SANTIAGO CITY, Isabela- The city’s “bagsakan center” was relocated from the public market to the integrated transport terminal compound at Barangay Malvar to maintain traffic order and cleanliness of the city public market.
Two of the local nutrition councils in region 2 are now contenders of the prestigious Nutrition Honor Award, the highest recognition given to Local Government Units (LGUs) that have consistently shown outstanding performance for nutrition improvement.


City Agriculturist Dominador Fernandez said the city government officials have seen the importance of relocating the agriculture products bagsakan center from the public market to prevent traffic congestions along the national road, and to avoid wastes generated from agriculture products that create eyesores in the public market.
For this year, Batanes province and Santiago City are the entries of Cagayan Valley in the said award system, after three consecutive years of garnering the Consistent Regional Outstanding Winner in Nutrition (CROWN).


Fernandez said that the need to have agriculture food terminal in the city is of necessity, not only to ease the traffic inside the city’s business district but also to put things in order.
Nutrition Program Coordinator Rhodora Maestre said the two LGUs are now on their 3rd year of maintaining their CROWN award which qualifies them to be elevated into the NHA.


“We salute our city officials for prioritizing the relocation of our bagsakan center," Fernandez said.
She said Batanes province was already evaluated last week while Santiago City is scheduled for May 7-11, 2012. NNC chief Assistant Secretary Bernardita Flores led the team in Batanes together with the evaluators from the National Economic and Development Authority (NEDA) and Department of Agriculture (DA).


The city government has requested assistance from the Department of Agriculture 2 to realize the establishment of bagsakan center.  
Maestre believed that the two entries will make it as she sees the strong foundation of the programs, projects and innovations made for the eradication of malnutrition rate in the said areas.

ISABELA CITY, Basilan- Over 7,000 job vacancies was offered to Isabelaños in Basilan during the Job Fair, April 20, hosted by the Department of Labor and Employment (DOLE).
These LGUs have innovative programs and projects that contributed to the eradication of malnutrition rate in their areas, a strong advocacy to promote good nutrition, support to the maternal and health care program, and the political will in implementing related laws and policies toward the development of nutrition and health of the people.
 
DOLE-Isabela said some 7,000 job vacancies were available for overseas employment offered by 12 overseas recruitment agencies and around 60 job vacancies for local employment offered by seven local employers.
 
Engr. Wesley Tan, officer-in-charge of DOLE Isabela City Field Office said that the job fair was held in connection with the 11th Founding Anniversary of the city of Isabela and as a preliminary activity of the department in the observance of the Labor month of May.
 
He said that this is part of the thrust of government to prevent Filipino job seekers from becoming victims of illegal recruitment activities and trafficking. He then advised constituents to seek employment in a DOLE-accredited activity like the job fair.
 
Tan disclosed that 16 overseas recruitment agencies participated and mostly are members of the Association of Zamboanga City Recruitment Agencies (AZCRA).
 
To provide equal opportunity for new graduates, DOLE also invited about 11 local employers based in Zamboanga, too. “Kasi medyo dehado ang mga new graduates sa overseas employment because of age requirement as well as employment experience (The minimum age requirement for overseas work is 23), mga new graduates are in the age of 20 or 21 and the option for them is local employment,” Tan explained.
 
He noted further that as of April 19, some 8,000 balanced job opening were available, meaning these aren’t filled up yet according to job orders of respective agencies.
 
DOLE required applicants to fill up the National Manpower Skills Registration System (NMSRS) form. Tan said that data from this reveal that most of the applicants are actually qualified.
 
Out of the 184 registered applicants, DOLE disclosed that 14 were hired on-the-spot for overseas employment and 23 for local employment, while the rest will undergo further interview or must submit the needed requirements, which most of the applicants failed to bring.
 
Tan underscored that the Job Fair is an opportunity given by the department for Filipinos where Isabelaños need not spend much for fare and other travel costs in going to Zamboanga and other cities to seek for job or career options.
 
“We bring the employers and job seekers in one venue as in a market. The employment opportunities are there so the challenge is for our applicants to match the demands in the labor market,” Tan added.
 
Earlier, a soft opening ceremony of the job fair was held with City Mayor Cherrylyn Santos-Akbar who urged her constituents and the neighboring municipalities to take advantage of the opportunity. She highlighted the partnership of the different agencies relative to the economic development of Isabela.
 
