The U.S. Food and Drug Administration has special labeling requirements for dietary supplements and treats them as foods, not drugs.



Manufacturers and distributors of dietary supplements and dietary ingredients are prohibited from marketing products that are adulterated or misbranded. That means that these firms are responsible for evaluating the safety and labeling of their products before marketing to ensure that they meet all the requirements of DSHEA and FDA regulations.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Newly constructed Legazpi City’s skate park opens

LEGAZPI CITY, July 31 -- The members of the Legazpi City Council have enacted an ordinance regulating the use, operation and maintenance of the newly constructed skate park located in front of the Albay Gulf at the southern boulevard in Barangay Dap-dap in this city.

City Councilor Vince Baltazar III, principal author of the ordinance, said this local law would serve as an instrument for the safety of all the BMX riders including those who want to play non-motorized scooters and roller skating at this newly constructed standard play court.

“All the riders who want to use this park should first register at the logbook before entering the court and they should wear a safety gear such as helmet, elbow pads, knee pads, appropriate footwear and other sporting attire to ensure the safety and protection of all the bikers--- however, those bikers below 12 years old must be accompanied by their parents or guardians”, Baltazar said.

Any act of bullying as well as smoking, drinking liquor and other forms of alcohol are strictly prohibited.

The city administration will assign personnel to handle the operation of the park and it will be used by the bikers daily except Monday morning and it will only be closed if there is weather disturbances, Baltazar said.

He said that based on the ordinance, any persons who violate this law shall be fined PHP1,000.00 for each offense and the penalty fee shall be collected by the personnel assign at the skate park and be deposited to the trust fund of the city administration for the purpose of youth and sports development.

The newly constructed skate park will be used as the venue for the First Mayor Noel E. Rosal Skate and BMX Tournament to be participated in by different group of bikers across the region including Metro Manila this August 19 and 20 as part of the sporting events of the Ibalong Festival 2017.

The tournament will be divided in different categories.

The winners in the BMX Class A category (Professionals) will receive PHP7, 000 plus trophy 1st prize; the 2nd prize will receive PHP5,000 while the 3rd prize will receive PHP3,000.

The winners in the BMX Class B category (Beginners) will receive PHP5,000 plus trophy 1st prize; while the 2nd prize will receive PHP3,000 and the 3rd prize will receive PHP1,500.

In the Flat Land Challenge category, the winners will receive PHP3,000 plus Trophy 1st prize while the 2nd prize will receive PHP2,000 and the 3rd prize will receive PHP1,500.

In the Scooter Challenge Category, the winners will receive PHP2,000 plus Trophy 1st prize, the 2nd prize will receive PHP1,500 and the 3rd prize will receive PHP1,000.

In the skate class A category (Professionals) the winners will receive PHP7,000 plus Trophy for the 1st prize while the 2nd prize will receive PHP5,000 and the 3rd prize will receive PHP3,000.

Bicol farmers join 1st Mushroom Summit

LEGAZPI CITY, July 28 -- With the theme “Kabutehan para sa Maunlad at Malusog na Pamayanan”, 52 Bicolano mushroom farmers attended a two-day summit that lasted till today, Friday, the first ever Mushroom Summit held at the Tagaytay International Convention Center, Tagaytay City.

More than 300 mushroom farmers, researchers and Agricultural Extension workers from different regions attended the event.

DA-Bicol Executive Director Dr. Elena B. de los Santos, in an interview Friday, said the DA Bicol has been conducting massive trainings on community-based mushroom production in different barangays and undertakes techno fora and other special events.

Delos said, "What comes to mind when we hear about mushroom? --normally, we think about those stuff that just pop out from organic materials usually from wood sources or from different kinds of substrate. Mushroom contains excellent health benefits and growing them properly has great potential and demand in the global market".

During the first day of the summit, Merci mushroom soap produced by Merci Villareal of Balatan, Camarines Sur was awarded as best seller and a techno demo on Mushroom Vanilla Ice cream by Arlene De Asis of DA Bicol was well attended and appreciated.

Guests present during the summit were: DA Undersecretary for High Value Crops and Rural Credit Evelyn Lavinia; OIC–Director, Bureau of Plant Industry, Dr. Vivencio Mamaril; Dr. Sofronio Kalaw of Central Luzon State University; Ma. Victoria Magkalas of the Department of Trade and Industry and other stakeholders.

Guest speakers shared some insights on the current status of the mushroom industry in the Philippines, approved Philippine standards for mushroom and attributes of Philippine native and exotic species of mushroom.

“Buhay na buhay ngayon ang industriya ng kabute (The Mushroom Industry is now vibrant)," said Dr. Vivencio Mamaril in his keynote speech.

The agency will be issuing the “Juan Magsasaka” Identification Card for all farmers upon validation. The said ID system will help the rice, corn, crop/vegetable and mushroom growers particularly in their request for program and services assistance, Mamaril added.

He said that the summit is very timely as it will help agriculture authorities to start collecting data on how many Filipinos grow mushroom, what kind of species and how many kilos are produced in a year.

Meanwhile, Lavinia said in her message that it is important for farmers to organize themselves and be accredited so that they can avail of their needed assistance.

In 2018 when the proposal is approved by Congress, the Department of Agriculture will no longer be DA but Department of Agriculture and Fisheries (DAF), Lavinia added.

A video showing on Mushroom Technology which was featured in a local television here was presented by DA Bicol.

The presentation served as an inspiration and example to mushroom enthusiasts and was most applauded by the participants.

DA hosts investment forum for potential entrepreneurs

LEGAZPI CITY, July 27 -- Some 55 small and potential entrepreneurs engaged in gabi (Taro) and sili (Chili) farming from Iriga, Naga City, Ocampo, Sipocot, Pamplona, Goa, Tigaon and Nabua, all in the province of Camarines Sur, attended a one-day Investment Forum held recently at the Aljosh Café in Naga City.

The forum aimed to increase awareness about investment opportunities (both local and foreign) and strengthen a multi-sectoral network system for investment by the Department of Agriculture (DA) Bicol.

Zaldy Castillo, president of Nabua Gabi Farmers Association, said on Thursday, like rice farming, with proper management and passion, there is also money in gabi-growing.

Castillo added that they are already delivering more than 1,000 kilos of gabi leaves weekly to Laguna and Metro Manila, particularly in Divisoria.

He said he is also overwhelmed by the DA support to their endeavor since gabi is included in the Top 3 priority commodities in the region.

