The adage says, if there is a will, there will always be a way, and this was proven in the sucessful operations of the anti-illegal logging drive in the Cordillera.
The National Statistics Office (NSO) here is currently conducting twin surveys on energy consumption of establishments and households in the provinces of Kalinga and '''Apayao'''.


Joint personnel from the Provincial Anti – Illegal Logging Task Force (PAILRTF) led by Luna Community Environment and Natural Resources Officer (CENRO) Rod Lapigue and from the Provincial Public Safety Company led by PINSP Dexter Ipac Ominga conducted an operation last September 6 at Barangay Lappa, Luna, Apayao that resulted in the discovery of 99 pieces of abandoned illegally-sawn Tanguile lumber with approximated total volume of 1,440 board feet.
NSO provincial officer Avelino Cadalig said the Survey on Energy Consumption of Establishments (SECE) is from September 5 to 30 while the 2011 Household Energy Consumption Survey (HECS) runs from September 16 to October 8.


The confiscated lumber were brought to Luna CENRO office for custody and proper disposition of the case.
“Randomly conducted, the two surveys cover five establishments in Kalinga particularly barangay Bulanao of this city and one in Apayao, that is Kapanikian in Pudtol,” Cadalig said. It also includes 117 households from nine barangays of Kalinga and 74 households from seven barangays in Apayao.


Last September 3, acting on information provided by a concerned citizen, the combination of force under the CENRO and the police led to the confiscation of abandoned lauan lumber at Sitio Makunukon, Barangay Macalino, Calanasan, Apayao.
He said data collected from SECE include the quantity of fuels, and other fossil and biomass fuels purchased. “This survey is for the consumption of the Department of Energy and other planning and policy making bodies,” Cadalig said.


The team discovered 147 pieces of lumber of different dimensions with a total volume of 2,000 board feet. The lumber were hauled in a motorized banca via Calanasan-Pamplona River then on a dump truck to the CENRO office in Santa Elena DENR Field Office for custody and proper disposition of the case.
He said the 2011 HECS is a special survey that gathers information on households utilization of fuels, supply systems and the pattern of energy use and other variables that maybe useful to assess the current energy profiles of different households and communities in the country.


Although no suspects have been apprehended in both incidents, the Provincial Anti Illegal Logging Task Force is serious in its job of going after illegal loggers.
He said the survey involves nine enumerators and two supervisors underwent a week-long training before conducting the survey. “Each enumerator is given four households a day to survey,” Cadalig said.
 
On the other hand, Cadalig informed that an upcoming survey on labor force will be scheduled from October 10-31 this year. He said it has two riders Survey on Overseas Filipinos and on Children. “These surveys aims to establish the number of Overseas Filipinos working or living abroad, particularly in a certain country while that for children to know the numbers of the dependent age bracket for need assessments.