The mayor expressed her gratitude especially to the overseas recruitment agencies that partcipated and whose presence she said, is a manifestation that in fact business is doing good in this part of the peninsula.
 
Moreover, DOLE also facilitated the release of kabuhayan starter kits to ex-OFWs. Nineteen beneficiaries received livelihood packages of assistance ranging from food processing, sewing, and preparation of native snacks in the total amount of P179,830.
 
Meanwhile, the labor department has been intensive in its campaign on job generation. When asked about the status of the Special Program for the Employment of Students (SPES), Tan reported that Isabela City has 135 students employed by the Basilan State College (BaSC), the Claret College of Isabela, and the LARBAI cooperative. He said students will work for a minimum of 20 days to a maximum of 52 days.
 
Tan announced, further, that a big Labor Day event will happen in Zamboanga City on May 1, where another job fair will take place, including a ‘Diskwento Fair’ with the Department of Trade and Industry.

SANTIAGO CITY, Isabela- Slow mail is not down and out. Here in Santiago City in Isabela, the Philippine Postal Corporation (PPC) is even upgrading its equipment to speed up the sorting and delivery of mails to its intended recipients.
 
Arsenio Mateo, Post Master of Santiago City Post Office, said the computer units that will be used in the post office were delivered last Monday in their office.
 
The computerization of the post office in Region 2 already been started in Tuguegarao City, Bayombong, Isabela, Cauayan City, and Aparri in Cagayan.
 
Mateo said the PPC is doing its best to gain patronage from the public despite the presence of other mail and baggage delivery companies in the country.
 
PPC is one of the country’s government–owned and controlled corporations in charge of delivery of mails and baggage all over the country.

SANTIAGO CITY, Isabela- Car owners in this city have united themselves and formed an association called Santiago City Auto Club aimed at inculcating discipline, safety, and responsibility among drivers.
 
Vihncy Aggabao, club president, said road safety and discipline and responsibility are the three concerns the association wanted to inclucate to their fellow drivers and car owners.
 
“Driving is not just for fun and it needs responsibility," Aggabao said.
 
Santiago Auto Club officers and members conducted a motorcade around the city business district yesterday to show that the organization is willing to help the city government in its drive of making the city a motorist-disciplined zone.
 
Aggabao said the group will be conducting free seminars on road safety and discipline in the coming months to avoid accidents and be a responsible driver when at steering wheels.
 
The group also targeted to conduct seminars to motorcycle owners who are prone to accidents due to undisciplined behaviors while running at the major thoroughfares.
 
The Santiago City Auto Club will also be helping the city’s Department of Public Order and Safety and Rescue 206 in its rescue operations when accidents occur from motorists in the city.

ILAGAN, Isabela- The "Save the Sierra Madre Cross" is presently in this province for the celebration of World Earth Day.
 
The cross is stationed at the Saint Ferdinand Cathedral at the Diocese of Isabela in Gamu, Isabela since April 23 where Isabela Bishop Joseph Nacua led a mass.
 
Fr. Pete Montallana, chair of the Save Sierra Madre Network, said that through the pilgrimage of the Sierra Madre cross, government officials and the public will see and feel that the continuous destruction of the mountain is no different from the crucifixion of Jesus Christ.
 
Montallana said the fragile Sierra Madre mountain ranges are considered one of the last bastions of lush forests in the country. The Sierra Madre cross was unveiled in Tuguegarao, Cagayan on Good Friday. After several days of vigil, the cross travelled to the Diocese of San Jose in Nueva Ecija as its next stop.
 
He said Ifugao natives fashioned the cross from ”mulawin” drift woods gathered from the Ingrid-Angelo parts of the vast mountain of Pantabangan, also in Nueva Ecija.
 
A Franciscan priest from the Prelature of Infanta and staunch defender of the Sierra Madre, said the cross symbolized the devastation of the mountain from unabated illegal logging and mining activities.
 
He said the cross also symbolizes hope and eventual victory in facing the challenge to save what is left of the Sierra Madre.
 
The Sierra Madre cross is also scheduled to visit Quirino, Nueva Vizcaya, Aurora, Bulacan, Quezon, Rizal, and Laguna provinces, including Metro Manila.
 