"Bicol Express can’t be erased from the history of Bicol,” Harry Llaguno of HML Foods Corporation based in Daraga Albay said.

The investment forum served as an avenue for possible market linkages and information on the latest market demands.

The main topics discussed include: Status of Sili (labuyo) and Good Agricultural Practices (GAP) on Gabi Plant Production.

The emergence of farmers' groups such as the Federation of Gabi and Sili Farmers Association in Albay and Nabua Gabi Farmers Association in Camarines Sur greatly contributed to the local and even global market.

Bicol Region is known for Bicol Express and Laing -- dishes which contain “sili”.

DOLE assures livelihood assistance for Bicol's PWDs

LEGAZPI CITY, July 26 -– The Department of Labor and Employment (DOLE) regional office here assured livelihood assistance, opportunities and training for Persons With Disabilities (PWDs) in the region as part of the National Disability Prevention and Rehabilitation (NDPR) Celebration held recently.

“We know that our PWDs are having a hard time securing formal employment so our strategy is to prioritize them in our livelihood program,” DOLE Bicol Regional Director Atty. Ma. Karina Perida-Trayvilla said on Wednesday.

"During the week-long celebration, we had series of livelihood orientations for PWDs in Camarines Norte and Ligao City, Albay--- the participants in the orientations came from organized PWD groups," she said.

"The livelihood orientation was the first step in securing a livelihood grant from DOLE," Trayvilla added.

Rovelinda Dela Rosa, head of the livelihood program said, “In the orientations, they learned steps on how to avail the program and at the same time gave them inputs as to what possible livelihood they can undertake”.

DOLE-Bicol is positive that within the semester, a full livelihood grant will be released to the PWDs who attended the activities.

The agency said that the beneficiaries will still be screened based on other criteria such as willingness to proceed with the chosen livelihood and their determination to continue with their small business.

“Of course it doesn’t mean that just because you are a PWD you will be given a livelihood instantly. You must first possess certain criteria...Remember that what we are giving away is the people’s money so we also have to be careful in choosing our beneficiaries,” Dela Rosa said.

DOLE-Bicol has released livelihood grants to PWDs around the region. This year, it focuses on beneficiaries which are less likely to land formal employment.

"This is the primary aim of our livelihood program to offer an alternative yet sustainable source of income,” Dela Rosa stressed.

The PWD group that DOLE Bicol has assisted is the Visually Impaired Voices of Albay (VIVA) blind masseurs which now has massage centers in two of Legazpi City’s biggest malls -- Pacific and Ayala Mall and the New Hope (Pag-Asa) Association in Rawis, Legazpi City which is said to be the number one contractor in Albay of elementary school chairs.

“We really want to see our PWDs to have a brighter glimpse of their future thru our livelihood program,” Trayvilla said.

Albay schools suspend classes due to Bicol transport strike

LEGAZPI CITY, Albay — Local government units and universities in Albay have suspended classes scheduled for Monday (July 24) due to the transport strike set to be staged on the same day in the Bicol region and set to coincide with the second State of the Nation Address of President Rodrigo Duterte.

The local governments of Legazpi City, Tabaco City and Sto. Domingo town suspended classes in all levels in private and public schools on Sunday night.

Classes in all levels are also suspended in Aquinas University of Legazpi, Divine Word College of Legazpi, and Bicol University (BU).

Despite the suspension, Arnulfo Mascariñas, president of BU, said non-teaching personnel have been advised to report for work. “The administration will deploy vehicles to ferry Bicol U personnel,” he said in a text message.

Ramon Rescovilla, deputy secretary general of the Concerned Drivers and Operators (Condor-Piston) in Bicol, said on Sunday, they were expecting at least 2,500 drivers of jeepneys, tricycle and passenger vans to join the 24-hour strike in six provinces in Bicol which would start at 12 a.m. Monday (July 24).

“This is to tell the administration that the modernization program (in transport) affects small operators, drivers and commuters,” Rescovilla said.

Dan Balucio, spokesperson of Bayan Bicol, said protests would be held in 78 mass action centers in the region.

In Camarines Sur, youth organizations will hold its Bicol State of the Youth Address (SOYA) in Plaza Rizal, Naga City, simultaneous with other activities in Albay, Masbate, Sorsogon, Camarines Norte and Catanduanes from 4 a.m. until 2 p.m.

Legazpi City hosts national farmer’s congress

LEGAZPI CITY (PIA) – Some 1,200 farmers across the country are convening today in this city for the National 8th Kilusang Mambubukid ng Pilipinas (KMP) Congress.

Legazpi City Mayor Noel Rosal said most of the participants are leaders of the KMP from the 15 regional chapters and 67 provincial chapters from the entire country.

Rosal welcomed the participants during the opening rites held at the Ibalong Centrum for Recreation (ICR), stressing on their role as producers of agricultural commodities needed by communities for their daily consumptions.

Rosal likewise urged the farmer participants to continue planting more rice, vegetable and root crops to boost agricultural production and ensure that the country’s local food and commodities are sufficient to meet the daily demands of the people in communities.

Furthermore, he encouraged the farmers to use organic fertilizers as substitute to high cost fertilizers, pesticides and other farming materials to reduce their farming expenses and thereby improve production as part of the solution to poverty incidence in the society.

On the farmers’ part, KMP national chairman Antonio Flores said one purpose of the agenda is to unify farmers across the country to ask the congress for the enactment of the Genuine Agrarian Reform Bill into a national law in order to start the proper implementation of just and fair land reform.

“If this bill becomes a law, all the haciendas including the big plantations and mining areas in the country will be distributed equally and freely to the farmers who doesn’t have their own land,” Flores said.

The KMP conducts the national congress every four years to discuss the different programs and projects of the organization including the election of national committees.

The theme for this year’s gathering is “Magtagumpay Palawakin at Patatagin ang Kilusang Mambubukid ng Pilipinas.”

The KMP is a democratic and militant movement of landless peasant, small farmers, farm workers, rural youth and peasant women.

US-funded Bicol agri-water project benefits over 600 farmers

MANILA -- Over 600 local farmers are now adopting new technologies and disaster-resilient rice farming practices to reduce the impact of natural calamities and improve food security in the Bicol region.

These benefits were gained through the completed PHP76-million Bicol Agri-Water Project (BAWP) that received funding from the United States Agency for International Development (USAID).

