The Municipality of Santiago was one of the Barangay Of cabadbaran known as Paypay.The People living in this Barangay come from Barangay Lapaz who are afraid of flood.since Lapaz was always flooded during that time and there was no flood control.So the folks transfer to paypay.Most of the families were the morada, morta morgado,morano and etc.They prepared to settle down here for good. The first set Municipal Officers wre the following:
