COTABATO CITY, March 20 (PNA) -- To help increase rice production among rice farmers in the Autonomous Region in Muslim Mindanao (ARMM), Department of Agriculture and Fisheries (DAF) has introduced a new application.
The new application will help increase the yield of rice farmers in the region.
The Rice Crop Manager (RCM) app provides information that helps farmers administer water management, nutrient, pest and weeds control depending on the seed variety and site specific conditions.
The app is accessible through the internet using a smartphone, computer and other mobile devices.
On Wednesday, DAF-ARMM trained more than 200 local farm technicians, agri-technologists and extension officers on how to use the RCM app. They will be coaching rice farmers how to improve their yield with the help of the app.
"It will address problems on crop management practices through appropriate recommendations based on technical data provided by the RCM app," said ARMM Agriculture Secretary Makmod Mending Jr.
The RCM guarantees an increase of at least 1 ton per hectare in yield, according to Tong Abas, DAF-ARMM focal person on rice research and development.
The technology was piloted in the towns of Pagalungan, Sultan Mastura, Datu Paglas, Northern Kabuntalan in Maguindanao province, and Taraka in Lanao del Sur following its launch last month.
Around 20,000 farmers in the ARMM are expected to benefit from the program.
The RCM is part of the programs of ARMM to improve the lives of rice farmers by adopting new technologies for increased productivity and income.

COTABATO CITY, Mar. 19 (PIA) – As climate change destroys the environment and ecological niche of plants and animals, the Department of Agriculture and Fisheries in Autonomous Region in Muslim Mindanao (DAF-ARMM) implemented the Promotion and Development of Organic Production in Barangay Ladia, Sultan Kudarat, Maguindanao last March 11, 2015.
The Grassroot Participatory Budgeting Process (GPBP) formerly Bottoms up Budgeting (BuB) will fund the said project amounting to P4 million.
DAF-ARMM Chief of Staff Iskak Paguital as representative of DAF-ARMM Sec. Makmod Mending Jr. said the project aims to ensure the production and use of organic fertilizers from waste matters of farm animals and plant peeling and the like.
“The project will answer problems on high cost of commercially-produced fertilizers which actually could harm the environment and the natural alkalinity of the soil and lessen soil nutrients,” Paguital added.
It will also help reduce the effects of climate change by introducing organic production, he said.
The official also stressed that this project will generate jobs and increase income to our farmers wherein the garbage will be segregated and recycled, others which are biodegradable will be processed into organic fertilizers.
Meanwhile, Sultan Kudarat Mayor Datu Shameem Mastura expressed appreciation to the agency’s new project situated in his area of responsibility.
“Our deepest gratitude to the DAF-ARMM – this project will greatly benefit my constituents,” he said.
According to him, the improper disposal of garbage will now put to its proper places.
Mastura added, in garbage there’s livelihood and organic fertilizers will also be available for our farmers.
The  project includes the two  building units, water facility, fencing of the project area, a mini-dump truck, two  mobile organic shredders, wheel barrow, gloves, boots, safety googles, masks and waste baskets.

COTABATO CITY, March 18 (PNA) -- The Autonomous Region in Muslim Mindanao (ARMM) launched here the region-wide “I Value Life, I Sign for Peace” campaign aimed at collecting one million signatures for peace up to June this year.
On Wednesday, hundreds of residents from Maguindanao, a province-component of ARMM, flocked to the Shariff Kabunsuan Complex, the provisional seat of the region situated in this city, to reiterate their call for peace to put an end to the decades-old Moro rebellion in Mindanao.
“I am for peace as I, together with my tribe suffer long enough to the horrors of war,” Roger Egas, a representative of the Teduray tribe in North Upi, Maguindanao, said.
A manifesto of the peace campaign read, “Once again, some quarters of the Philippine society are aggressively pursuing the path of war. It is in this regard that we, concerned individuals, organizations and institutions, spearheaded by the autonomous regional government, raise our voices.”
The call came following the tragic Mamasapano incident in Maguindanao that resulted in the deaths of 44 elite Special Action Force elements of the Philippine National Police; 18 members of the Moro Islamic Liberation Front (MILF) and nearly a dozen civilians.
Compounding the predicament is the ongoing military law enforcement operation against the Bangsamoro Islamic Freedom Movement and its armed wing Bangsamoro Islamic Freedom Fighters that has so far displaced some 123,000 individuals housed at various evacuation centers in the province.
The BIFM, headed by Ustadz Ameril Umbra Kato, bolted out of the MILF some three years ago due to ideological differences.
The MILF, on the other hand, is in the thick of peace negotiations with the government for the establishment of the Bangsamoro entity, a conduit that would replace the old ARMM set up.
“It is beyond question the primordial importance of life, Muslims and Christians alike, do believe in the value of life. Thus, we are convinced that the launching of an all-out war is contrary to the beliefs and aspirations of the peoples in Southern Philippines,” the manifesto stressed.
Apart from Maguindanao, the signature campaign was also simultaneously initiated in Lanao del Sur, Sulu, Basilan and Tawi-tawi, the four other province-component of ARMM.

