PAGADIAN CITY, Oct. 31 (PIA) – At least 185 detainees have cast their votes inside Pagadian City Jail in last Monday’s barangay elections.
City warden Senior Inspector Mashur S. Sala said of the 193 registered detainee voters, 185 were able to cast their votes comprising 162 males and 23 females.
Mashur said it was the second time that onsite voting was held at Pagadian City Jail; the first was held on May 10, 2013 national and local elections.
Mashur said the detainees’ right to vote was upheld by Commission on Elections’ (Comelec) Resolution No. 8811 sustaining the “right to vote of persons deprived of their liberty (detainees/prisoners) in national prisons, provincial, city and municipal jails and other government detention facilities in the national and local elections.”
“Our inmates are still innocent. Like ordinary citizens, they have the right to vote,” Mashur stressed.
“Voting is the fundamental right and a cornerstone of our democracy, thus our government gives inmates the right to vote while they are inside the detention facilities,” Mashur added.
The jail chief said that when the number of registered detainee voters reached 100 or more, the voting shall be held inside the detention facilities to be managed by a Special Board of Election Tellers (SBET).
“In the case of Pagadian City Jail, we have almost 200 registered detainee voters, thus the onsite voting was held in our detention facilities,” Mashur added.
“The government has not deprived the inmates of their rights, instead they’re allowed to exercise their right to vote, as their participation in every election does not only determine their future but the future of their children as well,” Mashur concluded.

PAGADIAN CITY – Because of its sincere dedication and commitment to helping Boys Scout of the Philippines (BSP) fulfill its mission and vision, the BSP Zamboanga del Sur-Pagadian City Council has recently been conferred the “Achiever’s Award” presented by BSP Western Mindanao regional chairman Ansary Maongco during the recently held 8th Western Mindanao Regional Scout Jamboree in Oroquieta City.
No less than the council chairman, Zamboanga del Norte Provincial Governor Antonio H. Cerilles, received the award.
In handing the award, Maongco said: “This award is presented to the BSP-Zamboanga del Sur-Pagadian City Council in recognition of its exemplary contribution to the performance of the entire Western Mindanao Region…and for conducting BSP leadership training and monthly scouting activity.”
According to Maongco, the award is given only once in every three years to any of the councils that contributed significantly to the organization.
:Biggest registration
In the whole region, BSP-Zamboanga del Sur-Pagadian City Council has been able to register 50,700 scouts, showing a 103 percent rise over its goal. It also produced 18 eagle scouts and 7,235 advance scouts for higher rank.
From January to October this year, the council has also conducted training for 49 managers and 806 unit leaders with 713 more scouts to undergo Boy Scout Leadership Training.
:Biggest delegation
The BSP regional chairman has also expressed his elation over the all-out support and attendance by the scouts and scouts leaders to the activity.
Maongco commended the council for registering more than 1,000 scouts in the jamboree.
“I am very impressed with the number of participants which Governor Antonio Cerilles sent to us during the jamboree. I am very happy and thankful to the Zambaonga del Sur-Pagadian City Council,” Maongco announced.
In his response, Cerilles said “we sent more than 1,000 delegates to this 8th WMR jamboree to show our strong support to the scouting movement and to the host council.”
:Unity of leaders
Governor Cerilles beamed with pride in receiving the award along with almost all Sangguniang Panlalawigan members as well as municipal and vice mayors of Zamboanga del Sur, all clad in complete Philippine Scout uniforms.
Cerilles said he asked the provincial board members and municipal and vice mayors to join him in receiving the award saying that “the award is the result of the collective efforts of the officials in supporting scouting activities.”
“If you see the political leaders as one, then you will see strength that would bring the future of the young people in Mindanao,” Cerilles announced as he underscored the importance of unity and oneness among leaders.
“Nakadayeg ako sa hingpit nga suporta ug kooperasyon  gihatag sa local government units sa Zamboanga del Sur ug Pagadian City ngadto sa ilang council hinungdan nga dasig kaayo ang mga scouts mohimo sa ilang mga tagsa-tagsa ka mga gimbuhaton(I am delighted with the full support and cooperation extended by the local government units of Zamboanga del Sur and Pagadian City to the council. That is why the scouts are motivated to do their respective tasks),” said Zamboanga del Norte scout leader Noriente Ferrer.
:Instilling discipline
Meanwhile, Misamis Occidental Governor Herminia Ramiro expressed elation for choosing Misamis Occidental as the venue of the event.
“I thank the organizers for choosing Misamis Occidental to be the venue of this momentous, historical event – the 8th Western Mindanao Regional Scout Jamboree,” Ramiro said.
“I acknowledged scouting as very commendable event that instills discipline, alertness, volunteerism, among many other values that are vital in the development of our youths to equip them before they take over the process of nation building,” Ramiro declared.
:First biggest event
Meanwhile, Oroquieta Mayor Jason Almonte thanked the participation of the different contingents saying it made scouting in the city alive again.
The chief executive said with this historic event, “Oroquieta will be placed in the country’s map.”
“In this Jamboree, the first biggest historic event being held in our city, I am very much confident that Oroquieta will be placed in the country’s map,” Almonte stressed.
:Overall champion
The BSP-Zamboanga del Sur-Pagadian Council was adjudged the overall champion during the four-day scouting event besting 11 other contingents from all over the region.
The participating BSP councils were Zamboanga Sibugay, Zamboanga del Norte-Dipolog-Dapitan (ZANDIDAP), Zamboanga del Sur – Pagadian City, Basilan, Sulu, Tawitawi, Maguindanao, Iligan City , Cotabato City, Zamboanga City, and Misamis Occidental.
“We are very proud to announce that the Zamboanga del Sur-Pagadian City Council was adjudged the overall champion in the 8th WMR jamboree,” Council Scout Executive  Julwin Lahaylahay said in a phone interview.
“The council garnered a dozen of plaques and 3 trophies.  These awards are a proof of the fruit of their labor,” Lahayhay added.
Specifically, the council got champion in fancy drill (elementary, high school and adult categories); 1st runner up, island hopping competition (adult leaders section category); 1st runner up, knot typing competition (senior scouts section category);  2nd runner-up, final showdown in street dancing competition, 2nd runner-up, island hopping competition (senior scouts section category), 2nd runner-up, knot typing competition (adult leaders section category).
Its special awards were overall champion, biggest delegation, and best camp.
The 8th WMR Jamboree was held at the Misamis Occidental Provincial Action Center in Oroquieta City with the theme, “Scouting education for life.”

