  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

2,000 Clark revelers display support for ‘Pablo’ victims

CLARK FREEPORT— At least 2,000 Christmas revelers formed a heart-shaped chain here on Thursday night, lit candles and prayed for hope and courage for survivors of Typhoon “Pablo” in northeastern Mindanao. Stretching 250 meters on the parade grounds, the human chain was the second that employees of the government-owned Clark Development Corp. (CDC) formed since Tropical Storm “Sendong” struck Mindanao last year, CDC executive vice president Philip Panlilio told the crowd. Merrymakers in the fourth Clarksiyahan began giving donations but the event’s charity leg was able to raise P1 million from more than 700 CDC employees who canceled their Christmas party to pool that amount. Panlilio said the amount raised went up to a total of P1.2 million as the CDC management gave P100,000 while the Clark Investors and Locators Association contributed another P100,000. “In solidarity with our fellow Filipinos in Mindanao who are now struggling to rebuild their lives from the disaster, we beam our love and prayers for their safety and courage through this human chain,” he said. Panlilio said the disaster that struck Central Luzon following the 1991 eruptions of Mt. Pinatubo and its yearly lahar flows until 1997 taught Pampanga residents the importance of helping others in need. The P1.2 million they pooled would be turned over to the Department of Social Welfare and Development, which also received the P2 million the CDC raised for Sendong survivors in the cities of Cagayan de Oro and Iligan last year. Thursday night’s crowd was treated to a spectacle of dancing lights, care of six giant lanterns made by craftsmen in the Pampanga capital of San Fernando. Gov. Lilia Pineda said the provincial government brought the lanterns to Clark for the second time to help promote tourism in this free port hosting an international airport.





Angeles City execs elated by SWS' high survey rating

ANGELES CITY, Pampanga, Dec. 28 (PNA) -- Local officials thanked the business sector for giving the city government a positive 55 percent sincerity rating in the 2012 Survey of Enterprises on Corruption conducted by the Social Weather Stations.

Mayor Edgardo Pamintuan said the results of the SWS survey is a proof their efforts to curb graft and corruption, and implement transparency and good governance are recognized by their constituents, including local businessmen and entrepreneurs.

“This will give us more energy to continue efforts to make Angeles City one of the cleanest local government as well as one of the cleanest, greenest and most environment-friendly cities in the country,” Pamintuan said.

Vice Mayor Vicky Vega Cabigting said that the high survey rating is another milestone in their overall efforts to bring back the trust and confidence of the people to the city government.

Vega-Cabigting also said the City Council’s good working relationship with the local chief executive has allowed them to execute good governance for the development of the city.

“This is a clear reaffirmation of the awards we won this year and last year," Pamintuan added.

The city government has received the Seal of Good Housekeeping award from the Dept. of Interior and Local Government for two consecutive years and the prestigious and coveted Gawad Pamana ng Lahi award.

It is also the top city government in Central Luzon and no. 6 nationwide in the implementation of the Local Governance Performance Management System.

New CDC execs named

CLARK FREEPORT, Dec. 26 (PIA) -- Clark Development Corporation announced the appointments of its new Chairman and President/Chief Executive Officer, both of whom hail from prestigious and multinational firms.

In its regular meeting held last week, the CDC Board of Directors elected former Pilipinas Shell executive Engr. Eliseo Santiago as CDC chairman, replacing former AFP Chief of Staff Eduardo Oban, Jr. who was appointed as Undersecretary for Operations at the Department of Transportation and Communication (DOTC).

Lawyer-businessman Arthur P. Tugade was elected as CDC President and Chief Executive Officer was during the same meeting.

Chairman Santiago was a high-ranking executive at Shell for 38 years, leading the firm in various capacities in the areas of manufacturing, supply, trading, sales, and general management. 



A frequent traveler owing to the nature of his work, Santiago would oversee the company’s retail operations in many parts of the world, including the United Kingdom, the Caribbean, Singapore, and Thailand. 



While holding several positions in the regional operations of Shell, Santiago was responsible for maintaining the company’s growth and profitability in established East Asian markets which include Malaysia, Hong Kong, Singapore, the Philippines, the North Pacific Islands, Thailand, Laos, Australia, New Zealand, Oman and Pakistan.



On the other hand, newly-installed President and CEO Arthur P. Tugade is the founder of Perry’s Holding Corporation, the management arm for Perry’s Group of Companies which includes Transglobal Equipment Leasing, Perry’s Technology, ATP Travel, Perryome, Perry’s Farm, Transglobal Trucking, and Transglobal Consolidators, Inc.



