Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Dietary supplement is a product that contains vitamins, minerals, herbs or other botanicals, amino acids, enzymes, and/or other ingredients intended to supplement the diet. The U.S. Food and Drug Administration has special labeling requirements for dietary supplements and treats them as foods, not drugs.



Manufacturers and distributors of dietary supplements and dietary ingredients are prohibited from marketing products that are adulterated or misbranded. That means that these firms are responsible for evaluating the safety and labeling of their products before marketing to ensure that they meet all the requirements of DSHEA and FDA regulations.

Pangasinan health officer warns against thirdhand smoke

LINGAYEN, Pangasinan – A provincial health officer warned that babies and toddlers face health risks from thirdhand smoke, which includes the lingering smell of smoke on clothes, skin, and hair.

"Masama sa kalusugan ng mga bata kasi wala silang immunity sa smoke na yon. Kung paulit-ulit ang pangyayari, ito ang dahilan kung bakit ang bata ay laging may ashma, o may bronchitis, o bronchoneumonia dahil mas risk factor sa bahay," Provincial Health Officer Anna de Guzman said.

Thirdhand smoke also lingers in furniture, curtains, bed sheets, and other cloth materials that may be found in areas where a person smokes.

"Ang tendency kapag kinarga ng isang taong nanigarilyo ang kanyang baby, nasisinghot nito yong among ng sigarilyo na dumikit sa damit ng smoker o sa kamay at balat niya mismo. Ganon din, yong dumikit sa bedsheet kung saan gumagapang ang baby,” she added.

De Guzman said this is another reason why smokers must quit. It is not only bad to their health, but also to the recipient of the secondhand smoke and thirdhand smoke, she remarked.

Regular blood donors in Pangasinan given recognition

DAGUPAN CITY -- Twenty-four regular blood donors joined the Philippine Red Cross (PRC)-Pangasinan Chapter Galloners Club on Friday after they gave regular blood donations and rendered additional service to the program.

The Galloner's new club members were given individual plaques of recognition for their continuous support to the program of the Philippine Red Cross.

The recognition program was also part of their many activities in line with the observance of the National Blood Donors Months with the theme "More Blood, More Lives."

The awarding was attended by Governor Amado Espino Jr., who was the guest of honor and speaker.

Espino thanked the Philippine Red Cross blood donors for their concrete and noble act of giving part of one's selves, their own blood.

"We do this seemingly simple act with a great sense of fulfilment, and in the comforting thought that at the most crucial moment, we would be instrumental in saving the life of a fellow human being," he stated.

The governor acknowledged the effort of the Philippine Red Cross for being in the forefront of relief and rescue operations in the province of Pangasinan for the longest time.

"We are here today to express our unending gratitude for your selfless service, and to show oneness with you in your persistent efforts in promoting volunteerism as an effective means of serving our fellow men, especially the poor who depend on the generosity of so many nameless fellow men, most of whom have also nothing much to offer but good intentions and big hearts. And for their big hearts, and whatever time, talent, and little material and personal possession that they have and which they are most will to share to others," he added.

The affair was hosted by Vice Mayor Belen Fernandez, whose family business CSI Group of Companies is one of the corporate supporters of PRC-Pangasinan.

Also present were PRC-Pangasinan Chapter Board of Directors chairman Dr. Vivencio Villaflor.

Last Thursday, the Liga ng mga Barangay Provincial Federation headed by Board Member Amadeo Espino and PRC-Pangasinan conducted the "One Blood, One Barangay, One Pangasinan" mass blood-letting activity in Lingayen gathering 146 units of blood from donors from all over the province.

On Friday morning, PRC-Pangasinan had a blood letting activity at the Dagupan City Schools Division.

8K mahogany seedlings planted in Bugallon

LINGAYEN, Pangasinan, July 29 (PIA) -- About 8,000 mahogany seedlings were planted last week at the denuded mountain areas in barangay Portic in Bugallon town as part of the observation of the National Disaster Consciousness Month this July.

The activity, conducted under the supervision of the Provincial Disaster Risk Reduction Management Council (PDRRMC), formed part of the environmental advocacy program of the provincial government under Gov. Amado T. Espino Jr. to mitigate flooding and soil erosion and prevent the adverse effects of climate change.

The participants, numbering about 400, came from various agencies like the PDRRMC, police, Red Cross, national government agencies, Portic Barangay Council and students and teachers from the schools divisions of Alaminos and San Carlos cities, Portic Integrated School and University of Pangasinan.

Tree planting has been a regular activity under the present provincial administration to protect the environment and to prepare the province for future generations, the organizers said.

PRC to hold Professional Day at Pangasinan Capitol August 8

LINGAYEN, Pangasinan, July 28 (PIA) -- The Professional Regulation Commission in coordination with the provincial government will conduct “Agew na Propesyonal” (Professional Day) on August 8 at the provincial Capitol here, said Regional Director Teofilo Gaius Sison, Jr.

Sison said the Baguio-based regional office will conduct the following services: processing of application for the December 2011 Nurses Licensure Examination and other licensure examinations, renewal of ID/license, issuance of certifications of Good Standing, and release of unclaimed ID/license.

He also said that professionals who wish to claim their Professional ID card and/or Board Certificate at the Capitol may e-mail PRC at prcbaguio.regulations.renewal@gmail.com or text 0921-969-3919 and/or 0917-961-2510 at least three to four days before the scheduled date.

Pangasinan supports Palawan underground river as ‘new 7 wonders’ entry

LINGAYEN, Pangasinan, July 27 (PIA) -- The provincial government supports the national campaign on voting the Puerto Princesa underground river in Palawan as the country’s entry to the global search on the new Seven Wonders of the World.