ZAMBOANGA CITY, Oct. 29 (PNA) -– A dynamite explosion has disrupted but failed to stop the canvassing of votes in one of the 26 barangays in Pagadian City, the capital of Zamboanga del Sur province.
Police Regional Office-9 (PRO-9) information officer Chief Insp. Ariel Huesca said the incident happened around 7:15 p.m. Monday in Barangay White Beach, Pagadian City.
However, Huesca said no one was either killed or injured in the dynamite explosion at a swampy area some 60 meters away from the White Beach Elementary School.
Huesca said the explosion occurred while the canvassing of the ballots was ongoing.
He said the canvassing of ballots was stopped but continued around 9 p.m. after assessment made by the Pagadian City police officer-in-charge Supt. Glenn Macario Dulawan.
He said the Pagadian City police theorized that the incident could be the handiwork of a losing candidate with the purpose to disrupt the conduct of the canvassing.
He said investigation is underway to unmask the culprit of the incident.

ZAMBOANGA CITY, Oct. 28 (PNA) -– The election for barangay officials went on as scheduled despite attempt by gunmen to disrupt the political exercise in one of the barangays in Dimataling, Zamboanga del Sur, the police reported.
Police Regional Office-9 (PRO-9) information officer Chief Insp. Ariel Huesca said that gunmen indiscriminately fired their guns towards the old public market in Barangay Poblacion, Dimataling town in a bid to scare away the electorates.
Huesca said that no one was however killed or injured since the old public market has been dilapidated already and “there’s no occupant anymore.”
Huesca said the old public market is located some 500 meters away from the polling place for Barangay Poblacion.
He said the incident did not hamper the conduct of the election that went on peacefully and orderly.
Huesca said the gunmen were already gone when the responding policemen arrived.
He said the Dimataling police command is conducting follow-up investigation to determine the identities of the gunmen and their group affiliation.

The candidates in Tigbao, Zamboanga del Sur have pledged to abide by the law for a peaceful and orderly barangay elections Monday, a police official announced Friday.
Tigbao police chief Sr. Insp. Norbert Velonza said the candidates for barangay chairmen and councilmen have signed a peace covenant Thursday in ceremonies at the municipal gymnasium.
Tigbao, which comprises 18 barangays, is a fifth class municipality in Zamboanga del Sur.
The town has a population of 16,914 people in 3,089 households as of the 2000 Census on Population conducted by the National Statistics Office (NSO).
“The signing of the covenant is aimed to enjoin the candidates on their vital role in the preservation of peace and order in the province of Zamboanga del Sur in relation to the upcoming barangay election 2013,” Velonza said.
The covenant signing was witnessed by municipal officials as well as top officials of the police, military, Department of Interior and Local Government (DILG) and Commission on Elections (Comelec).

