LUCENA CITY, Quezon- Two members of the New People’s Army (NPA) voluntarily submitted themselves to the military and sought livelihood assistance from the government.
LUCENA CITY, Quezon- Lucena City Mayor Barbara Ruby Talaga personally hand-over the key of the new vehicle to city health officer Wilfredo Frondoza in a simple ceremony held recently in this city.


Colonel Generoso Bolina, spokesperson of Southern Luzon Command (SOLCOM) identified the two surrenderees as Jerry ‘Ka Randy’ Orcales, 44, married and resident of Sitio Pantangan, Barangay Pagsangahan and Warlito ‘Ka Lawin’ Arogancia, 35, resident of Barangay Pugon from San Francisco, Quezon and both operating in the province of Quezon surrendered Jan. 5 and 6, respectively.
Mayor Talaga, said the vehicle will serve as service vehicle of city health office in times of calamity or other untoward incident in the city.


Orcales and Arogancia were induced to surrender due to the government program particularly the livelihood assistance to all former rebels who wishes to return to the mainstream of society, Bolina added.
Also, the vehicle will be used to meet the medical needs of the poor families in this city particularly during medical activity, transporting of patients and other medical necessities, Talaga said.


‘There is no clear future ahead for us and our family if we stay within the underground organization’, Orcales said
This is the third vehicle purchased by the city government thru Lucena City Disaster Risk Reduction Management Council (LCDRRMC). The first two vehicles purchased were ambulance that being used by Bureau of Fire Protection and LCDRRMC, as response vehicle.


Orcales surrendered to the joint operating troops of the Philippine Army and the Philippine National Police (PNP) through the assistance of former barangay Kagawad Zaldy Villanueva.
Talaga added with the purchase of these vehicles, the delivery of services of LCDRRMC to residents of this city has gradually addressed in times of calamity.


Meanwhile, Colonel Eduardo Ano, commanding officer of 401st Brigade based inCalauag Quezon said that many NPA are sending surrender feelers through local officials citing reasons that they cannot bear anymore the situation inside their organization.
Frondoza, on the other hand said the new vehicle will help in improving the health services in the rural barangays.
 
Moreover, they are still expecting more rebels to send their willingness to return to the fold of government, he further said.
 
The military officer assured that through the cooperation of the local government unit, police and private persons, that they will protect those rebels who want to surrender to them.
 
The SOLCOM commander; Lieutenant General Roland Detabali, said that Orcales and Arogancia were just among other rebels who were welcomed by the government early this year after they surrendered upon realizing that the masses are beginning to reject the operation of NPA.
 
Recently, Emmanuel Quioyo alias ‘Manuel/Etchie’, a member of NPA operating in Rizal Province surrendered to the elements of PNP and AFP at Barangay San Jose, Antipolo City.
 
Detabali said that, this incident is an indication that the NPA’s strength is visibly declining in Southern Tagalog region.
