MANILA, Philippines – The Department of Environment and Natural Resources (DENR) issued a directive stopping the transport of illegally cut logs from Salvador town in Lanao del Norte, following reports of proliferation of logging activities in the area amid Palace suspension order.
TUBOD, Lanao del Norte, Sept. 18 (PIA) -- Lanao del Norte and the Department of Social Welfare and Development (DSWD) have signed a memorandum of agreement (MOA)on Sept 14 for the implementation of the infrastructure projects in two of its interior towns - Salvador and Sapad - which have both qualified for another batch of infrastructure projects, from the national government under the KALAHI CIDSS-Makamasang Tugon (MT) program.
 
The MOA signing was attended by Gov. Khalid Q. Dimaporo, assistant regional director Aldersey Mumar Dela Cruz of DSWD, region 10 and Mayors Hassanor Tawantawan of Salvador and Paruk Asis of Sapad.
During the monthly meeting of the anti-illegal logging task force in Tubod town Wednesday, DENR forester German Pandaten cited the on-going probe of logging activities in the hinterlands of Salvador.
The MT program serves as incentive to municipalities where the sub-projects of the KALAHI-CIDSS were already completed, properly implemented and have served its purpose of empowering the community.
 
“This program really addresses the needs of our people and encourages them to be good implementers and stewards of these projects. This is the reason why the provincial government is always ready to put in our counterpart for these laudable projects,the Governor said.
He cited that their office has already prevented the issuance of Certificate of Tree Plantation Ownership (COTPLO) to private land owners, pending ocular inspections of environment authorities and operatives of the Philippine Army.
As one of the top implementer of the KALAHI CIDSS-MT projects in the region, Salvador town has already benefitted from three cycles of the poverty-alleviation program.
 
Under this latest phase of Makamasang Tugon, each barangay of Salvador will receive P500,000 from the national government for the construction of its identified projects.
Lt.Col. Ferninand Razalan, commander of the 35th Infantry Battalion, said that “there was no instance in the immediate pasts that the inspection was done, the Army was never invited during inspection” if it even occurred.
Among the most common projects to be implemented by the barangay officials and volunteers are drainage systems, day care centers, barangay health centers, barangay roads, solar driers, and water systems.
 
“Salvador is one of the top performing municipalities under KALAHI-CIDSS and identified as a pilot area. DSWD will provide technical assistance but the LGU of Salvador will run it,” explained Dela Cruz.
Pandaten pointed out that the COTPLO could only be acquired if the applicants present a land title, certificate of land Ownership Agreement (CLOA), certificate from the village chief that the trees truly came from the area, among others.
Meanwhile, as a 6th-class municipality, Sapad will also be receiving financial assistance for the MT projects.
 
“In our barangay, the funds that we’ll be receiving will go to the construction of our drainage canals. We are thankful to the Governor and to Congresswoman Dimaporo for their support to us,” punong barangay (village chief) Carol Tijing of Poblacion, Sapad expressed.
COTPLO holders are allowed to harvest trees within the area specified in the document. However, this has been suspended under Executive Order No. 23 issued by President Benigno Aquino III last February following series of landslide incidents in the country.
The World Bank’s board of executive directors recently approved an additional financing of $59.1 million to expand the KALAHI-CIDSS Project.
 
Using a community-driven development (CDD) approach, the KALAHI-CIDSS helps poor communities develop the necessary skills and provides them with resources to select, implement, and sustain small-scale community infrastructure projects and social services. (PIO/PIA-10)
Earlier, philstar.com reported of the continuous flow of logs from the hinterlands of Salvador town to the saw mills in the urban areas of Lanao del Norte despite the indefinite suspension order of all logging operations in the country.
 
The exclusive report also prompted the local DENR office to stop issuing transport permits to a certain Ahmad John Tawan-Tawan of Pansor in Salvador town.
 
The local environment office however did not elaborate if there were previously issued COPLO aside from Tawan-tawan as the Community Environment and Natural Resources Officer in-charge in the area, Pacasum Mascara, repeatedly skipped the anti-illegal logging meetings.
 
During yesterday’s meeting, Razalan also revealed on the alleged illegal logging activities in the hinterland-boundaries of the towns of Tubod, Nunungan, and Salvador in Lano Del Norte.
 
He said his unit’s own intelligence net disclosed of the unabated proliferation of illegal logging due to “a perceived conspiracy between individuals who circumvent the law for their own personal interest”.
 
He added that there are no more trees being cut from privately-owned lots, but are all coming from the public timberlands.
 
“The trees from the timberland are pooled in a log pond in Pagalongan village in Salvador before transported to their destination at Findlay Miller Timber Company in Kolambugan,” he pointed out.
 
He stressed that the trees were sourced some few kilometers away from the northeastern side of Mt Inayawan, a declared national park.
 
He added that the falcata species are believed to be brought to the Salvador log pond while the hard woods are hidden in the different villages in Salvador, Nunungan and Sapad where they are processed through “guerrilla-type” sawmills.
 
The military official added that the intensive anti-logging operations of his team resulted to the reduction of “probably 60 percent of illegal logging activities from the second quarter of this year to the present”.
 
“Bakit hindi gumawa ng batas para ma-sanction ang  mga lumber and hardware owners sa Kapatagan Valley and other towns,” Razalan cited, adding that these business establishments were among the topmost buyers of woods from illegal loggers.
 
He added that the Army is augmenting its aerial reconnaissance in the hinterlands of the municipalities of Tubod, Magsaysay, Tangkal, Nunungan, Salvador and Kolambugan to “once-and-for-all” put an end to the illegal logging activities in Lanao del Norte.