“USAID is pleased to work with our partners to help rice farmers in the Bicol region gain new knowledge and skills that will help them be prepared and more resilient to the impacts of natural hazards,” said USAID Philippines Executive Office Acting Chief Timothy Marlowe in a statement.

As a result of the project’s Climate Field School Program, local government partners have also adopted the use of a seasonal climate forecast.

USAID also presented the Philippine Department of Agriculture (DA) with a training manual for farmers on how natural disasters impact rice production and how they could use different farming techniques to improve harvests.

“Preparedness is much better and cheaper than response and through the Bicol Agri-Water Project, farmers are now better prepared for the future,” said DA-Regional Field Officer 5 Regional Executive Director Dr. Elena De Los Santos.

The project is implemented by the University of the Philippines Los Baños Foundation, Inc. (UPLBFI), in partnership with the DA’s Regional Field Office 5 (DA-RFO5), Philippine Atmospheric, Geophysical, and Astronomical Services Administration, International Research Institute – Columbia University, Central Bicol State University, Bicol University College of Agriculture and Forestry, and the local governments of Camarines Sur, Albay, Nabua, Buhi and Polangui.

North-bound boulevard soon to rise in Legazpi City

LEGAZPI CITY -- Construction of phase one of the seawall cum boulevard project in the northern portion of Legazpi City has started as part of the P2.1-billion master flood control project being supervised by the Department of Public Works and Highways in cooperation with the City Engineering Office, City Mayor Noel E. Rosal said in an interview on Tuesday.

Rosal said the project is considered as another mega tourism infrastructure with a total road length of 2.70 kilometers traversing the coastal villages of Sabang, Pigcale, Baybay and San Roque, all facing the Albay gulf.

The project is not only a boulevard but also a seawall designed to protect the lives and properties of the villagers from the impact of storm surge especially during typhoons and other forms of natural calamities, he said.

Rosal said this project would also serve as an alternate route of the motorists going to the first district of Albay and portions of Camarines Sur.

"This road project would also serve as a primary solution to traffic congestion at the major thoroughfare in front of the regional government center in Barangay Rawis, he added.

He said these coastal villages in north of this city would be the next haven for investment that is being anticipated to boost the economic activities by bringing more employment opportunities to the people in the villages.

Rosal said this project will also be useful for jogging, running, walking and other forms of physical exercises as part of promoting healthy lifestyle to the people.

The mayor said this concrete road would also serve as another venue for leisure as well as for recreation and entertainment for all the visitors and residents.

Upon completion of this phase one project, the next will be the civil works or the phase two that will include the construction of the 380-meter long reinforced concrete deck girder (RCDG) four-lane bridge; and also for the utilization of the 24,000-linear meter foreshore land to pave the way for the construction of road right of way that will connect the boulevard across Tibu and Yawa rivers going to the regional government center, Rosal pointed out.

The project came out through the master plan prepared by the Legazpi City Planning Office that was submitted to the National Economic Development Authority (NEDA) in Bicol for inclusion in the investment program in Region 5.

Based on the study prepared by the city planning office, the construction of the boulevard includes the putting of core rocks, backfill, grouted riprap, foundation, retaining wall, construction of a two-lane all weather concrete road, sidewalks and bike lanes, construction of concrete fence, bridge approach and railings, solar street lights, landscaping, greens, and buffer zones.

Legazpi City bags Child-Friendly Local Governance Award

LEGAZPI CITY, July 18 -- The city government of Legazpi bagged the Best Local Government Unit award for its implementation of a child-friendly program in the entire region.

Legazpi Mayor Noel E. Rosal on Tuesday morning received a plaque of recognition from the Department of Interior and Local Government (DILG) Bicol at La Roca restaurant in this city.

Rosal said that one of the most priority agenda of his administration is the child welfare program as part of protecting the children from abuses and encouraging them to finish their studies for their good future.

The city government of Legazpi has constructed elementary school buildings in different villages here and Special Program for Education (SPED) Centers, all located at the down town areas of this city, Rosal added.

He noted that the 13 school buildings established by his administration would serve as an instrument for improving the high quality education of children particularly those residing in far-flung areas of Legazpi.

City Councilor Vince Baltazar III, author of the City Children’s Rights and Welfare Code enacted by the members of the City Council, said that based on the Code, Legazpi must be a conducive place for the holistic development of children residing in this city to make sure they are always protected from all forms of abuses.

Baltazar noted the city administration should always protect the rights of the children for their survival and development.

According to the code, the city government shall support the family as a basic social institution by giving assistance to children in various forms and providing trainings to parents to make them more capable of rearing healthy children during the earliest stages of infancy to adolescence, Baltazar pointed out.

He said the city government should encourage private and people’s organizations and other non-government groups to sponsor programs and projects designed to promote health as well education and general welfare of the children.

Other LGUs of Albay that received the same awards were Ligao City and the Municipalities of Guinobatan, Camalig, Polangui, Santo Domingo, Malilipot, Malinao, Tiwi, Bacacay, Daraga, Jovellar, Libon, Oas and Rapu-Rapu.

Ligao City gives P20,000 each to 2 centenarians

LIGAO CITY -- The city government of Ligao gave PHP20,000 each to two centenarians as a way of honoring the senior citizens.

Ligao City Mayor Patria “Patty” Gonzalez-Alsua said on Friday that the cash incentive is their way of showing respect and recognition to the centenarians.

Alsua, with the city councilors, personally visited the home of Prescilla C. Sadia of Barangay Layon, Ligao City where she handed the cash incentive.

"As senior citizens have served an integral role in the society, the city government of Ligao, through the City Social Welfare and Development Office (CSWDO), awarded the PHP20,000 to Sadia," she said.

She said that the cash is part of the incentives given by the city government to senior citizens reaching the age of 100 to celebrate their achievement for living three decades past their life expectancy.

“This is to recognize the rights of every elder in the society and grant them assistance for their economic welfare,” Alsua added.

Another centenarian, Encarnacion Monasterial from Barangay Dunao here also received PHP20,000 cash incentive from the city government last April 25, 2017.

“Indeed, this is one great way to encourage every Ligaoeño to lead a long, healthy and disciplined life,” Alsua said.

The Department of Social Welfare and Development (DSWD) Bicol said that the region recorded 171 centenarians.

Of the six provinces of Bicol, Albay posts the highest number of centenarians with 39, followed by Camarines Sur, 36; Sorsogon, 22; Camarines Norte, 20; and Masbate and Catanduanes, 9 apiece.