Provincial Administrator Rafael Baraan led the text voting after the flag raising ceremony Monday participated in by department heads, provincial employees and officials of the Department of Education.

Baraan enjoined all Pangasinenses to support the nationwide voting campaign launched by President Benigno Aquino III through Proclamation No. 182.

It was implemented locally through Memorandum No. 106 issued by the Department of Interior and Local Government.

“The honor of Puerto Prinsesa is the honor of the entire nation,” Baraan said.

The underground river is one of the 28 global finalists where only seven will be recognized and awarded come November.

2 Pangasinan congressmen give nod to PNoy’s SONA

PANGASINAN, July 26 (PIA) -- The province’s third district representative believes the Aquino government has been successful in its ‘daang matuwid’ and has so far implemented what is right and what is needed.

Representative Rachel Arenas said the clear details that President Benigno Aquino III has expressed in his State of the Nation Address yesterday leads Filipinos in the right way.

What struck her, she said, is Aquino’s statement that ‘there is no national project implemented locally’

“Yung sinabi na yung ibang mga projects na pinapa-recall, nagkakagulo that’s why national projects will be implemented by national officials. I mean it will be sa sakop namin. Local funding will be under the local LGU,” Arenas said.

She expressed that agriculture should really be given big fundings so as to lessen, if not completely eradicate, rice importation as this will only benefit a greedy few.

“Dapat lang na protektahan ng ating gobyerno ang agricultural sector. It provides livelihood for the entire province and I will fight for that in Congress,” Arenas promised.

Meanwhile, second district representative Leopoldo Bataoil noticed that education was not given enough focus in the President’s Sona.

The speech instead focused on various national concerns like transformation issues. public works, infrastructure, financial system, public service and his call to the Filipinos to support his advocacies, Bataoil noted.

He was quick to add, however, that the President cannot simply put everything in his speech.

“He explained towards the end that he cannot cover it all and that the details for many more concerns can be read in the various circulars,” Bataoil said.

Bataoil said that the meeting of Congressmen conducted prior to the SONA, gathered more than 200 representatives, the highest attendance record so far.

DA vows to boost agricultural programs in Pangasinan

LINGAYEN, Pangasinan, Philippines – The Department of Agriculture (DA) vowed to boost Pangasinan’s food production programs, specifically with the construction of more irrigation systems and propagation of certified palay seeds, in line with its overall thrust to stabilize the country’s food supply by 2013.

This developed during a visit here by Agriculture Secretary Proceso Alcala to attend a dialogue on food production at the Capitol Resort Hotel last Friday.

Gov. Amado Espino Jr. thanked the national government for its efforts to implement innovative agricultural programs, adding that Pangasinan has set its sights on further improving the agricultural sector in terms of rice sufficiency.

Espino, however, said the province needs the support of the national government, specifically on irrigation systems.

Espino said Pangasinan will remain an agricultural province in the next 20 years because of lack of support facilities to industrialize the province.

He said the provincial government continues to seek ways to address the plight of marginal farmers by strengthening seed production to further spur agricultural development.

The provincial government has distributed certified seeds to farmers all over the province in its effort to empower small and marginal farmers to become self-sufficient.

To attain self-sufficiency, Espino said the province intends to fully support the national government’s agricultural thrust by producing high-quality certified seeds for distribution to local farmers.

The provincial government, in collaboration with the Abono party-list group and the DA, aims to produce 8,750 bags of certified seeds to be made available to farmers during the main cropping in 2012.

Alcala lauded the province’s initiatives as he revealed that the national government has finished the agriculture roadmaps specifically designed for the rice, corn and livestock programs.

Funds for various agricultural programs, he said, are already being prepared, adding that the budget was frontloaded to finance different countrywide irrigation pro­jects for 2012.

Also raised during the dialogue were the development of hatcheries and the proposed setting up of a trading center (bagsakan market) in Urdaneta City.

Pangasinan gov asks DA for more irrigation facilities

LINGAYEN, Pangasinan, July 24 (PIA) -- The provincial government has asked the Department of Agriculture to provide more irrigation facilities and support production of certified palay seeds.

Gov. Amado T. Espino, Jr. bared these important needs of the province during a dialog Friday at the Capitol Resort Hotel here between Secretary Proceso Alcala and top local officials.

Espino said that the provision of more irrigation systems in the province would be a big factor that will propel the province to fully improve its rice production capacity.

Pangasinan, he said, will remain an agricultural province for the next 20 years so that the provincial government continues to seek ways to improve the plight of marginal farmers by providing them with high quality certified seeds.

The provincial government, in partnership with the Abono partylist, will be producing 8,750 bags of certified seeds for planting during the main cropping season in 2012.

The consultation dialogue was attended by second district Rep. Leopoldo Bataoil, third district Rep. Rachel Arenas, members of the Sangguniang board led by Vice-Gov. Jose Ferdinand Calimlim and 31 mayors led by newly-elected league president, Noel Nacar of Dasol town.

After Lingayen, Alcala proceeded to Alaminos City and held a separate dialog with farmers and fisherfolk to listen to their own concerns.

Dagupan election office conducts registration campaign for PWDs

DAGUPAN CITY, July 23 (PIA) -- Persons with disabilities (PWDs) can now use their rights to vote after the Commission on Elections (COMELEC) gave them a week exclusive for their registration.

Atty. Remarque L. Ravanzo, city election officer, said in a radio interview Thursday that the COMELEC is putting priority on PWDs so that they can vote in the next election in 2013.

The nationwide registration campaign, which started Monday, intends to gather the number of PWDs in an area so that appropriate facilities, such as express lanes, can be prepared for them, come election day.

