Tarlac, 10 towns get SGH

MANILA, Philippines — Tarlac province and ten of its municipalities were given the Seal of Good Housekeeping (SGH) by the Department of the Interior and Local Government (DILG), officials reported Saturday.

DILG Secretary Jesse Robredo bestowed the honor on Tarlac Governor Victor Yap and the mayors of San Manuel, Ramos, Pura, Anao, Bamban, Camiling, Capas, Mayantoc, Moncada and Paniqui in a ceremony held at Clark Freeport, Pampanga.

“The SGH is conferred to local government units (LGUs) that have excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization,” said Ria Ramos of DILG-Tarlac.

LGU recipients of the said merit have obtained a “no adverse” report from the Commission on Audit (CoA) which means that they have complied with all the requirements of the government’s auditing agency.

“SGH honorees automatically vie for the Performance Challenge Fund (PCF) wherein chosen LGUs receive P1 million each from the national government which will be utilized for projects supportive to the attainment of the United Nations Millennium Development Goals such as eradicate extreme poverty and hunger, achieve universal primary education, reduce child mortality and promote gender equality,” Ramos said.

For 2011, the PCF grantees in Tarlac were the municipalities of Ramos, Pura, Anao and San Manuel.

Apart from being a requirement for the PCF, the SGH is also a criterion in the selection of regional and national Gawad Pamana ng Lahi (GPL) winners.





Senate moving closer to approve Mabalacat cityhood

MABALACAT, – The Senate Committee on Local Government is moving closer to approve Mabalacat cityhood once the technical description of the boundary map of the proposed city is established.

Committee chairman Ferdinand “Bongbong” Marcos Jr. requested for the narrative technical description of the boundary map of the proposed Mabalacat City.

An additional 1,486.0842 hectares was added to the original land area of 8,390.1318 hectares of Mabalacat town.

Marcos directed the Department of Environment and Natural Resources (DENR)-Land Management Services in Central Luzon to prepare the new technical description of Mabalacat and the political boundary map of the proposed city before the committee acts on its bid for cityhood.

The Senate Committee deliberated on House Bill 4736 or “An act converting the municipality of Mabalacat in the Province of Pampanga into a component city to be known as Mabalacat City” on October 19 at the Senator Ambrosio Padilla Room of the Upper House.

Marcos noted that the issue on the adjusted land area of Mabalacat must be settled first with Bamban town and the Province of Tarlac.

“It is very important that this matter be taken up to speed up, without delay, the cityhood of Mabalacat,” he said.

Representative Jessi Lapuz said they are not opposed to the cityhood bid of Mabalacat, considering that the town has sufficiently met the requirements on income and population.

He added, however, that the Municipality of Mabalacat shall maintain its current land area as certified by the Land Management Bureau, considering that the adjusted land area has its own question on boundary delineation on the border of Mabalacat and Bamban.

Mayor Marino “Boking” Morales allayed the fears of Tarlac politicians, pointing out that a certification from the DENR-Central Luzon, signed by regional director Ricardo Calderon, states that “Barangay Calumpang was not included in the proposed political boundary map of the proposed Mabalacat cityhood.”

Barangay Calumpang has been the subject of a boundary dispute between the towns of Mabalacat and Bamban in Tarlac.

Morales added that the adjustment on the land area of Mabalacat were firmly based on Special Patent 3628, which includes OCT lot 1 and 2 and other relevant titles from the BCDA, specifying the said properties fall under the territorial jurisdiction of Mabalacat.

Representative Carmelo Lazatin, the principal author of House Bill 4736, said Mabalacat is qualified to become a city because it has met the required income, population and land area.

Calderon presented the proposed political boundary map before the committee, giving the Senate Committee a clearer picture with regard to the boundary of Mabalacat and Bamban and the other contested areas.

Marcos added that “great cities in the world” need not have enormous land space. He even stressed the need to include OCT 1 as part of Mabalacat as he gave weight to Special Patent 3628.

