ILAGAN, Isabela- All Sangguniang Panlalawigan members of Cagayan Valley are set to meet at the end of this month to expedite a unified stand and will make a legislative action on the proposed “Oplan VISA” or Verification Identification and Sticker Authenticity that the Police Regional Office 2 (PRO 2) wanted to implement. | |||
The “Oplan VISA” was seen by the PRO2 leadership as a measure to stop or minimize the spate of crimes committed by criminals using motorcycle as get-away vehicles. | |||
Sangguniang Panlalawigan member Jaime Atayde, regional chairman of the League of Board Members of the Philippines Region 2 chapter, said that the board members of region agreed during their meeting in Baguio City that they will meet on March 30, 2012 to tackle issues and unify their action to the proposed anti-criminality measure of the police. | |||
Atayde advised the Sangguniang Panglungsod and Sangguniang Bayan legislative bodies in the region to temporarily suspend the passing of ordinances at their levels after the meeting of board members made a stand to the proposed measure. | |||
He said board members in the provinces are the body which review, approve or disapprove ordinances emanating from the local government. | |||
In Burgos and San Mariano, Isabela, the Sangguniang Bayan approved the VISA implementation but the Sangguniang Panlalawigan is yet to approve the two towns’ approved measures as these still need further study and deliberation. | |||
Atayde expects that the provincial boards in the region will have a final stand on the measure and decide if it will be passed. | |||