Registration in this city was held at the Senior Citizens’ Center on A. B. Fernandez west and will run until today, July 23

Ravanzo urged the relatives of PWDs to assist them during registration.

The Department of Social Welfare and Development is also assisting the effort thru their interpreters who communicate with the mute and the hearing impaired.

Meanwhile, Ravanzo said that general registration is still ongoing. Deadline is on October 31 next year but he encouraged qualified residents to register now.

He disclosed that COMELEC is planning to conduct satellite registration in the barangays after the rainy season.

“Bibigyan natin ng pagkakataon ang lahat ng mga barangay,” he said, noting that registration here has a very low turnout.

Agri chief to visit Pangasinan

LINGAYEN, Pangasinan -- Agriculture Secretary Proceso Alcala will visit the province on Friday to meet officials, fishers and farmers and to discuss matters related to government aid and irrigation.

The secretary will have a breakfast meeting together with Governor Amado Espino Jr. and Pangasinan mayors at the Capitol Resort and Hotel.

He will then visit Alaminos City for the Farmers Forum, which will be held at the Don Leopoldo Sison Auditorium where he will be joined by the governor, Alaminos City Mayor Hernani Braganza, and Department of Agriculture-Ilocos Director Rene Maguigad.

Before the forum, Alcala will award projects to some beneficiaries in the province. He will visit the Bureau of Fisheries and Aquatic Resources (BFAR) Research Center at Barangay Lucap. He will be joined by BFAR-Ilocos Director Nestor Domenden.

In the afternoon, Alcala will be in Labrador town to meet the fishers and farmers from the second district. He is expected to deliver a message on Agriculture Technokilinik. He will be assisted by Agriculture Training Institute Ilocos Center Chief Rogelio Evangelista.

Farmers and fishers from the two areas are expected to raise their concerns about irrigation facilities and assistance to fishers during the open forum.

Meanwhile, Abono Partylist Chairman Rosendo So earlier said the Department of Agriculture will earmark on 2012 about P800 million for the completion of the irrigation system in Eastern and Central Pangasinan.

Prov’l Gov’t gears up to make Pangasinan as ‘home of healthiest Filipinos’

Provincial Administrator Rafael F. Baraan urged the entire provincial government family to stay healthy and take the lead in pursuing the strategic direction set by Governor Amado T. Espino, Jr. to transform Pangasinan as “the home of the healthiest Filipinos.”

This was said by the provincial administrator during the brief program prepared by the provincial government thru the Health Risk Management Program committee in support to the Nutrition Month celebration this month held July 20 at the Pangasinan Training and Development Center here.

Baraan said that Pangasinan is considered as one of the most active provinces in the country in terms of health thrust as it expands even to the workers’ health welfare being proven by the conceptualization of the Healthy Habit Club (HHC) last January exclusively for provincial employees.

The Governor, according to Baraan, is serious in implementing a strategic program for health with the provincial government employees taking the lead role in setting a healthy lifestyle habit for everyone to emulate.

Provincial employees, he said, must set good examples when it comes to living a healthy lifestyle to commensurate the sights of Gov. Espino in terms of health development.

In relation, the province launched “Bawas-Timbang-Katawang Malusog Challenge which is inspired by the TV program entitled Biggest Loser, as one of the HHC’s latest activity.

The challenge is open to all HHC members who are identified as overweight and obese based on their body mass index. Interested parties must register with the Weight Management Committee headed by Dr. Anna Theresa de Guzman, Provincial Health Officer.

Criteria for judging include the following: standard waist measurement to be achieved, highest percentage of weight loss achieved, and ideal body weight achieved.

Participants will be monitored on a monthly basis to keep track of their progress. Awarding is set during the employees’ night in December.

Meanwhile, the provincial government also purchased treadmill machines and stationary bicycles to be used on scheduled basis by the HHC members. Employees based in eastern and western Pangasinan offices/hospitals were likewise provided with the same set of exercise machines.

Janet Asis, officer-in-charge of the Human Resources Management Office, said that the members of the HHC can avail not only of medical check-ups and other physical fitness activities but can also indulge in ballroom dancing thru the assistance of trained dance instructors who are also employees of the provincial government.

She added that more activities are underway as part of the healthy lifestyle program being promoted by the province.

“Gov. Espino is determined to transform Pangasinan as the home of the healthiest Filipinos,” Asis said.

Sual coal plant produces 20% of Luzon power needs

DAGUPAN CITY, July 19 (PIA) -– Being a baseload power plant, the Sual Coal-fired Power Plant is running 24 hours a day non-stop to meet its contracted capacity of 1,000 megawatts, according to its information officer.

And for the past four years, Team Energy, which now operates the plant after four previous operators, has been delivering the contracted power 24/7, said Jesusa Calaunan during the Pantongtongan Tayo radio program of the Philippine Information Agency over Radyo ng Bayan-DZMQ on Tuesday.

She said that the plant, which has two units capable of producing 1,218 megawatts, was running full load by the time she was on her way to the radio station. “Day-in-day-out, hindi sya humihinto to produce power,” she said.

The Sual plant is the largest coal-fired power producer in the country, capable of producing 28.8 million kilowatt hours of electricity daily or over 10.5 billion KWH annually, or roughly 20 percent of the power requirement of Luzon.

But to prevent major damage, each of the two units has 30 calendar days in a year for the required preventive maintenance job. One unit is scheduled for maintenance in the coming month, she disclosed.

Being a reliable power producer and at the same time following strictly rules on environment protection, Team Energy received last year a seal of approval from the Department of Environment and Natural Resources. For three consecutive years, the plant received no citation for any violation in the use of coal and disposal of ash, use of seawater for its boilers and cooling facilities and disposal of wastewaters, she said.