COTABATO CITY, March 17 (PNA) -- Due to the increasing interest in the Autonomous Region in Muslim Mindanao (ARMM) and the prospective Bangsamoro political entity by bank and non-bank financial institutions to provide financial services to foreign and local investors in the region, the Regional Board of Investments (RBOI) is studying the grant of fiscal incentives.
These incentives are intended to bank and non-bank financial institutions that seek places of business in the ARMM in order to finance investment projects in the region.
In 2013 and 2014, the ARMM has enjoyed record-breaking investments of PHP1.4-B and PHP3.8-B, respectively.
This year the RBOI has already exceeded its official target for investments in 2015 of PHP700 million with the entry of two investment projects totaling PHP863 million in the first quarter alone.
The ASEAN economic integration slated to be implemented this year is also spurring the ARMM regional government to find ways to be more competitive vis-à-vis other regions, particularly in the field of Islamic banking and finance.
“ARMM has a comparative advantage in attracting investments in banks and other non-bank financial institutions to have their base of operations or principal place of business in the ARMM since it is the only region where fiscal incentives can be given to them,” said Lawyer Ishak Mastura, RBOI chairman.
He cited one section in the ARMM Organic Act that provides that among the autonomous regional government’s sources of revenues are income taxes levied on banks and other financial institutions.
The inherent power to tax income from these institutions allows the ARMM to give income tax holidays to banks and other non-bank financial institutions.
The ARMM remains severely underserviced by banks and other financial institutions according to a World Bank study.
In particular, Mastura said they are looking initially at giving income tax holidays to Islamic banking and finance institutions to make them competitive with conventional banking since currently one study by KPMG consulting firm shows that Islamic banking and finance institutions cannot compete with conventional banking due to tax constraints.
The existing National Investment Priorities Plan ARMM List which RBOI administers already provides the Halal industry, which includes Islamic banking and finance, as being entitled to fiscal incentives.
ARMM is composed of the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

US Ambassador Philip S. Goldberg will be the guest of honor during the turnover of a Special Boat Unit building facilities, five police gunboats and one supply vessel to the Philippine National Police’s  Maritime Group 1th Maritime Special Operations Unit on Tuesday, March 17, at Sitio Sukkiat, Barangay  Nalil Bongao, Tawi-Tawi.
Goldberg will lead the cutting of the ribbon during the inauguration ceremony. He will be assisted by PNP OIC Police Deputy Director General  Leonardo A. Espina, Maritime Group OIC Chief Supt.  Noel Vargas,  Regional  Maritime Unit 9  Chief Sr. Supt. Shepard R. Reyes , local official representative ,military officials and Autonomous Region in Muslim Mindanao representatives .
Reyes disclosed that the Special Boat Unit building facilities  and gunboats have been donated by the US government. Maritime Group Camp Crame created the Maritime Special  Operations Unit for Maritime troopers .    The  mission of 1st MSOU  is to enforce laws against crimes at sea, lawlessness and  terrorism and human trafficking. Unit commands have been established in Tawi –Tawi, Sulu, Basilan, Palawan and the battalion  headquarters of MSOU  is located at the beach front of Barangay Bolong, Zamboanga City.
The building under construction at Bolong is still ongoing.

