KORONADAL CITY, Nov. 28 (PIA) -- Some 100 barangays in South Cotabato will be given seal of good housekeeping in 2012 in line with the provincial government's implementation of a local version of the Department of the Interior and Local Government's program. Josephine Leysa, interior and local government provincial director, said "100 out of the 199 barangays of South Cotabato will receive awards and cash prizes from the provincial government if they pass the standards set.” Besides the seal of housekeeping, Leysa added "the top six barangays will be awarded cash prizes of P500,000, P400,000, P300,000, P200,000, P100,000, and P75,000, respectively. Other barangays -- up to 94 in number -- that will qualify based on criteria set, will also receive P50,000 each. Gov. Arthur Y. Pingoy Jr. launched the project during the Liga ng Mga Barangay celebration on October 7 and the evaluation will begin in the first quarter of 2012. "The top six barangays will be recognized during the Tnalak Festival in July while the remaining 94 barangays that will pass the criteria for the seal of housekeeping will be named during the Liga Day next year.” Leysa explained that although the local seal of good housekeeping was patterned after the national program, the local version will be wider in scope. "Since we have been implementing barangay performance management system for eight years, our criteria will not focus on organization and creation of bodies but will deal much on the functionality of these bodies," she said. Without giving details on the criteria for evaluation, she said, "the local version of the seal of housekeeping will give emphasis on total barangay governance." DILG’s Seal of Good Housekeeping for LGUs is in line with the Department’s commitment to aggressively scale up interventions to elevate the practice of governance that values transparency, accountability, participation and performance into an institutionalized status. Through the program, DILG recognizes LGUs that have shown good performance in the areas of good planning, sound fiscal management, transparency and accountability, and valuing of performance monitoring. LGUs awarded the Seal of Good Housekeeping are given access to P3-million worth of projects under the Performance Challenge Fund. (PIA 12) | |||
