approved House Resolution No. 10 last May 24 for the National Economic Development Authority to include the proposed PhP30-billion worth “Zamboanga City Impounding Dam project” as one of the big-ticket projects of the national government.

Meanwhile, Mayor Isabelle Climaco-Salazar said her administration supports the proposed dam, saying the city government will back the “conduct of the full-blown feasibility study for the project.”

The proposed water impounding dam will have a height of a 90 meters with a reservoir volume of 64-million cubic meters, and could generate annual revenue of P178-million.

According to Emma Deverala, MGB information officer, the information campaign in all barangays has been running for the past 2 years, and targets for the remaining barangays of the 1,904 total to be saturated within the year.

DTI launches ‘Pondo sa Pagbabago at Pag-asenso' program in Zamboanga

By Teofilo P. Garcia Jr. (PNA)

ZAMBOANGA CITY, June 6 -- The Department of Trade and Industry (DTI) on Tuesday launched the “Pondo sa Pagbabago at Pag-asenso” (P3) program to help the underprivileged entrepreneurs in this region grow their business.

The P3 is a program President Rodrigo Duterte introduced early this year to provide the underprivileged entrepreneurs an alternative source of fund “with very low interest rate” instead of borrowing money from 5-6 “loan sharks.”

“This [P3] program is one way to combat the 5-6 loan sharks,” Eng’r. Rolando Acuña, DTI assistant regional director, said citing the interest rate of the P3 program is 2.5 percent monthly as against the 20 percent interest in the 5-6 money lending scheme.

President Duterte has allocated a P1-billion fund for the program, which is being managed by the Small Business Corporation (SBCor), the financing arm of the DTI.

The SBCor has tapped and accredited several Micro-Finance Institutions (MFIs) to serve as the conduit of the fund.

“This means the SBCor will transfer the fund to them (MFIs) and the [underprivileged] entrepreneur will apply loan to this accredited MFIs,” Acuña said.

A total of 47 MFIs from across Region 9 have attended the launching of the P3 program. They were given orientation for their eventual accreditation.

The lowest amount an entrepreneur can loan is PhP5,000 and the highest is P100,000. The amortization of the loan can either be paid daily or weekly.

“This is not a dole out and not a subsidy,” said Ma. Linda Oros, OIC-finance and capability building sector of SBCor.

Oros said that some of those engaged in 5-6 money lending scheme have lower their interest rate to 10 from the original 20 percent since the government launched the P3 program.

Acuña said any underprivileged entrepreneurs who are interested to avail of the P3 program may visit the Negosyo Centers near them for guidance.

The P3 program was initially launched in the 30 poorest provinces of the country and was later expanded to other areas to include this city.

DOLE 9 conducts JobsFit Consultation to address job-skills mismatch

By Jocelyn P. Alvarez

ZAMBOANGA CITY -- To address job-skills mismatch in the labor market and harmonize with that of the skills supply, the Department of Labor and Employment (DOLE) recently convened with industrial tripartite partners in the region for a JobsFit Consultation Workshop.

JobsFit provides a map that guides job seekers to their dream jobs and employers to their ideal workers through appropriate and relevant signals.

It identified the key employment generators that have the potential to absorb the most number of workers. It also named the industries which are seen to provide the most number of employment opportunities in the long term.

The consultation which was attended by industrial tripartite councils (ITCs) such as the fishing and canning industries, academe, DOLE intermediaries and national government agencies served as avenue to obtain timely, relevant and accurate labor market information.

In a news release, DOLE 9 Information Officer Karen Claire Grafia said that the output of the participants contributed to the review and updating of demand requirements, emerging industries and skills supply.

To meet the expectations of the job market and help the job seekers better understand the job market demands, DOLE presented to the participants data JobsFit LMI report: 2013-2020 on Human Resource demand and Supply gaps in the Fishing and Canning Industry for validation and discussion.

“In the workshop that followed, participants reviewed and validated the data and responded to questions in line with issues and gaps on demand and supply competencies,” Grafia said.

Strategies and programs that will strengthen the government's job-skill matching system also formed part of the discussion.

Result of the workshop showed that in-demand jobs for the fishing and canning industries include skilled fish processing workers such as fish cleaners, skilled technicians, heavy equipment operators, accountants, marine biologists, marine engineers, oilers and fishermen.

“The participants brainstormed whether these jobs are hard to fill or have a high demand,” Grafia wrote.

It was a good thing that other ITCs such as the academe, Technical Education and Skills Development Authority (TESDA) were present in the workshop to directly address the issues and concerns of the fishing and canning industry.

Recommended interventions include industries and school collaboration in providing technical/vocational training, enrolment to TESDA’s apprenticeship/learners program, among others. (ALT/JPA/PIA9)