COTABATO CITY, March 15 (PNA) -- The Civil Service Commission (CSC)in the Autonomous Region in Muslim Mindanao (ARMM) Cotabato City Office) has reminded all government employees to submit statement of assets, liabilities and networth as soon as possible.
In a statement, the CSC-ARMM said government servants must fill all the space of SALN form with right and correct data.
It also reminded government workers about the new resolution on the “exact location” or address of the employee’s real properties.
Under CSC Resolution 1500088 or the revised guidelines in filing SALN, the CSC clarified that location of real properties should be stated the ‘exact location’ and not simply its location which is may be generalized.
It also said that the SALN declaration must contain property's description, kind, year and mode of acquisition, assessed value, fair market value, acquisition cost of land or building and the renovations made to it.
All employees are advised to fill in the SALN with honesty.

COTABATO CITY, March 14 (PNA) -- Officials of the Autonomous Region in Muslim Mindanao (ARMM) on Friday launched a donation drive to continue helping thousands of internally displaced persons (IDPs) in Maguindanao cope with the depressing situation in evacuation sites as the military continues offensives
The military operation that started in 25 February has now escalated to 13 towns in the province, forcing 19,075 civilian families or 93,402 individuals to remain in evacuation centers.
It also disrupted classes in 42 schools, affecting the education of at least 16,000 elementary and secondary students.
ARMM Governor Mujiv Hataman said they continue to respond to the needs of the displaced families while underscoring the call for peace.
The “Tabang Sibilyan, Isulong ang Kapayapaan” relief and peace advocacy campaign of the region aims to provide food and medical assistance to the evacuees and rally support for the continuation of the Mindanao peace process.
Weekly, the ARMM spends at least P12 million on food packs for the evacuees. The amount does not include the cost of other forms of assistance and the logistics.
Hataman has earlier said the campaign against lawless elements in Maguindanao could last until June or beyond.
Deputy Executive Secretary John Louie Balagot said the existing funds of the region will not be able to keep up with the rising number of evacuees.
The donation drive, he said, will help augment the resources of the regional government and raise awareness on the plight of civilians in the ongoing conflict in Maguindanao.
He added that it also aims to centralize donations intended for the IDPs.
A donation booth has been installed in front of the Office of the Bangsamoro People inside the ARMM compound in Cotabato City to accept donations in cash or in kind. The booth will operate daily from 8 a.m. to 5 p.m..
Balagot said the regional government is asking the public and different institutions to donate food and clothing for the IDPs.
Cash and other forms of donations are also welcome, he said.
Those who would like to extend help may get in touch with any of the government offices of the ARMM.

The Autonomous Region in Muslim Mindanao will conduct a peace caravan and photo exhibit that underscore the history and struggle of the Moro people to mark the celebration of the Bangsamoro Week of Peace this 12 to 18 March.
With the theme “Rekindling Bangsamoro Consciousness towards Sustainable Peace”, this year’s line-up of activities aims to raise consciousness of people not only within the ARMM, but also outside, of the history and the struggle for peace of the Bangsamoro.
Now on its fourth year, the Bangsamoro Week of Peace will feature three major activities – a photo exhibit in different secondary schools, colleges and universities in the region, a peace caravan in Quezon City and the commemoration of the 1968 Jabidah massacre in Corregidor Island to cap the celebration on 18 March.
The photo exhibit will run from 16 to 18 March in identified schools in the five component provinces and two cities of the region. The photos that will be featured in the exhibit depict the Bangsamoro struggle and their vibrant culture.
Hanie Bud, general manager of ARMM’s Regional Ports Management Authority, is overseeing the weeklong celebration.
He said a contingent from ARMM, NGOs, religious groups, peace advocates and Moro groups in different parts of the country will hold a peace caravan at the Quezon City Memorial Circle on 17 March to highlight Bangsamoro history and culture and underscore the call for peace.
The one-week event will culminate with the commemoration of the Jabidah massacre on 18 March in Corregidor Island. The activity will be spearheaded by ARMM Gov. Mujiv Hataman.
The Jabidah massacre on 18 March 1968 is considered to be a major turning point in the struggle for self-determination of the Moro people.
The Bangsamoro Week of Peace is a commitment of the ARMM government to raise awareness on the Bangsamoro consciousness and identity, mandated under Executive Order No. 11 promulgated on March 2012.