Aside from its wastewater treatment plant, the plant maintains a sedimentation basin to make sure that water flowed back to the sea is free of sediments, she said. The brine is likewise flushed back to the sea. The plant does not tap underground water, she clarified.

Occupational safety is also being strictly observed, she also said. For the past 10 million man-hours, there was not a single record of accident for the plant’s 293 employees, she bared.

The presence of the power facility likewise contributed to the progress of the host town and barangay. Sual is now a first class town. “It is a good indicator na umaangat ang kabuhayan sa bayan,” she noted.

The operator pays its real property tax to the province, its business taxes to the municipality and permits from concerned agencies.


Disaster agency to conduct earthquake drills in 21 schools

DAGUPAN CITY -- The City Disaster Risk Reduction and Management Council (CDRRMC) will conduct simultaneous earthquake drill in 21 public and private elementary and secondary schools here.

Public Order and Safety Office (Poso) chief Robert Erfe-Mejia said this activity is part of the city’s commemoration of the July 16, 1990 earthquake which damaged several buildings in the city and destroyed the bridge at Perez Boulevard.

The drills will be conducted at the Malued, Lucao, Juan L. Siapno, Pogo Lasip, Caranglaan, Bacayao Sur, Bonuan Boquig, Victoria Q. Zarate, Teodorico N. Ceralde, Don Francisco Maramba, Salisay, Carael, and Salapingao elementary schools.

The participating secondary public and private schools are Dagupan City National High School, Dominican School, Mother Goose Special Science School, Pangasinan Universal Institute, University of Pangasinan - High School Department, Wonderland School, Francisco Q. Duque Special Science High School, and Lyceum Northwestern General High School.

A team is assigned in each school. The team will evaluate the preparedness and readiness of the school officials and personnel, teachers and students in case of an earthquake.

The activity aims to highlight the importance of disaster risk reduction and management in accordance with the “Philippine Disaster Risk Reduction and Management Act of 2010.”

Erfe-Mejia said it is very important for students to be well-informed and trained on what to do to avoid mass casualty in case of an earthquake.

Romero lauds de Venecia for P20 M Fish Market

MANGALDAN – The mayor of this burgeoning first class town lauds Congresswoman Gina de Venecia for the P20 million pink-colour huge and swanky fish market the latter has given for the people here. Mayor Hermie Romero told the lady solon how deep was the gratitude of his constituents to her on the monumental project. “Thank you so much and we prayed for more projects from Manay,” Romero referred to de Venecia. The edifice would house 136 fish vendors who were displaced by the fire that gutted their stalls last year. Former Speaker Jose de Venecia, who also spoke in the inauguration held here recently, said that the fish building is incomparable to none in the 4th congressional district he used to represent and is presently represented by his wife Gina. “This project is free! This project helps Mangaldan to contract a lesser loan to finance her other public building. We made this so Mangaldan would have fewer loans. This is for the people of Mangaldan,” the former five-time speaker of the House of Representatives rabble roused to the cheering crowd who were composed of this town’s officials, village chiefs, and the hoi polloi. Mayor Romero told the former Speaker that in the last week of July will start the groundbreaking of another much bigger P60 million public market that will be located near the Fish Market. The funds of this hailed from the loan this town’s contracted with the Land Bank of the Philippines- Dagupan City. Rep. Gina de Venecia, who was introduced by the mayor as “Visita de Honour” declared that she will add another second floor for the P20 million fish market that she bankrolled from her annual P70 million Priority Development Fund.. “We would reciprocate a thousand times the love of the people here has given to us (De Venecias),” the amiable lady solon told the crowd.

Intensive promo for bangus urged


FISHKILL AFTERMATH

AS BANGUS sales continue to be sluggish following the fishkill in Anda and Bolinao in early June, Dagupan City Vice Mayor Belen Fernandez has called for a continuous promotional campaign to persuade people that it is safe to eat bangus.

Fernandez, a bangus-producer herself, said there is a need to win back the confidence of the people to buy bangus, Dagupan’s most famous product.

The vice mayor said that last week, the price of bangus in the market went to as low as P45 per kilo due to low demand.

The normal selling price is P80 up to P120 per kilo.

Milkfish producers in Anda and Bolinao, located in the western part of Pangasinan, have also lamented the slow sales as they asked Governor Amado Espino Jr. last week to help promote bangus again.

Fernandez noted that some of the bulk buyers of bangus from other provinces have not returned for their usual purchases since the massive fishkill incident in spite of the fact that the fish kill was confined to the Caquipotan Channel between Anda and Bolinao.

The vice mayor, while expressing confidence that the milkfish industry will recover soon, said the city, particularly the city agriculture office, should continue to be vigilant against the entry of 'botcha' (double-dead) bangus into the Dagupan market, a central trading area.

During the recent fishkill, affected bangus were brought into the Dagupan market and vendors were caught applying dye or dyobos on the gills of the fish to make these look fresh.

"We should be very strict, otherwise all our efforts to promote our local bangus will go to naught,” said Fernandez.

Meanwhile, Fernandez also called on Councilors Alfie Fernandez, Jeslito Seen and Alvin Coquia to spearhead a city council review of the city's zoning ordinance as she noted that fishponds, even in the protected areas of the city like Bonuan and Tambac, are now being back-filled for commercial purposes.

She decried the inconsistency and selective implementation of Mayor Benjamin Lim's directive ordering the strict enforcement of a ban of backfilling of fishponds in protected areas.

Lately, there has been a noted rash of backfilling in the two barangays considered as protected areas reportedly permitted by the office of the city mayor.

‘Pinablin Taoir’ radio program to rejuvenate Pangasinan language

DAGUPAN CITY, July 15 (PIA) -- The dying Pangasinan language is given a new breath of life thru a radio program conceived by Mayor Benjamin S. Lim.