Centenarians are entitled to PHP100,000-cash gift each from the government as provided under Republic Act 10868 or the Centenarian Act of 2016.

DSWD said 59 centenarians in Bicol had already received the cash gift from the government.

Jesseshan Marbella-Aycocho, DSWD regional information officer in Bicol, said the department is still processing the papers of at least 20 other centenarians.

The processing depends on the compliance of documents as proof of their age eligibility, she said.

7 DBP branches in Bicol flex financial muscle, beef up as ‘infra bank’

LEGAZPI CITY — Development Bank of the Philippines (DBP) President & Chief Executive Officer Cecilia C. Borromeo has announced today that the state-owned bank will intensify it’s effort towards more inclusive financial system strategy in support to the national government’s “build-build and build” program.

DBP presented as roadshow its “special milestone”, now on the second leg in Legazpi City, that it has expanded into 121 branches with the opening of banking offices located in Ilocos Norte, Siquihor, Cagayan, Pampanga and Bohol provinces; Talisay in Cebu; Sta Cruz in Davao del Sur; Zamboanga Econometric ang Tuguegarao Regional Government Center while extension offices in Naga iliac, LA Union & Cabugao , Ilocos Sur.

“Our purpose & mission remain focused on our development mandate of improving the lives & well-being of our countrymen & ensuring that development is broad-based, inclusive and sustainable”, Borromeo said.

She mentioned that as a “major thrust” the bank has sharpened it’s focus on “infrastructure sector” in perfect alignment with the government “build-build&build”program and tasked as “major player, hence, DBP is named INFRA Bank”.

“Transportation infrastructure, affordable, reliable and safe transport sector connecting rural and urban communities part of priority thrust”, DBP’s top honcho explained.

DBP INCOME JUMPS 30%

The government-owned bank, DBP posted a net income of P1.29 billion in the first quarter of the year, a significant 30.4% higher than the P989 million posted in the same period in 2016, according to press statement released to media.

It said that the loan portfolio grew by 30.6% to P232.1billion in the first quarter of 2017 from only P177.7billion in the same period a year ago.

DBP’S total assets reached P5 12. 9 billion or an increased of 6.2% from P483.2billion registered in the same period of 2016, while deposits reached P323.3billion as of the end of March 2017, from P300million in the first quarter of 2016 or an increased of 2.0%.

P7.2-M drug rehab center rises in Albay

LEGAZPI CITY — Civil works for the construction of a P7.2-million drug rehabilitation center in Ligao City in Albay province will start this month, Gov. Al Francis Bichara said recently.

Bichara said the site development plan for the project in Barangay Tula-Tula was ready for bidding.

The center is scheduled to operate by year-end.

Bichara said the two-story, dormitory type rehabilitation center would rise on a 1-hectare government lot and would be made from 40-foot aluminum containers.

He said the center could accommodate 150 patients with severe drug problems. —

New Bicol police director takes over

LEGAZPI CITY (PIA) – In a ‘turnover of command’ ceremony held yesterday at Camp General Simeon Ola in Legazpi City, members of the Philippine National Police (PNP) in Bicol welcomed their new regional chief—Chief Supt. Antonio N. Gardiola Jr.

Gardiola, a member of Philippine Military Academy’s “Sinagtala” Class of 1986, took the helm of the police force in the region from his fellow Naga City native, Chief Supt. Melvin Ramon Buenafe, who was set to retire from the service after the transfer of command.

The ceremony was attended by PNP Director General Ronald “Bato” dela Rosa, who was also Gardiola’s classmate in the PMA.

Dela Rosa inducted Gardiola to his new post and congratulated his ‘mistah’ on his new designation. The PNP chief explained that Gardiola’s new job would be a challenge as he had a lot to live up to, an apparent reference to the accomplishments of his predecessor.

Gardiola vowed to sustain Buenafe’s success in the war on drugs, criminality, communist insurgency and weeding out the bad eggs in the police force.

In addition, Gardiola declared war on corruption and terrorism.

“I am her to serve the people of Region 5. I am here to devote my time and effort to serve you, fellow Bicolanos, and ensure that our region continues to remain clothed in safety and security that my predecessors, especially our mistah Chief Supt. Buenafe, your former RD strived hard to achieve,” he said. “We will sustain your momentum and will continue to forge at full speed.”

“I will be facing the biggest challenge in my career, especially now that our nation is facing a battle against the menace of society. Illegal drugs coupled by this seemingly global spreading threat on terrorism,” he added.

Before assuming the highest police post in Bicol, Gardiola held the post of director of PNP’s Highway Patrol Group.

New Legazpi hospital to get additional P50-M DOH fund: Mayor Rosal

LEGAZPI CITY -- The city government here held a soft opening of the new Legazpi City Hospital (LCH) on Monday with Mayor Noel Rosal announcing additional funds from the Department of Health (DOH) for the construction of another floor for the facility.

Rosal said Health Secretary Paulyn Ubial, in her recent visit here to inspect the construction of the facility, said the DOH has earmarked an additional P50 million to finance the project.

“We got another P50 million after Sec. Ubial was so impressed of the new city hospital as she promised to release the funds soon as it is ready,” he said.

Hoping to address the overcrowding of hundreds of patients seeking medical treatment in various government run hospitals in Albay, the opening of the LCH would be a value added boost that would seek to answer this pressing hospitalization concern, according to City Mayor Noel Rosal.

He pointed out that the newly constructed 80-bed capacity LCH would help decongest the overcrowded Bicol Regional Training and Teaching Hospital (BRTTH) that presently caters to patients in the entire province of Albay including the provinces of Sorsogon, Masbate and Catanduanes.

The P90-million newly built hospital is seated within a 3,000-square meter lot owned by the city administration in the eight-hectare central business center at the heart of the commercial district in Barangay Bitano, Legazpi City.

The project was a partnership between the DOH which poured in P60 million while the city administration has also provided P30 million.

Rosal said that in a meeting in Manila, he presented to the DOH the construction plan of the 3rd floor including the elevator and additional operating and delivery rooms and other improvements of the new hospital.

He said in an interview Monday, "the two-story hospital is expected to open this coming August or September with an initial 25 to 50 beds plus the hospital beds and other medical amenities donated by our kababayan from the United States”.

