The National Nutrition Council (NNC) Region 2 is conducting series of trainings for barangay nutrition scholars and nutrition officers on infant and young child feeding (IYCF) to decrease number of underweight infant and young children.
Nutrition Program Coordinator Rhodora Maestre said though malnutrition rate for infant and young children in the region is not alarming, there is still a need to act to eradicate the problem for underweight children.
One of the strategies the council is doing now, Maestre stated, is the conduct of intensive trainings to local government units wherein number of underweight and severely underweight infants and young children were reported with problems based on the IYCF updates.
In the report, '''Isabela province''' reflected 9.76 percent of severely underweight and underweight cases, the highest among the provinces in the region, followed by Nueva Vizcaya with 5.22 percent, Cagayan with 4.2 percent, Quirino 3.14 percent, and Batanes 2.17 percent, reflecting 4.76 percent only for the whole region.
“This number is very small as compared to others, it is not considered as major problem but we don’t want to be contended here. We want zero malnutrition rates in the region,” Maestre stated.
Earlier, the council has prioritized 19 municipalities of '''Isabela''' for the conduct of the said training and other provinces will soon to be attended this first and second quarter of the year.
Maestre also encourage local officials and other stakeholders to be partner in the endeavor considering that health and nutrition of the people are very vital in the development of a municipality.
Other than this, NNC also continuously taps media practitioners to help in the promotion of good nutrition not only for the infant and young children but across the ages to eradicate malnutrition rate in the region.

ILAGAN, Isabela- At least 235 unmarried couples in this capital town of Ilagan  exchanged marriage vows in a mass wedding sponsored by the local government unit of Ilagan and attended by the National Statistics Office (NSO) officials in the province as part of the celebration of Civil Registry Month.
Mayor Jose Marie L. Diaz said that there is need to hold a mass wedding ceremony to legalize the union of the couples who cannot afford to defray expenses for their wedding.
Local elected officials of the municipality served as principal sponsors to the wedding rites.
Provincial Statistics Officer Julius Emperador, who served as the guest speaker during the event,  emphasized the value of civil registry among all individuals in the province.
He said the civil registry of individual is from womb to tomb as it is required by law that each individual should be registered when born, get married and when died.
Couples Moises del Rosario and Jessa Salazar of San Vicente, Ilagan, Isabela said they decided to join the mass wedding rites  to legalize their union and to save  from wedding expenses.
The couple thanked the local government for sponsoring the event as it helped living in couples to legalize their unions especially the poor couples who cannot afford to spend for their wedding.
The mass wedding is an annual regular activity of the local government unit of Ilagan as part of celebrating the Civil Registry Month.

ALICIA, Isabela- Village residents in this town who have problems in their teeth benefit from the free dental mission sponsored by the local government unit of Alicia in observance of oral health month.
Mayor Maria Cecilia Reyes said the activity is one of the programs of the local government unit of Alicia in bringing the services to the people right in their towns.
Reyes said residents of Callao, Alicia, Isabela expressed their appreciation to the local government unit for offering a free dental extraction especially to the poorest of the poor residents. Reyes also said there will still be series of free dental mission in the coming days at barangays Paddad and Inanama scheduled next week.
Residents of Barangay Callao expressed their thanks to local government officials for the free dental services offered in the said barangays.
Among the residents that availed of the free dental mission that was conducted at the village’s community center yesterday are mothers and students of Callao nearby barangays.

ALICIA, Isabela- At least 38 residents of Alicia from the different barangays of the town underwent a 10-day free massage skills training sponsored by the local government unit of Alicia and the Technical Education and Skills Development Authority (TESDA)–Isabela.
Mayor Maria Cecilia Claire Reyes said the provision of skills training is one of the programs of the local government unit in coordination with concerned national government agencies like the TESDA and other government agencies with programs on skills development and training.
Reyes is also planning to organize the newly graduate massage therapist to be formed into an association that anytime their services are needed the leader will serve as over-all coordinator and send anyone from its members to give massage service.
TESDA Provincial Director of Isabela Nestor Ave said the 38 massage therapy trainees were tested by TESDA before their graduation and all of them passed the skills assessment as certified massagers.

CAUAYAN CITY, Isabela- The Department of Agriculture (DA) Region 2 bared that the two Isabela citie, four Isabela municipalities and six Nuevmunicipalities of Nueva Vizcaya are 2011 Agripinoy rice achiever awardees.
Orlando Lorenzana, DA 2 technical director, said the awardees received the award on February 10 at the Philippine International Convention Center (PICC) in Manila.
Lorenzana said that the cities of Cauayan and Santiago  won in the city category while the municipalities of San Mateo, Cabatuan, Alicia and Delfin Albano all in Isabela as well as Solano, Bagabag, Bayombong, Dupax del Norte and Aritao in Nueva Vizcaya won on municipal category.
Lorenzana said that the cities and the towns which won the Agripinoy rice achiever award received P1 million each from the Department of Agriculture.
Meanwhile, 9 agricultural extension workers from Isabela and Nueva Vizcaya were also among the 19 agricultural extension workers in the whole country who were recognized during Saturday’s awarding ceremony at PICC. Each of them received P20,000.

