The Christmas celebration in Cordillera was generally peaceful, both from firecracker-related injuries and health, reported Department of Health (DOH-CAR) Regional Director Dr. Myrna Cabotaje in a kapihan media forum at the PIA Regional Office Conference Hall here.
The Department of Social Welfare and Development (DSWD) on Thursday announced the expansion of its community-driven development strategy against poverty called “Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services” (KALAHI-CIDSS) to 129 new areas in 2012.


Based on their monitoring, Cabotaje said there were no unusual illnesses reported during the Christmas celebration in the region but she also advised the public not to be complacent and keep themselves warm and healthy as the temperature particularly in the city and the upland areas of Cordillera is getting colder and colder.
Social Welfare and Development Secretary Dinky Soliman said the KALAHI-CIDSS coverage will be composed of 348 municipalities, including old areas in 48 provinces, among which are the newly identified provinces of '''Apayao''', Palawan, Antique, Aklan, Guimaras and Negros Oriental based on the 2006 National Statistical Coordination Board’s “Ranking of Poorest Provinces Based on Poverty Incidence among Families.


Cabotaje also reported that as per their monitoring from Dec. 21 to 28, nine cases of fire cracker-related injuries were recorded all over the region, the lowest recorded compared to the same period of monitoring in the past several years.
“We want to involve our people in alleviating poverty in their respective communities through the tested community-driven development approach of KALAHI-CIDSS, which champions participatory governance leading to improved lives,” Soliman said.


For the nine cases, two were recorded in Baguio City, four in Abra , two in Apayao and one in Mt. Province.
The expansion is funded by an additional loan of US$59.12 million from the World Bank, US$120-million grant from the Millennium Challenge Corporation, and complementary grants from the Australian Agency for International Development and the Office of the Presidential Adviser on the Peace Process.


According to Cabotaje, five of the victims are seven and eight years while the oldest is 54 years old. All suffered minor injuries mostly on their fingers.
Soliman explained that the project’s community-driven development approach, which has been tested and proven effective in easing poverty in the poorest provinces, seeks to empower ordinary citizens to directly participate in local governance by identifying their own community needs, planning, implementing and monitoring projects together to address local poverty issues.


Cabotaje cautioned the public not put their guards down as usually about 50 percent of the firecracker related injuries occur during the New Year revelry or on December 31 to January 1.
She said the approach’s participatory planning process ensures that community members, especially the poor, are involved in the situational analyses leading to the preparation of a barangay action plan, which serves as input to the municipal government’s local poverty reduction action plan.


Cabotaje again reminded the public of the DOH’s APIR campaign or Aksyon: Paputok Injury Reduction ‘Give Me Five’ campaign, wherein public is reminded that using firecrackers/fireworks can cause injuries thus use safer means of making noise and merry making for the New Year celebration.
The major projects prioritized by communities include water systems, roads, school buildings, barangay health stations and day-care centers, among others.


In the same forum, PSr. Supt. Joseph Adnol of the Police Regional Office – Cordillera (PRO-Cor) also reported a peaceful and orderly celebration of Christmas all around Cordillera with no no untoward incident reported region wide during the period.
The DSWD chief noted that external economic analysis revealed that community participation lowers cost and improves construction quality of projects.


Adnol assured security measures are in place relative to the increasing volume of tourists coming in to Baguio and other prime destinations in Cordillera this yuletide season. There are Tourists Police in addition to the Police Integrated Patrol System or PIPS that they are implementing especially in key municipalities/cities, tourism areas and central business districts in the region, he said.
KALAHI-CIDSS-funded community infrastructure expenditure is also significantly lower than those involving non-community-driven development projects, with differences ranging from eight percent for school building to 30 percent for water supply, she said.
 
“The process also allows communities to identify their needs, plan, develop, implement, manage and sustain their development initiatives,” Soliman pointed out.
 
She cited that KALAHI-CIDSS’ counterpart funding requirement sourced from the 20-percent development fund of the municipal government also ensures that a significant proportion of such fund is earmarked for the basic needs of poor communities.