Dubbed ‘Pinablin Taoir,’ which means ‘treasured heritage’ in English, the program aims to revive the local language thru discussions with guests and phone-in questions and suggestions from the listeners.

The program is a project of the city government and Aksyon Radyo Pangasinan. It airs every Friday as part of the daily commentary Mga Isyu ng Bayan (MIB) by Orly Navarro, with Mel Jovellanos as co-host.

Jovellanos, who is considered an expert in the language, thanked Lim for conceiving the program as he urged the local people to revive the language by using it.

“Let us not watch helplessly and see this beautiful language die,” he said during the launch episode of the program on Friday.

Navarro attributed the decline of the language to its absence in the curriculum.

Jovellanos observed that this was also due to the more frequent use of other languages, such as English, Filipino and Ilocano, in the households.

Pangasinan, one of the nine major languages in the country, is also spoken in some areas in the neighboring provinces of Tarlac, Benguet, Nueva Ecija, Nueva Vizcaya and Zambales.

Jovellanos, who wrote the Pangasinan Language Dictionary, clarified that Pangasinan is not a dialect but a language because it has about “2 million speakers and has its own body of literature.”

Jovellanos said that the language is “the most important cultural and historical inheritance given to us by our ancestors,” adding that “it is more valuable than gold or diamond.”

P’sinan holds most number of indigent PhilHealth beneficiaries

DAGUPAN CITY, July 14 (PIA) -- Pangasinan has a total of 276,685 indigent individuals covered by the Philippine Health Insurance Corporation (PhilHealth) representing 61 percent of the total number of indigent beneficiaries -- the largest in Region 1.

Regional division chief Josephine Quiton disclosed during the Media in Action forum of the Pangasinan Press Club (PPC) here Wednesday that the figure does not represent the ratio between those who can afford to pay for their own medical insurance and those who cannot.

It is the sheer size of the population of the province that makes up the figure, she explained.

Following Pangasinan are the provinces of La Union with 78,806 indigent beneficiaries, Ilocos Norte - 57,796; Ilocos Sur - 39,582. Batanes which is also under the administration of PhilHealth Region 1 has 1,038.

Quiton said indigent beneficiaries, as opposed to paying members, overseas Filipino workers and lifetime membership holders, comprise the biggest membership sponsored by the national government.

Also accounted for in the figure were the 16,000 PhilHealth cards distributed to indigent beneficiaries in the region during the National PhilHealth Registration Day dubbed ‘PhilHealth Sabado 2’ on June 25.

Not counting those distributed by local officials, the national government has already distributed 174,974 PhilHealth cards in the region, according to Quiton.

Quiton disclosed that over the years some members have already acquired multiple registrations because different entities and public officials have distributed cards.

Conrad: Poverty and hunger are our enemies

This was the message of former 6th District Representative and Abono Partylist Provincial Chair Conrad M. Estrella III to the municipal and barangay officials here during the distribution of fertilizers last July 8 at the town’s gymnasium..

“I will tell you the true condition of the Philippines. More farmlands are being converted now into residential, commercial and industrial purposes yet our population is rapidly increasing. Less agricultural lands and more mouths to feed should be the concerns that we should be worried about. We have to prepare ourselves,” Estrella said.

He said that this is now the time to concentrate on food production and look for new technologies to support farmers in increasing their farm yields on vegetables, palay, corn, other crops and even livestocks.

“Let’s set aside politics but (we) have to unite and help one another to combat our common enemies which are poverty and hunger. It is only with our concerted efforts that we could do this,” he further said.

Conrad lauded the Abono Partylist for the various programs it initiated towards agricultural productivity and its advocacies for the cause and welfare of farmers.

He said that the fertilizers being distributed are still part of the town’s share of the tobacco excise tax which were released by then President Gloria Macapagal Arroyo in late 2009 upon the lobbying of the congressmen of northern Luzon with the Department of Finance.

He clarified that the fertilizers were not only the project of the Abono Partylist but also 6th District Rep. Marlyn Primicias-Agabas who took over his post upon finishing his term in Congress in 2010.

He assured the barangay officials that the fertilizer support to the farmers of the town will be until 2013.

In the same event, Abono Partylist Rosendo O. So apprised the municipal and barangay officials of the presence of P5 million funds for corn production in Sta. Maria.

“We have P20 million for corn production for Pangasinan from the Department of Agriculture. During the incumbency of Conrad as representative of 6th district, we funded the corn seeds of our pilot corn projects in Sta. Maria, Balungao and Rosales. This time the new sites will be Umingan, Sta. Maria and Balungao,” So said.

So further said that the P5 million will be loaned out to farmers and will be collected after their corn harvest and will be re-loaned on a “roll-over” scheme.

He said that the corn dryer of the National Agribusiness Corporation (NABCOR) based in Carmen West, Rosales will be assisting the corn farmers in their marketing and the assurance of good quality of corn harvest.

Mayor Teodoro “Teddy” Ramos also expressed his thanks and gratitude to the Abono Partylist and Rep. Marlyn Primicias-Agabas for their support to the farmers of Sta. Maria.

He said that with the limited bags of fertilizers to be distributed, priority recipients are those who are at present planting palay and vegetables. He directed the barangay officials to select soundly the beneficiaries of the fertilizers in their respective barangays.

Board Member Ranjit Ramos Shahani, who dropped by at the event to give a book to Estrella from his mother former Senator Letecia Ramos Shahani, expressed his full support to the Abono Partylist in its pursuit of uplifting the lives of farmers in the district.

Water supply at provincial hospital now ok

SAN CARLOS CITY, Pangasinan, July 12 (PIA) -- Two weeks after a fire toppled the old water pump of the Pangasinan Provincial Hospital, water supply of the hospital is now back to normal.

