TAGBILARAN CITY, Bohol- School authorities in Carmen town reported an annual increase of at least 10 percent to 15 percent in its enrollment and pupil performance.
TAGBILARAN CITY, Bohol- Increased dolphin and whale watching activities along the southern coasts of Bohol stirs marine conservationists.


At least two school supervisors in Carmen District attributed said increase to the government’s Pantawid Pamilyang Pilipino program (4Ps).
Dolphin and whale watching activities are generally considered good for eco-tourism but if not properly managed could drive the dolphins and whales back to the distant wilds.


Renato Calamba and Ma. Rowena Balduman, both public schools district supervisors in Carmen West and East respectively, said that 4Ps brought children who dropped out from school to resume their studies and also pushed parents to get their three-year olds to day care centers to maximize on the cash assistance.
“The waters surrounding Bohol are among the most productive in the Philippines, resulting in highest marine biodiversity in the country,said Katrina Pahang, coordinator of a non-government organization into the research of Bohol’s large marine vertebrates Project (LAMAVE).


Speaking at the Kapihan sa PIA aired over DyTR recently, both Calamba and Balduman agreed that the program has significantly increased the parents' awareness towards their responsibility in sending their children to school.
Pahang noted that with “without proper, effective management and protection, the dolphin and whale watching activities will negatively impact the key assets of our tourism,” she highlighted the need to advance the information on the protection and conservation of these cetaceans.


The 4Ps transfers cash to families who agree to follow the conditions of the grant.
She said research has shown that 18 of the 28 species of marine mammals in the Philippines are found in the waters surrounding Bohol, likely due to the nutrient-rich water.


The conditions include sending, at most, three children up to 14 years old to school and have them attending at least 85% of the classes, making sure the kids regularly visit the health center for vaccines, and allow barangay health workers to monitor on their health progress.
“Their presence promises a great future for Bohol's economy through ecotourism. However, as tourism grows, increased pressure on the environment and marine life are inevitable,” Pahang warned.


Other conditions include requiring every mother or pregnant woman to visit the clinics for maternal health and pre or post natal care and for them to attend regular family development sessions.
Along this line, Pahang and the other non-government organizations working in the areas south of Bohol work towards more responsible dolphin and whale watching consistent with internationally accepted standards and policies.
 
By abiding to said conditions, the government believes it can attain a huge degree of success in curtailing child and post-maternal mortality and malnutrition.
 
Balduman, Carmen East district supervisor, added: “The program, through its Family Development Sessions instilled in parents a new sense of health where most children of program beneficiaries come to school bathed and refreshed to tackle the day’s lessons.”
 
Carmen West 4Ps parent leader Luzviminda Jumawid said 4Ps has also made her capable of packing lunch for her kids, which she could hardly do without the cash the government has transferred to her.
 
Jumawid and the rest of the parent beneficiaries in Carmen town receive P300.00 educational allowance for each of the family’s three schooling kids.
 
The government also gives another P500 for families who religiously attend health sessions scheduled regularly for the beneficiaries.
 
During pay-outs, which happen every two months, Jumawid, who has three kids in school, gets P2,800 for her children's education and the family’s health allowances.
 
When it was so hard to prepare lunch packs because the family still needs to find rice to cook for lunch, Jumawid said she “makes sure she buys enough rice until the next pay-out.