His career includes the chairmanship and presidency of several firms, notably Yusen Air & Sea Services, Transnational Diversified Group, Inc., TDG Asia Corporation, and Harmony Organic Farms, Inc., among others.



Tugade is an alumnus of San Beda College, earning his degree in AB Philisophy (Magna cum Laude) in 1967, and Bachelor of Laws in 1971 (Cum Laude).



Also elected as CDC Director was Cresencio Aquino, Managing Partner of the CP Aquino and Partners Law Office. Mr. Aquino has had extensive experience in both the public and private sector, particularly in the fields of legal and corporate restructuring, management, human resources, and collection matters. 


He served as Corporate Legal Counsel of MBF Card and One Card Corporation from June 1998 to May 2004, and was the Special Assistant and Chief Legal Counsel of the Government Service Insurance System from September 1992 to June 1998.

He was also the Personnel and Administrative Manager, Corporate Secretary and Chief Legal Counsel of ComSavings Bank from September 1992 to June 1998. (CLJD with reports from CDC)

Tugade is new CDC president

CLARK FREEPORT, Pampanga – President Benigno Simeon Aquino III has appointed Atty. Arthur Tugade as the new president of the state-run Clark Development Corporation (CDC). Tugade, a lawyer-businessman, will take over the post vacated by Former Armed Forces chief of staff Eduardo Oban who was appointed as undersecretary of the Department of Transportation and Communications (DoTC).

A native of Claveria, Quezon, Atty. Tugade is the president and chief executive officer of the Perry’s Group of Companies, a holding corporation consisting of ten corporate entities engaging in clothing, logistics, trucking, equipment leasing, fuel distribution, and retail industries.

CDC executive vice president Philip Panlilio said a certain Santiago would assume the post of CDC chairman.

The CDC post was left vacant with the resignation of former Dumaguete City mayor Felipe Remollo last April.

Patient hits mayor for being ‘anti-poor’

ANGELES CITY -- A Renal Care Unit (RCU) patient at the Rafael Lazatin Memorial Medical Center, formerly known as Ospital Ning Angeles (ONA), assailed Sunday Mayor Edgardo Pamintuan for being “anti-poor.”

Armando Manalo, a patient from Barangay Cutcut, hit Pamintuan for expensive charges at the RCU, even for indigent patients who practically have no means to pay.

“Kahit sabihin pa ng RCU na mura na ang presyo nila kumpara sa ibang ospital, mabigat pa rin sa bulsa ng mahihirap ang sinisingil nila,” Manalo said, adding: “Pangako ni Mayor noong eleksyon, P500 lang ang magiging singil sa renal care, pero ngayon, umaabot ng P2,000 hanggang P4,000 ang binabayaran ng mga pasyente.”

The base charge rates for dialysis treatments at the RCU are determined through a patient classification system. Class 1 patients are charged P1,700, Class 2 patients are charged P1,375, while Class 3 patients are charged P700, for each dialysis treatment.

However, these do not include other fees such as the P1,200 fee for Renagen, the formula used for kidney detoxification; the doctor’s professional fee, which varies depending on the patient’s classification; the P100 miscellaneous fee as contribution for the hospital; and the additional P700 emergency fee in the case of patients with no scheduled slots.

This is not the first time that an indigent patient expressed complaints regarding the fees being charged at RCU.

Earlier, Chris Aquino, the son of another RCU patient, also complained about the P700 “emergency fee.”

Aquino said this “emergency fee” is charged on top of their father’s dialysis treatment fee amounting to P463, the doctor’s professional fee amounting to P350 and the miscellaneous fee amounting to P100.

Given this breakdown of fees, the Aquino family pays P1,613 for every dialysis treatment.

“Parating sinasabi nung mga tao sa front desk sa amin na kung tutuusin ‘cheap’ na daw ang pinapabayad sa amin,” Aquino said. “Siguro para sa kanila ‘cheap’ lang yung halagang P1,600 pero para sa aming mga mahihirap, malaking halaga na yun.”

“ONA nalang ang inaasahan naming mahihirap na pasyente pero hanggang doon nagigipit pa rin kami. Mukhang wala namang pakialam si Mayor Pamintuan sa aming mahihirap,” added Aquino.