PAGADIAN CITY, Zamboanga del Sur, Oct. 26 (PNA) -- The Department of Trade and Industry (DTI) has bared names of winners in the search for the cleanest food establishments in the city.
The awarding ceremony was held Friday afternoon and each of the winners received plaques of recognition since the search do not involve monetary prizes.
DTI Provincial director Ma. Socorro Atay said Saturday the search is aimed at maintaining high standards of cleanliness in all food establishments in the city.
The search is now on its 14th year since it started in 1999 and is conducted every month of October in consonance with the observance of the National Consumer Welfare Month.
The winners in the Restaurant Franchise Category are the following: first place, Mc Donald’s; second place, Chowking; and, third place, Greenwich.
For Hotel and Restaurant Category, the winners are: Four Queens Resort, first place; Mardale Hotel, second place; and, Hotel Alindahaw, third place.
In the Local Restaurant Category, the winners are: Rodolfo’s Cuisine, first place; Rosettes Food Mart, second place; and Al Netivs Restaurant, third place.
The winners for Bakeshop Franchise/Chain Category are the following: ALC Butterbun, first place; Dunkin Donuts, second place; and, Golda’s Cakes & Pastries–Gaisano & Carmela Dulce Home Favorite Cakes and Pastries, third place.
The winners for Bakeshop Local Category are: Rosettes Bakeshop, first place; Merjulyn Bakeshop, second place; and, Fortune Bakery, third place.
For fastfood Category, the winner is Best Emporium Fastfood.
Meanwhile, the Nanay Violata Kan-anan grabbed the first place in the Carenderia Category and Princess Native Resto & Catering Services was adjudged as the second placer.
Atay said the search is aimed at attracting more customers and “at the end of the day, their income will increase.”
DTI spearheaded the search in collaboration with the Pagadian City Consumers Association, Inc. ZAMBOANGA CITY, Oct. 25 (PNA) -– The Department of Agriculture (DA) has turned-over a corn postharvest processing facility providing a boost to a farmer cooperative engaged in corn farming in Zamboanga del Sur.
The beneficiary of the processing facility, known as the Village Type Corn Postharvest Processing Center (VTCPPC), is the Dinas Community Multi-Purpose Cooperative (DCMPC) of Dinas municipality in Zamboanga del Sur province.
DA Assistant Regional Director Peter Andalahao led the recent turnover of the facility as well as the ceremonial switch-on of the processing center.
“Food Staple Sufficiency Program is a big project to address poverty. We are very happy to note that DCMPC helps us make our nation food sufficient by increasing corn production,” Andalahao said in a statement.
The facility was installed in Barangay Mulom, Lapuyan town although the beneficiary-cooperative is from the nearby Dinas municipality.
DCMPC Manager Santiago Arig, Jr. said they chose to put up the project in Barangay Mulom, Lapuyan as they do not have enough space in Dinas.
“Since we have one hectare land in Molum, we decided to put the project there. In that case we can also offer services to the rest of the farmers not just in Dinas but to the neighboring town,” Arig said in a statement.
The VTCPPC is equipped with one unit corn cob dryer (10 metric tons capacity), one unit Sheller, one unit Recirculating Batch Type Grain Dryer (six metric tons capacity), one unit Biomass Furnace with indirect-fire and automatic temperature control for corn on cob dryer and corn grain dryer and one unit Bagging Bin (5.6 metric tons capacity).
Over all, The VTCPPC can process 10 metric tons corn on cob with 14 percent moisture content corn kernels.
DCMPC Board Chairman Pedro Bernante said they have assigned members who will manage the center.
Bernante said those who want to avail of the facility’s service should pay P1.50 per kilo for members and P1.60 for non members.
“It is a big honor to be given such project. We are also happy that we are not the only municipality that can benefit of this project but also the neighboring municipalities. All farmers are welcome to use the facility,” Dinas Vice Mayor Felicito Chavez said.
“At least now all the produce of my farmers will not go to waste. We will treasure and help protect the project,” Lapuyan Mayor Daylinda Sulong said.