SANTIAGO CITY, Isabela- The city veterinary office of this premier city of Cagayan Valley has launched last week the anti-rabies vaccinations aimed at averting existence of rabies cases in the city signaling the start of anti-rabies vaccination operation in its 37 villages.
The activity is annually conducted by the city veterinary office to ensure that the residents in the city are safe from danger caused by dog bites.
City veterinary officer chief Dr. Solomon Maylem said the free anti-rabies vaccines are provided by the city government and are administered by the city veterinary office to pet dogs in the city.
Maylem also said that although the rabies cases are not alarming, preventive measures are needed to eliminate the cases of rabies in the city.
He said that if dogs are vaccinated there will be no dangers of deaths caused by rabies.

ILAGAN, Isabela- A $200-million paper plant facility will be constructed in Isabela as soon as the final agreement among the Korean investors, the provincial government of Isabela, and city government of Cauayan will be formalized.
The multi-million dollar paper plant facility, which will be using corn stalks as raw materials, is expected to be constructed at the forest region of Cauayan City where majority of farmers are engaged in corn planting.
Danilo Tumamao, provincial agriculturist of Isabela, said that in the conceptualization of the paper plant project, the proponents took into consideration the area of operations where vast areas of corn lands shall be present to meet the requirements and availability of corn stalks when the facility will start to operate.
Tumamao said Isabela is the country’s top producer of corn among other provinces in the country where it has produced 1.26 million metric tons of corn in 2011, contributing 20 percent of country’s total corn production.
The Korean-owned Corn Pulp and Paper Holdings with local counterpart Araneta and Lee Consulting company has been initially conducting talks with the provincial and city officials of Cauayan to possibly realize the important project which can contribute to employment opportunities for Isabelinos.
Tumamao said the Korean project is an opportunity to increase the corn yield by planting corn in 20,000 hectares to produce the needed corn stalks for the plant’s operation.
Tumamao said once the paper plant facility will formally operate, there will be demands for labor force and this will benefit Isabelinos.

CAUAYAN CITY, Philippines—The Ombudsman has cleared former Isabela Governor Maria Gracia Cielo Padaca of graft charges in connection with the increase of government subsidy for rice farmers in 2007.
In a 16-page decision dated January 20, Ombudsman Conchita Carpio-Morales said there was no sufficient evidence that Padaca wasted provincial funds when she entered into a deal with the National Food Authority (NFA).
The case was filed by Simeon Taguinod, who complained that Padaca abused her authority when she signed a memorandum of agreement (MOA) with the NFA in 2005 and 2006 that increased Isabela’s subsidy for rice farmers.
Taguinod also claimed that the MOA was signed without the approval of the Isabela provincial board.
In her June 29, 2007 counter-affidavit, Padaca insisted that the NFA agreement was legal and did not require the permission of the provincial board.—Villamor Visaya Jr.

CORDON, Isabela- The Department of Agriculture (DA) 2 and the local government unit of Cordon joined its resources in establishing a greenhouse for vegetable seedling production to be distributed to residents here.
The greenhouse establishment is a joint project of the LGU – Cordon and DA to boost vegetable production in the town and in the region as a whole.
Municipal Agriculturist Relly Cruz said officials of the local government unit of Cordon led by Mayor Laurencio Zuniega are thankful for choosing the town as beneficiary of a greenhouse which is an important facility for vegetable farmers adding that that the town is a potential area for vegetable production.
The locality will be using the greenhouse to be an area to propagate vegetable seedlings that will be distributed to vegetable farmers and other interested residents who will have the interest to plant vegetables.
Cruz said that the local officials wanted that each resident in the locality will have at least backyard garden as their source of income and use for their own consumption.
Cruz said that among the vegetable seeds that will be propagated inside the greenhouse are pepper, tomato, eggplant, okra, squash and other vegetables that are usually grown in the barangay.

SANTIAGO CITY, Isabela- The Philippine Red Cross (PRC) Santiago City chapter was provided with a new unit of ambulance and a mini fire truck last week by the PRC Central Office to better respond to emergencies in its area of operation.
PRC Santiago City chapter administrator Estela Vergara said the new emergency rescue equipment were provided by the PRC Central Office having seen the necessity of the rescue equipment through the intervention of the city government who made a request to the PRC.
Vergara said the rescue equipment will be kept in her office and will be exclusively used for providing emergency assistance to needy constituents.
PRC Santiago City is also willing to lend the rescue equipment to the Bureau of Fire Protection only when requested by the agency especially during fire rescue operations.
Vergara said the provision of additional rescue equipment will be beneficial to Santiaguenos as it will surely expand their services to the needy constituents. She also said that the PRC Santiago City has a number of volunteers who are willing to augment the needed manpower especially during emergency situations like in the time of calamities.
The PRC is also closely coordinating with the Rescue 206 to better serve Santiaguenos.
Vergara said the PRC is helping in the conduct of first-aid trainings in schools and even in barangays, disaster management, blood-letting, and other humanitarian activities.