The hospital is only phasing one and level one with a capacity of 60 to 80 beds but according to the study of the DOH, “this health facility should expand into the third floor with additional rooms to accommodate a capacity for 200 beds in order to qualify it into level 2 hospital”, Rosal added.

The city chief executive disclosed that his administration will submit soon a project proposal to the DOH for the construction of the third floor.

Rosal described this hospital as a state of the art public health facility and this will be the most modern in the entire Bicol region to be manned by professional doctors, nurses, midwives, dentists, med-tech and other medical personnel that will render health care services to the city’s indigents patients.

He noted that based on the standard of the DOH, a level one hospital requires employment of at least 113 personnel who should be residents of the city.

Rosal explained that the city will shoulder the yearly operation expenses of the hospital that requires P80 to P100 million to pay for the salaries and wages of all the medical practitioners as well as the electrical and water billings, gasoline and other similar expenses.

According to the mayor, the first four of the six containers of medical equipment for the hospital were turned over by the World Medical Relief (WMR) to the city administration last year while the last two containers were turned over last month by Dr. David Zarate, a Filipino Doctor of WMR based in Detroit Michigan, U.S.A.

The donated medical equipment by the WMR included an X-ray machine, dialysis machine, office tables, medicines, hospital beds, and other medical supplies to be used for the full operation of the hospital, he added.

ASEAN Campus Tour kicks off with lectures in Albay school

LEGAZPI CITY, July 11 (PIA) — The Philippine Information Agency’s Provincial Information Center in Albay has launched what it dubbed as ASEAN Campus Tour –an information caravan designed to conduct lectures in schools in order to enlighten the youth of Albay on the relevance of the Association of Southeast Asian Nations (ASEAN).

For the caravan’s first leg, a forum was held by PIA-Albay at Polangui General Comprehensive High School (PGCHS) on June 23, wherein high school students participated in lectures and discussion with the region’s ASEAN focal persons.

During the event, an overview on the concept of ASEAN was discussed by Marlon Loterte, the information center manager of PIA-Albay. In order to let the students of PGCHS grasp the full context of the ASEAN’s importance, Loterte explained the history, structure and purpose of the ASEAN’s creation.

As he talked to the learners of PGCHS, Loterte stressed the present significance of supporting the ASEAN.

“This year, our president –Rodrigo Duterte- is the chairman of the ASEAN, and the ASEAN Summit is hosted here in the Philippines. So, we Filipinos should set an example to our fellow ASEAN citizens,” he explained.

Miguel dela Rama, regional focal person in Bicol for the ASEAN, was also present as resource speaker during the event. Dela Rama explained in his lecture the goals of the ASEAN as indicated in its thematic priorities.

“We should all understand that the ASEAN seeks to improve the lives of its citizens through its three pillars, namely economic growth, socio-cultural development, and political security,” Dela Rama said.

He explained the relevance of the ASEAN in the lives of the common Filipino. Particularly in the aspect of health, Dela Rama related the ASEAN to the efforts in curtailing the spread of diseases like HIV-AIDS.

During their respective lectures, both Loterte and Dela Rama engaged the students in discussion to give them the opportunity to ask questions and share their thoughts. During this open forum, it was clear that the students of PGCHS connected with the idea that they are part of the bigger community –not just as Filipinos, but as ASEAN citizens.

Maximizing the information dissemination aspect of the Campus Tour, the PIA also involved the participation of the Department of Education (DepEd) to spread knowledge about the ASEAN to both students and teachers alike.

To show their appreciation, Emma R. Morasa, principal of PGCHS, expressed her gratitude for the understanding of the ASEAN that was shared by their visitors.

At the end of the event, the delegates from the PIA and the attending students of PGCHS exhibited their solidarity as ASEAN citizens as they sang the ASEAN Solidarity Song in unison.

Soldiers in Bicol raise funds for Marawi evacuees

LEGAZPI CITY, Philippines – The military in the Bicol region picked up various donations by Bicolanos for Marawi City refugees through house-to-house and store-to-store visits, as well as from local radio stations and other designated stations here.

The collection of assorted relief goods was done for a week, before the military's scheduled trip to Iligan City in Mindanao. The flow of relief goods continued even shortly before the said trip.

On July 7, Army Captain Ronnie Madrinan of the 9th Infantry Division public affairs led the Armed Forces of the Philippines' (AFP) humanitarian team that would bring the relief goods to Marawi.

At least 5 military and government trucks were loaded with 200 sacks of rice, canned goods, noodles, and used clothing, gathered after almost 3 weeks of knocking on the doors of Bicolanos to seek aid for Marawi City, where clashes between government forces and the terrorists Maute Group have lasted more than a month.

The AFP also raised P800,000 solely from the pockets of Bicolanos. This, along with the relief goods, will be handed over by Madrinan to the city social welfare office of Marawi City, which is currently stationed in Iligan City.

Albay Governor Al Francis Bichara and Legazpi City Mayor Noel Rosal also provided P200,000 each for Marawi.

Madrinan left the Tabaco City international seaport and boarded commercial ferryboat Regina Calixta – owned by Catanduanes Governor Joseph Cua – bound for Virac, to get the goods shared by the people of Catanduanes.

The AFP Bicol was given a 50% discount by Regina Calixta management for shipping fees. But from Virac, Madrinan said the transport of the goods to Iligan City will be for free, through a cargo ship also owned by Governor Cua.

'Grateful to Bicolanos'

The AFP Bicol has already been receiving donations from people from all walks of life. For instance, Carlo Lincaso, owner of an ukay-ukay store in Legazpi City and a former cameraman of GMA-7 donated 5 big sacks of used clothing for Marawi refugees. The donation was picked up by Tactical Operations Group 5-Philippine Air Force personnel.

"We're grateful to the Bicolanos because for just less than 3 weeks, we were able to produce P800,000 and assorted relief goods for war-torn stricken city of Marawi. Bicolanos share whatever they can. These goods and money came solely from the Bicolanos, our stakeholders," Madrinan said.

On June 19, a simultaneous kick-off ceremony in the 6 provinces of Bicol launched AFP Bicol's "Pagmakulog sa Sadiring Lahi (Compassion for our Fellowmen)" project, an initiative to lend a hand to the Marawi evacuees. The launch was led by General Manuelito Orense, commanding officer of the Army's 9th Infantry Division.

The program aims to encourage Bicolanos to give any form of assistance they can, including moral and spiritual support, to boost the morale of the displaced families.

The AFP in Bicol also tapped social media and local radio stations across the region to appeal for help from netizens and listeners.