A mass and special religious rite will be performed in every stopover.
 
The priest said the pilgrimage will end in the Diocese of Antipolo on Sept. 26 to coincide with the commemoration of typhoon Ondoy that hit Metro Manila and nearby provinces in 2009 which killed hundreds of people and millions of pesos of properties destroyed.

SANTIAGO CITY, Isabela- The city government of Santiago has launched a fitness exercise aimed to improve the health condition of every employee working in the government including the city residents.
 
Dubbed ‘Juan Katawan,’ the fitness exercise was launched last week at the street in the public market to show to the public that exercise is the best for the health of an individual.
 
Dr. Solomon Maylem, consultant of the ‘Juan Katawan’ exercise, said physical exercise goes with mental fitness to perform the assigned task.
 
During the physical fitness launch, some of the vendors from the public market have also joined the exercise, which include aerobics like stretching and simple dance steps.
 
Mylem said the city government wanted all employees and city residents to get involved on physical exercise as this activity makes everyone healthy and keeps them away from getting sick.
 
The ‘Juan Katawan’ exercise will now be a regular activity of the city government employees. It will be conducted every Tuesdays and Thursdays at the Bulwagan ng Mamamayan at the back of city hall while interested city residents are also welcome to join the fitness exercise from 6:00 to 7:00 a.m., Saturdays and Sundays at the Integrated Terminal Complex.
 
Participants to the physical fitness program can avail of free check-up from the city health office before and after the exercise to ensure sound and safe health condition.

SANTIAGO CITY, Isabela – Human rights advocates and LGBT members will march on Saturday afternoon in the province to urge the Aquino administration to enact a national antidiscrimination measure in Congress.
 
The “Isabela’s LGBT Pride March” will kick off at 3:30 p.m. Saturday in Barrera Street, Santiago City.
 
Organized by the Metropolitan Community Church of Quezon City (MCCQC) and the regional chapter of LGBT political party Ladlad, the event is one of the hundreds of similar community-based queer groups worldwide under the banner of the 2012 Worldwide Civil Rights March. The coordinated protests are pushing for the advancement of lesbian, gay, bisexual and transgender political and civil rights.
 
The pride march will also officially unfurl the first few yards of the Philippines' longest rainbow flag.
 
Mayor Amelita Navarro and the partylist Bayan Muna, which authored House Bill 1483 or the Antidiscrimination Bill of 2010, are supporting the event.
 
Rev. Ceejay Agbayani, head pastor of the MCCQC, said the first-ever Pride parade in the Cagayan Valley region hopes to draw attention to cases of abuses, violence and discrimination suffered by LGBTs in the rural areas of the Philippines.
 
Agbayani cited the case of a certain Erano Padilla who dowsed his son Edmund with boiling water as punishment for being the third gay child in the family. The incident reportedly occurred in the neighboring province of Nueva Viscaya shortly after New Year.
 
"We are taking the campaign to push legislators in the provincial districts to get the Antidiscrimination Bill approved with protections for sexual orientation and gender identity in the bicameral committee," Agbayani said.
 
The Antidiscrimination Bill, if approved, will ban discrimination in the workplace, schools, government service and public access areas.

ILAGAN, Isabela- Cagayan Valley Sangguniang Panlalawigan (SP) members and the police regional office (PRO) 2 are conducting series of dialogues to iron out solutions for the possible passage and implementation of the police’s proposed Oplan Verification Identification and Sticker Authenticity (VISA) implementation.
 
Oplan VISA is proposed by PRO 2 as a measure to mitigate or even stop criminal activities in the region using motorcycles as get-away vehicle after executing crimes.
 
SP member Rolando Tugade, chairman on peace and order committee of SP Isabela, said he and other SP members from other provinces met with PRO 2 officials and are soon coming out with a single ordinance to deal with the problem in Cagayan Valley.
 
Tugade said police provincial directors were also present during the meeting of SP and PRO2 on Monday.
 
Tugade said the second meeting of the SP members and PRO2 will be conducted on second week of May and it is expected that a common ordinance or resolution will already be agreed upon by the two parties and will be implemented in the future.
 
