Firm to build P7-billion leisure complex in Clark

By. Reynaldo G. Navales

CLARK FREEPORT — The Megaworld Corporation is set to establish a P7-billion commercial leisure complex inside in this Freeport.

This was learned from Megaworld chairman and chief executive officer Andrew Tan, who signed a memorandum of agreement with Clark Development Corporation, led by president Felipe Antonio B. Remollo, for the project.

Megaworld is one of the leading estate developers in the country. Tan said they are excited to implement their new project in Clark that is expected to complement other existing enterprises in the zone.

Tan also added that they are envisioning of having more than 30,000 workers once the various projects are completed in the proposed area.

Remollo said the landmark project of Megaworld will include the mixed-use complex featuring office, commercial, retail, leisure and entertainment (including hotels, casino and gaming facilities), residential and health and wellness components.

All of these, he said, can cater to foreign and local business process outsourcing locators, retirement communities and tourism enterprises.

It will be located in the 550-hectare main Clark Freeport and Clark Special Economic Zone (Sacobia Area) mixed-use complex.

As early as October 2011, Tan has been discussing with Remollo and CDC Marketing Department Manager Rafael A.S. Galvez the possibility of developing portions of the main and sub-zone into mixed-used commercial complex in line with its live-work-play-learn lifestyle developments.

Remollo said the proposed projects of Megaworld will change the tourism landscape in Clark and it will be a main attraction once the plans are put in place.

Megaworld is reshaping the Metro Manila and the other major cities’ skylines and is raising the standards for office development in the Philippines with its growing portfolio of office projects in established and emerging centers of business and commerce within the metropolis and in other growth centers in the country.

The tourism and estate developer is also responsible in the development of McKinley Hill Cyberpark in Taguig City, which was inspired by one of Italy’s finest city, Venice.

McKinley Hill Cyberpark is carving out its own success story a la Eastwood City Cyberpark – only on a larger scale and at a much faster pace; it is where the country’s big business process outsourcing firms such as IBM, Citibank, Canon, Accenture, Dell, Emerson, among others, are located.

The firm has also several ongoing projects located in several provinces such as the Iloilo Business Park - a mixed-use master-planned community in a 54.50-hectare property. It will have BPO offices, hotels, a convention center, commercial and retail centers, skills training center, recreational facilities and a transportation hub, all at the heart of the new growth center in the Visayas; and Mactan Oceantown which will rise on a 25-hectare complex near Shangri-La’s Mactan Resort and Spa in Mactan, Cebu.

No more bidding for Pampanga's Mimosa project

By. Punto Central Luzon

CLARK FREEPORT, Philippines – Clark Development Corporation (CDC) President and CEO Felipe Antonio Remollo announced on Monday that the 215-hectare Mimosa Leisure Estate (MLE) will not be handed over to a private firm as earlier planned.

Remollo cited “practical reasons” as the three major entities of the MLE earns close to P260 million yearly.

He said Holiday Inn Resort alone earns about P170 million annually.

Remollo also said that the casino gets an income of some P70 million, while the Mimosa Golf course earns P20 million yearly.

The CDC president added that he opened the operations of the MLE to private firms but it failed.

“We were asking a P250 million yearly rental to any firm but no one took it,” said Remollo. He said he had junked the earlier bid of some P160 million as yearly rental with a one-time payment of P1 billion.

“For practical reasons, we will not bid it out because the CDC will earn more and the one-time payment of P1 billion will be easily earned after a few years,” he added.

Remollo said he will instead ask “experts in management” to handle the three major entities of the MLE. In this way, he added, they will earn “more and better.”

Last May, Remollo announced that there will be a public bidding for the MLE by October.

Speaking before some 80 leaders and guests of the United Gay Power Movement (UGPM) Pamintuan declared that “I want Angeles City to be the most sensitive city and local government in the Philippines to gender equality and gay rights!”

"Here in Angeles, one’s right is everyone’s right.] Consider Angeles City as a hallowed ground insofar as respecting and advancing the rights and welfare of all citizens are concerned,” the mayor said.