"We hope that the war in Marawi will be over so that the displaced families can return home," Madrinan said. His team will be cruising on the high seas for 3 days before reaching Iligan City.

The Army team is a veteran of humanitarian missions under the Team Albay-Office of Civil Defense (OCD) Bicol, during the term of former Albay governor and current 2nd district congressman Joey Salceda and OCD director Raffy Alejandro.

The AFP in Bicol earlier sent at least 3 battalions to Mindanao before the Marawi City clashes erupted, to go after terrorists sowing fear in various parts of the region.

Since the Marawi siege started on May 23, at least 3 Bicolano Marines and an army soldier have been killed in action. The fallen heroes were given military honors here.

New lights installed at Legazpi's streets, public spaces

LEGAZPI CITY -- Tourists and local residents will now be able to enjoy more the beauty of Legazpi City during night time because of the newly installed lights on both sides of the stretch of Washington Drive going to the Airport Road and in Barangay Cruzada here.

Legazpi Mayor Noel E. Rosal, who, on Friday led the switch-on of the new lights, said the project will serve not only as protection for all the Legazpeneos and visitors but will also add to the beauty of the city.

“It will give more attraction to all the viewers and other visitors to the beauty of the Legazpi, especially during nighttime. It is also very important to all the motorists and other riders from other neighboring provinces and municipalities because if they see these well lighted roads while riding at night time, then they can easily see that they are approaching the city of fun and adventure," the mayor pointed out.

Aside from benefiting visitors and motorists, the residents are more secure during their nighttime activities as the streets will be free from any criminality, he added.

City Tourism Officer Agapita Parces, on the other hand, said having new light fixtures on the roads is very timely as they are preparing for the opening of the yearly Ibalong Festival in mid-August wherein a huge number of international and local tourists are expected to arrive to witness the different sporting events.

Based on the initial meeting, Pacres said the opening of the festival will be on August 11 with a holy mass at the Albay Cathedral to be followed by a parade of floats with the images of villains as well as monsters and the three heroes Handiong, Baltog and Bantong.

The parade that will be participated in by different stakeholders of the city will start in front of the City Hall going to the main thoroughfare of Rizal Street and to the front of Yashano Mall, Gaisano Mall, 101 Mall and LCC Ayala Mall, all located at the city’s central business district, and then end at the city’s southern boulevard in Barangay Dap-dap wherein the formal opening program will be held, she added.

Pacres said this year’s Ibalong Festival is expected to be witnessed by a big number of tourists considering the fact that the event will be considered as one of the grandest celebrations ever with different unique and exciting events.

The Ibalong Festival is a non-religious festivity in this city based on the Ibalong epic. It celebrates the epic story of Ibalong who was accompanied by three legendary heroes namely Handyong, Baltog and Bantong.

Meanwhile, Mayor Rosal said another lighting project of his administration is replacing the old solar lights on Rizal Street going to the city’s Central Business District with new imported lights from Korea.

The city chief executive noted that all the solar lights from Rizal Street will be transferred in front of the regional center at Barangay Rawis along the major highways going to the 1st district of the Province of Albay.

DOLE's employment program to pilot run in Legazpi City

LEGAZPI CITY, July 7 (PIA) – The Department of Labor and Employment has chosen the city government of Legazpi as recipient for the JobStart program in the Bicol region.

City Public Employment Services Office (PESO) chief Diosdado Raneses said DOLE has made the announcement during the JobStart planning workshop recently conducted by the DOLE Bureau of Local Employment, Embassy of Canada and Asian Development Bank (ADB) at the Water Front in Cebu City.

“JobStart is one of the programs of DOLE for young Filipinos intended to give them opportunity for employment, especially the out of school youth aging from 18 to 24 years old who encountered financial difficulties,” Raneses said.

Raneses noted that the women organizations in the city will also be prioritized for employment opportunities.

“During the planning workshop DOLE said that the women’s organization will be given high percentage for employment opportunities but they first need to undergo life skills trainings and other seminars as part of enhancing their skills and abilities,” he said.

He added that after the training, the beneficiaries will enroll in a technical, vocational institute in order for them to qualify for better employment. However, those job-starters who will not pass the training will be given opportunity to retrain.

In preparation for the implementation of the JobStart program, Raneses said that his office has conducted a series of job fairs and skills training.

The JobStart Philippines Program is an employment facilitation initiative of the DOLE with funding support from the government of Canada and technical assistance from the Asian Development Bank. The program seeks to assist young Filipinos start their careers and find meaningful employment.

It aims to enhance the knowledge and skills acquired by jobseekers in formal education or technical training in order for them to become more responsive to the demands of the labor market.

‘Kumpas Barangay’ offers ray of hope for coastal villagers in Albay

LEGAZPI CITY (PIA) – “In my long years of stay in this village, it is only now that the president’s communication team has come to interact and listen to our concerns,”said senior citizen Napoleon Venus.

The senior citizens are one of the sectors represented during the “Kumpulan sa Barangay ni Presidente” or KumpaS Barangay conducted last Friday at barangay Puro in this city along with representatives from the fisherfolks, persons with disabilities (PWDs), education, market, homeowners and officials from the barangay council.

Presidential Communications Secretary Martin Andanar led the face to face interaction with the villagers together with representatives from other government agencies to present government programs that would address their concerns and needs.

Andanar assured the villagers that the concerns raised by their community leaders will be relayed to President Duterte.

“We are here to bring the President’s message to the people, so in my simple way allow me to be your messenger to the President,” Andanar said.

Key concerns

Awarding of land for private ownership, increase in social benefits, faster implementation of projects, provision of livelihood assistance and capability enhancement opportunities were the key issues raised by the community leaders and representatives.

Barangay captain Nicasio Barrios Jr. noted the rekindled hope of his constituents to own the land where their homes stood.

“We have long been pushing to have our lands titled and awarded to us since the time of President Ramos. We have done all the processes needed but since it is a public land, it requires the proclamation of the president or the DENR secretary that our land is inalienable and disposable before they can be distributed for private ownership,” Barrios said.

Venus, who heads the Puro Barangay Association of Senior Citizens Affair, appealed for increased social benefits particularly the availment of “zero balance billing” and approval of one percent allocation for senior citizens from the annual barangay budget.

Maria Joy Adra Pinat, principal of Puro Elementary School, expressed her appreciation and gratitude to the effort of the President to reach out especially to ordinary people in the provinces.