Employees: CDC execs won’t follow AVA ruling

CLARK FREEPORT–Executives from the Clark Development Corporation (CDC) continues to ignore the directive of the Accredited Voluntary Arbitrator (AVA) to implement the signed collective bargaining agreement between CDC and its supervisory union. Vice President Pepito Galang, chief of the Corporate Services Group (CSG), said the CDC management is not inclined to grant the order of the arbitrator lawyer Froilan Bacungan despite deciding on the constitutionality of the agreement made by CDC and its union—the Association of CDC Supervisory Personnel (ACSP). Bacungan decision’s favored the ACSP on November 5, recognizing their constitutional right to collective bargaining as provided in Article XIII, Sec. 3 of the Constitution. However, after the mandatory 10 calendar days from receipt of award, by which it is deemed final and executory, the CDC management failed to implement the decision. Because of the failure to execute the decision, Bacungan called for a hearing for the implementation of his order on Nov. 28 but after the motion of the CDC counsels were denied repeatedly, the CDC officials led by Galang walked out. Aside from Galang, others who walked out from the hearing to resolve the issue were lawyers Joan Vitug-Evangelista and Bonifacio Tarenio; and Human Resource Department Manager Thelma Ocampo, together with an attorney from the Office of the Government Corporate Counsel (OGCC). ACSP President Victor Barbieto viewed their walk out as “blatant disregard by the CDC management of existing procedures of the Labor Code and the basic rights of employees to CBA as enshrined in the Philippine Constitution.” In the order, Bacungan directed CDC to implement immediately economic provisions of the CBA, which includes among others, salary increases, Personal Economic Relief Allowance (PERA), uniform allowance, clothing allowance and other benefits under the CBA. With the continued defiance of CDC to implement lawful order, Bacungan directed the Department of Labor and Employment (DOLE) through the regional office of the National Conciliation amd Mediation Board in the City of San Fernando to see to it that the decision is effected immediately. The CDC management has earlier elevated this case for review to the Court of Appeals and is requesting for a TRO from the court. “This move on the part of management is a clear manifestation of the CDC’s bad faith in the negotiation process and intention not to implement the decision of the AVA,” Barbieto said. Meanwhile, despite the non-implementation of the CBA the members of the ACSP are still appealing to the CDC management to give the rightful salary increase and other benefits of the CDC supervisory personnel in the spirit of the Christmas season. “It has been five years since we have an increased in our salary and it’s only through CBA that we can negotiate for the increase of salaries and benefits of the members of the union,” Barbieto said. The whole CBA package to date amounts to close to P6 million, “which is a small amount considering that the CDC supervisory employees waited five years for this increase.” The ACSP officers lamented the total disregard of CDC management to their plight and even sued their own employees in court, instead of finding ways to resolve the issue for the benefit of all. Barbieto also said the prolonged CBA negotiation deadlock, and non-implementation fiasco stems from this wrong premise on the part of the CDC management. The CBA was signed between CDC and ACSP on March 2012 during the term of former CDC President Felipe Antonio Remollo.

RP’s 1st aviation training center opens at Clark

CLARK FREEPORT, Pampanga, Dec. 4 (PNA) — The country’s first aviation training school was formally opened on Monday at the Philippine Academy for Aviation Training, Inc. (PAAT) here. Officials of the Cebu Pacific Air and CAE-Canada led the simple opening ceremony of the country’s premier aviation academy that will serve as one-stop regional training center for Cebu Air Pacific (CEB) and a hub for training services for other airlines. CEB president and chief executive officer Lance Gokongwei said the PAAT will provide pilot and cabin crew training for Cebu Pacific Air as well as other local and international airlines. The pilot school and aviation training facility of the Cebu Pacific and CAE is situated inside the economic zone here. The facility is designed to handle the most modern aviation training equipment which includes two Airbus A320. The joint venture of the PAAT has the capacity to train over 2,500 pilots and other aviation professionals for CEB and third-party airlines in the region annually. The facility has classrooms for computer-based training and briefing. It has also two full flight simulator bays and Airbus procedures trainer rooms. The school was certified by Aviation Training Organization (ATO) and was approved by the Civil Aviation Authority of the Philippines (CAAP). Glenn Frederick, CAE Executive Vice President, Commercial Aviation Training and Services, said PAAT is an important addition to the CAE global training network. “Worldwide, CAE now has a network of 45 aviation training locations in every major region of the world,” said Frederick, adding all the facilities is equipped with 215 simulators. “We train more than 100,000 aviation professional annually and is the largest provider of commercial aviation training in the world,” he said. In his speech, Frederick cited Asia market as a strategically important to CAE over the past three decades. “Due to increasing financial prosperity of the Filipino people and the success of Cebu Pacific’s low cost carrier business model, the Philippines is experiencing a dynamic growth in civil aviation,” Frederick said. With the establishment of the first CAE aviation training center in the country, he said the Philippines is emerging as a vibrant 21st century success story in aviation. Frederick also said that an estimated 20,000 new pilots will be needed worldwide for the next 20 years. “Training pilots for today’s complex aircraft and increasing airspace and airports, requires the most advanced simulation technology and most capable, experienced instruction. Airline professionals who will learn at this facility entrust us to provide the world-class training they have come to expect from CAE,” he added. Meanwhile, Gokongwei, in a statement, said “we are delighted to collaborate with CAE in bringing a world-class training facility to the region. This training center will be pivotal to meeting the training requirements not only of Cebu Pacific, but also the region’s pilot and flight training requirements in the next 10 years or so.” The PAAT represents an approximate US $ 50 million joint investment. The facility will cater to Airbus A319/320/321 series pilot type-rating training requirements and will provide “wet” instructor-led type-rating training for CEB’s current and new-hire pilots. Initially, recurrent, conversion and jet indoctrination training will be available to other Airbus operators.






