Around 600 students from six state universities and colleges (SUCs) in the Cordillera Administrative Region will get scholarship grant from the Priority Development Assistance Fund of Senator Aquilino Pimentel III.
The Department of Labor and Employment (DOLE) launches their DOLE Integrated Livelihood Program – Towards Community Enterprise Development (DILP-CED) here in Cordillera.


Pimentel and officials of the SUC beneficiaries headed by Benguet State University (BSU) president Ben Ladilad formally signed the agreement for the scholarship last Thursday during BSU’s 26th Charter Day anniversary.
DOLE-CAR Regional Director Henry John Jalbuena, in partnership with Governor Elias Bulut Jr. and Congresswoman Eleanor Bulut-Begtang, launched the DILP-CED in Sta. Filomena, Calanasan, Apayao, last March 28 bringing in P500,000 Livelihood assistance to six community groups from various parts of the province.


Aside from BSU, other beneficiaries of the said scholarship grant are the Abra State Institute of Science and Technology, '''Apayao State College''', Ifugao State University, Kalinga-Apayao State College, and Mountain Province State Polytechnic College.
According to Jalbuena, the implementation of DILP-CED is in line with President Benigno Aquino III’s 22-Point Labor and Employment agenda, which aims to alleviate poverty in the countryside by generating community livelihood and employment and gears towards to overall goal of nation building.


Under the said program, each SUC beneficiary will be given P300,000 scholarship assistance to benefit 100 scholars per institution.
Jalbuena also stressed that DOLE’s Community Enterprise Development program is envisioned to assist local community groups generate income and employment through enhancement and transformation of their livelihood projects into community enterprises.


During the MOA signing, Pimentel also met with the 100 scholars from BSU that are set to benefit from the program. The senator encouraged the scholars to study well, as he stressed that education is the great equalizer that young students like them can use to have a better life in the future.
In which, Jalbuena also expresses his gratitude to Governor Bulut, for serving as a conduit and a valuable partner of DOLE in the implementation of the said program and also Congresswoman Eleanor Bulut – Begtang for her significant support to the project.


“Education is the great equalizer. It is up to you how you use it but what is important is that the skills and knowledge are imparted to you, through education. It is also important that you develop the love for learning,” Pimentel said.
According to DOLE Labor Relation Officer George Lubin Jr., under the DILP-CED project in Apayao, the P500,000 livelihood assistance which was granted to six community groups will benefit a total of 144 individuals who are engage in handicrafts production.


Speaking in behalf of the SUCs, Ladilad expressed their gratitude to Sen. Pimentel stressing the significance of such assistance to the education of the scholars. To the scholars, Ladilad encouraged them to do their part and study well.
Lubin also disclosed that the DILP-CED beneficiaries and livelihood assistance in Apayao include the Conner Handicrafts Association (Quideng Handicraft Association) with 16 farmer members and P92,000 livelihood assistance; Pudtol Weavers Association (Lumalaga iti Pudtol Association) with 16 women members – P88,000; Quirino Rural Improvement Club (Quirino Homemakers Association) with 47 women beneficiaries – P88,000; Calanasan Rural Improvement Club with 25 beneficiaries – P95,000; Sta. Marcela Weavers Association with 17 homebased members – P68,000.00; and Jailers Weavers Association with 23 members – P69,000.00.


Arian Cayso, a third year Bachelor of Science in Applied Statistics student, in behalf of her fellow scholars and their parents, expressed their appreciation and gratitude for the educational assistance.
Lubin also informed that DOLE-CAR will also bring in the DILP-CED in the other provinces in the region. For this week they are set to go to the province of Ifugao to bring in P1.06 million to four community groups, who are involved in muscovado processing, veggie noodle production, heirloom rice packaging and agri-input retailing.
 
“It will have a great impact on our lives as young students. A lot of young people dream of college but not everyone has financial resources to make the dream a reality. Through your scholarship, I am sure that all of us will be relieved of our financial dilemma and we will be fully able to focus on our studies and will no longer be bothered by payments of our school fees,” Cayso said.
 
“We are also hoping and praying that your scholarship program will sustain until we graduate college. Your generosity also inspires us to help others and bring back to the community,” Cayso added.
