The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

The City began as a Brangay called Sawangan (now Legazpi Port) whose inhabitants were mostly fisherman and farmers. From 1587 to 1616, the spiritual administration of the town was under the Franciscan friars of the DOCTRINA OF CAGSAWA (now Daraga). Officially the Royal Decree dated 22 September 1856 gave the name Legazpi to the ancient village of Sawangan, to perpetuate the memory of the Adelantado Don Miguel Lopez de Legazpi. Don Lorenzo Hac was the first elected Gobernadorcillo. Rev. Camilo Abainza was acting Parish Priest. First the City under the Becerra Law of 1892, it was dissolved into a municipality during the American occupation. A city for the second time for virtue of Republic Act No. 306 dated at July 1948, which included the Municipality of Daraga. On 8 June 1954, it was once more recreated as a municipality. Finally, on 12 June 1959, per Republic Act No. 2234, as amended by Republic Act No. 5525, Legazpi became a city for the third time. Presidential Decree No. 125, issued in 1973, declares the Municipality of Daraga as part of Legazpi City.

LEGAZPI CITY SANITARY LANDFILL FACILITY

Sanitary landfill is an engineered disposal facility designed, constructed, and operated in a manner that minimizes impacts to public health and the environment. In contrast to open dumpsites and controlled dumps, sanitary landfills undergo through planning right from the selection of the site up to post-closure management. Thus, although it requires substantial financial resources, it is the most desirable and appropriate method of final waste disposal on land.

The Legazpi City Sanitary Landfill is a category II disposal facility, located in Barangay Banquerohan, 22 km from the city proper.

Prior to construction and during preliminary investigation of the area, the western part of the city owned 12 hectare lot was considered such that in the preparation of the Master Plan for a sanitary landfill, an 18 hectare area was considered. With that in mind, the city government proposed for expansion of the area of the final disposal facility, since the existing area upon evaluation before showed that almost 50% of the total area has already been utilized as dumping area of the city for 15 years. Hence, through a SP resolution No. 0126-¬2009, the final disposal facility was redefined to 21 hectares. At present the 21 hectares includes the Open Dumpsite that will be close by the city this year, the phase 1 Sanitary Landfill Facility and its support facilities and the proposed site for future cell. The construction of the Sanitary Landfill Facility started December 2009 and was turned over to the city last November 2010.

Liberty Bell

A bronze bell installed in 1945 by the American liberation forces located in Peñaranda Park along Rizal Street. It is enclosed with a dome-shaped concrete structure with this inscription, “Whenever oppression knocks at your door,feel free to ring this bell”.

Mayon Volcano

Once acclaimed as one of the “Seven Wonders of the World” with it’s nearly perfect cone shape. The southern foot of the Volcano is suited within the Barangays o f Buyuan, Matanag, Bogna and Mabinit. The volcano stands at an elevation of 8,189 feet from a broad base of about 10 kms. In radius and can be viewed within a radius of 10kms. Up to 50 kms. It has a crater measuring a half kilometer in diameter with a notched rim from which can be seen a pool of bubbling hot lava in the center and rich coal deposits on the sides.

Japanese Tunnel

A 40-meter long L-shaped and seven-feet deep tunnel used by the Japanese forces as an arsenal during the 2nd World War. It is located at Barangay EM’s Barrio South in Albay District.

Jose Ma. Peñaranda Monument

A monument built as a tribute to the late Jose Ma. Peñaranda who served as Governor of Albay from 1834-1843 located at Peñaranda Park along Rizal Street.

Ligñon Hill

A place good for hiking, climbing, zip line, rapelling and lava watching. It offers a 360 degree-view of the Mayon Volcano and a very good view of the city as well, especially at night. Visitors are encouraged to walk from the foot to the top of the hill.

Peñaranda Park

An improved park with elevated skating rink, concrete benches and stage surrounded with trees and ornamental plants and neon lights. It is located in front of the City Hall Building and the provincial Capitol of Albay.

Rizal Park and Monument

A modest place to pass away the time. It’s dominating features are the monument of Jose Rizal sculpted by National Artist Napoleon Abueva in 1966, the fountain located at the center of the park, and the colorful geolites.

Legazpi Heroes Memorial Pylon

A 16-meter high pylon in the commercial district of Legazpi. It is located at the junction of Rizal Street and Quezon Avenue in Legazpi Port District.