Medical Director Dr. Jackson Soriano said the main water source was restored last Saturday and employees and patients now have ample water supply.

“Hindi naman totally nawala ang water supply, medyo humina lang dahil alternate source ang ginamit nung hindi pa naayos. Ngayon, ok na,” he said.

Soriano said the repair took quite some time because some spare parts were not immediately available.

Administrative officer Arturo Soriano said his team wasted no time in solving the water problem, even doing overtime jobs. The hospital, he said, used an alternate source for water but cannot totally use the pump reserved for the dialysis center.

“Hindi pwedeng gamitin ang water system ng dialysis center dahil mas maraming maaapektuhan. Nakakatakot kasi baka ma-contaminate yung tubig. The dialysis center needs clean water,” he said.

Water supply became a problem among employees and patients in the hospital when its water pump caught fire. Patients had to resort to fetching water using pails at the ground floor.


Pangasinan sets sight hosting Palarong Pambansa next year

LINGAYEN, July 11 (PIA) -- The province of Pangasinan aiming to be the host of the Palarong Pambansa next year.

To bring this to reality, the Sangguniang Panlalawigan (SP) enacted provincial resolution no. 680-2011 authorizing Governor Amado T. Espino, Jr. to bid, for and in behalf of the provincial government, in the hosting of the Palarong Pambasa 2012 in the province.

The resolution was authored by SP members Ranjit Shahani, Angel Baniqued, Jeremy Agerico Rosario and Danilo Uy.

Last May, Provincial Administrator Rafael Baraan and Sports Coordinator Modesto Operania together with SP members Rosario, Baniqued, Shahani and Uy, went to Dapitan City in Zamboanga Del Norte, this year’s host, to signify Pangasinan’s readiness to host the 2012 games.

“Ang probinsya ng Pangasinan lang ang kumpleto ng sports facilities, yung mga ibang nakiki-bid ay kulang sa venue” Shahani said.

He added that the only time Pangasinan hosted the Palarong Pambansa was in 1995 when one of the province’s most prominent sons, Fidel Ramos, was president of the Philippines.

If Pangasinan succeeds in its bid to host next year’s event, the games will be held anew at the renovated Narciso Ramos Sports and Civic Center (NRSCC) in this capital town.

The Palarong Pambansa is the biggest annual scholastic athletic competition nationwide conducted by the Department of Education (DepEd) and participated in by elementary pupils and high school students, both from public and private schools.

Schools train for disaster preparedness

LINGAYEN–The Disaster Preparedness and Response Mechanisms in schools throughout Pangasinan will be enhanced through a joint program to be undertaken by the provincial government, the Philippine Red Cross (PRC), and the Department of Education (DepEd).

The three institutions signed a Memorandum of Partnership Agreement last June 27 at the Governor’s Office here.

Nineteen schools have been identified as pilot beneficiaries based on their level of vulnerability to natural and human-induced calamities.

The schools are located in the towns of Aguilar, Calasiao and Sta. Barbara, which are all flood- prone areas.

The program, targeted for completion by April 2012, will involve all local government units, schools and other stakeholders in the provincial, municipal and barangay levels.

The PRC will provide capability-building activities on School Disaster Risk Reduction to 75 teachers with first aid and basic life support training and mobilization activities.

It will also provide first aid kits and information-education materials.

The DepEd, on the other hand, will coordinate teachers and students to sustain activities under the program.

The provincial government will provide manpower and necessary counterpart funding during the implementation of the project.

DAGUPAN A similar agreement was signed in Dagupan by Mayor Benjamin Lim with the representatives of Philippine Red Cross, Dr. Vivencio Villaflor Jr. and Florame Magalong, and the representatives of the DepEd Schools Division office.

Villaflor said the project, which is under the auspices of the German Red Cross, was initiated following the devastation caused by typhoon “Pepeng” in 2009, which affected Pangasinan, among other parts of Luzon.

Aside from Dagupan, Villaflor said the towns of Sta. Barbara and Calasiao were also tapped as beneficiaries.

Pangasinan tops infrastructure development in Region 1

DAGUPAN CITY, July 9 (PIA) -- Pangasinan ranks first among the provinces in Region 1 on the number of ongoing infrastructure projects, according to the National Economic and Development Authority (NEDA)

NEDA Region 1 director Leonardo N. Quitos Jr. bared during the Media in Action forum of the Pangasinan Press Club (PPC) at Pedrito’s restaurant here Wednesday that eight projects in the province are under different stages of development.

Three projects involve the construction of inter-town highways that will connect to other provinces, while five water resources projects involve the construction of irrigation systems and flood control structures.

The transportation projects are the 84.5 km, 4-lane Tarlac-Pangasinan-La Union Toll Expressway Project (TPLUTE) costing P14.6 B; 12m by 12m Sual Port Development Project Construction of Roll On-Roll Off (Ro-Ro) ramp, P80.3M and the Alaminos Airport Development Project, P3.6B.

The water resources projects include the Agno River Integrated Irrigation Project (ARIIP), costing P11.25B; Lower Agno River Irrigation System Rehabilitation Project, P858M; Agno Flood Control Project, Phase II, 3.49B; Agno Flood Control Project, Phase III, 3.48B and Allied Rivers Improvement Project (ARIP), P5.24B.

Quitos disclosed that the projects were sometimes hampered by legal issues involved in the construction, particularly when they reach town boundaries.

Second District Congressman Leopoldo Bataoil, who was also invited to the forum, promised Quitos that he will sponsor a bill that will resolve these issues.