CAUAYAN CITY, Isabela– The Department of Agriculture (DA) - Region 2 office has adjudged the city of Cauayan as Most Outstanding Agripinoy rice achiever for having produced and surpassed the minimum production per hectare of rice last year compared to other cities and municipalities.
The city government will receive the award today at the Philippine International Convention Center (PICC) through Mayor Benjamin G. Dy and city agriculture officials of Cauayan.
City agriculturist Rufino Arcega said the city government is set to receive a certificate of recognition and a cash award of P1 million from DA.
Arcega planned to propose to Mayor Dy that the cash award will be used to purchase of rice land to be used as research center to better improve rice and corn yields.
He said once the city government has established a research center, the best farming technology will be shared to the farmers in the city to improve more their yields.
City councilor Ruben Tumbaga, committee chairman on agriculture and agricultural technician Mary Jane Yadao will also be receiving a regional award for their outstanding contribution in the improvement of rice yield and support to agriculture sector in the city.

ILAGAN, Isabela– The Provincial Environment and Natural Resources Office (PENRO) will intensify its anti-illegal logging operations this year to halt the depletion of the remaining forest resources in the province.
PENRO – Isabela chief William Savella said that being the lead agency in the implemetation of the total log ban, they will see to it that the law will be strictly enforced  whoever is affected.
Savella lauded the present provincial leaders in the sincere desire to stop illegal logging in the province by enforcing anti-logging ordinances even before the E.O 23 was issued .
He said that as part of the agency’s role to protect the environment, has coordinated with the provincial government for the strict implementation of total log ban to ensure that forest resources are being protected and maintained.
PENRO-Isabela in coordination with the Isabela Environment Task Force (IEPTF) has yielded numerous confiscations and apprehensions of illegally transported logs and lumbers through its established checkpoints in various parts of the province.
“Our joint efforts with the provincial government on anti-illegal logging is now reaping positive results as there are now lesser and lesser confiscations and apprehensions of illegally cut logs and lumbers," Savella said.
Savella urged local government units and even the residents to report to the environment task force any illegal logging activity or transportation of illegally cut trees from the natural forest to stop the depletion of the remaining forest resources in the province.

ILAGAN, Isabela- Police investigators from all police stations in the province have undergone a one-day seminar on electronic crime incident reporting system otherwise called as e-blotter held at the Isabela Police Provincial Office (IPPO).
The e-blotter system seminar aims to speed up access and preparation of complaints from the public which are usually logged at police stations.
Police chief inspector Melchor Agusin, team leader of the e-blotter mobile training system from Camp Crame, said the e-blotter will become accessible to police stations and the higher police commands for speedy coordination for solution of crimes.
Agusin said the e-Blotter does not only facilitate crime documentation and modernize data storage but also presents quick, fast and reliable transmission of crime information from police station to the PNP headquarters at Camp Crame, Quezon City.
“The e-blotter is an effective management tool for decision makers and security strategists to have an easy and intelligent way of mapping out peace and order and anti-criminality strategy," Agusin said.
However, Agusin clarified that concerned individuals or the public who wanted to secure blotters from the police stations are still required to personally appear to the police stations as blotters cannot be accessible to the public online and personal appearance to the police stations is still required before issuing police blotters.
Agusin said the Philippine National Police (PNP) saw the necessity of the e-blotter system for interconnecting the police in the fast solution of crimes in the country.
The new system still requires to be logged manually but at the same time, they will be encoded immediately in a computer linked to the police's central reporting network called the PNP Crime Incident Reporting System.

SANTIAGO CITY, Isabela– A farmer at barangay Nagassican in this city has turned over to a local television station here a  rare bird which he caught in his farm recently.
The bird identified as a baby owl was seen by Rodrigo Albay while he was working in  his farm and he caught it, unaware that it is an endangered species.
Albay said he used to see birds of this kind in his farm but this is the only time that he was able to catch one because the birds are elusive especially to human beings.
The farmer said he was advised by his neighbors to surrender the bird to ABS-CBN Cagayan Valley based in the city, as the said station has a program for caring and protecting the environment.
ABS-CBN Cagayan Valley management will turn over the said owl to the Department of Environment and Natural Resources (DENR).
Last year, the TV station also turned over an endangered bird to the DENR.