Earlier, PRO2 proposed to all LGUs in the region through their respective police station chiefs and some municipalities have immediately passed an ordinance implementing VISA but were held in abeyance by the Sangguniang Panlalawigan members and commented on some provisions of the PRO 2 proposed ordinance content and apprehensive that it will affect the rights of individuals.
 
Tugade, who chairs the peace and order committee in the Sangguniang Panlalawigan, then requested the deferment on the approval of the ordinances from municipalities and requested for a more clarifications from PRO 2 officials including the Land Transportation Office.
 
Tugade wanted that the draft resolution or ordinance that will be agreed upon by the PRO2 and SP members are all similar upon passage in the Sangguniang Panlalawigan chambers of region 2.

ILAGAN, Isabela- Local government units of the province are holding a farmers congress in their respective towns to better explain and inform the province’s nine-point agriculture program particularly to farmers who have less than a hectare of farmland.
 
Governor Faustino G. Dy III said the provincial government has initiated a provincial farmers congress in February this year to launch the nine agriculture programs, which will benefit the intended Isabela farmers.
 
The nine agricultural programs launched by the provincial government are Loan Assistance for Marginalized Farmers Program; Ayuda sa Presyo, Pantawid Pamasahe Program, Paniguro sa Pananim, college scholarships for sons and daughters of farmers (education), PhilHealth para sa Magsasaka, Sapat na Seguridad para sa Magsasaka, Life Insurance para sa Magsasaka, and Provincial Health Care para sa Magsasaka.
 
The province’s agriculture program aims to ease the burden of farmers and ensure their products including their health and lives are secured while doing their share in helping the government meet its target of rice self-sufficient by year 2013.
 
Dy said the municipal-level congress is being conducted in the municipalities, intending to bring the program of the government closer to the target farmers, which includes radio programs that are regularly conducted to explain and then deliver the assistance from the provincial government.
 
The provincial government has allotted P195 million for the program, as majority of Isabelinos are engaged in farming and are vulnerable to many calamities hitting the province.
 
Farmers in the last two years were extremely affected particularly their farm products and the need to regain their losses is vital and the assistance from the provincial government is really needed.
 
Governor Dy personally attended to the set farmers' congress in the locality to ensure that the delivery of assistance to the farmers are properly distributed.
 
“We may not attend all the set farmers congresses in all the 35 municipalities and the one city of the province but I assure my beloved farmers that the assistance due to them will be delivered through the provincial agriculture office," Dy said.
 
The province’s chief executive has personally attended the farmers congresses in Benito Soliven, San Guillermo, Luna, and other municipalities in the province, which conducted the farmers congress in the previous weeks.

ANGADANAN, Isabela- The local government unit of Angadanan has showcased its One-Town-One Product (OTOP) made out of bamboo during the 5th Gakit Festival held last April 12 to 15, 2012.
 
Angadanan Mayor Maria Lourdes Panganiban said the municipal government of Angadanan is looking at its town’s potentials and wanted that the Angadanan women will become economically productive with the bamboo craft production as the primary livelihood project in the locality.
 
The products were conceptualized by the local government when the town officials have seen bamboo trees that are vastly grown in the town.
 
Panganiban said bamboo tree is a raw material best for bamboo craft production and it is open for cutting unlike forest trees that are usually for furniture products, which are now prohibited to be cut by the government nowadays.
 
In order to sustain the bamboo supply for the OTOP, the local government unit has launched a massive planting of bamboo in the locality particularly at the creeks and river banks.
 
“We need to secure supply of bamboo in the future once the industry become in demand in the local and even in international market," Panganiban said.
 
Bamboo craft like sala set, tables, lamp shades, trophies, baskets, souvenir items, and other products are produced for sale in local market.

CAUAYAN CITY, Isabela- City officials of this premier city of Isabela welcomed the Le Tour de Filipinas cyclists and team managers in the the city, one of the designated finish lines of the four stages of the cycling tournament.
 
The first stage of the cycling competition was started on April 14 at Santa Ana, Cagayan and finished at Tuguegarao City while the second stage commenced in Tuguegarao City to Cauayan City.
 
Vice Mayor Bartolome Malillin said the city is lucky to have chosen as one of the historic stage 2 finish lines adding that the city government of Cauayan is proud to have the local and foreign cyclists in the city.
 
