Laws and contracts are written in English.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

  • Paraoir is one of the (36) barangays in the municipality of Balaoan.
  • It is formerly a part of the municipality of Luna. If you would look at the map, Barangay Paraoir is surrounded by the West Philippine Sea, the municipality of Luna and the municipality of Bacnotan.
  • Paraoir is subdivided into (7) sectors.
  • It is situated at the northwestern part of the country (please refer to the map).
  • It is one of the (2) barangays in the municipality of Balaoan which is situated near the shorelines of the West Philippine Sea.
  • Barangay Paraoir has been previously recognized as one of the Model Barangays in Balaoan.
  • Paraoir is known for its seafood products.

History of Barangay Paraoir

  • According to heresays, Barangay Paraoir was named after the Ilokano term "paraaw-awir", which means "baby-sitter" or "taking care of babies". It started during the World War II when a Filipino group of women from our village, who became victims of sex slavery from the hand of our colonizers, took care of their own children.

  • The oldest person in Barangay Paraoir believed to be the late Apo Filomena "Lumen" Tadije Ordoñez, who died last 2004 at the age of 106. She used to live in Purok I where wishes were about to come through for her through the help of GMA Kapuso Program "Wish Ko Lang". Apo Lumen died three months before the staff of Wish Ko Lang went to the barangay to coordinate the taping of the program.