MARAWI CITY, Lanao del Sur, March 12 (PIA) --- Local bakers and chefs showcased their talents in baking and cooking during 1st Food Bazaar and Exhibit at the Provincial Capitol Tuesday, March 10.
The 1st Food Bazaar and Exhibit in this province was organized by the Provincial Government in coordination with the Rotary Club to give local bakers and chef an avenue to market their products.
Rotary Club chairperson Raifa Rakiin-Adiong said the activity was intended to help entrepreneurial women promote their own products.
“Lanao del Sur constituents don’t actually need to go to other cities to buy cakes and pasta. We have many local bakers and chefs who are highly competitive. As you can see, they have delicious products,” she lauded.
The bazaar and exhibit was the first of its kind in the province. It was conducted in line with the celebration of the National Women’s Month with the theme “Juana, Desisyon Mo ay Mahalaga sa Kinabukasan ng Bawat Isa, Ikaw na!”
ARMM Vice-Governor Haroun Al-Rashid Lucman lauded both the provincial government and exhibitors for forwarding women empowerment and for showcasing their uniqueness in baking and cooking, respectively.
“It’s great to see women as forefront entrepreneurs because indeed they are important in the concept of modern development,” he said.
Lucman boasts that the products are delicious and all well-made.
AnakMindanao Representative, Sitti Djalia Turabin-Hataman, also graced the bazaar and encouraged all women to use their passion, talents and skills in money-making.
She emphasized that March is not the only month for women to celebrate their rights and talents. “It is only a reminder that throughout the year, we deserve the care, support, love, attention, honor, and the recognition of our rights” she shared.
The 14 exhibitors garnered hundreds of visitors and buyers. The exhibit happened simultaneously with the 1st Lanao del Sur Women Council Orientation.

MARAWI CITY, Lanao del Sur, March 11 (PIA) --- The Regional Commission on Bangsamoro Women (RCBW) will mark the observance of the national women’s month this March in the Autonomous Region in Muslim Mindanao with activities focused on giving assistance to women and children displaced by the present military operation in Maguindanao.
“We anchored our activities with the region’s call for peace because of what is happening now in our region, especially in Maguindanao,” said RCBW Chairperson Sittie Jehanne Mutin.
The military offensive against the Bangsamoro Islamic Freedom Fighters (BIFF) has now escalated to 11 towns in the province, displacing more than 60,000 people, mostly women and children.
Mutin said women, children and the elderly undergo tremendous ordeal in times of conflict. She said conditions in evacuation centers can be very hard, with hundreds of families having to rely mostly on relief assistance for food.
“We are asking everyone especially those affected to cling to hope and help each other,” she added.
According to the RCBW,  the women’s month celebration in the ARMM will feature activities such as peace dialogues, lectures on women rights, trainings on entrepreneurship, and other social activities including relief operations and psycho-social intervention to women and children staying in evacuation centers.
The celebration, which carries the theme “Babae, ang desisyon mo ay mahalaga sa kinabukasan ng bawat isa, ikaw na!” kicked-off on March 9 with a parade participated by ARMM employees in Cotabato City.
A dialogue on the Mindanao peace process was held in the afternoon with a representative from the Office of the Presidential Adviser on the Peace Process (OPAPP) discussing updates on the ongoing peace process between the government and the Moro Islamic Liberation Front (MILF) and a lecture about the proposed Bangsamoro Basic Law.
Mutin said they want to accelerate the participation of Moro women in peace building, economic empowerment and in enhancing gender development intervention for good governance in the region.
She also appealed to elected officials and lawmakers to support the peace process to end the off and on conflicts in Mindanao.
Other activities scheduled by the agency include an orientation on Republic Act 9262 or the Anti-Violence against Women and Children Act, trainings on economic and entrepreneurship in the five provinces and two cities of ARMM, in partnership with the local government and CSOs, and relief operation together with the region’s Humanitarian Emergency Action Response Team (HEART).
The observance of National Women’s month every March is in line with Proclamation No. 227 promulgated in 1988. The RCBW is the principal women development agency of ARMM.