Mallillin and City Administrator Bagnos Maximo together with the reigning beauties of Cauayan City joined the welcome ceremonies.
 
As a token of appreciation, Bartolome and Maximo handed a bamboo handicraft trophy to the top three winners.
 
The second stage Le Tour de Filipinas winners are both Filipinos Arnel Quirimit (winner) of team Go21, Ristom Lim (second) of team AVL and German Timo Scholz of CNN team.
 
Arnel Quirimit recorded a 2:33:46 with 14 bonus points to the stretch of road from Tuguegarao City to Cauayan City, Ristom Lim has it 2:33:46 with 06 bomus points and Timo Scholz with 2:33:46 with 5 bonus points based on the records uploaded by the Le Tour de Filipinas management individual result classification result.
 
The finish line yesterday for the cyclist is at the Isabela State University (ISU) – Cauayan City campus where cycling enthusiast waited for the cyclists arrival.
 
Vice Mayor Malilliin and Administrator Maximo personally congratulated the cyclists for their endurance and professionalism in joining the race despite the sizzling and hot weather yesterday.
 
Meanwhile, the third leg officially commenced at 8:00 a.m. today which started in front of the Cauayan City hall.
 
At least 73 cyclists from 16 teams where five teams are composed of Filipino cyclists and the 11 others are foreign teams.
 
The cycling race was organized by the Dynamic Outsource Solutions 1, Incorporated.

A grizzled veteran kept the Philippine flag flying high in the 2012 Le Tour de Filipinas as the local cyclists continued to tame the foreign opposition in Sunday’s Stage Two from Tuguegarao City to Cauayan City in Isabela province.
Arnel Quirimit, the 2003 Tour Pilipinas champion, made it a back-to-back triumph for the hosts in the International Cycling Union (UCI, Union Cycliste Internationale) -sanctioned race. The 36-year-old Tem Go 21 assistant skipper punched in the fastest time of 33 minutes and 46 seconds in the 109-kilometer stage that started in Tuguegarao and finished in front of the Isabela State University campus.
Mail and Mores’s Oscar Rendole won Stage One.
Quirimit, the pride of Pozorubio, Pangasinan, got the better end of an eight-rider sprint finish that also saw Rustom Li, a young and extremely promising Filipino cyclist, rise to the occasion.
Lim, riding under the LPGMA-American Vinyl banner, actually was at the front of the sprint, but yielded to the veteran Quirimit. Nevertheless, the 18-year-old bronze medalist in last year’s Asian Juniors Road Race Championships in Jakarta and a Philippine Sportswriters Association awardee for cycling, checked in with the same time as Quirimit and made it a 1-2 finish for the Filipinos.
"I poured it all in the last 100 meters and I'm thankful that God gave me another chance to win a stage,'' said Quirimit, an Army staff sergeant, in Filipino.
The Filipinos’ domination of the tight finish shoved Australian Alexander Malone of Plan B Racing Team, Timo Scholz of CCN Cycling Team to third on the podium.
Also figuring in the sprint were 2009 Padyak Pinoy champion Joel Calderon of Mail & More and Australian Alexander Malone of Plan B Racing Team.
Scholz, who has seen the best and the worst in racing in his numerous stints in Europe and Asia, however, stripped Rendole of the yellow jersey. But the 39-year-old German admitted he would just probably enjoy wearing the coveted jersey in Monday’s 104-km Stage Three to Bayombong, Nueva Viscaya.
"I'm used to riding in hot weather but for a European like me, this is too hot,'' said Scholz, whose two-stage total of 6:18:18 gave him a slim 26-second advantage over Malone in the individual general classification.

ILAGAN, Isabela- The local disaster officials, law enforcement agencies' and Isabelinos felt sigh of relief upon knowing that the National Disaster Risk Reduction and Management Council (NDRRMC) has confirmed that the rocket launch of North Korea failed its mission.
 
 
Nestor Salvador, head secretariat of Provincial Disaster Risk Reduction and Management Council (PDRRMC), said the failed rocket launch of North Korea this morning has relieved the fear of Isabelinos most especially the residents in the four coastal towns of Isabela.
 
“We are thankful that the rocket launch has failed and we are now safe from any danger from the debris,” Salvador said.
 