Pamintuan also said he has directed the creation of a Gay Rights Desk as an adjunct of the Angeles City Multi-Sectoral Consultative Council (ACMCC) where LGBTs in Angeles can expect various types of services and projects for the promotion of their rights and welfare.

Clark Development Corporation faces raps

By. Reynaldo G. Navales

CLARK FREEPORT -- Members of a supervisory union of the Clark Development Corporation (CDC) filed on Tuesday unfair labor practices case against the management of the state-owned firm.

Victor Barbieto, Association of the CDC Supervisory Personnel (ACSP) president, said the union was prompted to file a case against the CDC top management because they refused to bargain on several items on the economic and non-economic provisions of the collective bargaining agreement’s (CBA) proposed new life.

The labor case was filed at the regional office of the National Conciliatory and Mediation Board in San Fernando City following the declaration of deadlock on the CBA negotiations last Wednesday.

Barbieto said the ground rules, which were agreed upon by both parties, state that the CDC management will in “good faith” negotiate with the ACSP on issues of non-economic and economic provisions of the proposed CBA.

The CBA, under the labor code, is the avenue where union group created legally under the law can bargain on the economic and non-economic benefits of employees.

Barbieto said the management panel, chaired by CDC executive vice president Philip Panlilio, is constraint to negotiate on the economic provisions and the three items left in the non-economic provision of the CBA due to several issues.

Despite the agreement on the ground rules, Panlilio told the bargaining unit of CDC that the management is prohibited to continue negotiations due to the restrictions on the issuance of Executive Order 7 and Republic Act 10149, Barbieto said.

The CBA is mandated by the Labor Code of the Philippines, which is guaranteed by the Philippine Constitution, Barbieto said.

Citing the Constitution, Barbieto said, “The State shall afford full protection to labor, local and overseas, organized and unorganized, and promote full employment and equality of employment opportunities for all.”

“It shall guarantee the rights of all workers to self-organization, collective bargaining and negotiations, and peaceful concerted activities, including the right to strike in accordance with law. They shall be entitled to security of tenure, humane conditions of work, and a living wage. They shall also participate in policy and decision-making processes affecting their rights and benefits as may be provided by law,” Barbieto added, quoting the Constitution.

The management panel insists that they cannot negotiate due to the section 10 of EO 7, which states, “Suspension of all exorbitant allowances, bonuses, incentives for the Members of the Board of Directors/Trustee and top management are suspended until December 31, 2010.”

RA 10149 is the Government Owned and Controlled Corporation (GOCC) Governance Act of 2011 as consequence of the issuance EO 7, Barbieto said.

He also said EO 7 was issued by President Benigno Aquino III to curb the exorbitant salaries of the top management and the members of the Board/Trustees of the GOCC, which does not apply (CDC) employees, as “salaries are based on the results of CBA negotiations.”

“It has been five years since we have received salary increase which we derived from the 2006 CBA negotiations,” the ACSP president said.

Barbieto said they were compelled to declare the CBA deadlock because the management panel is insisting that 22 members be removed from the ACSP roster and that their position be declared confidential in nature.

Aside from this, Barbieto also cited other issues including the refusal of the CDC management to create Labor Management Council (LMC) despite being promoted by the Department of Labor and Employment as specified in the Labor Code of the Philippines.

Barbieto also stated the non-agreement of management to approve the provision on the Union Security.

“We have waited for so long to negotiate with the CDC management, despite having several issues on ‘wage distortion,’ and yet ACSP waited for the proper venue to ventilate legal labor issues, but instead the CDC management insisted not to negotiate with us because, according to Panlilio, their hands are tied on the EO 7 and RA 10149,” Barbieto said.

According to the ACSP, the management said based on the RA 10149, “there is a moratorium on increase in salaries, allowances, incentives and other classification system which shall be applicable to all officers and employees of GOCC.”

But looking on the RA 10149, ACSP president said “there’s no such paragraph or sections” which states moratorium on the economic improvement of GOCC employees.

Barbieto said since the start of the negotiation, the management panel has been negotiating with them in “bad faith” because their intention since the beginning of the negotiation is that they will not negotiate on the economic provisions of the proposed CBA.