“Thank you Mr. President for reaching out to us who are in the provinces and barangays. We are calling for proper implementation of government projects such as the construction of school buildings in our barangay which has been delayed since last year,” she said.

“On the teachers’ collective concern, we are hoping for increase in our salary just like in other sectors,” she added.

To get themselves out of poverty by acquiring fishing equipment such as nets and boats was the aspiration of fisherfolks in Puro represented by Edgar Abion.

“Our fellow fisherfolks have somewhat lost their trust to the government since there are several agencies that promised livelihood assistance for us such as fishing nets and boats but up to now we haven’t received any of it. With our President we are hoping that it will be given to us,” Abion said.

Moreover, Rolando Apin of the PWD sector appealed for trainings to enhance their capabilities particularly on making crafts out of recycled products which could give them added source of income.

Kumpas Barangay is a catch phrase coined by the Presidential Communications Operations Office for its community outreach which gives President Duterte an ear for the feedback from village folks about the delivery of public services.

Legazpi recipient of DOLE's JobStart program

LEGAZPI CITY -- After a series of evaluation, the city government of Legazpi has been chosen by the Bureau of Local Employment-Department of Labor and Employment (BLE-DOLE) here in Bicol as the only recipient local government unit of the JobStart program designed to improve the capacity of Public Employment Services Office (PESO) in providing full-cycle employment facilitation services.

Interviewed on Wednesday, City PESO chief Diosdado Raneses told PNA that JobStart is one of the programs of DOLE that aims to give young Filipinos an opportunity for employment especially those who are out of school and from poor families, to uplift their daily living condition.

Raneses said the announcement was made during the recent planning workshop regarding the JobStart program by the BLE-DOLE, the Embassy of Canada and Asian Development Bank (ADB) held at the Waterfront Hotel in Cebu City recently.

Raneses said DOLE will also give members of women’s organizations employment opportunities and make them undergo life skills trainings and other seminars as part of enhancing their abilities.

After the training, they will enroll in the Technical Vocational Institute for them to qualify for better employment, he added.

Those who will not pass in the training will be given an opportunity to retrain, Raneses said.

DBP promotes infra projects in Albay

LEGAZPI CITY, July 3 --- The Development Bank of the Philippines (DBP) is committed to support President Rodrigo Duterte’s “Build, Build, Build” program aimed to build trillions of pesos worth of public infrastructure projects across the country, a DBP top official said over the weekend.

Cecilia Borromeo, DBP President and Chief Executive, quoting a financial report, said under the “Build, Build, Build” infrastructure program, the government intends to boost public spending of about PHP8 to PHP9 trillion to finance various infra project in the country from 2017 to 2022.

She said, “this is the goal of the government, we therefore fully support the administration’s Build program.”

Borromeo said the DBP, being one of the country's premier development financial institution, continues to pursue its mission, to raise the level of competitiveness of the Philippine economy for sustainable growth, to support infrastructure development, efficient social services and protection of the environment, promotes and maintain the highest standards of service and corporate governance among its customer constituencies.

The bank executive led national and local leaders and financial stakeholder in observing DBP’s 70th anniversary by holding a business roadshow on Friday at the Oriental Hotel here.

“For seven decades now, DBP was instrumental in helping the government pursue its infrastructure projects, ” she claimed.

From the ravages of war until today, DBP became a relentless partner of the public and private sectors towards socio-economic change as well as in the Bicol region, she said.

The roadshow also highlighted the government's Infrastructure Contractors Support (ICONS) program of the Department of Finance and is among the top priorities of President Duterte's administration.

Under the Duterte’s Build Program, the infra platform would serve as the country's catalyst for progress, connecting the island, boosting commerce, making industries and uplifting the lives of Filipinos.

Borromeo in her speech said, "Here in the Bicol region, DBP has been working tirelessly with many among you, our development partners, to help build on the gains already being enjoyed by many. We have partnered with various municipalities such as Bulusan, Casiguran and Mercedes, to build farm to market roads, public markets, municipal or barangay buildings and even an evacuation center. “

She said among the local government units the DBP has partnered include, among others, the Provincial Government of Camarines Sur, in developing tourism facilities; and, the electric cooperatives in Camarines Norte and Cam Sur towards improved and more efficient distribution of electricity and lower power rates.

The bank has also provided financial support to the Legazpi City and Casiguran Water Districts, in expanding water service coverage and improve health and sanitation.

Schools provided with financing were the Naga College Foundation, the Oas Community College in Albay and the North Hills College of Asia in Daet.

While for health services, the provincial hospital in CamSur and the Catanduanes Doctors Hospital were assisted by the DBP in providing financing to give more affordable health facilities and services to the public.

Borromeo also said their willingness to rebuild Marawi City, a war-torn city in Mindanao, where billions of public and private infrastructure were destroyed due to the crisis.

"We are prepared to build Marawi City. I think the national government is also at the forefront of rebuilding Marawi. Probably, it will be given for free by the national government to Marawi. If they said they would like to borrow, then, it would be given to them.

"As the country's infrastructure bank expands its branch networks in different parts of the Philippines, DBP will continue to be a major financier of the local government units (provinces, cities and municipalities) who are able to invest in long-gestating and critical development projects through soft loans, build gains to do more for the Bicol region, as well as for economic growth,“ Borromeo added.

Fun under Mayon’s shadow

LIGAO CITY—Tourists seeking to relish another experience in Albay province can see something exciting under the shadow of majestic Mt. Mayon—beaches in Ligao City and Oas town.

One-and-a-half-hour’s drive from the city center and along the well-maintained Ligao-Pio Duran national road and the Albay west coast road lies a marine reserve in Sitio (subvillage) Tambak, Maonon village.

Maonon is known for a rocky islet, “Batong Langoyon,” where tourists can snorkel among schools of fish through rich coral reefs beneath the waves. It can be reached by motorized boat in 20 minutes.

“We consider the place a marine reserve and protected area. Blast fishing and all illegal forms of fishing have been stopped several years ago,” said Bob Porcalla, a diver at the city government.

The Legazpi Boulevard in Legazpi City is a favorite spot of locals and visitors alike.

Efforts by a vigilant “Bantay Dagat” (sea patrol) have allowed different fish species to thrive, such as sharks, “talakitok” (trevally or kingfish), “pawikan” (sea turtles), barracuda and even giant clams.