The government agencies implementing the projects are the Department of Transportation and Communication, National Irrigation Administration, and the Department of Public Works and Highways. (ANL/ARRF-PIA 1 Pangasinan).

NKTI ups information drive on kidney diseases

CALASIAO, Pangasinan, July 7 (PIA) -- The National Kidney Transplant Institute (NKTI) puts on the high gear its information campaign on kidney diseases which rank among the ten most common death-causing diseases in the country.

Dr. Susan L. Jorge, assistant program manager of the Renal Disease Control Program (REDCOP) of the NKTI, disclosed that there has been an increase in the reported incidents of kidney diseases this year.

The increase however does not represent the proliferation of the disease, but rather the increase in the accuracy of diagnosis, she said

This is due to the increasing number of renal specialists practicing in the provinces, Jorge said during the “Urinalysis: Maximizing the Use of a Basic Tool for Diagnosis and Prevention of Kidney Diseases” seminar held at the Regency Hotel here Tuesday.

The seminar was attended by 57 public health officers from La Union and this province.

The doctors underwent two tests before and after the lectures given by Jorge and adult nephrology consultants Dr. Marie Angeline Gumba and Dr. Abraham Coquia.

The lectures were intended to upgrade the doctors’ knowledge of diagnosing renal diseases, particularly on urinalysis.

Jorge stressed that urinalysis is a basic and inexpensive type of diagnostic tool for kidney problems, thus should be accessible to all health facilities.

The reality however is that doctors differ in their interpretations of urine sample parameters, leading to false diagnosis.

Jorge said the NKTI conducted the seminar so that the national government can have greater access to the people affected by renal diseases thru the local health units.

The seminar was also done in cooperation with the Philippine Information Agency (PIA) to help disseminate the campaign.

Kidney problems are mostly caused by underlying hypertension or diabetes brought about by unhealthy lifestyle, such as unbalanced diet and stress from work.

Jorge advised the public to minimize the intake of salt and sugar.

Abuse of over-the-counter painkillers can also harm the kidneys, she added.

The high number of fatalities from renal diseases is attributed to the high cost of maintenance and operation.

Dialysis usually costs P2,500 per session which is done three times a week, while kidney transplant costs no less than P300,000 and donors are restricted only to the relatives of the patient, making survival less likely.

For the patients undergoing dialysis, only half will likely survive in the next four years.

Gov’t should push for free trade in services - Escudero

DAGUPAN CITY, July 6 -- The Department of Labor and Employment (DOLE) has directed all field offices to implement safety nets to cushion the impact of the ban imposed by Saudi Arabia on the hiring of domestic helpers from the country.

The DOLE regional office however believes that the so-called “Saudization” would have minimal effects as there are other countries that could accommodate Overseas Filipino Workers (OFW).

Through job matching, skills re-tooling and local employment generation, Filipino workers would have better chance to find jobs here and abroad, DOLE said.

Meanwhile, Senator Francis Escudero had this in mind when he asked the government to actively push for free trade in services following the decision of the Ministry of Labor of Saudi Arabia that it would cease issuing new work permits to domestic helpers from the Philippines due to disagreements over wage conditions.

The new policy, which also includes househelps from Indonesia, will not only affect the employment of new hires but could also potentially displace domestic workers already deployed in Saudi Arabia.

“The government, together with other similarly situated countries, should push for free trade in services and not only goods as part of the General Agreement on Trade in Services (GATS),” Escudero told Aksyon Radyo in an interview Tuesday.

The GATS, crafted by members of the World Trade Organization (WTO), envisioned liberalizing services in the public domain for mutual gains in goods and services. Trade in services thus should include the ability to supply, or at least be the preferred source of human capital given a country’s advantage and competitiveness in certain skills.

The senator said that the move by Saudi Arabia is a form of “nationalization” or better known in this oil-rich kingdom in the Middle East as “Saudization”, which aim is to develop and utilize its own workforce.

Escudero, who has been pushing for the creation of a comprehensive labor export policy, put to task the DOLE and the Philippine Overseas Employment Administration (POEA) to immediately pursue trade and job matching opportunities for overseas workers.

“In the absence of a labor export policy, which I really think the government should seriously consider, we must brace ourselves in the event that this move by Saudi Arabia becomes a trend in other land-base deployments. It is high time that our labor department invests in research to forecast employment trends so that we can better plan and model employment opportunities for our expatriate labor force,” Escudero explained.

Records from the POEA show that 44 percent of overseas Filipino workers deployed to the Middle East are bound for Saudi Arabia, making this country the fourth top destination of all deployed domestic workers, and the 3rd largest source of OFW remittances.

“It is high time that the government officially recognize we have a labor export so that policies for better working conditions and status for our overseas workers can be crafted and negotiated under a government-to-government agreement,” Escudero added.

PHO urges moms to breast feed babies

Dr. Ana Maria Teresa de Guzman, Provincial Health Officer, encourages all Pangasinense mothers to breastfeed their newborn babies from birth up to two years stressing the numerous nutritional benefits that can be derived from said activity.

In her brief message during the regular flag raising ceremony, July 4, at the Capitol Plaza here, which coincided with the opening rites of the 37th Nutrition Month Celebration, De Guzman said that aside from the nutritional benefits of breastfeeding, it further promotes ‘special bond’ between the mother and child thus develop maternal closeness that can help build good relationship in the family.

With the theme, “Isulong ang Breastfeeding, Tama, Sapat at EKsklusibo,” De Guzman said that most activities concerning the nutrition month celebration will cater to mothers especially pregnant women.

Activities for the month-long celebration includes breastfeeding forum on July 7 at the Western District Hospital in Alaminos City, breastfeeding in the workplace seminar sponsored by Team Energy Inc. on July 15, cooking demo and film showing on July 20 at the Provincial Training and Development Center, provincewide deworming program for pre-school children from July 11 to 15, supplementary feeding on July 11 for all public elementary schools.