Our Lady of Guadalupe Shrine

Located atop the Buraguis Hill overlooking the city proper, and features life-size images of the characters of the Way of the Cross stations arranged within the hill slopes. A 20-feet image of the Blessed Virgin Mary stands at the hilltop. The feast day is celebrated every 12th day of December. A mini museum is also located within the compound.

St. Gregory the Great Cathedral

This church attained the status of a cathedral when the Diocese of Legazpi had it’s residence in the Albay District; thus it became the Episcopal Seat.

Headless Monument

Located within the Legazpi City Post Office Compund at Barabgay Lapu-Lapu, thismonument was constructed as a dedication to the unknown heroes who died and shed their blood during the Japanese military occupation of Legazpi City.

Kapuntukan Hill

It is a two-hectare land and is barely half a kilometer from the Legazpi Port. It is described as the sleeping lion because of its form and contour. The view can be more appreciated within a radius of about five kms. It is located within the barangays Dapdap and Victory Village. Atop the hill, one os afforded a beautiful vista of Legazpi at night and the neighboring municipalities of Manito and Rapu-Rapu.

St. Raphael Church

A church located within the Legazpi Port Commercial District. St. Raphael is the Patron Saint of the city; feast day is celebrated every 24th day of October.

Albay Park and Wildlife

A picnic grove and a park rolled into one. This place is the best way to commune with nature right in the heart of Legazpi City. Have a satisfying get together with your family and friends while roaming the park which houses 347 animals belonging to 75 species.

Legazpi City Ecology Park

The Legazpi City Ecology Park is strategically located in the southern tip of the City going to Manito. It is almost 30 minutes drive from the City traversing the newly asphalt over-layed 15 kilometers road network. This 5.30 hectares park is intended to be developed as the natural museum of fauna and flora that were endemic in the Philippines or of the Bicol region. It is the home of endangered specie or nearly extinct plants and animals which were abundantly found or growing before in the Philippines. This will also serve as gene bank of these species wherein the present generation can still see and appreciate the features and characteristics of these once-abundant growing species in the country.

Inside the park, are amenities like cottages and rest areas which were carefully planned to preserve and protect the natural features of the physical environment surrounding the area were also constructed to provide the tourist or visitors an opportunity to interact with nature. A lagoon where one can enjoy fishing or seeing the fresh fish which were formerly caught in the area will be also an added attractions. King crab culture was also put up for the people to see and experience the symbiotic relation of the nipa, mangrove and the crab living in one area. Hanging bridge, zip-line as well as rapelling and wall climbing will also found inside the park to let everyone enjoy their stay.

Mangrove of different species will be also featured in the nursery. Butterfly, wild animals and birds that were common before in the region can be found in the park. Man made forest is now being developed to allow one appreciate nature while one is having his/her biking or jogging or strolling around the park. As a destination in the south, the place is very conducive for a collective activities like, camping, retreat, seminars and conference and other activities. It is very ideal for activities which require tranquility, natural air and away from busy streets in the town proper. It is a park where one can enjoy and say for themselves that “this the only place where I can really have the opportunity to have a close encounter with nature”.

Agriculture Chief Advocates Smart Investments and High-Return Projects

The Department of Agriculture (DA) is shifting its focus toward projects that offer strong and sustainable returns as part of its multiyear budget strategy.

During a recent two-day budget planning session, Agriculture Secretary Francisco Tiu Laurel Jr. emphasized the importance of strategically allocating limited resources. He stressed that priority would be given to projects with an internal rate of return of 12 to 14 percent annually or a payback period of no more than seven years to ensure both profitability and bankability.

Kaya Iloilo sweeps Group B in Copa '21

MANILA – Kaya Iloilo pipped Mendiola with a 6-0 beating on Wednesday night to complete a sweep of Group B action in the Copa Paulino Alcantara at the PFF National Training Centre in Carmona.

A Jovin Bedic brace in the first half set the tone for the inaugural tournament champ even as the club netted three goals in each of the two halves to seal the top seed in its group ahead of the semifinals next week.

Bedic capitalized on an erroneous Mendiola attempt to keep the ball out of his reach and quickly raced inside the penalty box to open the scoring for Kaya Iloilo in the 11th minute.