“Everybody knows that CDC is in good financial condition which has been written in some press releases, stated on Senate hearings, reported to the President, among others,” Barbieto said.

Clark Freeport sees 5 new major projects set for 2012

By. JONAS REYES

CLARK FREEPORT, Pampanga, Philippines — Gaining momentum towards a big bang in investments in 2012, the Clark Development Corporation (CDC) announced yesterday five major projects in the bag for next year.

CDC President Felipe Antonio Remollo said at least five major projects are expected to reinforce the Freeport’s status as the premier investment hub and tourism destination for Central Luzon.

These new projects are part of the Bases Conversion and Development Authority’s (BCDA) vision to develop Clark Freeport as “the Fulcrum of Central Luzon Development.”

One of the projects is the MegaWorld Corporation’s mixed-use complex that features office, commercial, retail, leisure, residential, health and wellness centers constructed into one P7-billion complex located in a 400-hectare area between Clark Freeport and the Clark Special Economic Zone.

Another project is CDC’s proposed Clark Sports Training Amusement & Recreation (STAR) area at the Clark Highlands. The area will be used as a transport terminal, wakeboarding complex, soccer stadium, hotels and villas, athletes’ dormitories, nature and theme park, swimming center, boulevard and promenade, and athletes’ training ground.

Clark Highlands itself is another project located at the Sacobia Valley, covering some 10,684 hectares of land adjacent to Clark Freeport. The area will be developed into ICT parks, residential, light-industrial, agro-industrial, and tourism/leisure parks.

Another project will be made by Korea’s Donggwang Clark Corporation as the company is expected to complete $200-million tourism projects that includes the Clark Sun Valley Golf Course located at the main zone of Clark Freeport.

“With the groundbreaking of this fourth Clark project, Donggwang is poised to be the new leader in tourism complex and golf course construction in the Philippines,” Remollo said.

The Korean firm is set to construct a 34-hectare tourism complex with residential suites, a water-theme park along with various amenities. They will also be constructing a 10-storey office and residential building, Remollo said.

Remollo added that two more towers will add to Donggwang’s already completed Tower 3 ODE County Officetel as Tower 1 and Tower 2 is expected to be up by February next year.

Last of the five projects is the proposed CDC Corporate Building which is expected to be completed by April of 2013. The project will consolidate the agency’s various departments into one modern, environment-friendly building.

Currently, CDC departments are separated from each other in nine different locations.

In the various conceptual studies currently under evaluation, the new corporate headquarters will also have provisions for commercial spaces for lease in the first two floors, with the rest of the building allotted for CDC administrative and executive offices.

Angeles City receives medical equipment from US

by PIA Press Release

ANGELES CITY, Pampanga, November 14 (PIA) -- The city government of Angeles recently received additional medical equipment, supplies, and medicines from the US-based World Medical Relief Incorporated (WMRI). Pamintuan recently flew to the United States and attended the WMRI's 58th founding anniversary at the Somerset Inn, in Troy, Michigan. Coinciding with his visit in WMRI's headquarters, the city mayor also conducted site and product inspection relative to the final donation of medical equipment before proceeding with the shipment to the Philippines. Pamintuan disclosed that "Angeles City government will shoulder the shipping cost from Detroit to the Philippines, and these equipment will be used for the operations of the Rafael Lazatin Memorial Medical Center (RLLMC), formerly the Ospital Ning Angeles. Pamintuan added that his travel to the US gave him the opportunity to interact with local and Michigan state officials as well as with officers of the WMRI, thus, opening enormous possibilities for future “technical cooperation and related twinning arrangements.” Among those who attended WMRI’s anniversary gala and fund-raising event were community and business leaders from the Detroit region, volunteers, board members, and other supporters of the organization. WMRI was established in 1953 with its headquarters located in Detroit, Michigan. Over the years, the organization has expanded its mission by providing medical aid to thousands of underserved people in the Detroit metropolitan area and in over 100 developing nations worldwide. The Philippines has been one of the main recipient countries and has received shipments valued over $200 million in hospital equipment and medical supplies. To date, the city has already received numerous medical equipment from WMRI. The donations were made during Pamintuan’s first term as mayor from 1992 to 1995 and most of the said medical equipment are still being used until now at the RLMMC. This year, the WMRI donated 15 dialysis machines to the city which consequently led to the establishment of the Renal Care Unit (RCU) within the RLMMC. The city’s RCU serves around 350 patients a month undergoing dialysis treatment, mostly indigents. (WLB/JGB PIA3/AC-CIO)