Earlier, the PDRRMC had conducted an emergency meeting to prepare for any eventuality particularly concentrating on the four coastal towns of Isabela where there was have the probability of debris falling in the area.
 
The province now is back to normal situation upon clearance from NDRRMC.

ILAGAN, Isabela- The Department of Labor and Employment (DOLE) 2 has allotted P8 million for labor, employment, and livelihood programs in the province this year.
 
DOLE Isabela Information Officer Froctoso Agustin said the amount, which is P3 million higher than the previous year's allotment, will be spent for livelihood support fund of different women’s groups, transport groups and other sectors in Isabela, the local government's special program for the employment of students (SPES), and other assistance needed in relation to DOLE’s programs and projects.
 
"The increase in allotment is not only for Isabela province but also in other provinces of the region to better serve the needy associations or groups in Cagayan Valley," Agustin said.
 
Agustin said that this year DOLE 2 has allotted P6 million for the province of Cagayan, P3 million for Nueva Vizcaya, P2.3 million in Quirino, and P8 million for Isabela.

ILAGAN, Isabela- The Provincial Disaster Risk Reduction and Management Council (PDRRMC) has ordered a “no fishing zone” beginning April 12-16 at the province’s four coastal towns, as precautionary measure to avert the effects that may be brought by the debris of the rocket to be launched by North Korea.
 
Atty. Noel Manuel R. Lopez, provincial administrator of Isabela who presided the meeting, said the "no fishing zones", which the disaster council has ordered, are part of the precautionary measure but clarified that this order should not create panic among residents of the coastal towns.
 
The Isabela Police Provincial Office (IPPO) was instructed to order its police stations in the coastal towns of Divilacan, Maconacon, Palanan, and Dinapigue to strictly prohibit fishermen in going to the sea to catch fish on the set rocket launching dates.
 
Lopez also ordered the provincial social welfare and development office to ready its relief goods and assist the fishermen during the five-day set rocket launching of North Korea.
 
The Bureau of Fire Protection is also ordered to stand by and be responsible in the retrieval of any debris that may fall in the province.
 
Provincial Administrator Lopez clarified that the precautionary measures being conducted by the province’s disaster council should not sow alarm or panic to the public as the council is only preparing in case the trajectory of the rocket debris will fall in the soil of the country and not to the sea as projected.
 
Lopez urged the public to be vigilant during the duration of the rocket launch and report to local authorities any suspicious object that they will see, and advise the public not to touch nor get any rocket debris but instead immediately report to local officials or to police for proper disposition.

ILAGAN, Isabela- The Provincial Disaster Risk Reduction and Management Council (PDRRMC) told the public that there is “no cause for panic” on the set launching of an earth observation satellite by the Democratic People Republic of North Korea.
 
Provincial Administrator Atty. Noel Manuel R. Lopez, who temporarily presided the urgent meeting of the PDRRMC, said that the public should stay calm but should always be vigilant in reporting any eventuality that may occur when North Korea has launched its rocket-carrying satellite.
 
Based on the National Disaster Risk Reduction and Management Council (NDRRMC) memorandum dated April 3, the council is directed to monitor developments and prepare contingency plans in the event that the rockets veers of course and fall in territorial waters.
 
Henceforth, as the counterpart of the NDRRMC, the province’s risk reduction council has convened and made preparations ans necessary precautions in the event that the rocket satellite will change it course.
 
Lopez, upon instruction of chairman of the PDRRMC, has instructed the Isabela Police Provincial Office to prohibit residents and sea travelers in the coastal towns of Isabela on April 12 to 16 as a precautionary measure in case the rocket satellite missile of North Korea will change its trajectory.
 
Lopez also ordered the PDRRMC secretariat to prepare radio messages to local government officials in the coastal towns of Isabela to prepare contingency measure.
 
“Please reiterate to the public that there should be no cause for panic," Lopez said.
 
The provincial social welfare and development office is now coordinating with the local government units in the four coastal town of Isabela and has prohibited residents to go on fishing. Relief goods will be distributed to them from April 12 to 16 to help them while they are not yet allowed to fish in the Pacific ocean.
 
The Bureau of Fire Protection, the Philippine Red Cross, and the Philippine Army are ordered to stand by in securing and retrieving any rocket debris that may fall in the province.

