THE municipality of Bien Unido, Bohol province will benefit from a P60-million investment when an aviation school starts building an air park this year.
Tagbilaran City Mayor Dan Neri Lim has filed a graft complaint against Bohol Gov. Edgar Chatto for alleged anomalies in the distribution of livelihood technology kits when Chatto was congressman of Bohol’s first district in 2010.


Cheynair Aviation Inc. confirmed plans to transfer its school base to Bohol, said Mayor Rey Nino Boniel, Bien Unido mayor, in a phone interview.
But Chatto denied any irregularity, saying the charges were part of political black propaganda and is a demolition job by Lim and his cohorts.


The school is presently located in Hangar 4 in Lapu-Lapu City.

Boniel said the move would provide employment opportunities in his town and reinforce local tourism.
Feb. 24, Lim claimed that 23 dead persons were among the 1,343 beneficiaries who signed and received the kits during the distribution in January 2010.


The aviation company and its partner JC Armamento Development Inc. are developing an 18-hectare property in barangay Liberty, said Boniel.
Lim said he has the death certificates of 11 beneficiaries in Maribojoc town, three in Corella, four in Cortez, three in Baclayon and two in Dauis.


The 18-hectare air park will include a private airstrip with a tarmac and runway, dormitories for students.
Lim said the anomalies were exposed when the Commission on Audit (COA) conducted a special audit last year on the use of pork barrel funds for 2007-2009 in Bohol.


“The first of three phases for the development will include the runway and tarmac. Right now they are documenting and laying out of the whole development. They target to finish the first phase within the year,” said Boniel.
In a statement sent through e-mail, Chatto said he didn’t receive any notice from the Ombudsman about the charges.


Under phase 1, Boniel said developers are looking at an investment of P60 million.
Chatto said Lim had no basis to conclude any wrongdoing since the audit on the project was still ongoing.


“If we include the second phase, we could be looking at an investment of P130 million,” said Boniel.
“We conducted an inquiry on this matter when our political critics orchestrated the same to cast doubt on my integrity as a public official,” Chatto said.


Boniel said this is the first big project by a private company in the town.
Lim “is taking out of context an otherwise regular audit procedure of COA,” the governor said.


“If you look at the dormitories for students alone, you can already expect employment opportunities there. We are very happy about this,” said Boniel.
“We are always supporting COA in all its audit processes,” Chatto said.


He said the school and airstrip would also complement the town’s aggressive thrust to promote tourism.
Lim, in a press release attributed to him, claimed Chatto violated the Anti-Graft and Corrupt Practices Law and Ethical Standards Law, misused public funds and falsified public documents for the livelihood technology kits.


“The presence of the air park will provide an opportunity for us to become more visible to tourists as Cheynair also offers air tours that will take off and land in the Air Park,” said Boniel.
The kits contained information materials on livelihood opportunities like farming and raising animals.


The Bien Unido mayor is promoting the town and its different attractions.
Although Lim was apparently in the dark on how much the project cost, he said the kits were developed by the National Livelihood Development Corp., a state-owned company under the Land Bank of the Philippines.


These include an underwater grotto, the recently opened Bohol Yatch Club and the town’s different seaweed dishes.
The kits were for distribution to rural people in least developed provinces to promote microfinance projects.


The town is also known as Bohol’s last frontier because part of its seawaters lies in the Danajon Bank, a double-barrier reef that is one of only six around the world.
Chatto, then representative of Bohol’s first district composed of 14 towns, used his pork barrel fund to finance the projects.


Mayor Boniel said he was optimistic that Bien Unido will be known among the must-visit destinations in Bohol.
Congressmen enjoy tens of millions of pesos in pork barrel funds for their pet projects which are often tainted with graft and reports of kickbacks. No attempt by any President has been made, however, to stop the practice of allotting pork funds for congressmen.
 
“Our underwater grotto offers a different kind of diving experience for tourists. It was our creative way of slowly eliminating the practice of dynamite fishing in our locality and to protect the natural resources of our seas,” said Boniel.