“We are serious in promoting breastfeeding among Pangasinense mothers because it gives a lot of benefits and it is economical, too, considering how expensive formula milk nowadays” De Guzman said.

Breastfeeding provides protection against infection. It reduces the risk of acute infections such as diarrhea, pneumonia, ear infection, influenza, meningitis and urinary tract infections. It also lowers risk of ovarian and breast cancer among mothers.

DPWH to Ensure Safety of All Roads Nationwide based on Int'l Standards

To significantly reduce road casualties, Public Works Secretary Rogelio Singson on Thursday maintained that their agency is "very serious" about upgrading the road safety and quality of the country's 240,000 kilometers of national roads, 31, 000 km. of which are national roads.

Speaking before members of media during today's edition of the Communication and News Exchange (CNEX) Forum, Singson avowed that the Department of Public Works and Highways (DPWH) follows and implements the measures being set by the International Road Assessment Program (iRAP).

The iRAP, an international organization formed in 2006, assesses roads all over the world and aims to considerably reduce road accidents by improving the safety of road infrastructure.

To address road safety concern, Singson said their agency is targeting to upgrade and pave 100 percent of all national roads by 2016.

Currently, however, he said the country's national road network has only around 77 percent of paved, asphalted, or concrete roads, and 30 percent of these are so poorly maintained, dilapidated or of such bad quality as to need repairs.

He said it is important to follow the standards set by iRAP "in terms of engineering intervention" and to "upgrade all our national roads in terms of safety, and in terms of quality."

He also said the DPWH is pushing convergence with other government agencies and institutions to curb road accidents. While in the past the DPWH and MMDA had some misunderstanding on the role of each agency, today, they are getting together to address problems where they are best. For instance, in a flooded area, the DPWH can do the dredging while the MMDA can remove the illegal structures.

Data from MMDA reveal that for 2010, road accidents reached 380 in Metro Manila. While the Philippine National Police Highway Patrol Group recorded a total of 14,487 vehicular accidents across the country from January to October last year.

Pangasinan to become home to the PHL Eagle

SOME 500 hectares of watershed areas near the San Roque dam in San Manuel town is set to be planted beginning July 7 as part of the National Greening Program (NGP) and to provide habitat for the Philippine Eagle (Pithecophaga jefferyi).

The tree planting will be a five-year program that will be spearheaded by the San Roque Power Corporation (SRPC) along with the National Power Corporation and the Department of Environment and Natural Resources (DENR).

Tommy Valdez, SRPC vice president for corporate social responsibilities, said the target is to make the area habitable for the Philippine Eagle, also known as Monkey-eating Eagle, within four years.

Valdez said the SRPC has already negotiated with the Philippine Eagle Foundation Inc. in Davao City for the transfer of some Philippine Eagles into the forests near San Roque Dam.

“We are aiming not only to protect the forest but also to preserve and protect our Philippine Eagle,” he said.

DENR Secretary Ramon Paje and more than 1,000 volunteers are expected to participate in the July 7 launching event which was originally scheduled June 26 but postponed due to the heavy rains brought by storm Falcon.

The tree-planting program will be launched in coordination with the Department of Education, Armed Forces of the Philippines, the municipalities of San Manuel and San Nicolas, Pangasinan, and Itogon, Benguet.

At the same time, an information drive will be launched in the area where rampant slash-and-burn farming is being practiced by local communities.

Aquaculture industry in Dagupan gets boost

PROJECTS have been lined up by the Dagupan government to boost the city’s aquaculture after a completing a river clean-up drive that cleared major waterways of illegal fishing structures.

In January this year, the city already issued a one-year moratorium on fishpen operations to allow the river to recover from abuse.

Mayor Benjamin Lim, in a radio interview last week, said four aquaculture programs are in the pipeline to increase productivity and income through sustainable fish farming practices.

First of the programs involves promotion of oyster farming in barangays Pantal and Lucao, which is expected to benefit around 250 families.

Oyster production has declined over the years due to the proliferation of fish pens.

Second is the re-installation of fish pens that will be strictly regulated by the city.

About 200 families depend on fish pen operations and Lim said only one fish pen will be allowed for every operator.

Another program is the deepening of fishponds from the current standard depth of 40 centimeters to 120 cm to accommodate more fish without risking fish kill.

Fourth is the provision of equipment to marginalized fisherfolks such as fishing boats.

“We are now preparing the budget for the procurement of materials and equipments,” the mayor said.


Prov’l gov’t inks disaster preparedness pact with Red Cross, DepEd

LINGAYEN, Pangasinan, July 1 -- The provincial government last Monday forged a partnership with the Philippine National Red Cross and the Department of Education for the improvement of disaster preparedness and response mechanisms in schools throughout the province.

The program, which started September last year and will last until April 2012, will involve all local government units, schools and other sectors in the provincial, municipal and barangay levels.

The Red Cross, for its part, will provide capability-building activities for 75 teachers on school disaster risk reduction with first aid and basic life support training for six days, mobilization activities and provision of first aid kits along with the distribution of information-education materials.

The DepEd, on the other hand, will utilize teachers and students for the project and sustain the program activities. The provincial government will provide manpower and necessary counterpart during the implementation of the project.

The PRC identified 19 schools as pilot beneficiaries of the program due to their high vulnerability to natural and human induced disasters. Pilot beneficiaries include schools located in the towns of Aguilar, Calasiao and Sta. Barbara, all flood-prone areas.

The provincial government under Gov. Amado T. Espino, Jr. has embarked on massive clean-up of waterways as one way to mitigate flooding.
