Angeles City receives Blue Certification from Ombudsman

THE Angeles City Government, through the Business Permit and License Division (BPLD), acquired the Blue Certification presented by Gerard A. Moaquera, deputy Ombudsman for Luzon, at the Office of the Ombudsman on Friday, December 8.
The certification was given for the city’s implementation and maintaining a system that conforms to the ease of doing business with the government in terms of registration of new businesses and renewal of business permits.
Raquel Rosario Macarayag, acting director of Public Assistance and Corruption Prevention Bureau, said the city’s anti-red tape campaign is highly looked-up to especially in “elimination and observance of the high standards of ethics and efficiency” process of the BPLD.
“A tool developed by the research bureau consisting of 87 standards divided into categories including the application, system, down to the licensing procedure and assessment itself, was used in evaluating the LGUs conformity [to the standards]” Macarayag said.
She also added that “the selection process is based on how progressive or business-rich the LGU is, as the process involves the assessment of the Business Licensing and Permit.”
With the audit documented report, it was also verified that the BPLD system is compliant with the requirements for Level 1.
For his part, Mayor Edgardo Pamintuan vows to continue his advocacy in having a transparent system and to move higher as a business-friendly city and deliver fast and efficient services to the community.
“Government officials tend to shy away from this certain office due to its strict implementation of its mandates as protectors of the people against corruption,” Pamintuan said.
“This award shows that our frontliners in the City Government are one with the administration in eliminating corruption and it is truly inspiring that our efforts in building a progressive city is gaining appraisal from the national agency and I am very happy that we are one of the only two LGUs in the whole of Philippines to be given a distinction by the Office of the Ombudsman,” added Pamintuan.
Joining Pamintuan during the awarding ceremonies were Vice Mayor Bryan Matthew Nepomuceno, and City Administrator Dennis Albert Pamintuan.