Pampanga gov warns residents vs illegal recruiters

CLARK FREEPORT, Pampanga, Dec. 3 (PNA) -- Governor Lilia G. Pineda has warned her constituents against illegal recruiters, especially those who are applying for job abroad.

The governor issued the warning during the orientation seminar on the precautions in hunting jobs abroad which was participated by different Barangay Public Employment Office (PESO) held recently at Fontana Convention Center here.

The provincial government hosted the seminar to equip the PESO about the modus operandi of the illegal recruiters.

“We don’t want another Joselito Zapanta who ended up in jail. We are hosting this seminar in order to protect the Kapampangans on the modus operandi of the illegal recruiters,” Pineda said.

Zapanta, a native from Mexico town, was sentenced to death through decapitation in Saudi Arabia after allegedly killing his Sudanese landlord.

The governor, along with the Pampanga Mayor’s League led the fund raising for Zapanta’s blood money amounting to P44 million in exchange for his liberty.

Four months was given as an extension to raise the blood money.

Earlier, the Pampanga Association of Capitol Employees (PACE) has offered P350,000 donation to the two children of Zapanta that will be used for their education.

The Pampanga Mayors’ League, on the other hand, has pledged P2 million while each town mayor committed to give P100,000.

Angeles City plans to put up cancer treatment center

ANGELES CITY, Pampanga, Dec. 2 (PNA) -- Following the successful operations of the Angeles City Renal Care Center that provides dialysis treatment to kidney patients and the MediKalinga where minor surgeries are conducted free of charge, Mayor Edgardo Pamintuan is aiming for another first -- a chemotherapy center for cancer patients.

“The success of the Renal Care Center and the MediKalinga has encouraged me to go further -- to build a chemotherapy unit of the city hospital to try to combat the world’s number one killer disease, cancer,” Pamintuan said.

He said, however, that at this point, the project is still a long way to go.

But he noted that the dialysis treatment center also faced a lot of challenges before it was realized.

“I believe that a lot of medical institutions and professionals, here and abroad, would support such an ambitious project, which would be a pioneering healthcare- related project by a local government,” the mayor said.

He said the chemotherapy project will be part of his expanded Contract with the Angelenos (CWA), an eight-point program that he plans to be his platform of government if elected again as mayor.

“We have already implemented most of the key components of the CWA. Now, we are going to expand it to include more components, including the possible chemotherapy treatment center as part of our overall health program,” he said.

He said he plans to tap again the World Medical Relief Inc., which has been the city government's partner in the building and operation of the Renal Care Center and the expansion of the Ospital Ning Angeles.

With 19 dialysis machines, the Angeles City Renal Care Center is regularly providing treatment to 221 patients, most of whom needed to be treated thrice a week.

So far, a total of 9,431 treatments have been given by the center since it was established in June 2011.

Kidney patients pay much less in the treatment center than when they are treated in private hospitals and clinics. Many poor patients are treated almost free of charge, he said.

The recently established MediKalinga, on the other hand, performs minor surgeries free of charge. Over 1,344 minor operations have been performed at the MediKalinga.

Major surgeries, on the other hand, are referred to the Ospital Ning Angeles, where operations are also conducted free of charge for poor patients.