A 42-year-old farmer and his 7-year-old daughter were gunned down in Angadanan, Isabela last Black Saturday.
 
The victims were identified as Melanio Respicio and his daughter Mary Jane.
 
Respicio’s wife Marilou and other daughter Merilyn were also wounded in the incident.
 
Initial investigation showed that Respicio and his family were on board a motorcycle in the vicinity of Barangay La Suerte at around 9 a.m. when an unknown gunman fired at them.
 
Merilyn said the suspect fired a couple more shots at them at close range after their motorcycle crashed.
 
Three shotgun shells were recovered from the scene.
 
Chief Inspector Salvador Mangulab Jr. of PNP Angadanan said the family has tagged a suspect in the incident.
 
Respicio’s wife Marilou also said her husband has been receiving threats in relation to a land dispute.
 
Investigations are still ongoing.

At least three people were reported killed while one was seriously injured after figuring in a motorcycle accident on Good Friday in Isabela province.
 
The incident occurred at 2:30 p.m. in General Aguinaldo village in Ramon town, according to a report on Bombo Radyo Saturday.
 
SPO2 Oscar Valero was quoted in the report as saying four men aboard the two motorcycles, a Raider-type (3409-BQ) and a TMX-type (1164-BQ), sped past a checkpoint near Magat Dam.
 
Valero said they are verifying an information the men aboard the motorcycles were racing each other.
 
The fatalities were initially identified as Jessie Reyes, 20; Chris Ivan Gorospe, 18; and Gaudencio Del Rosario, 64.
 
In critical condition is Christian Del Rosario, 20.
 
An initial investigation showed the motorcycles crashed at high speed after their drivers failed to notice a sharp curve and lost control.
 
The Bombo Radyo report also said police are looking into the possibility the victims were under the influence of liquor at the time.

GAMU, Isabela- The 5th Infantry Division, Philippine Army (5ID,PA) based in this town will be conducting random drug testing to some of its army personnel as part of ensuring that no personnel of the army division is using illegal drugs.
 
Major Dominador Valerio of Camp Melchor dela Cruz said that there are Infantry Battalions that are assigned in areas where there are prone to drug related problems and the division wanted to cleanse and ensure that the men and women in the division are not inflicted with any prohibited drugs.
 
Valerio said the army is a professional organization and no army is allowed to be infiltrated by drug addicts to maintain its professionalism.
 
He said that as far as the first conduct of random surprise drug-testing to army personnel under the different battalions of the division, the division has so far recorded no positive users as of press time.
 
The division will continue its random drug testing to other army personnel after the holy week.
 
He warned army personnel that those who will be found to be positively using illegal drugs would surely be summarily dismissed from military service.
 
The army division official maintain its integrity as the internal and external protector of the people and its personnel should abide by the military command.

MACONACON, ISABELA- The Department of Labor and Employment and various local government units had employed Aeta students through the Special Program for the Employment of Students (SPES).
 
Maconacon mayor Erlinda Domingo pledged 120 slots for Aeta students in the municipality for the SPES this year.
 
Divilacan town is adopting the SPES for the first time as mayor Ventorito Bulan pledged 10 slots.
 
Maconacon has allocated P288,000 for payment of the 60 percent share of the local government for the salaries and wages of the beneficiaries while Divilacan has earmarked P24,000.
 
Atty. Sixto T. Rodriguez, regional director of the Department of Labor and Employment (DOLE) region 2 urged local chief executives of Maconacon and Divilacan to give due preference to Aeta students as beneficiaries of the SPES program.
 
Rodriguez also urged local chief executives to increase their SPES targets in the next round of implementation in order to expand their coverage for disadvantaged students.
 
Aeta settlers in Divilacan and Maconacon are among the more depressed and neglected tribal groups according to local chief executives. About 600 Aetas are struggling due to lack of education, skills, and livelihood.
 
Rodriguez said the regional office already committed increased target beneficiaries and budget allotment of P16.9 million for the wages of 10,000 students throughout the region for the SPES from January to December 2012.
 
The program encourages the employment of poor but deserving students during the summer and/or Christmas vacations, through incentives granted to employers, allowing them to pay only 60 percent of their salaries or wages. The other 40 percent is paid through education vouchers issued by the DOLE.
 
