Scope of MMDA Services

MMDA's Vision

With Metro Manila as the seat of the National Government and center of Private Business in the country, the cahllenge of making it a livable, ecological-friendly and dynamic urban center rests eith the MMDA and the 17 political units therein.

Thus, the role of the MMDA is to assist the 17 political units in crafting and implementing an integrating an integrated development plan characterized by unity of purpose, innovation, resiliency, sustainability, adaptability and creativity in meeting the challenges of transport decongestion, climate change, waste management, and disaster prevention among others, in order to achieve a decent quality of life for Metro Manilans.

METRO MANILA TRAFFIC & TRANSPORT SYSTEM DECLARATION 2010

WE, THE UNDERSIGNED CABINET SECRETARIES REPRESENTING THE DEPARTMENT OF TRANSPORTATION & COMMUNICATIONS (DOTC), DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH), DEPARTMENT OF HEALTH (DOH), DEPARTMENT OF ENVIRONMENTAL & NATURAL RESOURCES, AND THE METROPOLITAN MANILA DEVELOPMENT AUTHORITY (MMDA), recognize the urgent need to address the everyday problem of Metro Manila Traffic and transport and their adverse effects on the safety, mobility, civility and productivity of Metro ManilaÕs daily commuting and pedestrian public.

WE ACKNOWLEDGE that Metro Manila is the hub center of commercial, industrial, financial, educational, political and cultural activities in the Philippines, and it serves as the countryÕs primary link to Asia and the rest of the world.

WE ACKNOWLEDGE too that the mobility of people, efficient movement of goods, and access to services through Metro ManilaÕs network of roads, settlements, commercial centers are important everyday concerns to improving the quality of life in Metro Manila.

WE UNDERSTAND our collective responsibility to advance and strengthen programs which, when woven collectivity by the agencies we represent, will result to a seamless, more efficient and sustainable transport system for Metro Manila.

WE DECLARE our responsibility to one another, to our fellow citizens residing, traversing and earning their living within Metropolitan Manila, to the greater community and to our descendants.

WE NOTE that the causes of traffic include limited capacity of the existing roads to cope with increasing volume of private and public vehicles, illegal structures and other obstructions along the carriageways, poor road geometry and engineering, inadequate traffic signal systems, poor public transport system, frequent vehicular accidents, poor enforcement of and compliance with traffic rules and regulations, and instant flooding in selected areas on rainy days.

WE RECOGNIZE that safety is a priority among public and private sectors alike, and accidents arising from factors like poor directional signs, faded or non-existing lane markings, mechanical defects, road defects, inadequate lighting, basic road courtesy and discipline, are controllable solutions to minimizing casualties and fatalities.

WE RECOGNIZE that mobility is a concern of all Metropolitan pedestrians, commuters, and vehicle owners and measures must be made to reduce waiting, travel, and turn-around time of commuters, vehicles and goods to achieve efficiency and improve productivity.

WE RECOGNIZE that the call for civility among road users requires an environment that promotes self-discipline, shared responsibility, respect for others and high regard for the public welfare.

WE VALUE the importance of institutionalizing coalitions between civil society and government to promote good governance, empower the citizenry and improve the quality of life of Metro Manila residents and regular road users.

WE ACKNOWLEDGE the need to implement immediate, medium-and long-term plans to mitigate and eradicate the life-threatening affects of environmental degradation due to violations of the Clean Air Act.

Against this background:

WE PLEDGE full support to crafting a Metro Manila Transport & Traffic Plan 2010-2016 through a Joint Summit with full representation from our respective agencies, with support and inputs from various stakeholders representing local government units, the private sector, civil society organizations, academe, media, local communities and the riding/pedestrian public.

WE PLEDGE to re-visit legislative documents, ordinances and resolutions that contradict the promotion of the goals of safety, mobility, civility and productivity in the field of transport and traffic management.

WE COMMIT to mobilize teams from our respective agencies to engage in multi-stakeholder meetings to formulate, plan and coordinate immediate, short-term and medium-term projects & initiatives for a safer, more efficient and environment-friendly delivery of metro-wide transport services.

WE PLEDGE to fully cooperate with other traffic & transport groups in the implementation of proposed projects and resolutions which contribute to an efficient, seamless transport and traffic system for Metropolitan Manila.

ASIAN NETWORK OF MAJOR CITIES 21 (ANMC 21) Tokyo Declaration

We, the representatives of Bangkok, Delhi, Hanoi, Jakarta, Kuala Lumpur, Metropolitan Manila, Seoul, Singapore, Taipei, Tokyo and Yangon, participated in the 9th Plenary Meeting of ANMC21 held in Tokyo from November 8 to 9, 2010. At this start of the tenth year of the ANMC21, we looked back on the initiatives we have taken to date and had open and friendly discussions on the direction that should be taken by our Network from here on.

Upon the close of this meeting, through collective and common understanding achieved in our discussion thus far, We hereby declare the following:

  1. Since the establishment of the Network in 2001, we have successfully promoted solidarity and cooperation among the capitals and major cities of Asia, which serve as the powerhouses of this region. We have implemented joint projects to address common challenges facing our cities, and have made steady accomplishments in areas including the development and promotion of a small to medium-sized jet passenger plane, sharing of expertise in crisis management and measures against infectious diseases, and exchanges in sports, culture, and the performing arts. We will work for further prosperity of the Asian region by continuing to implement joint projects.
  2. Economic growth and the progression of urbanization in Asia are giving rise to increasingly serious concerns about water quality, air pollution, waste disposal, and other issues related to the urban environment. There are also demands for implementation of environmental measures on a global scale, such as realizing a low-carbon society. Under the awareness that it is the responsibility of cities to take the lead in implementing pioneering initiatives, we will share knowledge and experiences among us, and will aim to become cities in harmony with environment through cooperation and collaboration over a broad spectrum including private enterprises and the citizenry.
  3. The rich potentials of Asia are now flowering and our region has taken on a significant role in the world economy. To ensure the continuous growth of Asia, it is essential to promote the development of new technologies and bolster cross-border collaboration between private enterprises. We shall deepen economic exchange between the cities and through activities of the ANMC21, which will include the provision of opportunities for cities to introduce to each other their industries and technologies.
  4. In order to resolve these challenges and achieve sustained prosperity in the Asian region, city exchange should not be limited to only conventional government-to-government programs. Rather, it should also embrace active involvement of a wide-range of entities such as private enterprise and the citizenry. We, the member cities of the ANMC21, will study concrete measures at working-level meetings, promote private-public cooperation, share best practices, and establish multifaceted, cooperative relations in a variety of areas including economy, culture and development of human resources.
  5. The 10th Plenary Meeting of the ANMC21 will be held in Seoul at an appropriate date in 2011.