Visitors can also take a tour through a 50-hectare mangrove plantation closely monitored by village officials.

Religious trek

In Oas, a 5-kilometer stretch of fine white sand beach awaits in Sitio Imacoto, Barangay Cagmanaba. On several islets, caves beckon to visitors.

Newly caught fish are sold cheap by fisherfolks along the beach.

A visit to the third congressional district of Albay will not be complete without climbing Kawa-Kawa Hill in Ligao’s Barangay Tuburan. Described as “the hill without a hilltop” for its cauldron shape, the place offers a breathtaking view of the city and even Lake Bato in neighboring Camarines Sur province.

Life-size images depicting the Passion of the Christ attract pilgrims and the faithful to pray in Kawa-Kawa, especially during Lent.

From the city, one can ride a jeepney or drive to Jovellar town to explore the 120-meter underground river in Quitinday village. There are several springs and waterfalls near picnic areas.

A trek through Quitinday Hills in Camalig town rewards visitors with a view of majestic Mayon

A 30-minute drive further to Camalig town is St. John the Baptist Church, recently declared an important cultural property by the National Museum of the Philippines. It is the oldest structure in town, built and managed by the Franciscan missionaries for over 400 years, according to its marker.

The church served as refuge for residents during World War II and when the Americans came to help drive away the Japanese occupation forces, according to Jed Villanueva, municipal tourism officer.

Stores along the national highway in the town center sell the famous local dish “pinangat.”

Volcano tour

After an overnight stay at hotels in the capital city of Legazpi, tourists can get up close and personal with Mayon Volcano.

Cagsawa Ruins, with its iconic belfry, in Barangay Busya in Daraga town is 15 minutes by jeepney or rented tricycle. The belfry is the only structure left after Mayon erupted on Feb. 1, 1814, killing thousands of people.

Tourists can have fun doing camera tricks while taking souvenir pictures of the belfry and Mayon in the distance.

An ATV (all-terrain vehicle) ride can be rented from P699 for 45 minutes to an hour or P2,500 for two to three hours, depending on the trail distance, to reach the lava wall at the foot of the volcano.

Harry Esquivel, an ATV operator, says the ride is perfect for thrill seekers.

“Along the way, the rider will traverse rivers and encounter boulders that came rolling down from Mayon’s crater during the previous eruption,” Esquivel says.

After the ride, tourists can have a glimpse of Daraga town and the sea off Legazpi from the Church of the Nuestra Señora de la Porteria (Our Lady of the Gate), more commonly known as Daraga Church, on a hilltop.

The church’s baroque architecture and facade, mostly made of volcanic stones, was declared a national treasure on Oct. 29, 2007 by the National Historical Commission of the Philippines.

The pristine beaches of Albay’s west coast, like the waters of Maonon in Ligao City, are among the less explored destinations in the province.

Food trip

Bicolanos unite to support ASEAN in Roadshow

LEGAZPI CITY, July 1 —- The Presidential Communications Operations Office (PCOO) and Department of Interior and Local Government (DILG) have brought to Legazpi City the “2017 Roadshow on the ASEAN (Association of Southeast Asian Nations)” which is being hosted by the Philippines this year.

DILG-Bicol Elouisa T. Pastor welcomed delegates to the event on Friday which she said was an “impressive display” of the Bicolanos’ unity in support of ASEAN which is celebrating its 50th founding anniversary this year, deemed as a “milestone” celebration for the country.

She said the roadshow hoped to increase awareness among the people on how the Philippines as a member of the ten-nation regional organization can benefit from being part of ASEAN which is deemed as a “Community of Opportunities.”

Pastor added that it aims to help Bicolanos fully understand the impact of ASEAN in their lives, how they could benefit from the political alliances among the member countries and the economic integration of the Philippines into the global economy.

Albay Governor Al Francis Bichara led the delegates that included municipal mayors from Bicol provinces, regional directors and representatives of national government agencies and presidents of state colleges and universities.

Members of the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, DILG directors from the six Bicol provinces of Albay, Camarines Sur, Camarines Norte, Sorsogon, Masbate and Catanduanes, as well as media representatives showed up to lend their support to the event held at the Legazpi City Convention Center.

According to DILG Assistant Secretary Epimaco Densing, becoming a part of the ASEAN Economic Community means that the country can have access to the free flow of goods and services among the member-states of the organization.

“Without the ASEAN Economic Community, the market (for the Philippine products) will only be for the 105 million Filipinos,” he said.

Densing cited that ASEAN membership promises access to a market of 617 million people that comprise the population of the ASEAN member states.

The 10 ASEAN member countries are Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Philippines, Malaysia, Myanmar, Singapore, Thailand and Vietnam.

PCCO Secretary Martin Andanar, keynote speaker at the event, said the nationwide information caravan on the ASEAN is being presented by major “troupes” represented by PC00, DILG, Department of Foreign Affairs (DFA), Department of Environment and Natural Resources, Office of the Presidential Adviser on Peace Process or OPAPP and “over 100 other government agencies.”

He said ASEAN 2017 presents the “future challenges all of us must face” and how the horizons could be opened for a “prosperous future.”

Bichara cited that Albay is lucky to be chosen as a venue for one of the ASEAN meetings.

ASEAN Executive Director Zaldy Patron, who discussed the topic on the Philippines as host of ASEAN this year, affirmed that the “Telecommunications and Information Technology Ministerial Meeting” will be conducted here in Legazpi City in August.

He announced that August 8 will be the start of the activities for the 50th founding anniversary celebration of ASEAN.

“At 8 a.m. on that day there will be a sailing of around 10 boats at the Manila Bay with each boat carrying a flag of each ASEAN member country,” said Patron.

He said at the same time there will be a simultaneous blowing of horns at stations of the Philippine Coast Guard across the country.

Patron said there will be a “landmark lighting” and ASEAN Day program in selected cities and municipalities in the country on Aug. 8.

“This means coordinated lighting by various local government units at 7 p.m. that day,” he said.

The Philippines is one of the five founding members of ASEAN when it was established in 1967. Its founding fathers are the five foreign ministers who signed the declaration establishing the regional group.

These are Adam Malik of Indonesia, Tun Abdul Razak of Malaysia, S. Rajaratnam of Singapore, Thanat Khoman of Thailand and Narciso R. Ramos of the Philippines.

Patron said a tribute will be given to the founding fathers, who will be represented by their descendants, during the August 8 program at the Philippine International Convention Center.