Marcos directed the DENR-Central Luzon to prepare the narrative technical description of the current land area of Mabalacat to include OCT 1 of Special Patent 3628.

He added that all the issues concerning the boundary dispute shall be in the exclusive jurisdiction of the courts and not for the committee to decide or adjudicate.

Marcos will present the final form of House Bill No. 4736 in November of the current year.





70 reservists join civil-military operations training in Camp Aquino, Tarlac

CAMP AQUINO, Tarlac City, Oct. 20 – Seven officer reservists and 63 enlisted reservists from different provinces in Central Luzon recently participated in the 10-day civil military operations (CMO) training conducted by the 3rd Regional Community Defense Group (3rd RCDG), Army Reserve Command at its headquarters here. Colonel Rodrigo V. Quintilla, group commander of 3rd RCDG, said the objectives of the training are to impart to the participants the fundamentals of CMO and improve their abilities and skills in dealing with the local populace in support to the mission of the Army Reserve Command. Lieutenant Colonel Rosendo Armas, group commander of the 1st Civil Relations Group, Civil Relations Service, AFP, has emphasized the importance of civil military operations in the performance of their role as reservists in the AFP, particularly in the implementation of Internal Peace and Security Plan “Bayanihan” wherein they serve not only as force multipliers but also able partners towards the attainment of lasting peace and development in the country. “That as reservists in the AFP, it is incumbent upon you to exemplify the good traits of a reservist in order to be effective in your role as a reliable partner of the AFP towards peace and development in the community,” Armas said. After graduation from the 10-day training, the participants are expected to utilize the knowledge and skills they learned from the training through the various community projects and activities of the 3rd RCDG with the involvement of the reservists in cooperation with the local government units, government agencies, and non-government organizations. It can be recalled that the reservists played an important role during the onslaught of typhoons wherein they joined hands with the soldiers in the rescue and relief operations to the calamity victims. The reservists also participate in humanitarian activities like medical and dental mission, blood donation and other cause-oriented undertakings.






Kris: With UN post, running for Tarlac gov in 2013 is out

Kris Aquino yesterday dashed the hopes of those planning to make her run as Tarlac governor in 2013, saying she wants to help her province only in a private capacity and that an upcoming post as ambassador of goodwill will prevent her from holding public office for the next three years.

Aquino, in her Twitter account, said: "I’m a Makati resident and voter. I want to help Tarlac in a private capacity."

She also said she will meet officials of the United Nations High Commissioner on Refugees (UNHCR) on Tuesday night about its offer for her to be an ambassador of goodwill for Asia.

"The appointment is for three years and part of the agreement is that I won’t seek any political office for the duration of my United Nations involvement. So definitely no seeking elective office in 2013," she said.

Once Aquino formalizes her agreement with the UNHCR, she will join the ranks of the other ambassadors of goodwill like Hollywood actress Angelina Jolie, designer Giorgio Armani, singers Barbara Hendricks, Julien Clerc and Muazzez Ersoy, musician George Dalaras, actors Adel Imam and Osvaldo Laport and television personality Jesús Vázquez Martínez.

Reports said some Tarlac residents are conducting a signature drive to convince Aquino to run for Tarlac governor in 2013. The group aims to gather one million signatures by including the youth or the "future voters" because the province’s voting population is less than a million.

Although Aquino is a resident and voter of Makati City, she could transfer her residency in time for the 2013 polls.





P-Noy men, PNP abort ‘bloody’ Tarlac demolition

TARLAC City -- Did President Benigno “Noynoy” Aquino heed this city’s embattled “squatters” prayer for help?

The timely “intercession” of Presidential Commission for Urban Poor officials headed by Chairman Hernani Panganiban and Tarlac police director Senior Supt. Alfred Corpus aborted what could have been a “bloody” confrontation between the over 1,500 “informal settlers” and the demolition crew led by the court’s sheriffs.