Beneficiaries are taught the value of work through their employment in various works such as clerical/administrative aides/assistants/office helpers, field workers, data encoders, sales associates, enumerators, street sweepers and service crews and in the greening program of the national government.

ILAGAN, Isabela– The Department of Labor and Employment (DOLE) 2 has announced that there are more than 3,000 jobs available from private companies that are operating in the province.
 
DOLE 2 Director Sixto Rodriguez, Jr. said that the agriculture sector in the province needs about 3,500 farm workers by a labor contractor in Benito Soliven, Isabela. Accountants, tellers, loan officers, bookkeepers, jewelry appraisers, and computer programmers are needed by two private banks and pawnshops in Cauayan City.
 
Fourteen account development salesman, one trade marketing specialist, welder mechanic, audio van operator,cooler technician are needed by a soft drinks company in Cauayan City.
 
A business process outsourcing company in Cauayan City also needs customer service representatives or call center agents while a tobacco company in Reina Mercedes, Isabela needs 15 encoders, five administrative assistants, 10 interviewers, 10 filed assistants, and one engineer.
 
Distribution centers in Santiago City are also needing sales clerk, distributor project specialists, salesmen/agent, service crew, catering head, catering service crew, bartenders, decoration personnel, and drivers.
 
DOLE 2 advised interested applicants to visit the DOLE-Isabela office located at Isabela Sports Complex, Alibagu, Ilagan, Isabela or join the jobs fairs set by the agency.

ECHAGUE, Isabela- Army personnel of the 502nd Infantry Brigade based in this town have conducted two fora on security awareness campaigns to high school students as part of their information and education program.
 
Deputy brigade commander Colonel Reynaldo Labanen said the military is conducting the security awareness campaign to educate the students on the role of the military and inform them on how to avoid joining the communist terrorist group.
 
Labanen said that the youth are easily swayed by propaganda of the communist terrorist groups. He said that as evidenced last year, the victims of clashes between the military and New People’s Army (NPA) are young people who have joined the NPA.
 
The army official urged students to become responsible sons and daughters as well as responsible community members by joining the development efforts and activities of the government.
 
“We know that youth in this stage are at the prime of idealism and enthusiasm. They are easily swayed if not forewarned,” Labanen said.
 
The security awareness campaign to students of the 502nd Infantry Brigade’s area of operations is an annual activity of the military to educate and forewarn students by not joining the rebels.

MACONACON, Isabela-At least 400 Aeta-residents in Maconacon and 200 in Divilacan will be provided with fishing gears as an initial assistance to them by the Department of Labor and Employment (DOLE) 2 in order to increase the volume of their fish catch.
 
This was disclosed by DOLE 2 Director Sixto T. Rodriguez in his visit to the coastal towns last March 23-24 to bring the Department’s programs closer to displaced workers , marginal fisherfolk and Indigenous Peoples.
 
Based on the assessment made by the DOLE and the local government officials, the residents need fishing boat and fishing gears. The disadvantaged women and marginal farmers need additional source of income and indigenous peoples need to be mainstreamed.
 
Rodriguez, who is the first DOLE regional director to visit the said coastal towns lamented when he saw personally the situation of struggling Aetas and Dumagats in the river banks hunting for foods, exposed to risks and have no assurance if they can have food for the day.
 
Rodriguez said the indigenous peoples should be given equal importance in the government’s livelihood programs.
 
The regional director also gave instant cash to group of Aetas to be used in purchasing their own weighing scales so that they will not be cheated by the buying public.
 
“I hope the DOLE can do something to provide these groups of disadvantaged individuals in providing them equal opportunity for quality services in tandem with the LGUs, Technical Education and Skills Development Authority for skills acquisition, Bureau of Fisheries and Aquatic Resources, Department of Education for its literacy program, because they can only be empowered when the government can give them skills, knowledge and resources,” Atty. Rodriguez said.
 
In his visit to the two coastal towns, he informed the residents about the DOLE’s programs and services specially the various livelihood programs which aim to bolster entrepreneurial activity in the area and to spark grassroots development in order to facilitate the integration of the residents there into the mainstream of economic life.
 
“This is to provide them tools in order to possibly access the department’s programs and services in partnership with the LGUs and other national government agencies,” Rodriguez added.