Noy decries 'rotten tomatoes' in media

by Ding Cervantes

CLARK FREEPORT, Pampanga, Philippines – President Aquino yesterday said he only smiles over the media frenzy on his latest dates, his knowledge of computer games, and his belief in Santa Claus.

But the President said he gets irritated by some members of the media “who have forgotten that their main responsibility (is) to expose truth and not just guess or concoct news.”

The President stressed this point in his speech during the 37th conference of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) held here yesterday.

“Yes, there are times when the public prefers exaggerated news and juicy details – on who is my latest date, how I knew the meaning of DOTA (computer game), if I believe in Santa Claus,” he said.

“I admit that these just make me smile. Perhaps this is how our culture is,” he added.

Aquino, in a speech delivered in Filipino, hit “rotten tomatoes” in the media and called on the KBP and other media entities to guard their ranks.

“Filipinos were victorious in restoring democracy in our country (from the Marcos dictatorship) and since then, the KBP has been unrelenting in ensuring that Juan de la Cruz would never again be kept in ignorance and fed with lies,” he said.

“Yet, we must admit that the media industry is not perfect and like any other institutions with power and influence, also has rotten tomatoes which unfortunately have admixed with the rest,” he said.

Aquino described these “rotten tomatoes” as “those who extort in exchange for savory headlines, those (who) twist news to favor a few, those (who) spread baseless gossips and lies just to divert the focus of the people away from the truth.”

“If truth and concern for the country is the measure of public service, then careful scrutiny for details and credibility must be the measure for your profession,” he said.

Mayor gets more equipment for city hospital

by Reynaldo G. Navales

ANGELES CITY -- Mayor Edgardo Pamintuan flew to the United States last week to receive additional medical equipment, supplies and medicine from the World Medical Relief Inc. (WMRI).

The donations coming from WMRI will be used at the Rafael Lazatin Memorial Medical Center (RLLMC), formerly known as Ospital Ning Angeles.

George Samson, WMRI’s president and CEO, invited Pamintuan to attend the organization’s 58th founding anniversary held November 5 at the Somerset Inn in Troy, Michigan.

Coinciding with his visit at the WMRI’s headquarters, Pamintuan is also expected to conduct site and product inspection relative to the final donation of medical equipment before proceeding with the shipment to the Philippines.

“The Angeles City Government will shoulder the shipment cost from Detroit to the Philippines,” Pamintuan said.

The mayor added that his travel to the US gave him the opportunity to interact with local and Michigan state officials, as well as with officers of the WMRI; thus, opening enormous possibilities for future “technical cooperation and related twinning arrangements.”

Among those who attended WMRI’s anniversary gala and fund-raising event were community and business leaders from the Detroit region, volunteers, board members and other supporters of the organization.

With its headquarters in Detroit, Michigan, WMRI was established in 1953. Over the years, the organization has expanded its mission by providing medical aid to thousands of under-served people in the Detroit metropolitan area and in over 100 developing nations worldwide.

The Philippines has been one of the main recipient countries and has received shipments valued over $200 million in hospital equipment and medical supplies.

For its part, Angeles City already received numerous medical equipments from WMRI. The donations were made during Pamintuan’s first term as mayor from 1992 to 1995.

Most of the said medical equipments are still being used today at the city-owned RLMMC.

Also this year, the WMRI donated 15 dialysis machines to the city and this eventually led to the establishment of the Renal Care Unit (RCU) within the RLMMC.

The RCU, at present, serves around 350 patients a month. These patients are undergoing dialysis treatment and many of them are indigents.