PAGADIAN CITY, Zamboanga del Sur, Oct. 24 (PNA) -– The Cooperative Development Authority (CDA) announced that no one among the 172 registered cooperatives in this province is involved in the pork barrel scam.
This was disclosed here by CDA Regional Director Watanabe Roales in a media forum Wednesday to drumbeat the observance of this year’s Cooperative Month.
Roales said although there are some cooperatives in this province or even in the region which have received funds from the Priority Development Assistance Fund (PDAF) of lawmakers, none was summoned or investigated by the Commission on Audit (COA).
CDA Assistant Regional Director Ruben Cunanan disclosed that some of the cooperatives received P50,000 to P100,000 financial assistance from lawmakers but most of them have already submitted liquidation reports.
Roales said that majority of the 172 cooperatives in this province are of good standing and 130 of these cooperatives have already submitted annual reports as of this month.
Roales has reminded all cooperatives that failure to submit the required annual reports in two consecutive years will be delisted from the CDA master list.
Roales said the top three cooperatives in this province are the Aurora Integrated Multi-Purpose Cooperative (AIMCOOP), Danlugan Farmers Multi-Purpose Cooperative and the Agrarian Reform Beneficiaries Multi-Purpose Cooperative based on CDA annual information listing.
Meanwhile, Cunanan said the observance of Cooperative Month every October showcases the cooperative sector's achievements anchored with the theme: “Cooperative paves the way for inclusive growth.”

PAGADIAN CITY, Zamboanga del Sur, Oct. 23 (PNA) -- The winners in the search for the cleanest food establishments in this city will be proclaimed on Friday, October 25, at the Department of Trade and Industry (DTI) provincial office.
Last week, at least 63 food establishments were subjected to rigorous health inspections in line with the search for the cleanest restaurants, eateries, and bakeshops here.
DTI Provincial Director Ma. Socorro Atay said Wednesday the search is aimed at maintaining high standard of cleanliness in all food establishments in Pagadian City.
She said the participants to the search include 25 restaurants, 15 eateries, and bakeshops.
According to Atay, the search is very unique because it does not involve monetary rewards. The winners are awarded with plaques of recognition.
Atay said the search is to encourage the owners of food establishments to maintain and sustain cleanliness for the benefit and welfare of their customers.
She added the search is also aimed at attracting more customers and “at the end of the day, their income will increase.”

PAGADIAN CITY, Zamboanga del Sur, Oct. 22 (PNA) – The Department of Trade and Industry (DTI) has cautioned the public against buying old stocks imported Christmas lights to avoid potential hazard to lives and properties.
DTI Provincial Director Ma. Socorro Atay issued the warning as the public is expected to buy electrical decorations since the Christmas season is fast approaching.
Atay said old Christmas lights pose danger to the users as the wires and bulbs would have deteriorated over the years.
Atay added that Christmas lights with Import Commodity Clearance (ICC) stickers issued more than three years ago and earlier are no longer safe to use and are already banned.
Atay advised the buying public to buy electrical Christmas decorations with ICC stickers issued in the years 2011, 2012 and 2013 “for these are safe to use.”
“As consumers, we should be critical about the products we use daily. Among the things to be considered in buying and using consumer products are its quality and standard,” she said.
She added the Bureau of Product Standards (BPS) has issued list of authorized importers and traders and approved brands of Christmas lights for the guidance of the buyers.
She said they will conduct inspections to ensure that Christmas lights with old ICC stickers are no longer sold to the public.
She enjoined the public to be vigilant in protecting themselves against hazards from the use of sub-standard products particularly electrical Christmas decorations.

PAGADIAN CITY, Oct. 21 (PIA) – In an effort to maintain high standard of cleanliness in all food establishments, the Department of Trade and Industry (DTI) in collaboration with the Pagadian City Consumers Association, Inc. (PCCAI) and Consumers Net recently conducted a search for cleanest restaurants, eateries, and bakeshops in the city.
DTI Provincial Director Ma. Socorro M. Atay told the Philippine Information Agency (PIA) in an interview that the search for cleanest food establishments, which started in 1999, is being conducted every October in consonance with the National Consumer Welfare Month celebration.
Atay said “the search is very unique because it has no monetary awards and the winners will only be given plaques of recognition.”
The search, which is now on its 14th year, looks into the preparation as well as the production area and surroundings to ensure clean and safe foods.
“All these years, the search was refined, upgraded, and developed by the member-agencies of consumer net such as the Bureau of Foods and Drugs (BFAD), Department of Health (DOH), Department of Education (DepEd), City Agriculturist’s Office (CAO), City Health Office (CHO), etc. to effectively serve the consumers,” Atay said.
“Whoever will be judged as cleanest restaurants, eateries and bakeshops,  most likely customers will flock to these establishments to buy foods  and at the end of the day, their income will increase. This is the only award that we can give them – the fame,” Atay explained. 
Atay also encouraged owners of these establishments to maintain and sustain cleanliness in their facilities and surroundings for the benefit and welfare of their customers,” Atay concluded.
The proclamation of winners will be held on Oct. 31 during the culmination of the Consumer Welfare Month celebration at DTI provincial office.