The issue arose from an October 10 notice issued by Sheriff Julius Guiang of the Regional Trial Court Branch 63 stating “the implementation of the writ of demolition on the squatters/informal settlers of San Roque (Blks. 2, 7 and 9), Tarlac City, scheduled on October 12.”

The affected residents refused to vacate the contested lots, saying, “Our land was illegally acquired and the titles (of the claiming land owners) are spurious.”

Immediately before the apparent demolition, Corpus initiated a dialogue at the TPPO among the PCUP officials, the court sheriffs, officers of the affected families, city officials, mediamen and this city’s chief of police Supt. Arnel Ramos. Panganiban said “their intercession was as per instruction of the President.”

Panganiban also explained that the sheriff’s move to demolish the more than 300 houses “could be unlawful since there is no alias writ granted by the court to effect the Order of Demolition”.

Case documents of LRC No. 7151 show RTC Branch 63 Judge Cesar Aganon issued a writ of demolition dated May 26, 2011, with which the Court of Appeals consequently issued a 60-day Temporary Restraining Order dated July 19.

Complainants, Dennis Junio and Dominador Cabrales, alleged owners of the subject lands occupied by the tension-gripped settlers, “are yet to file a motion for the issuance of alias writ of execution.”

Apparently, the sheriff was “emboldened” to implement the demolition order due to the recent “granting of Clearance for Police Assistance” previously denied by the PNP as per “instruction of a top DILG official.”

In an interview, Felix Razon, 77, who said they have been residing at the contested lot since 1960, declared, “We are ready to sacrifice our lives if only to prove we have lawful right to this land.”

In the same dialogue, Guiang admitted that Junio and Cabrales are yet to secure clearance from the PCUP and promised not to implement the demolition pending compliance to requirements for said clearance.

Also present were Councilors Emily Ladera, Ana Aguas and PCUP Commissioners Cifriano Pampulme and Ric Domingo.

Tarlac-Pampanga boundary dispute is quarry war-PNP

Tarlac City – Now the ugly truth on the raging boundary dispute between Tarlac and Pampanga appear the face of quarry scam .

“Ang boundary dispute, basically ay about quarry” declared P/SSupt Jose Hidalgo, Jr., chief of the Regional Mobile Group (RMG) of the Police Region 3 Office (PRO-3).

Hidalgo’s statement came in the wake of “heated confrontations” between the groups of the Barangay Chairman Danilo Adrias of San Vicente, Bamban, Tarlac, and officials from the Mabalacat, Pampanga.

The boundary dispute is about Calumpang village which is known in this province as Sitio Calumpang of Barangay San Vicente, Bamban, but is being claimed as Barangay Calumpang of Mabalacat town in Pampanga.

Reports say the most recent incident involved the confiscation of “bundles of Pampanga-issued quarry Delivery Receipts” by the Adrias group from the Pampanga quarry operators in the Calumpang area.

In an ambush interview during the recent visit here of Police Director General Nicanor Bartolome, Hidalgo also said,“Kung walang quarry doon, wala silang pag-aawayan”

Earlier, Mabalacat Barangay Calumpang Chairman Jaime Jimenez’s “almost violent confrontation” with the Adrias group was thwarted by the intervention by no less than the PRO 3 Chief P/CSupt Edgardo Ladao.

Police Public Safety Companies (PPSC) from Tarlac and Pampanga now maintain a “joint peace keeping force” in the area.

Sought for comment, Tarlac Provincial Police Director P/SSupt Alfred Corpus said “the contingent in the area (Calumpang) includes our policemen from the PPSC (which) are under the operational control of the RMG”.

Reports also say the Calumpang village which is located at the northern river bank of the Parua-Sacovia River is the source of “first class quarry sand material” where more than 2,000 trucks are loaded daily by Pampanga quarry permitees.

Calumpang made the news recently when House Bill 4763 was approved by Congress converting the town of Mabalacat into a component city. If enacted into law, HB 4763 will “give legal basis for Mabalacat claim over Calumpang”.