Philippines vies for Guinness record on longest sitting massage

by Joelyn G. Baluyut

ANGELES CITY, Pampanga, Nov 6 (PIA) -- The Philippines is hoping to get the Guinness World Record title for the longest sitting back-rub massage chain that was held at the Bayanihan Park in Barangay Balibago here. The event was participated in by some 447 members of the Philippine Association of Licensed Massage Therapists (PALMT) led by its president Jevren Sibug. "I contemplated on making it to the world record, this time in sitting position, in order to show to the world that the Philippines is capable of drum-beating its niche as the health and wellness capitol of the world," Sibug said. He also believes that Filipinos can excel in the realm of physical and spiritual well-being as a growing population of wellness buffs continue to exercise their passion for delaying the aging process. "We are proud to proclaim to the world that we, Filipinos, started and continue to promote the so-called “Pinoy Hilot” which is the traditional way of health and wellness as the best treatment for the aching body," Sibug added. For his part, Department of Tourism 3 (DOT3) regional director Ronaldo Tiotuico expressed his confidence that the new world record would catapult the wellness industry to greater heights as DOT is now on its way to catch the fitness fever by positioning the country as the most likely destination for treatment, healing, and recovery. Right now, there is a record holder for the longest standing human shoulder massage chain coming from St. Louis, Missouri in USA, where some 710 students gathered at the Washington University to break the record made by the United Kingdom on August 30, 2009 when some 430 people gave their clients a shoulder massage during the Leeds Festival. Tiotuico disclosed that, in Pampanga alone, there are more than 100 day spas and resort destinations where foreign and local visitors may avail services like facial massage and medical solution to anti-aging treatment. The massage event was supported by the Angeles City Tourism Office (ACTO), Department of Health (DOH), Department of Trade and Industry (DTI), SM City Clark, Committee of Examiner of Massage Therapy, Continuing Massage Therapy Education Council, DOH's accredited training institutions for Massage Therapy of the Philippines, Municipality of Lubao, Universal Robina Corporation, and by Tai-chi Rub and Liniment. PAGASA: Giant asteroid may be visible on Nov. 9

by Ding Cervantes

CLARK FREEPORT, Pampanga , Philippines – An asteroid the size of an aircraft carrier will fly between the earth and the moon and may be visible over the Philippines on Nov. 9.

The asteroid, called YU55, is one of the biggest known, according to Renato de Leon of the Astronomy Department of the Philippine Atmospheric, Geological and Astronomical Services Administration (PAGASA).

“It’s one of those near-earth objects (NEO) that’s not so unusual and pose no danger of hitting the earth,” De Leon told The STAR.

He said the last time an asteroid of such size came close to earth was in 1976. The next passage of an asteroid of similar size is not expected until 2028, he added.

He stressed YU55 will only be visible in clear skies. Unlike a comet, YU55 does not have a tail and will appear only like a slow moving star.

He said that while there is no danger of YU55 hitting the earth, an asteroid of that size smashing into earth could trigger a magnitude 7.7 earthquake and – if it lands in the ocean – could whip up a 70-foot high tsunami.

Asteroid YU55 was first detected in 2005 by Spacewatch, a program created to track large asteroids crossing the earth’s orbit. YU55 was found to be more than half a mile in diameter or about the size of a large aircraft carrier.

De Leon cited a report from the US National Aeronautics and Space Administration (NASA) indicating that YU55 will come within 201,000 miles of earth at its closest.

Earlier this year, NASA’s NEO program revealed that more than 90 percent of near-earth objects are more than six-tenths of a mile in diameter.

De Leon said that even if the asteroid heads toward the earth, it is likely to disintegrate before reaching ground.

He said geologic evidence such as craters created by the impact of asteroids the size of YU55 hitting the earth exist, like those in Wetumka in Alabama and in Rock Elm in Wisconsin in the US. The most recent are the six-mile-wide Bosumtwi crater in Ghana, which is about a million years old, and the nine-mile-diameter Zhamanshin crater in Kazakhstan, which is about 900,000 years old.