Though Calumpang is located on the “Bamban side” of the Parua-Sacovia River and “historically within the territorial boundary of Tarlac”, it is, however, listed as one among Mabalacat’s 27 barangays with a duly elected barangay officials, registered voters and an Internal Revenue Allotment (IRA).

To block the “ceding” of Calumpang by Pampanga, Tarlac Provincial and Bamban Municipal officials issued their separate resolution “opposing HB 4736”.

Mabalacat Mayor Marino Morales, on the other hand, issued a press statement in a national newspaper saying “Calumpang is ours”. Tarlac and Bamban officials raised howls when it was made known that the land area of Mabalacat area, as stated in HB 4736,“became” 14,660 hectares.

The DENR-Land Management Bureau issued a certification stating the “official land area of Mabalacat” as 8,328 hectares only.

Police intervention in the area started months ago when Adrias repeatedly attempted “to impose his political jurisdiction as barangay chairman” against the operation of Pampanga quarry permitees.

Filipino scientists discover way to produce more ‘malunggay’ leaves

SAN MIGUEL, TARLAC – The leaves of the common malunggay (Moringa olieifera) tree are used for a variety of dishes and is found to have exceptional nutritious value.

With its growing success as a processed food supplement (and food products such as noodles and even bread), many malunggay growers are finding it hard to keep up with demand.

But a group of researchers from the Department of Agriculture-Bureau of Plant Industry (DA-BPI) have found a system to increase production of malunggay and help growers to optimize production, particularly its leaves.

The DA-BPI researchers conducted the study at the Central Luzon Integrated Agricultural Research Center in Tarlac. They have found that the most optimum planting distance for malunggay trees are those that are planted from a distance of 20 by 20 centimeters from each other.

These trees grew the tallest, produced the widest leaves, and also generated more income for malunggay farmers – P124,533 per hectare. Trees planted at this distance were primarily used for herbal purposes.

Meanwhile, malunggay trees that were planted with a distance of 10 cm x 20 cm from each other produced the second highest amount of leaves at a little over 3,000 kilograms per tree per year. Despite the short distance, these trees produced more leaves as these are more compact from each other.

The importance of distance to malunggay tree planting is relative to the amount that the malunggay farmer needs to supply various markets for malunggay leaves. Many of these buyers process the leaves for tea, herbal supplements, and even beauty products such as soap.

Some of these products are already being sold in groceries though others are for direct selling purposes.






95,000 typhoon victims get aid via Sagip Kapamilya

MANILA, Philippines (UPDATE) – A total of 31,962 families in flood-hit Luzon provinces were given relief assistance by ABS-CBN’s Sagip Kapamilya, following the onslaught of typhoons “Pedring” and "Quiel", which caused massive flooding in northern and central Luzon.

A total of 95,886 individuals were given relief packs from September 28 to October 7.

The Sagip Kapamilya relief operations distributed goods to the flood-ravaged areas of Pampanga, Bulacan, Tarlac, La Union, Cagayan, Ifugao, Nueva Ecija, Malabon and Quirino Province.

Most of the affected residents are from Bulacan (85,532); Nueva Ecija (84,015); Tarlac (11,737); and Pampanga (10,689), the National Risk Reduction and Management Council (NDRRMC) said.

A few days after Pedring hit, typhoon “Quiel” battered the same region.

According to the NDDRRMC, the back-to-back typhoons have left at least 90 people dead.

The damage caused by Pedring on infrastructure and agriculture has reached P12.34 billion, surpassing the damage done by Tropical Storm “Ondoy” in 2009, which reached P10.9 billion.

Donations will be accepted in the form of rice, canned goods, noodles, biscuits, coffee, sugar, clothes for adults and children, blankets, mats, and medicines will be accepted until October 22 at Sagip Kapamilya, ABS-CBN Foundation, Inc. Medical mission

More than a week after Pedring hit Luzon, floodwaters in several towns have yet to subside.

The NDRRMC said some 209,470 individuals are still in evacuation centers because their homes are still submerged in floods.

Because of these conditions, several residents are beginning to catch skin diseases, prompting Sagip Kapamilya to conduct a medical mission, together with radio dzMM and the Philippine Charity Sweepstakes Office.

According to the Department of Health, some 3,600 people in evacuation centers in central Luzon are suffering from coughs, colds and fever.





Aquino visits flood-hit community in Tarlac

PRESIDENT Benigno Aquino III arrived in La Paz town, Tarlac to assess the situations of typhoon victims.

Aquino, who arrived at 8:50 a.m., will personally extend assistance to victims and assess damage of the calamities.

Based on the President’s schedule, he will first visit La Paz where he will inspect several facilities damaged by Typhoons Pedring and Quiel including Rio Chico Bridge, La Paz Community Hospital, and an evacuation center in La Paz Town Plaza.

At 9 a.m., he will then go straight to Barangay San Felipe in San Fernando, Pampanga. He will visit the evacuation center at San Jose Elementary School and conduct a site inspection and briefing of proposed phase III of Pinatubo Hazard Urgent Mitigation Project.

Aquino's third stop is in Calumpit and Malolos, Bulacan where he is expected to visit an evacuation center and several towns, which remain to be flooded.

Presidential spokesperson Edwin Lacierda earlier said politics should be set aside in Aquino’s visit to Pampanga, which is the homeprovince of his known critic former President and now Pampanga second district Representative Gloria Macapagal-Arroyo.

11 Tarlac villages isolated by floods

MANILA, Philippines – Floodwaters from rains dumped by typhoons “Pedring” and “Quiel” last week have isolated 11 barangays in La Paz, Tarlac, affecting around 30,000 people.

In Barangay San Roque, all houses are submerged in floods.

Floodwaters in Tarlac rose as high as 20 feet, forcing residents to climb to the rooftops of their homes.

Despite these harsh conditions, many still refuse to leave fearing their belongings will be stolen.

Some residents have resorted to using boats to move around.

Relief aid for some of the affected families has yet to reach La Paz.

Others have received relief goods after going to the town plaza.

Only buses and trucks can pass through the main road of Victoria going to Cagayan and Isabela provinces because of the floods.

In the whole of Tarlac, nearly 100,000 people were affected by typhoon Pedring.

Tarlac is the home province of President Benigno Aquino III.






Floodwaters threaten to inundate several Pangasinan towns

MANILA, Philippines—Floods are expected to rise in several areas of Pangasinan due to the inflow from Agno tributaries and the release of water from San Roque dam, the National Disaster Risk Reduction and Management Council said Saturday. As of 4p.m., two radial gates at three meters were opened in San Roque dam, whose water level had reached 282.02 meters above its normal level of 280 meters, it said. Floodwater was expected to rise in San Nicolas, San Manuel, Asingan, Tayug, Sta. Maria, Rosales, Balungao, Villasis, Sto. Tomas, Alcala, Bautista, Bayambang, San Carlos City, Urbiztondo, Mangatarem, Aguilar, Bugallon, Labrador and Lingayen, the NDRRMC said in its flood bulletin for Agno River Basin. With the rapid rise of allied Sinocalan, Ingalera and Tagamusing rivers, floods were also expected to occur in low-lying areas of Sta. Barbara, Calasiao, Binmaley, Binalonan, Malasiqui, Dagupan and Araneta, it said. Meanwhile, with the swell of allied Bued, Patalan, Angalacan and Aloragat rivers, floods were also expected in low-lying areas of Mangaldan, Mapandan, San Fabian, San Jacinto, Laoac, Manaoag and Pozzurubio, it added. In Tarlac, floods were expected in the low-lying areas of San Manuel, Tarlac City, Gerona, Paniqui, Moncada, Sta. Ignacia and Camilig due to the rapid rise of tributaries Tarlac and Camiling rivers, the NDRRMC said.
